I am a customer of HDFC bank when i joined TCS i opened my salary
account over there and they are aware with my disability that time
only they gave me cheque book, debit card, fiew months back i applied
for credit card online only and without any problem i got creditcard
with in a week. though i use to signature,
there are signature guide available to make our signature perfect .

Simple logic is if Indian payment system is paying money to someone, they

2 Factor authorization is insisted by RBI to ensure extra layer of safety. 
It is not there overseas. I don't think mediocre minds can think of it. I 
wonder how much more fraudulent transaction would have happened otherwise.
 RBI does not have jurisdiction over Foreign entities, that is why it does 
not apply to them.

RBI also says they are not under our perview.
Actually, RBI has mostly mediocre people who decide policy. they, as a rule, 
don't have on-the-ground understanding of things.


If payment systems in India have integrated feature of OTP for CNP 
transactions, it should be followed whoever the receiver is.


When I had proposed a pin for credit cards, which is now there, way back in 
2006, I was ridiculed.

here in pnb credit card, customer receive OTP while transacting. RBI have 
already restricted international transactions in credit cards, until a 
customer give a specific request for it. better is to choose the credit card 
with OTP compliance.

Yes Vikas, definitely it is harrowing time for the card holder as long as 
the enquiry proceeds in the matter.
April last I was woken up by credit card watchers at 12.30 midnight stating 
there were a no. of fraudulent transactions in my card totalling around 3 
lakh rs; 'whether I was doing the transactions' they pertly asked.  As I 
said'no', they simply asked to logde a complaint in the moring.  As I took 
it up with customer team, SBI they said the same thing what you were told, 
they could do nothing to stop the transactions, even if happens in the last 
night.
Until very recently I have been exchanging various mails on the subject 
until they, upon completion of all formalities, they declared all 
transactions fake & fraudulent restoring my credit limit & abslovling all 
charges.  But definitely it was very harassing when they initially until 
enquiry completion debited all transactions to my account billing huge sum 
every month & myself pursuing them for reversals, etc.
Nearly similar thing happened in August last with Citybank card but their 
system was foolproof & despite 10-15 fake attempts, money could not be 
debited from my CC account.
Hopefully you will win ultimately, however, you are always on wining doubt 
margin & they may have lot of mails, etc. to you until completion, in case 
they start the proceedings, if money is debited to your account.

it is NHFDC providing concession, not a bank. NHFDC is specially framed to 
provide financial assistance for housing development projects. he may 
contact to NHFDC and NHFDC will land him through its nodal bank. NHB, NHFDC, 
HUDCO provide finance through their nodal banks.

person shouldn't be denied of any consessional rate facility simply on

we have to fight for full accessibility. In my view, as far as
accessibility of ecommerce is concerned, it doesn’t mean the ecommerce
sites are accessible if we successfully place our order. It should be
also accessible throughout the time of delivery of goods.

1 the ecommerce company should  ask about our disability, and a unique
code can be generated and same can be communicate to consignee when
the shipment outs for delivery. the same has to be produce to delivery

to capture signature of consignee.

2 QR code, these days the QR codes are miracle for payment industries.
various digital wallet players even govt of india asking the merchants
for using QR codes to accept payment. As it eliminates the needs

use to receive our shipment.
The qr code are of 2 types, dynamic and static. Here the delivery boy
generate qr code in his tab, and we have to scan the same  using the
particualy ecommerce app.

Our pm is running digital india campaign, can’t we force  him to think about

Friends think of it, as these ecommerce companies giving various

After a life of living in darkness, a visually impaired writer is
making it easier for blind people to access books in Hindi. Dr Ramesh
Kumar Sareen, a
lecturer by profession, is all set to launch his new book under the
banner of “Raktim Publications”, a publishing house that Sareen has
independently started
for visually impaired people.

The purpose of Raktim Publications is to publish more blind-friendly
literature and make such books accessible to students in the Mangal
font of Hindi
language. “I have observed an acute lack of blind publishers, though
there are blind people around who are willing to write. Publishing a
book is a tedious
task and is discouraging for blind people to get tailor-made books
published,” said Sareen.

Sareen said that visually impaired people have specific needs that
characterise blind-friendly books. For example, avoiding footnotes,
publishing books
in a font that can be read by various software that visually impaired
people use without having to scan the entire book, making e-texts
accessible and
transliterating books on various subjects in different languages.
Raktim Publications intends to include all such characteristics in its
Hindi books.

Sareen, a former employee at Indian Airlines, left his 13-year-old
career in the aviation industry to become a political science lecturer
at Satyavati
College, Delhi University, because he wanted to help eager blind
people to get the education they needed. “There was no job
satisfaction in aviation for
me. I was earning money and was able to get married and start a
family, but I was not able to contribute back to society the way I
wanted to. So I decided
to become a lecturer and stay close to the young crop and help
visually impaired students.” Sareen has done a PhD in political
science from Jawaharlal
Nehru University.

Talking about his new book, Sareen said, “This is my third book, but
the first one which will be published under the banner of Raktim
Publications. The
book is in Hindi and is blind-friendly, which means that the visually
impaired will not have to scan it to read it through software. There
will be e-text
available.”

Sareen’s new book in Hindi is titled Sam Samayik Bharat ki Vikas
Prakriya aur Samajik Andolan, which means “development process and
social movements in
contemporary India”. The book does an analysis of political
developments that took place between 1930 and 2014 in India. The
e-text of the book is in Mangal
font and will be available after 31 October. It can be ordered online

Sareen said, “I have not done any analysis of political developments
that took place 2014 onward because a lot has happened and we still
need to observe
the consequences over the years to come to a conclusion. Whether the
current changes prove good for us or bad will be known in future, no

An atheist by self-confession, Sareen explained why he named his
publishing house “Raktim”. He said, “I have been heavily inspired by
works of Dr Bhisham
Sahni who has written a lot on communal subjects. Since the colour of
everybody’s blood is same irrespective of which God they believe in, I
chose to name
it Raktim.”

Emphasising on efficient implementation of government policies for the
visually impaired, Sareen said, “Things have become a lot easier now
because of
technology that helps us visually impaired people learn things which
we could not until a few years back. The government, too, has
increased facilities
for people like us; however, a major policy loophole is not including
partially blind people in the list of beneficiaries. Such people are
not able to
avail government schemes, nor are they able to study and work like
other people.”

context. Necessary instructions in this regard will be issued by end-October

you need not to type captcha on IRCTC portal. on the login page check the 
box for visually impaired. an OTP will shot on your phone both at the time 
of login and after entering passenger details OTP for booking. I shall 
upload the CCPD order on the matter. however it is not required for the 
booking purpose. it is in jpg form, OCR is required to read the order. just 
follow the above steps.

Hello there:
   Screen overlay occurs when an app has partially occupied your
screen transparently or opaquely, such as opening a Facebook chat
window during a notification and you typing back while watching
youtube etc. So it is possible some app is running over another app
(an example of whose has been given by Bhavani sir, i.e. dimmed screen
due to talkback).

  Android doesn't allow to change settings while there is screen
overlay due to some security issues.

I'm facing a  problem in my android mobile phone.

In my Moto X Gen2 android mobile I'm unable to grant  permission to apps

to type in whatsapp using speech to text voice typing etc. the reason for
all this is that whatsapp has not been granted permission to access my
contacts, the microphone etc.

Similarly, I'm unable to use Uber app because peermission is not been
granted to use my location etc.

So when I get into my settings and then apps, and when I get into whatsapp
for instance, it clearly shows no permission is granted, and then what I
tap
to grant all permission to that app, a message pops up saying that screen
overlay detected and that I got to turn off  screen overlay, and then when
I
get into the screen overlay settings and turn off all the apps that is
drawing over other apps, despite this I'm unable to grant permission to
whatsapp and to other apps to access   everything that it wants to, for 
it

to function fully and normally.

I hope I've been able to explain my problem.

So has anyone faced this issue of screen overlay and not being able to
grant
permission to apps to function fully?

How to resolve this  annoying issue?

Hats off to the entire team for meeting and sensitizing the RBI
officials. As someone rightly stated, it is (RBI) n only an
implementing body so we should strongly push this key concern with
Government officials and honorable Courts. In my View also the
different sizes of the notes are the more practical solution. We can
also think of embossing Braille numbers in terms of 50, 100, 200
numbers respectively at each corners of the currency bills.  In the
meanwhile, we can use different pockets of our purses for
differentiating the currency or can try to use as much as possible the
digital payment system.

are the key highlights:
1. The longest conversation was on size variation which remains a
major issue. If RBI goes ahead with their plan, the size variation of
notes will come down from 10mm to around 4mm with the introduction of
new Rs. 100, Rs. 20 and Rs. 10 notes. More over the width of all the
notes is expected to be the same (66mm). This will make it close to
impossible for us to identify the notes. While the team understood our
concerns, they expressed their own challenge of maintaining variation
due to reduction in overall size of the notes.
2. The team was taken aback to understand that the bleed line and
tactile markings are not perceivable. They accepted the fact and
confirmed to prioritize on finding a solution to make it perceivable.
They also expressed technical challenges in making it happen.
3. Inputs on low vision friendly features was welcomed and they plan
to continue with contrast color, color variation, font size, etc.
4. Fake notes issue was acknowledge and they thought of focusing on
perceptible tactile markings and keeping the texture of notes
different from normal paper.
5. The team confirmed to pass on inputs related to issues other than
currency notes to relevant departments and discussion on accessible
websites and apps was in brief.
6. Most importantly we discovered that RBI had interactions with NGOs
and teams like us in the past. However the inputs and suggestions have
not been valued given the fact they have gone ahead with lower size
variation and unperceivable tactile markings in the new notes.

So on the whole the meeting was productive in sensitizing the team on
our needs. At the same time it doesn’t assure of our issues getting
sufficiently addressed any time soon. Unless we intensify our voice
and raise the issue on all possible forums, we will end up having
notes with very little size variation making it highly

it is clearly mentioned on your certificate that a passenger have to produce

amit! unfortunately in our country, kanoon ke haath aur procedure, both are 
lengthy. also there is no remedy before the incident took place. All the 
agencies involve after the accident. the acuse is having full right to 
defend and sure he shall go upto supreme court. till that inocent child 
shall become adult. also the acuse is a foreign citizen and definitely he 
shall take either legal or diplomatic support from his country. the lower 
court will take its own time for trial. so we should not expect instant 
dicision on the matter.

convincing logic.

Just suggest the same to social workers, Courts and the Government. So they

institute,is this a right way to justify the insidence?

What is easy to run then!

One example: a rapest can simply say "it is not easy to manage the mental
state of the mind of a human and that's why I have done this crime!" would
it make any sence?
And then law would forgive him just because it was his desire and he could
not control the mental state of his mind as it is not as easy as running an
NGO.

I don't understand what sort of rational thoughts with logics we are putting
across when we do not have to justify such mishappenings.

This is equally true, the incident took place only due to negligence of 
Hostel warden & other resident staff, so, free & fair internal inquiry 
should be conducted to fix the accountability & necessary security majors

Should have taken to avoid these incidents in future.
10 years back, I spent almost one month there for computer training & I was 
too shocked to find the worst situation of discipline inside the campus. 
Their students were involved in various bad activities, like fighting here 
& there in the public transport, using Alcohol, one of their students use 
to come in our room and stolen the mobile of one of our83 years old 
trainees, Mr. Pyaralal Aggarwal.
This is true, their management is totally irresponsible towards the 
students of the campus. They are simply enjoying their life in very good 
premises of the institution only on the names of welfare of these students.
This is equally true, maintaining of discipline inside the campus should 
have been the first priority for the management as well as for some of 
their so called volunteers but I am sorry to say, nobody took all these 
things seriously. Most of these are simply enjoying various facilities 
along with the students & getting attached with the organization for their 
own interest only. Everybody is trying to give a safe passage to their 
staff members in spite of condemning them.
This is the time for these people, whether they should have to be with the 
institution or keep themselves away from the institution. This is the total 
failure of these volunteers & management of the institution
I am quite confident that some positive result will come out which will 
give a better future to the organisation.

no for booking ticket an OTP is required for visually impaired persons. it 
can be construed on the login page of IRCTC. this OTP came after a 
settlement order of CCPD where I filed a petition regarding captcha. hence, 
you can let your officers know this point and would better if you convince 
them to make the IRCTC website more accessible for screen reader. now you 
can even book your concession ticket with this portal easily. many of us 
enjoying this facility. you can suggest them a text based logical captcha if 
it is required and for this accessible captcha example, you may refer them 
login page of licindia.in

the best alternative they can provide for captcha is OTP. I just
visited the income tax website to link my apan card with adhar card.
they have this option. I easily linked my pan card with the help of
OTP. I loved it. I think IRCTC, UIDAI, and all others should adopt

In one of my recent software development works I created a CAPTCHA that is
accessible for screen readers using the following approach.


1.   Generate a random 5 digit number.

2.   Generate an image containing the embedded 5 digit number. Image 
is
programmatically generated and is  not an image that could be downloaded. 
5

digit number is communicated to the captcha generating code using
encryption.

3.   Convert the complete 5 digit number in English words, including 
the

words thousand and hundred.

4.   Assign the converted number in words as the alternate text of the
image dynamically. This would allow the screen readers to read out the
number in words, while  other users will see regular image.

5.   Track the random number as a session variable for later
comparison.

I am writing this for following two reasons.

1.   This approach seems to be working for me. Want to know if anyone
sees any issue in this either in usability or security.

2.   If anyone doing software development is interested in 
implementing

this, I can share the code off the list.

without human entervention, how the application go in software system. we have 
to deal from jandhan account to premium customers. suppose a totally blind 
customer demand a cheque book on the basis of thumb impression, presently, is 
not possible to issue him because both, the issuing authority and passing 
authority don’t sit on the same branch. we have to upload the requisition of 
customer and a name printed chequebook deliver on his address. after 
introduction of CTS system, a branch can not guarantee that a chequebook on 
thumb impression will be passed by the passing officer or not. as the image of 
cheque goes to the passing banker. the order passed by CCPD and IBA regarding 
chequebook on thumb impression is now required to be reviewed as the technology 
and the procedure of presentment and passing of the cheque has now been 
entirely transformed.
also there should be a clearcut notification by the central government that 
person if he is literate,  can not be recognised as an illiterate on the basis 
of thumb impression.
RBI and central government should impose biomatric recognition while 
transacting through banks. this will help most of the blind customers.

I agree with George. The problem should be solved centrally. One of the ideas 
could be let denial of application be handled by software and not by 
authorities. So if authority clasifies a customer with disability, he/she can 
be denied only if software rejects the application on any grounds than 
disability. Though there is no need to classify customer as a person with 
disability, I'm saying so, because sadly we still have officers who do not know 
D of disability; so when such people reject application, we should just ask - 
upload data to your application and let's see what it would say. So policy gets 
applied into the software itself.

give any written refusal.
and george sir, this left right combination applies to all the government and 
public sectors, even private sectors. we can not blame bankers only.

There is no way that a blind person can make out by touch that it is pure
gold! Only by going to a jewler can one get a proper idea of this. Then too,
the jewler may want to tell you that it is pure, when it is actually not
pure! Very difficult. You only need to go to a good  certified jewler and
get  jewelry that  has a whole mark on it. This is also very tiny but you
can have a trusted family or friend to see it for you.

Even if we do not realise,  we pay a very heavy cost for pirated software.
This is because we  condemn  those developers to starvation who try to
develop software for us. Thus no sensible person would try to  develop
anything for us. For example, did you ever think why Fine Reader doesn't
have any Indian Language in it?

I know few examples where the girl has not accepted the proposal of the

media and if everybody comes to know about that, nobody would marry her.

in this case, she was already married once, and there wasn't any matter to

have never complained. here, he did not marry, hence it automatically 
turned

into rape case. rape is rape. women can change the situation however they
want. it was not rape before 2 years, then how can it be called rape now?
I am not in anyway supporting the rapists. but just speaking about this

I wonder what was the proof for the marriage promise that he had made.
was there any recording or document? or judge just believed her oral

I can understand the psychology of the female members on this list.
they can't speak against that aledged female victim, because females

support the females. but the fact is that men are often exploited legally
due to the biased laws.
someone said that father raping his own daughter, brother raping his own
sister comes to light after so many years. this happens because the girl
will be minor in that situation. in this case, girl was not minor. she had

year old child, which means she was matured enough.
so, as mahajan sir said, both of them are equally culprits in this case.
the best way to escape from the discussion is to just say, 'how can we

open pdf file. go to edit>copy file to clipboard. open ms-word>paste it. at 
the time of copy-pasting, both adobe and ms-word programme should be on open 
window.
this will also work in unicode pdf files. this is a simple convertion. for 
complex documents, you need professional utilities.

courts are not biased, our laws are biased. if a man wrongly forced to the 
legal matter against a female, specially family matters, domestic violence, 
or relationship matters, it is presumed that male is rakshas and the female 
is devi.
turn this case 180 degree angle. and think whether a woman can siduce a man 
for sex or not. if it is, who would be the victim man or woman. there are 
many cases specially in corporate environment where the male employees are 
facing false charges and departmental enquiries of seduction.
unfortunately, in IPC it is presumed that only man can seduce a woman. the 
laws are to be amended as per the rules of equality. can a male lodge an FIR 
against a female related to seduction? if it is so, please let me know the 
relevant section of IPC.
in my opinion, the word male and female should be replaced with a person and 
the word husband and wife should be replaced with a word "spouse"

It clearly states that the victim was raped by the convict first time
on pretext of meeting an advocate. How can it be justified as having
sexual relationship with the consent of the women? The lines further
states that later he abused her promising marriage. The words "
pretext of meeting an advocate" and "abuse" are enough evidences to
impose rigorous" punishment on the convict.

Subsequent sexual relationship could be on consent basis (facts in the
article insufficient to conclude the consent part), however this does
not in any case justify his act of raping the women for the first time
in the guest house. The interpretation by members that at the first
instance also it was on consent is wrong. I believe no matter whatever
happened after that, this punishment is highly justified for what he
did in the guest house. Future innocence (though no proof of that in
the article) in any case, cannot justify the heinous crime in the
first instance.

Comments like “men have to suffer in India because of these gender
biased laws” and “this would further de-motivate men to have sexual
relationship with women even with their consent”are highly
unfortunate. These statements try to show that men are highly
vulnerable in the hands of women because of these laws which is not
the case going by the rape statistics and innumerable crime against
women in India. As such comments are coming from members I am forced
to write that because of such grievous acts by men, females have to
live in India under a highly controlled environment which acts as a
roadblock for them in various scenarios during their whole life cycle.

as the subject line indicates, I am unable to work with the
notifications that would pop up from time to time on windows 10. Up to

notifications, but on clicking the left mouse button, nothing happens
and the notification simply disappears. There is no way to retrieve

Whether we like it or not, I feel that the intelligentsia is reluctant in
joining hands to be the part of pressure tactics to force the government to
implement the employment policy for the persons with disability. I have my
red hand experience an wish to share it without caring how all you will
feel. Without naming anybody or year, I wish to reveal my interaction with
the JNU  intellectuals with disabilities. When I asked them why do we not
aunch a movement against jjnu administration which is not giving the job to
the disabled persons, I was told by that group that they were busy in their
studies and were getting ample fellowship, how could  they launch any
struggle. Similar thing has happened very recently when a post reserved for
the VH was filled by OH, no step whatsoever has been taken. I strongly feel
that, in the name of unity, we are afraid of exposing administration for
this gross misuse. Be sure, contradictions are always there in any society
and if we are scared, I am afraid that we may reach anywhere. Somewhere, we
have to introspect. Youngsters struggling during seventies and eighties of
the last century were not stupid, they sacrifised their future for the
present. But pragmatism and easy going is the key to the present day
disability activists and students engaged in the disability studdy. Even the
harsh reaction from any of you is highly appreciable--it will give me
strength.

It was a good read. Thanks for sharing. I liked Your views on
academia. I wonder how Mr SK Rungta thought that academia offers the
comfort zone for blind people. I respect his view but pity his
observations also. Being in the academia and in the last phase of my
PhD, I can put it plainly that the life is very cruel in academia. Be
it publishing, conducting surveys, taking projects and finding
employment people like me are struggling from pillar to post. Apart
from Delhi University, none other UGC-funded universities/colleges are
willing to provide employment to blind academics. The scenario is more
bleak in the private universities. I often worry that probablly I
might end up working in other sectors cause finding job is very
difficult in Indian universities. Afterall, one has to start earning
for his/her survival!
