When logged in as user "fs" (which has the domain-wide roles "Canconfirm", "Issue Tracker Admin", "Registered User"), I cannot add any comment to this issue. For instance, I can reassign the issue, and submit the form, which gives me an error message "Configuration requires a comment be entered, but you don't have the necessary permissions to add a comment.".
