(or a recent emacs). Because I verified that the output in utf-8 was correct too. At least csv files in utf-8 are read correctly by oocalc on Windows (and Linux). This function is somewhat deprecated and not recommended to be used at all as it's preferable to write platform independent code. This is still true, even if the function is not removed. So I think the best is to just leave this function at it is.
