FL: If it is default on a system, we should do so, but personally I have the
same concerns Lutz has about accessibility, because disabled menu items give
feedback to the user thru their disabled status. So the user knows that the
functionality is not available in the current context. If this menu item is just
not there for disabled users (what would happen if we jump over them, because
the won't get read) the user does not know that they are there. We already have
an option in OOo (Options - OOo - View-Menu - Show inactive menu items) to hide
inactive main menu items. To hide disabled main menu entries was planned to be
the default, but due to a poor user experience, it got only default for context
menus. I will ask Malte Timmermann for a final comment tomorrow morning.

Keynav to insensitive menu items isn't helpful for accessibility IMO, if the
rest of the interface implements a reasonable accessibility API, since in the
latter case all the items can be queried and enumerated by assistive technology,
for the purposes of exploration.  I think the consistency of the UI with the
host desktop software (i.e. Gnome/GTK+ on gnome-based desktops) is of much
greater importance.

OOo isn't quite as broken as Firefox, where onscreen focus is entirely lost when
navigating past disabled menu items, but the onscreen focus indication is rather
poor nonetheless; this is another disadvantage to the current inclusion of
disabled menu items in the keyboard navigation sequence.  My view is that when
using a gtk+ look and feel, or when displaying to a Gtk+/Gnome desktop, the code
in the patch should be used.
