The automatic locale chooser in undesirable in these cases. Leaving it this way creates a large amount of work for those who need to distribute, as installation will not be automatic for quite a large number of locales (the list of locales that require this treatment has grown amazingly in the last two months), reconfiguration will be necessary... but again, correct installation to what users need was not the issue, but it could have been a better solution to the original problem. Whether that issue should be fixed for OOo 2.0 should be decided by the release team. Moreover I am still not sure what needs to be done. The correct UI language should be preconfigured through the ForceDefaultLanguage mechanism we provided. As I said, the default CTL locale should automatically configure itself to match the UI locale (from looking at the code). If that doesn't work it needs to be investigated why it doesn't work and how to fix it. I am not an expert on the language/locale setup of OOo. If the fix is identified and involves installing more preconfigured settings, I can work with IS to implement this. To us the difference is being able to do fully automatic installation or having to install and then reconfigure. If the installation is not fully automatic, we cannot just send CDs to most parts of the country and have them install it. It requires also sending instructions, which will probably rearly reach the target groups, and therefore we will end up with lots of incorrect installations. The Cambodian Government plans to migrate to OOo 2.0 within the next year (migration has already started), and training for trainers on teaching OOo 2.0 for school and university teachers starts in 15 days (we have already developed training materials and training for trainer's materials in Khmer). The ForceDefaultLanguage mechanism is generic and NOT restricted to CTL languages. But the patch hardcodes setting the CTL default language. If you really need a preset CTL locale (see below), it should be put into a separate ForceDefaultLocale_CTL module/file, which can be treated the same as ForceDefaultLocale, but is packed only for CTL languages. But looking at desktop/source/app/langselect.cxx makes me believe that this should not be necessary at all: That code seeds the appropriate (!) DefaultLocale_Xxx setting from the UI language, if no value is set for it. That should do the right thing in your case, if Khmer is correctly recognized as a CTL language. That setting is the old UI locale setting from OOo 1.x and is still being used by client code to find out the current UI locale. But in OOo 2 this isn't really a preference any more: The startup code (in desktop/source/app/langselect.cxx) reads the UI locale preference from org.openoffice.Office.Linguistic/General/DefaultUILocale and validates it against the installed UI languages. If if the preference isn't valid some fallback sequnce is used to find a valid/installed languge. When finally a valid language is found, that language is written to the Setup/L10N/ooLocale key, so that it will be used as the chosen UI languge at runtime. Effectively this is a transient value. That same startup code also writes the UI locale to the DefaultLocale[_CJK|_CTL] preference, if reading the chosen key yields an empty value. The choice of key depends on the classification of the UI language as asian/complex/neither. Static settings should only ever be used for scenarios that don't work with these automatisms - and if the reason why it fails is understood. With all these variables, the system will most normally choose en-US as the OOo locale. Native installer is in English, but it names each language in its own language, so it attempts to say Khmer in Khmer script... ending up with a lot of nasty looking text mixed with the English text.
