OOo cannot detect the encoding of a plain text file.
To preserve the encoding of such files use:
- File - Open
- Type: Text Encoded
- Choose the correct encoding (in this case Unicode).
The file will keep this encoding while saving.

I insist on reopening this issue. For over 15 years I have performed various
tasks on text editing using various text editors and word processors. All of
them (including jEdit, UniRed, Kate, gEdit, even Windows Notepad, and
particularly Microsoft Office Word), if correctly opened a UTF-16 file, will
save it exactly as UTF-16. Or they will open it as garbage, clearly indicating
necessity to re-open changing the encoding. Writer is the ONLY application I
have ever seen that opens a UTF-16 file correctly, visualizing all symbols etc.,
but when saving does an arbitrary change of the encoding without user’s
knowledge and/or confirmation. Moreover, Writer prompts to ‘Keep current
format’. But what is ‘current format’ in case of a plain-text file? It’s its
encoding, or what? Even for quite an experienced user, such a behavior can
result in loss of data. Maybe, it’s not exactly a bug, but then it may be a
design flaw.

So, the suggestion is: if Writer detects UTF-16 by BOM (and I guess, it does so
even if the text encoded filter it not chosen), it must retain UTF-16 when 
saving.

I open a plain-text file in UTF-16LE by dragging and dropping it to OOo Writer
(or by right-clicking on the file and choosing Open with… → OOo Dev Writer). The
file opens absolutely correctly. However, after I edit and save it, the edited
file turns into cp-1251 (the system default encoding), and all characters that
do not fit into cp-1251 are replaced with question marks.

This problem is present in the build of pre-3.2 I use, namely DEV300_m57, but
could be reproduced also in previous builds under Windows 2000 Russian and
Windows XP Russian.

I attach an original file sample and a file after edit.
