If you think, the default setting for TOC's in Writer should be changed, I would request you to file en "Enhancement" issue for this and not to change any existing issues, which would make issue handling extremely inconvenient. However, why does the protection of TOC not bother MS Office's tracking changes when the document is created/exported by OOo 1.1.5? The problem only occurs in OOo2.0(beta). If this really is not a bug or cannot be resolved in the export filter, I recommend to remove the protection of TOC by default in OOo (at least in OOo2.0 where it causes problems) and provide some information on this problem in the OOo help / documentation. - Please do not reply to this automatically generated notification from Issue Tracker.
