I think we are mixing up several problems:
1) linking directly to directories with many localized versions (langpack or
full installation set) without guidance is not helpful.
2) we need and provide both, langpacks and full installation sets. But from my
POV langpacks are for experienced users / admins only.
3) we have to avoid the confusion caused by a language dropdown in the blue box
and a reference to language packs in the text. I don't think people understand
the difference.
4) we would like people to test, participate in QA in general and for localized
builds specifically.

I changed the page a bit, but I think we still have to work on some of the
points. Please keep on mind that the next page is the contribute pass-through
page.

Hi, thanks for including me in the loop. I think that displaying messages on the
downloads page can be a goog idea. See my attachment. I will ask the NL projects
to make clear on their pages the status of their 2.0 and language packs. 
Meanwhile, it may be good in a near future to add some list of available lang
packs on the downloads page so that people could see what's the status. After
all, we have adopted the packs system and have decided to make it our default
choice for the upcoming releases.

Ok, I agree, adding a note about QA to the download page.

But for the current issue (langpacks are missing) it would be bettert to put NLC
message on top of QA message.

If a message about QA project and filing issues is displayed, we should also
link to the issue writing guidelines instead of the note about recent file date
(this doesn't make sense for beta2)

Very good. I see that we have a problem. ST may be right. I still think that
there should be a statement, in English, that we should get language packs from
the NLC of choice. However, there is a problem, the 2.0 language packs are not
offered by most NLC projects. They are not put on the mirrors nor
downloads.openoffice.org.  So we are now at an impass. If those in control will
not offer the language packs via the openoffice.org projects, such as
oootranslation, then we are obliged to get the packs elsewhere. Where? Well how
about hammering Pavel's development server. Not freindly but it will work until 
...

Please reconsider. Employment of language packs is an important part of the 2.0
Beta process and if these are not tested we will not have a viable product and
we are forcing users to do multiple installations of complete 2.0/1.9 suites in
other languages than that first downloaded.

Think about what you are doing.

Load is a minor issue. The main point is QA.
grsingleton, I fully agree wrt the need for user feedback.
But I think we have to find a better approach than just linking to a directory
with some files.
The step to get a localized build published are described at
http://qa.openoffice.org/localized/
We use this for 1.1.x releaes for quite some time to guarantee a certain level
of quality. As mentioned at [EMAIL PROTECTED] and [EMAIL PROTECTED] for 2.0 
beta2 it would have
been enough to give a quick note and a localized build is published on the
mirror network. This is what the de, fr, ja, zh projects have done.

Btw the set of builds prepared by pavel is disjunct from the set available at
oootranslation.

It is possible not all Native-Language projects have the release.
If they do not, try the _oootranslations_ server.

I think we should to make clear what the status of a build is.
It's in the hands of the NLC projects to have a release.
We should encourage people to help with the QA and point to the steps needed to
publish a build.

This page makes people aware that they are downloading untested binaries (or
QAed builds).
