We never localised the applications, but the BIG driver for any upgrade here is support.
 
Even if the applications are working, perfectly well, but they are officially not supported (we are on 5.1.1), that is the reason to upgrade.  We have a corporate paranoia about running unsupported products, even though we have the expertise in house to fix 
99.9% of problems with the app, and the server has been working perfectly for about, ooh, 6 years.
 
v7 will be happening here quite soon.  Both server *and* ITSM upgrades.

I feel the major breakthroughs in functionality are in ITSM apps ver 7.0 not
ARS itself...

You would upgrade to ARS 7 only if you need:

1. Appl license tracking
2. Form audits
3. Find functionality for developers in Admin tool

The latest unsupported version is 5.1.2.  ARS 6.0/6.1/6.3 are still supported, but the answer you will get from BMC for any problem relating to them is 'upgrade.'  This is typical of most companies.  However, if you suffer from a security related problem, a patch will be made available.  The same is true if you current hardware or supporting software will not run ARS 7.0.
