With all that is going on involving gangs...how come we have not heard
more from the Mayors officeWhether its thru the Press or News12. I
don't see the sense of urgency or compassion. Cannot compare Newark to

Install Metal detectors at ALL entrances. Every student, every
teacher and any personnel, should be wearing photo ID, with the name
of the school, attending and hours of entrance and dismissal, posted.
Any student or adult, with ANY weapons will be suspended, pending
expulsion. Uniforms, should be worn and females should dress
appropriately; white school blouse and dark slacks in winter, skirts
in Spring and Fall. Each student and teacher, should have a school
handbook, so there would be no mistake about what is required. The
schools should have 2 uniformed police in the Middle and high schools.
The elementary school should have security guards. One at the front
entrance and 1 at the rear entrance. Unless a child is ill in school,
parents must make an appointment, to see personnel. There should be
regular assembly times for the principal and staff to address the
students and fliers should be posted for upcoming events, if not
published in the school newspaper or website. These are all I can
think of, for now, but if any infractions or weapons are found, these
kids should be sent to a youth detention facility and their parents
notified, to pick them up and be seen as to how the school will mete
out punishment. Compared to what these few safety precautions cost,
the kids, would be better served, if they felt safe in the school or
on the grounds.

was wearing belt hoops LOL... who remembers that ??? .. Some
of us are in denial and yes there is a fine line between the liberties
of all and yes as an African American male I am well aware of the
racism that exists and the numbers unjustly jailed. BUT!!! like I
said before we never thought our airports would be taking all the
security measures they are now until 9/11..well our schools need
to be more proactive. The NJSIAA just past a mandatory drug testing
for all athletes that compete in post season play. I just say lets
open up our eyes and stop turning our heads to what others are doing

Ever heard of the drug experiments done on Black Men at Tuskeegee,
called The Tuskeegee Experiment? Look, go into Deal and Avon first
and see what kind of reception, you'll get! Over 2 million Black men
and women are incarcerated for non-violent offenses over treatment in
the case of drugs. So instead of slavery, black men and women might
as well be in China for the 10 cents an hour they make for more than

A fundraiser. Can I make my deduction? Paid for by the companies that

Yep. AP had billions as well.

At least neptune has something to show for the waste. As does Long

I found the breakdown for AP's taxes here: County, School,
Municipal, each
 in turn broken down further.
 _http://tax.co.monmouth.nj.us/pdf/Tr06.pdf_
 (http://tax.co.monmouth.nj.us/pdf/Tr06.pdf)

The general rate is the total tax rate comprised of county, school
and municipal rates. The local rate is the school and municipal rates.

I've also been checking out these:

 1. Seems like AP is way up there. Maybe because of all the bogus
tax-exempt
churches; maybe because all the social services other towns
don't or
 won't offer:
_Freehold Township : Comparison of Municipal Tax Rates_
 (http://www.twp.freehold.nj.us/e-
government/financials/comp_mun_rates.asp)

It is my experience that many low-income areas have high tax rates.
What is more important is effective tax rates, which I think your
following link addresses. What I think that is is measure what the
actual or nominal rate is based upon the promulgated av's and
equalization ratios and what the rate is based upon the equalization
rate (percentage of value represented by assessment or av). If you
were truly assessed at 100% of market value (which is a moving
target) the general rate and effective rate would be equal.

I don;t think it is going into the area of what you are actually
paying based upon what the real equalization rate is. For instance,
assume the equalization rate is 50%, meaning that if your av is
$200,000 the assessor says your property has a markey value of
$400,000. But if your property is really worth $600,, the real
equalization rate is 33.33%, and then even an effective tax rate
would be even lower considering this equalization rate.

Smoke and mirrors. What people want to know is how much am I paying
and what do I get in return. If you ask me, you pay a lot and get
little in this town. We pay so much because ou city spends so much.
Why do they spend so much? Man there is a lot of fat that needs to be
cut in this town. Too many old time families with connections in this
town on the city payroll. Who do you think a lot of those posters
were on this forum. I won't mention names.

Sad part is that the powers that be keep getting into office because
it is these old timers that do the voting. A lot of the new comers
(and I will include the past ten years) can't or don't vote here
because of various reasons. Too many entrenched interests in this
city government. That is why nothing improves. They want the status
quo to remain. Good feeding.

Your school district is spending 100%. So for example, you get:
$100 million to spend.
- City landowners (those that are non-exempt) pay: 7% of the that: $7
million
- The balance of is picked up by the state. As in the rest of the tax
payers.

- So now suppose instead of paying $2000 in school tax on your
property, you were hit with a tax bill of $5,000 for your school taxes.
THEN add in your city taxes, county tax etc.

And you haven't been hit with a reassessment. Good thing. You should
hope the market stays depressed til the time comes.

STAFF REPORT

TOMS RIVER — A former teacher in the Asbury Park, Toms River Regional
and North Brunswick school districts admitted in court today that he
secretly videotaped sex with his onetime fiancee and later threatened
to expose the tape to a new boyfriend.

Daniel S. McHarris, 40, of Corbin Court, Lakewood pleaded guilty
before Superior Court Judge Wendel E. Daniels to criminal coercion,
carrying a maximum prison term of a year and a half.

Supervising Asssistant Ocean County Prosecutor Michel A. Paulhus said
that under a plea bargain, the prosecutor's office would seek to
dismiss three additional charges of invasion of privacy and would
recommend that McHarris receive a sentence of no more than 90 days in
jail.

McHarris worked at Asbury Park Middle School as a health and physical
education teacher from September 2004 until August 2005, according to
school officials. He was a track, basketball and football coach and a
substitute teacher in the Toms River Regional School District from
1987 to 1993.

McHarris stood trial in Middlesex County in 2001 and was acquitted of
charges he fondled students at North Brunswick Tonwship High School,
where he was a coach and teacher from 1997 until September 1999.

McHarris is scheduled to be sentenced in the videotaping case on May
4.

I seem to recall this guy being a teacher in AP or Neptune..

Role race plays still evolving

I agree with the assessment of Bruce Gordon, outgoing president and
CEO of the National Association for the Advancement of Colored
People, that blacks have made gains in the political area and have
a greater presence in the last 10 to 20 years. (NAACP seeking to
erase racial disparities in jobs, schooling, Feb. 6).

I have a solution for the number of black people incarcerated: Stay
in school, don't get involved in crime and catch on to a good moral
code. Then they won't be incarcerated in disproportionate numbers.

The term black is misused when referring to the one black
representative in the U.S. Senate. Barack Obama is biracial, not
black.

In the area of affirmative action, Gordon said, We will continue to
oppose any initiative . . . to eliminate affirmative action.
Affirmative action was meant to be equal opportunity, not equal
results or hiring the less qualified.

What prompted the Michigan initiative in November to eliminate
racial preferences was abuse of the law, which resulted in admitting
less qualified students solely on the basis of race and the hiring
of the less qualified. Those practices have got to go. Preference to
one is discrimination against another, which violates the
Constitution.
