I have noticed over the years that almost everyone who retires in Asbury  
Park has 30 years of accumulated sick time.  Imagine not using any sick  time 
for 
30 years.  
 
Asbury Park could probably make millions publishing a book on how to  
maintain a healthy workforce!

LOL! Very funny Teddy!  

I wonder what the union contracts say about what is or isn't a sick 
day.

What if I come in at nine, and leave sick at 10:30?  Did I use a sick 
day?

Don't anyone guess at or transpose what happends at your job as the 
answer.  You are going to have to see the contract the City made with 
Union.

Wonder if we are allowed to see those?

I know of (and helped negotiate a few) carefully drawn contracts  where 
payment at retirement is limited to half of accumulated sick days up  to a 
maximum 
of   X ( around $15,000).
 
To prevent abuse by some who do use their sick days, those  contracts also 
require documentation from a licensed physician whenever more  than X days 
(usually two) are taken consecutively.

Outsourcing sucks!  Look at the Federal government outsourcing troop
support to Black Water, paying them better, arming them better, etc.,
so the Troops are target practice for Al-Quaida!  No, outsourcing is
the reason this country is in debt up to it's neck!

There are good and outsourcing companies and companies that KNOW how
to do it on a project basis.

It helps hide expenses, allows for (intentionally or not)
discrimination etc.

But if a company has a need to be fulfilled outsourcing the work could

Since you were at ATT as an employee you had a gret opportunity to
see it all. I was there for 4 years as a contract employee.

when you're a contractor, i many cases you're self employeed - no
benefits, unless you went through a consulting house who may or may
not pay the bennys.

SO when you really are sick, you don'yt get paid unless you were able
to bill anyway. Took a vacation - u really have to learn to enjoy it,
because you lay there thinking I can be doing nothing at work and be
getting paid

So for consultants, lawyers, real estate agents, writers, plumbers etc
anyone who is self employed - it's a challenge to understand the state
system.

The biggest challenge AP and the state has is how are you going to
address the growing problem. In this case, it looks like 2.5 times
from 07 to 08. But we don't know the details.

You beat me to it. Just finished going over the budget but that was
the first thing that caught my eye. 

Another is that for certain categories salaries and wages are shown
as relatively nominal but then there are several hundreds of thousands
of dollars for other expenses.

What are those?

Also, appears to me that you MAY have a lot of duplicate functions. 
You have code compliance and then you have construction official
categories. Then you have zoning, land use administration, etc. It
would appear to me that you would put them and all other related
functions under one department (How about REAL PROPERTY) and the have
separate functions within the department. They would share resources
and support staff in some instances.

I suspect this can be done with other functions as well. What's the
difference between Economic Development and COmmunity Development?
Again, why not ONE department with different functions sharing support
staff and resources.


Until something like that is done it will be impossible to know
exactly how many people you need for each function and where you can
cut redundancy.

Jim Keady - how about we get a complete list of EVERY city employee by
department and function. You can keep their names private but how
about a body count for each department with their title and function.
That includes EVERYBODY?

I am sure the supporting schedules are in excel already and then put
into this format.

The budget and all supporting schedules (line by line) should be
available on the website. But we cannot even keep that updated.
