maybe, but I had the sales and filed the appeal with them and the assessor made 
man offer. Actually I am out of my element on houses and especially NJ. Give me 
an office building  or large multifamily/condo coop to protest, and I am okay. 
Won a $62M reduction for Trump Tower Condo here in Manhattan a few years back.

One of the last good streets that was waiting to be bought out. Even I had an 
offer on a house there...
Didn't knock myself out bidding.  And your taxes will continue to rise. You 
will eventually be picking up more and more of the school taxes. Good thing 
they didn't piss another 45000 on a blue field. At some point enough is enough. 

I've had three offers in on houses in AP the past year. Out I'd each time and 
not by much.

Mistake one. Attorney for most homes. 

This is dans area...but a good property tax attorney is really good for 
commercial property.  Did you ask the attorney for some history.
I did my own a couple years ago and have to do it again. Its time consuming and 
you get beat up. They tell you just because your house is old and your neigh it 
is new...
You need ammo. In a down market it may work. If you have a nice house and three 
houses around you were recently sold that are similar to yours...don't bother. 
You won't win. You need hard facts. Fact is in AP...mist of your homes are 
undervalued in terms of assessed value. That's a fact St least in my head. And 
I'm honest and I point that out to the few people that approached me about 
buying. Nowthat is why it is cheaper to rent sometimes then to buy. 
Or...buy in Wesley or north beach...support taxes. Still cheaper to rent in 
those but with prices lower now...spending on your goals..you can buy.
Another Wesley grove fact when first concept sales were introduced starting 
price was around 279000 and up. Right then market went crazy and funny things 
happened. 

Doesn't matter. Old boring news.

Werner,

Thanks for providing me with Bill Grant's name.  There are 1200 
spots on the street and approx 580 in the lots paved over by MM.  I 
will be doing a real world, real assumptions set of analysis to 
determine how much those meters could generate in a given year and 
what that could generate in revenues or upfront investment.  I've 
been lazy last few weeks enjoying time with the kids and now busy at 
work but i will have it done shortly.  I will also provide a 
spreadsheet so all my math can be checked :)

Ahh - that would be Brian Grant :-)

I think there are more than 1200, I recall seeing numbered spaces in the 1400s 
and 
there are 100s of un-numbered spaces in addition. I'll take a look next time I 
get out.

As it stands, in the absence of the 3000+ tax paying condos we are supposed to 
have,  
the only sources of revenue to the city are parking fees, beach access fees, 
event permit 
fees, and mercantile license fees. On top of the current tax ratable base.

Are these items line itemed in that budget that was circulated?

It would be nice if we had some statistics from the short period of
parking revenues generated this summer. Because you have to estimate
the average revenue per space per day. That of course depends upon the
hours of operation, the likely length used on average, how many days
at that rate and the turnover. There are some rules of thumb in
parking operations depending upon the market. A lot of the assumptions
(use depending upon season, turnover, etc.) could be reflected in
historical average revenue but the operating history s too small to
give a reasonable estimate.

But I think we raked in $55K for a few weeks. That was with free
parking in MM lots.

I think you have operation of 19 hours from 9 am-2 am. At 100%
utilization and at $.50/ hour that's $9.50/day per meter. That of
course does not count for turnover when someone paid for more time but
doesn't use it (the beauty of the central system - there are others
that zero out the time when the car pulls out). But it also assumes
100% utilization.

Take a conservative figure of $5 per meter per day. That's $6k/day for
all 1,200 (if that is the number). So let's talk about just the summer
for a moment. Figure 8 weeks at 7 days at that rate = $336,000.

I think Oak and I lowballed it way back at least at $500K per year.
There is a lot of revenue to be made from parking.

Revaluation should be revenue neutral (but often isn't). Just think of
assessments and the tax rate as the matrix that will give the required
revenue. Both will be tweaked to give the required revenue. That is
what property tax is all about (seriously). Two relevant stories. I
thought ours was supposed to be 2010.

1.

ABERDEEN — The Monmouth County Tax Board denied the township's request
to delay implementing new property tax assessments because of bad
economic conditions.

County Tax Administrator Matthew S. Clark said approving the request
only would mean that those people who are paying too much will
continue paying too much.

Regardless of what is going on in the market, Clark said, revaluations
are necessary.

Mayor David Sobel sent a written request to the board Dec. 2. A
decision was made Dec. 17.

The township completed a revaluation process in October, and the new
assessments are expected to take effect this month, Township Manager
Joseph Criscuolo said.

TOMS RIVER — The newly completed revaluation shows the total value of
property in the township is about $1 billion less than last year,
reflecting the decline in the housing market.

Township Tax Assessor Glenn Seelhorst said the revaluation was
completed last week, and Certified Valuations, the company that
conducted the revaluation, has begun sending letters to the
approximately 42,000 Toms River property owners.

The revaluation, the first in 14 years, had been scheduled to be
completed last year, but the mayor and Township Council requested a
one-year postponement to factor in current property values.

We used the most recent (house) sales, and we are substantially less
than we were in the 2008 calendar year, Seelhorst said, explaining
how the total value of property in the township in 2007 for the 2008
tax-year study was roughly $18.8 billion. After considering the 2008
sales for 2009, the number is about a billion dollars less at
approximately $17.8 billion for the 2009 tax year.

Resident Victor Antonelli, who lives in the Lake Ridge adult
community, said he predicts his two-bedroom, two-bathroom house will
go down in value.

My opinion is that they waited too long to implement this
(revaluation), said Antonelli, 69. The market collapsed, so when
they did those evaluations, they were very high. You have to give the
taxpayers a fair shake. We are in a very bad economy.

Antonelli said his home was valued at about $134,000 in 1994, and at
its peak value several years ago, it reached almost $300,000.

My house probably dropped from $300,000 to $230,000, he said of its
value now.

Seelhorst said that when the last revaluation was done in 1994,
several areas of the township were substantially under- or
over-assessed. He said areas such as the barrier islands and other
waterfront properties were under-assessed, and will see an increase in
appraisals and possibly taxes, and some areas, such as the adult
communities of Greenbriar and Lake Ridge, were over-assessed.

A revaluation is a revenue-neutral exercise, he said. It is
designed to equitably allocate the tax burden based on sales. With an
assessment at 100 percent of market sales value, naturally the tax
rate will change, as reflected in the notice of value from the old
average rate of $3.38 per $100 of value to an estimated $1.23 per $100
of value, to collect the same amount of tax revenue.

Daniel Polifroni, a resident in the Ortley Beach section of Toms
River, also said it's a bad time to conduct a revaluation.

People are losing their homes and out of work, and then you raise
taxes? said Polifroni, 88, a longtime member of the Ortley Beach
Property Owners Association. If you want to reassess (the homes) to
knock (the value) down, go ahead. But to reassess it for any other
purpose is ridiculous right now.

Polifroni said the idea of reassessing homes in this economic climate
is bad governing.

They should discontinue it for better times, he said. If times are
good, you expect to pay your fair share. But times are bad, people can
barely pay their taxes now.

Toms River Mayor Thomas F. Kelaher said the revaluation was postponed
in order to evaluate the homes with the current market conditions.

A lot of people are going to be pleased that their evaluations are
going to go up, and their taxes will not go up, or in some instances,
may even go down, Kelaher said.

But the mayor agreed with Seelhorst that the waterfront, river, bay
and ocean areas will go up.

Why is my town undergoing a revaluation now? 
Towns undertake revaluations periodically to reflect current market 
conditions. Neighborhoods change, individual homes may change, but 
assessments are mostly static. The one major exception is if you 
improve or enlarge your dwelling. Since market conditions change, 
and assessments rarely change over time, the relationship between 
assessments and market values becomes more distant and must be 
brought into line.

What is the purpose of revaluation? 

The purpose of the revaluation is to redistribute the existing tax 
burden more fairly based on current market value: If your home is 
worth $300,000 you should be assessed at $300,000. If your home is 
worth $500,000, you should be assessed at $500,000. This principle 
is established by the New Jersey Constitution, and spelled out 
specifically in statutory law.

Will my taxes go up after the reval? 

Many homeowners think that the town is using the revaluation to 
raise property taxes. This is not the case. The amount that you pay 
in real estate taxes is determined by your municipal, county and 
local school district budgets. If these budgets go up from one year 
to the next, and state aid is static, property taxes will rise, 
whether or not the town undertakes a reval.

What happens to the tax rate after a revaluation? 

Because the ratable base (total assessed value of all properties in 
town) goes up after a revaluation, the tax rate is adjusted 
downward. For example: 

Pre-reval Assessed Value x. Tax Rate = Pre-reval Taxes


$250,000 x $4.00 = $10,000


Post-reval Assessed Value x. Tax Rate = Post-reval Taxes


$500,000 x $2.00 = $10,000

Why do you need to come into my home? 

The Division of Taxation mandates that we attempt to inspect the 
interior of every dwelling and commercial/industrial/apartment 
building in town. Inspecting the interior of your dwelling helps to 
make a more accurate valuation of your property.

reval. Why does my house have to be inspected? 

Unless an interior inspection is made, we cannot determine the 
current condition of the dwelling. If the interior of your dwelling

The person inspecting your dwelling is a trained full-time property 
inspector. He or she is not a tax assessor and not an appraiser. He

How are the valuations done? 

Licensed appraisers review the inspection data and dwelling 
measurements. They then analyze all recent property sales in each

Bullticky. Only let them in if your house is below average. If you
fixed it up, keep them out.

miss the appointment.

Keep your house looking like shit on the outside, otherwise - you get 
penalized for having fixed up your house - like driveway, new 
windows, roof, etc - everything is a tack-on.

I'm gonna go for two tax appeals on two little house I have.

700 sq ft, 100x100 lot, $4100
400 sq ft, 50x100 lot, $3300

Both in OT. 

School taxes we actually have to pay (about 93%) vs AP property owner 
pays about 6% (both numbers +/-)

contributing and some tax planning. Even low income people should be 
tax planning.

Yes, the same basic rule applies:

From the first day you start WORKING, you contribute to a retirement 
plan - whatever it is - 3% 6% etc. That's rule one. I don't care if 
you're 16 or 40 or 50. People can't do it. Then some people get f'd by 
the market or get bad advice.

When I grew up, our old neighbor (african american) who was a hard 
worker used to tell me when someone asked him if took cash or check for 
instlling the heater ...don't you worry none about me an Uncle 
Same...I take care of him and he takes care of me...

Used to be when you went for a loan the honest banker I knew told 
me don't ever try to hide income, the more income you make, the more 
you can borrow...

The tax system enables BOTH rich and poor opportunities for tax credits 
(some more to the lower income then the rich - like medical, 
childcare,education, work etc...) not to say that rich also have 
different tax benefits IF planned.

Lower income people may or may not have tax free income where the 
middle or upper class don't. When you look at the big picture what is 
the FAIR tax that EVERYONE should be paying.

Should the lower income NOT pay any tax - only the rich? And again, 
what is the defintion of rich.

Behind my desk is a book called Numbers. I mentioned it before.

I took an invite to the boat show in florida. I have in my ear what my 
dad did when he drove around here who can afford all this... Like 
looking around at boats $5k to $40million or more. Houses along the 
water - $5m, $40m guys that own 10 houses along the canal... makes one 
feel poor - or not??


Should I feel poor given the opportunity I had and STILL have 
to succeed (did I succeed yet-  how come I don't have a megayacht or 
even a dingy??) or a house next to  ONE of Wayne Huizinga's or why 
wasn't I invited to HIS party??

Every kid should be given a book in school about success and how to get 
there - other then being born right. Thinking, reading being creative 
and just hustling. You might not get filthy rich but at least you 
have a better shot then many others at success how you want to define 
it.

My favorite line at the boat show when I was walking past a $22m yacht 
from a women talking to another crew member after she was done wiping a 
part of the side ...do you see any water spots... did I get them 
all...  

Nothing made me happier then looking at the spot on my shorts that I 
was wearing all day (actually 2 days with the same spot..)

Imagine if I had to make someone working for me worry if there was a 
water spot on my yacht.
