The land of armed movements sustained by the anti-New Delhi separatists´ 
militias has woken up to a new threat from religious fundamentalists fuelled by 
Pakistan´s Inter Services Intelligence (ISI) to make Northeastern India a 
volatile region in the continent.
The Northeastern region is no stranger to banned armed groups and their 
destructive activities, but the recent development where it has emerged that 
the Pakistani agency has engaged scores of its operatives in the region and 
also sponsored a number of indigenous armed groups has come as a shocking 
revelation.
But unfortunately for the people of Northeast, a most influential armed group 
of Assam has reportedly maintained close links with ISI. The local media 
quoting different government and non-government sources claimed that the United 
Liberation Front of Asom (ULFA) is in touch with Islamic terrorists too. 
Launched in 1979 with the aim to make Assam an independent country, the banned 
armed group is blamed for numerous killings, explosions, kidnappings and a huge 
number of extortion cases.
But what is appalling for the people of the region is that not less than 20 
native militia groups have come closer to ISI. It was disclosed during the 
interrogation of an ISI operative, who was arrested by the Assam police in 
Guwahati on December 14. More shocking revelation for the entire nation is that 
the alliance has slowly pushed the insurgents groups into the clutches of 
Islamic militants.
The Assam police termed it a big catch in its counter-terrorism operations in 
the Northeast. The arrested ISI operative was identified as S.M. Alam alias 
Mujibullah Alam alias Asfi Alam. Hailing from Ajampur village under Uttara 
police station in Dhaka, Bangladesh, Alam (35) has been recognised as an 
important functionary of the ISI incharge of Assam and the Northeast. 
The police said that Alam was a member of Jamat-e-Islami and Chatra Shibir of 
Bangladesh and joined the Pakistan-based Harkat-ul-Mujahideen in 1993. The 
hardcore Bangladeshi national underwent training in Pakistan occupied Kashmir 
(PoK) also. Later, he joined Jamat-ul-Mujahideen in 2005 and afterward he was 
recruited by the ISI. Soon he shifted his base to the restive Northeast in 
2006. What, however was alarming was Alam confessed that 24 militant outfits in 
the region had maintained communication with the ISI network.
Headquartered at Islamabad, the ISI is known as a disciplined army unit with 
around 10,000 staff members. It however faces allegations of meddling in the 
internal affairs of its neighbouring countries.
The Indian police have time to time claimed that ISI was involved in many 
explosions in the country. The Mumbai police asserted that it had enough proof 
of ISI involvement in the July 2006 blast in a local train. The ISI is also 
blamed for masterminding explosions in many other cities of the country 
including Hyderabad, Lucknow, Sri Nagar, Malegaon, Varanasi, Guwahati and 
Imphal among others.
This reporter tried to contact the officers of the Inter Services Public 
Relations, Pakistan Armed Forces, of which ISI is an unit, for their reactions 
regarding the arrest of Alam in Assam. While responding to the phone calls, an 
additional director (incharge of foreign media) of Inter Services Public 
Relations only said that the arrest of the ISI operative was not in his 
knowledge. He assured of his inputs later, though it has not reached till date. 
Moreover, a query submitted in the website of ISPR also did not result in any 
response. What is significant is that, the officials of ISPR, while responding 
to the phone calls, did not summarily reject the news that one of their 
operatives had been arrested in India.
Dr M. Amarjeet Singh, a research scholar at the Institute for Defence Studies 
and Analyses, New Delhi, wrote in one of his articles, “Apart from aiding and 
abetting terrorism in Kashmir, ISI has also been fully engaged in building 
terror infrastructures in the rest of India, including the Northeast, which has 
long been infested with multiple insurgencies. This attempt to fish in troubled 
waters of the Northeast poses a formidable risk to India´s security.”
The Indian security agencies have already gathered evidence to establish that 
the ISI had been sponsoring violence in many parts of the country. The ISI 
takes responsibility of supplying sophisticated arms and also guerrilla 
training to several militant groups based in the Northeast.
Brig. (retired) Dr S.P. Sinha, who served Northeast for many decades, claimed 
that the ISI had now formed a new base in Bangladesh to carry on anti-India 
operations. In his recent book titled Lost Opportunities: 50 years of 
Insurgency in the Northeast and India´s Response, Dr Sinha, who led the Gorkha 
Rifles, also narrated that Pakistan had shifted nearly 200 terrorist training 
camps from the Pakistan occupied Kashmir (PoK) to Bangladesh.

  After the successful visit of the Prime Minister of India to Arunachal 
Pradesh after a gap of about 12 years and the statement by Dr Manmohan Singh 
that Arunachal Pradesh is the land of our rising sun and subsequent 
announcement of a package of development amounting to about 10,000 crores to 
make the state one of the best in the country, there was little doubt that the 
Government of India considered Arunachal Pradesh as an integral part of India. 
However, the exercise has not made the Chinese government happy and an informal 
protest had been lodged by the Chinese Foreign Office at the Indian Mission in 
Beijing. The Chinese government has not recognised the McMohan Line defining 
the Indian and Chinese territory in 1913 at a meeting in Shimla. In a show of 
strength, China overran Arunachal, known as NEFA at that time, in the year 
1962. After its unilateral withdrawal, the Indian administration has penetrated 
right upto the international boundary known as Line of Actual
 Control stretching 1,030 km of unfenced border with China. As pointed out by 
the Minister of External Affairs Pranab Mukherjee, Arunachal has elected 
representatives in Parliament and the Indian Prime Minister has the right to 
visit any part of the country. The Chinese treat Arunachal as disputed area and 
considered a visit by the Prime Minister to a disputed area inappropriate. 
While such war of words would continue till border disputes between the two 
countries were amicably resolved, more serious was the reported incursion by 
the Chinese up to 20 km inside Arunachal Pradesh as claimed by the BJP MP from 
Arunachal, Khiren Rijju.The Ministry of Defence have not admitted any such 
incursion and dismissed the matter as due to difference in perception between 
the Chinese and the Indian forces about the position of the imaginary Line of 
Actual Control. Dr Manmohan Singh’s recent visit to China and his talk with his 
Chinese counter part was expected to clear many misgivings
 between the two sides - projected as the world’s two super powers. Border 
talks between the two governments failed to make substantial progress over the 
issue of exchange of populated areas. While the Chinese representative favoured 
exchange of populated area, the Indian representative could not agree to such a 
proposal. Whatever may be the outcome of the border talks, Arunachal Pradesh 
should not be used as a pawn in resolution of the border dispute. Arunachal 
Pradesh is part of India, and would remain so.

 two of the damaged cables, told the Associated Press today that it is laying 
 an entirely new fully resilient cable that will be able to withstand 
 harsher treatment in underwater conditions.  We are still treating this as 
 a crisis, a FLAG spokesman told the AP. But the new cable will provide a

 NEW DELHI, Feb 11 – The ‘Strings for Peace’, a joint concert by Ustad Amjad 
Ali Khan, his two sons Amaan Ali Khan and Ayaan Ali Khan, was a runaway hit, 
with the trio’s enthralling performance marking the beginning of the diamond 
jubilee celebrations of Assam Association, Delhi, here on Friday.

The jam-packed Siri Fort Auditorium reverberated with applause as the Sarod 
Maestro, along with his sons, cast a spell on the audience. The Khan family was 
accompanied by Ishita Sharma on tanpura and Anuvrat and Satyajeet on tabla.

Amaan Ali Khan and Ayaan Ali Khan started this concert with Raag Purnadhanasi. 
The Khan brothers are the seventh generation in the unbroken chain of the Senia 
Bangash School and disciples of maestro Amjad Ali Khan.

Ustad Amjad Ali Khan took over after his sons and his finger created magic with 
his sarod. He started with Raag Shivanjali to continue the concert with Zillah 
Kafi. He also presented self-composed Raag Ganesh Kalyan, created for a concert 
held at Ganesh Pooja. The maestro, accompanied by his sons, winded up the 
concert with a spellbinding number. 

The Assam Association, Delhi is an organisation of the persons from Assam 
residing in Delhi and the NCR. It was founded as Assam Sangha in the year 1947 
to preserve and propagate the rich and divergent culture and traditions of 
Assam. 

“Every raaga has a soul and every raaga is an entity in self. Every raaga of 
our country is rich, can be recognised through its melody. We are surrounded by 
these raags in this universe,” the maestro said.

Recalling their love for the State, the Khan brothers said they have a very 
special affection for Assam, as their mother, noted Bharatnatyam dancer 
Subalakshmi Khan, hails from the State.

Earlier, addressing the audience, the president of Assam Association, Delhi, 
Captain AC Barua said, the 60 year-old-young association has become vibrant and 
is brimming with energy. 

During the celebrations, Delhiites can experience the flavour of Assam, as 
traditional dance and music, ethnic attires, would be showcased in the capital 
city.

The diamond jubilee celebrations will continue with a four-month-long 
programme. The next in line is the four-day Assam Festival at Delhi Haat that 
gets underway from February 21. A fashion show to be joined by over 150 artists 
from Northeast will be the highlight.

then my friend rushed me to DC where I had to collect a letter from 
www.ashanet.org/dc for www.parijatacademy.org  for financial support. Then I 
walked down in freezing winds (much below frezing point) to the Kennedy Center 
to check out the daily free show. There was a crowd gathered around some girl 
dresed in kimono and taking her pictures or talking to her. I remembered that 
there was a Japan fest going on. I rushed to the main hall but was surprised to 
see Mario or Nintendo music and videogame on the  large screen. The huge crowd 
ensured that I had to stand far back and watch while standing. In their jocular 
style but poor English two young guys were compereing and a twelve yearold in 
micro -mini cheerleading outfit but with long stockings and gloves was singing 
and dancing - as if a character from Japanese videogames and animation 
characters . 

Some 8 bit videogame songs http://www.youtube.com/watch?v=GbfCZx1tRUs with 
these guys dancing like school kids  - maybe they were school students - the 
girl in middle scool and guys  in high school. Waht was surprising that in 
other countries' cultural fests it is mostly traditional music and old foggies.

After it was over I went to check out the robot show - and the brochure showed 
that the main attraction was a woman -- Oh!! she was the kimono model I had 
seen posing in the main corridor surrounded by photgraphers and admirers. But I 
was already on the way to top floor -- which was having lots of Manga comics - 
for ages 13+ and some were for pre-school kids - all in English. you read a 
Manga comic back to front -- so last page is the first page.

Then there was this little cute dog like creature which was about a foot tall - 
and dancing at instructions of a white American attendant. She petted it and it 
made whining sounds. When all others left I petted it for about 5 minutes it it 
really did feel that it my own pet dog - same sound, seem cuddling close when 
petting or scratching its nose etc. wagging is silicon tale. No ears though . 
Available for the cost of a TATA car ($2500 or Rs 1 lac) though. Then there was 
this seal pup - all furry and wags its tail and nuzzles up to old people and 
patients in hospitals.

Another guy who looked like a ET -space alien character - was really playing 
the trumpet - really blowing the pipe and pressing the keys while swinging the 
pro player.

It made me realize that Japanese culture though ancient has kept with the times 
and become electronic. This was real Japanese culture - modern culture - which 
kids of all races liked.

As per statistics, as reported in the media, poachers have killed 672 rhinos 
since 1965 till February 8, 2007 - the average killing being 16 rhinos 
annually.

That is16 Rhinos being killed annually sine 1965. Looks like the Forest 
department has been doing good business. One Rhino Horn @ 35 lakhs times 16 = 
Rs.560,000 lakhs annually for the last 45 years without any complaint from the 
people of Assam. Wondering why the people of Assam are suddenly so much against 
the illegal poaching of Rhinos? Simply because the number has gone up to 20 
now?

  Kaziranga National Park (KNP) is globally known as the home of the one-horned 
rhinoceros, though it also shelters and attracts a wide variety of exotic birds 
from all over the world, apart from being the habitat of the wild buffalo, the 
great Indian swamp deer and other varieties of wildlife forms. KNP is equally 
famous for medicinal plants, herbs and other exotic flora. But it has earned 
the status of a national park because of the one-horned rhino, and it is 
primarily the rhino which attracts visitors. Other than Nepal, which has about 
200 one-horned rhinos, KNP is the only major natural habitat of this rare 
mammal. In consideration of its uniqueness to Asom, the rhino has been declared 
as the State symbol just like the peacock has been declared the national 
symbol. It is, therefore, natural that everyone in Asom should take pride in 
the rhino.
  The encyclopedic information on rhinoceros is reproduced here for general 
information. The once-numerous rhinoceros family, Rhinocerotidae, in the order 
Perissodactyla, now contains only five living species. All are threatened with 
extinction, some imminently. The three species of Asiatic rhinos include the 
Indian rhino, Rhinoceros unicornis; the nearly extinct Javan rhino, R. 
sondacius; and the Sumatran rhino, Dicerohinus sumatrensis. The two species of 
African rhinos are the black rhino, Diceros bicornis, and the white rhino, 
Ceratotherium simum. The Indian and Javan rhinos are one-horned; the other 
three species are two-horned. The rhino's horn is composed of keratin, as is 
the cow's horn, but unlike the cow's horn it is of a fused, fibrous 
construction and solid throughout, with no hollow for a core of bone. The 
fibres represent greatly modified hairs. The horn is attached to the skin and 
is supported by a raised, roughened area on the skull. Because many Asians, 
particularly the Chinese, believe that the rhino horn has aphrodisiac 
properties, the horns are widely sought after, and this demand accounts for 
much of the illegal killing of rhinos. The Indian rhino, native to northeastern 
India, is now found only in a few protected areas. The Javan rhino, once 
distributed across southeastern Asia into the East Indies, today survives only 
in a small preserve on the island of Java. The Sumatran rhino is now confined 
to a few widely scattered areas in southeastern Asia and in the East Indies 
(Grolier Encyclopedia of Knowledge, Vol. 16). 
  It is obvious that due to human greed, the one-horned 
  rhino population in its original abode is becoming 
  extinct and the trend, if not halted, would lead to its total extinction, 
meeting the fate of the much-researched dinosaurs. Unfortunately, rhino horns 
or small pieces thereof are reportedly in demand not only in China, but in our 
country too, for which members of some innocuous religious cults as well as 
some members of the astrological fraternity and the so-called country 
physicians are also responsible. As per a recent media report, a rhino horn 
fetches between Rs 4 to 7 lakh in the Indian underground market, and between Rs 
12 to 20 lakh in the international market. For such high prices, unscrupulous 
poachers, who are always after a quick buck, will not mind facing personal risk 
and going for illegal rhino hunt.
  The poaching for rhino horns is not anything new; it has been going on in 
Asom for decades together, especially after the rhino was declared an extinct

they now prefer posting in Assam.In my one last post I did mentioned about 
ambushing our historic home and family.Then imagine about normal 
villagers.Robbery- loots- cutting bamboo are routine thereLAw is 
useless.if one go to police, he or she need end up in bullets spray quoting as 
ULFA or suspected extremist.So police is also helpless.The Deputy 
commissioner lives in a kingsize palacial bungallow.So he is out with high 
booz.This is NE.
  I have one VCD shot secretly in Manipur.
  But life go on and from Army atlest people learnt new tectice to take revenge 
to another man- in hi tech Army styles.Bravo.I feel sad while I was in uniform 
once.. Who know if Rhinos also are being killed by them!!! Amen!!

zone.Arunachal, Nagaland, Manipur,Mizoram are Inner line permit zone for 
Indians.One way its isolated area for Indians to enter in the name of saving 
the tribes.China is clever enough to study these.They are not fools to study 
less what Delhi doing for North East. But one can find Bihari, Marowari in 
large numbers doing all heraferi there... countless.Pay money at the entry 
border and go- who bothers.
  The Air Foce radars supposed to be more high technology.But in North East- 
these as not at all working.A pilot need fly manually seeing like train 
drivers!! Can one believe this??The radars are outdated and installed with 
countries left over old russian parts.. they functions one fine day and another 
2-3 weeks remains as TBD( Temporary break down). The diesel supplied in 
thousands of gallons are being resold to the oil mafia!!! Officers are highly 
involved.
  Most of the times Indian aircraft do fly out of country as the radars dnt 
work.And seeing the ground, it is imposible to select Assam, Burma or China.As 
these border are peaceFULL.ONly Pakistan is real border and china Border with

Can anyone still remember what them PM Nehru and defence minister VKK Menon 
said-in the lost war radio broadcast? My heart cries for the people of NEFA and 
Assam!! And they cried when Lata jee sanged the patriotic song.Not for the

  My writing here carries lot of sorows.In last China war, although it was a 
year before my birth, our present home was converted into shelter home for the 
wounded soldiers- who was asked to move back by any means.Same way lot many 
refugee from China, who could never go back stayed at our home campus with 
large Arunachale man- women and children.My father, mother and some other 
villagers did organized food, shelter and money.The defeating India tropps was

As the pace of repair work picked up on three Internet cables in the Middle 
East this week, word that more damage has occurred to nearby undersea 
fiber-optic lines in the last 24 hours arrives. The slew of slashed cables has 
caused a frenzy of speculation on their causes in the blogosphere. As of today, 
Egyptian officials still had no explanation as to the cause of the damage to 
the first two lines, slashed a week ago, but they said there was no evidence 
that ship's anchors caused the breakage. 
The two new damaged lines being reported are to some of the same systems as 
were cut recently, namely the FLAG Europe-Asia and SeaMeWe-4 networks. Landline 
and satellite connections have ameliorated some of the outages in the Middle 
East and South Asia regions, but it is estimated that some 85 million Internet 
users have been adversely affected. According to one report, nearly 90 per cent 
of Internet traffic is routed through undersea cables in these parts of the 
world. 
Officials for the cable operators predicted that engineers working on repair 
ships at sea should be able to restore service in approximately one week for 
the earlier incidents. FLAG Telecom, operator of two of the damaged cables, 
told the Associated Press today that it is laying an entirely new fully 
resilient cable that will be able to withstand harsher treatment in underwater 
conditions. 
We are still treating this as a crisis, a FLAG spokesman told the AP. But 
the new cable will provide a diversity in routes and be more resilient.

  Finally we need to wake up against 2 centuries old Army acricities began by 
the British Army in the North East and very much in Assam.Although we got 
independance, the brutality at any un explained reason continues and since 
operation Bajrang in Dec 1990 , its more now.As the world heads for hi 
technology and discoveries,the b rutality part is being ignored by all 
sections- from Politician, beaurocrats to the educated one. The reason are 
still un known why Army is behaving in the North East like that.
  If something hapen only in GHY- people cries foul.But its routine like a 
daily affair in the other places- which are treated like Jaffna in SL. Life is 
more miserable and acrocities are much high. They snatched bicycles from poor

  Why only it hapens in Assam?Who gives this order?Why legal experts are 
sleeping in Assam?Why law- honourable GHY high court cant do anything?Who tied 
the hands of all?ARmed Forces Special Powers Act doesnot give so much liberty.
  Bihar-AP-UP-Chatishgarh and now KArnataka is worst then Assam.But even what 
ever CRPF is deployed, they do work under local police.Army deployment is out 
of question. Otehr than in NEI, at any place Army people are facing thousands 
of cases and being convicted.But in Assam- the dadagiri remains same as before 
1947.It is their will to do anything.
  Now time come to say stop and enough. Cannt we all write individually to 
Chief of Army staff at Sena Bhavan, New Delhi 110011? I request all to spend 25 
Rs. to send complaints to the chief and Defence Minister by speed post, so to 
take note for RTI act later.
  The legal experts of Assam should gain good knowledge like other states to 
come heavily now. Note also be taken in view of China's tensions. Army only can 
never talk about KArgil in NEI.They should also talk on lost China war...KArgil 
is elsewhere, we need to talk on our border.Now we have more educated people, I 
sincerely request all to write.
  Army website www.indianarmy.nic.in   might not give frutiful result.Kindly 
write individually to Defence Minister and Chief of Army staf.If for the 
happiness of Kashmiri people- who has mere contribution to the main land other 
than causing problem since centuries,where Govt provide much free 
facilities,Govt can bow down taking action against Army and paramilitary 
forces, surely NEI got 7 large state to contribute much for the main land. But 
treated too ill.NEI is not that deadly being with China Burma border.Than what 
is the reason hiding since hundred years?
  Kindly do write. Defence Minister Mr.AK Anthony is got office in the M block,

KOKRAJHAR, Feb 10: The sixth Bodoland Day was celebrated in the Bodoland 
Territorial Autonomous Districts (BTAD) today. 
Attending the public rally on the occasion, Asom Health and Family Welfare 
Minister Himanta Biswa Sharma announced that an engineering college and a 
planetarium would be set up in BTAD by next year. “The Kokrajhar campus of 
Gauhati University will be upgraded to a full-fledged university, and the State 
Government is taking all necessary steps towards that end,” Sarma said. 
Expressing satisfaction at the development in the DTAD, he said: “The BPP’s 
partnership with the Congress is for growth and development of the entire 
State.” 
Asom Forest Minister Rockybul Hussain, who also participated the function, said 
the Government will focus on exploiting the tourism potential in the BTAD area. 
He announced the construction of a new tourist bungalow at Chakrasila at a cost 
of Rs 25 lakh and a tourist guest house at Gossaigaon at an estimated cost of 
Rs 45 lakh.
Earlier, BTC chief Hagrama Molilary hoisted the tricolour and paid homage to 
the Bodo martyrs.
