Its really a nice idealistic proposal. I think, before going ahead with this idea, Pradyut Bora must clarify a few points e.g. Why he joined BJP and why got disillusioned? And that dream is to create Assam's, and maybe India's most ethical/honest and inclusive political party. Democracy is about making political choices. And it is the job of political parties to present people with such alternatives. In my opinion, today there isn't a single party in Assam that can claim to be qualitatively different from each other. And this is precisely the reason why I resigned from the BJP. So why don't we create one? WE DON'T NEED A MODI, WE DON'T NEED A KEJRIWAL Mr Modi and Mr Kejriwal may have their strengths, but the salvation of Assam is in the sole hands of the people of Assam. No Modi or Kejriwal will come and solve our local problems. We ourselves have to be our own Modi, or our own Kejriwal. If we put our hearts and minds to it—and if our intentions are pure—there is nothing that they have done that we cannot do. Lot of people ask me to join AAP in Assam. I say 'no'. My argument is: why do we have to ride on the back of a Kejriwal? Why can't we be Kejriwal ourselves? We don't need to get Kejriwal to Assam; instead, if we like, we may adopt the values of integrity and transparency that he espouses. Rather than borrowing a template from outside, why can't we create such a model party that the whole of India emulates us tomorrow? Let me tell you how we can create that dream party. FINANCES: THE ROOT OF ALL CORRUPTION The root of all political corruption is party finances. There is no accountability of where money comes from, and where it is spent. I want to begin here. I estimate that the monthly running cost of the state unit of BJP Assam is Rs 10 Lakhs. This is the operational cost of only the state unit, not the districts. Secondly, this does not include election campaign expenses. Now, for a moment if we forget election campaign finances, and concentrate only on the monthly running cost of the state unit, the question is: how do we raise Rs 10 Lakhs each month, such that we have no apparent handicap vis-a-vis the BJP and Congress. My proposal is: if 1000 people contribute Rs 1000/- per month, its adds up to Rs 10 Lakhs. If at least a thousand good people believe that they should contribute to the creation of a party that does not have to go to questionable characters for money, I think the financial sustainability of this new party is assured. Once we have the daily sustainability assured, I think we can find out other innovative and ethical means to raise election finances whenever necessary. The big question is: whether we can get a thousand good people in Assam who would back the idea? Come to think of it: it is not a big sum. Rs 1000/- is just the cost of two kilos of rohu fish. Netaji Subhash Chandra Bose said, “give me blood, I will give you freedom.” Let us go to these prospective thousand donors and say, “give us Rs 1000/- per month, and we would give you Assam's most ethical and performance-driven party, something that we can be proud of.” Two points here: (a) accountability and (b) performance Accountability: We would ask these donors to give us 12 post-dated monthly cheques of Rs 1000/- each. This way we would not be able to spend all the money in one go, and our sustainability for the year in assured. In return, what we would give to our donors is a quartely (3-monthly) financial report, audited by a chartered accountant, on how we spent the money. In India, only listed companies prepare quarterly balance sheets and profit-and-loss statements. If we do this, we would be the first party in India to be doing so. This would set a new paradigm of probity in Indian politics. Performance: At the end of the year, we would again go to these donors for their next 12 post-dated cheques. Unless we perform, our donors would not fund us for the next year. This would ensure that we perform. IDEOLOGY: LIBERALISM & DEMOCRACY The 'ideology', if you wish to use this word, of this new party should be liberalism and democracy. Liberalism means personal, as

Partition is the root cause of all the problems. It benefits some of the power hungry people and the common people doesnot gain anything out of this. They only suffers. Look at the India - Pakistan partition case. Assam was connected with the rest of the world through a big land area. We had buisnesses through the river route and even through the sea route. Our per capita income was more than that of national average during pre-independence era. We had migration at that time as well. But, we gained from that as we had Madhav deva (the great contributor to Assamese Society after Sankardeva) and many more from that part and from whom we were benefited a lot. There was reverse migration as well from which we only gained. Now, after partition, we are landlocked. We are connected with the rest of the world only through the famous 'Chicken neck'. We dont have buisness through river route anymore. Journey to Calcutta from Guwahati takes 24 hours by train now. It was much less during pre-independence era even when we need to change trains. The per capita income has gone below the national average. It benefitted mostly one party because of this partition and ultimately it contributed to the Dynasty raj of one family. The partition was done due to the political greed of this family... And we the people of Assam are made to suffer from myriad of problems due to partition. Please try to look deeper into the situations of North East before commenting like this. If you look a little back, you will find that the gross per capita income in Assam was much above the national average. Whereas, it is much below at present. Assam was a very peaceful state than the socalled advanced states of India before 80s. Present scenario is not like that...why? (Ofcourse most of the incidents are blown out of proportions also in most cases...and similar cases are happening elsewhere in India as well). This region was doing international buisness through sea route (through present Bangladesh),had trade and other relations with the neighbouring countries like Burma. In fact, Burma was under same british before Independence. But, see the present situation--- This region is completely landlocked now and connected through the famous narrow 'chicken neck' with the rest of the world. When 'oil' was first discovered in 'Digboi' in remotest part of Assam, the british established the fist oil refinery at 'Digboi' itself. Because, that was the most cost-effective way to do. This also changed the lifestyle of the people in that area. But, see what the Independent India did later on. It laid thousand kilometers of pipeline to take oil from Assam to establish a refinery at Baruani, Bihar. Later on, the Assamese had to revolt seperately for 3 more refineries to be established out of its own crude oil and mind it...the total capacity of the first 3 refineries were less than that of one single refinery in Baruani. Assam produces highest tea in India and you know the tea head quarter is there in Kolkata only. Till 80's...there were not a single tea auction centre in Assam. And the list goes on.. We the northeast Indian do often encounter some of querries from the rest of the Indian...like...'do we need passport to visit North East'. So please donot comment irresponsibly like this anymore.. [Assam] New format for admission to IITs, NITs, IIITs from 2013
Dear all, The following news is relevant for the 2013 final HS students: "From 2013, aspiring candidates for IITs and other central institutes like NITs and IIITs will have to sit under new a format of entrance test which will also take plus two board results into consideration. The announcement was made on Monday by HRD Minister Kapil Sibal after chairing a meeting of the joint councils of IITs, NITs and IIITs. Emphasising that there was no "dissent" among the councils about the move, he acknowledged there "was a lot of resistance during the consultation process from the IIT system". IIT senates especially the faculty federation had been opposing the new format. But Sibal said the selection of the candidates for the IITs and other central institutes would be different even as all the aspirants will have to go through all the steps under new format. This system will replace the IIT-JEE and AIEEE. Students will sit for a main test and an advance test conducted on the same day. For admission to all the centrally funded institutes, there would be 40 percentage weightage for performance in Class XII (after normalisation of marks), 30 per cent weightage to performance in main and 30 per cent in the advanced test. In case of IITs, there would be a filtering process involved. The board results and the main test will be given 50 per cent weightage each. Only the top 50,000 students will be selected for the advance test after taking into account their performance in the board results and the main result. "The merit only in advanced examination will be considered for admission" to the IITs, Sibal said. At the same time, he added, the IIT council has agreed to move to the other system by 2015." However, these were not published by big houses like Oxford etc. and hence, didnot get much publicity as this one probably got. The story of Srimanta Sankardeva was born within Bimal Phukan from the time he moved out of Assam to study engineering in Calcutta and was nurtured since for the recognition it got today at the Calcutta launch of its book Srimanta Sankaradeva — Vaishnava Saint of Assam at Oxford Bookstore. A little before the launch, Phukan spoke of how an engineering scholar turned into a storyteller. “Sankaradev was as socially or religiously significant in the 15th century during the Bhakti movement as Nanak, Chaitanya or Kabir but unfortunately very few people outside Assam know about him. Even in Assam Sankaradev is now an alien to the younger generation,” he said. An incident which influenced him was when Satyajit Ray was conferred the Xankaradeva award in 1975 he was unaware of even the saint’s existence. “When a man of Ray’s erudition is unaware of such a colossal social figure from a neighbouring state you realise there is something seriously wrong. Even Khushwant Singh who wrote a very positive review for my book admitted that before reading the book he hardly knew of Sankardev,” Phukan said. The fault, however, he feels is with the people who know his story but have not conveyed it in a language that can cross the barriers of culture and age. “This is in a way the first English book on the saint’s life. Before this there have been books written in Assamese or scholarly books which the common reader finds difficult to associate with. I hope this book can even get the NRI Assamese child interested in the guru whose picture he saw at his grandparents’ house,” he said. The book since its Assam launch in 2010 has been quite a success. A copy of the book can be found in reputed libraries in India and abroad. The British library, British Museum library, American library of Congress, London School of Eastern Studies and the Indian National library are some among the noteworthy ones. “I was so apprehensive of response from scholars that I would hardly ask them about the book. But I was surprised by the overwhelming appreciation,” he said. The book launch here was attended by poet and novelist Sunil Gangopadhyay and chairman of the World Poetry Festival, Ashis Sanyal. Sanyal stressed on the importance of translation to enable people across the country to read literatures of the country. Resume should be concise, well formatted , but definitely not a designer product. Some resumes received are so colorful, so flushy; it looks like ppt. Avoid it. 2. In Resume, mention ur programming skills, tool knowledge on top. During project description write what tools, programming language used ( a must feed). Also mention year of passing out. ( its imp). Tabular format of data presentation helps. [ avoid long sentences ] 3. Recruiters are more interested knowing ur year of pass out, percentage, skills proficiency, skills used in projects etc rather than ur personal details / hobbies / school captain etc. So project ur skills, strength first...in short give what recruiters want. 4. Resume must be properly named. Not like "Resume_updated.doc" , "CV_Anil(2).doc", "My_Recent_CV.doc" etc. Ur resume name says a lot. Follow a format like "Resume_Anil_BE_2012_C++_70%.doc" , such formats help us too. 5. While forwarding resumes, write mails short (no long mails ) and crisp. Also mention the source of opening info eg: link, mail u have received etc. In a large origination there could be many openings going through simultaneously. Even an employee wont be having all such info. Thus knowing the source of opening info helps us to frw ur resume to specific team. 6. Dont send blank mails too. Atleast spend a minute to write a line. 7. Phone number / email must be correct. Few times I received a follow up mail mentioning updated ph/email. This showcase ur own seriousness. 8. If u get a call for interview from HR, dont forget to inform the person who forwarded the resume. and most importantly prepare well for the interview. Its a worrying point to knw that most freshers dont even have the answers to the basic questions. All the best. Very well said. Its look like a total conspiracy to get benefit through plagiarism. From the information available in you and Buljit's mail, it looks like AFNA is much more responsible as an organisation than a single individual and also (if true) applying for the award as it was nowhere connected with the project. It is also creating a bad name to the whole community as we dont have many such instances in the past. Dr. Das and his Institution should get the lion share of the award. It will encourage them to put more energy towards development of many more fruitful projects in future which will surely benefit our society. AFNA has mentioned that: i) it has submitted the application for this award. ii). as part of the application process, AFNA submitted detailed information about the contributions of all stakeholders in the Rickshaw Bank project, including those of CRD and IIT Guwahati. Now going by the statement of AFNA, the questions that arise are: i) Who authorized AFNA to apply for this award without prior permission from the stakeholders (AFNA has never discussed this with Project Investigator and Designer of the Dipbahan, Dr. Amarendra Kumar Das)? ii) Was it that AFNA only nominated Rickshaw bank? iii) Why AFNA and CRD will attend the award function and why not IIT Guwahati? iv) In whose account is the award money going to be deposited (in case it is announced at the award function)? It has been pointed out that AFNA applied for the award and it is logical that they will receive the amount and then they will pass it on to whom - Dr. Pradip Sarmah or CRD or AFNA coffers? AFNA needs to justify its action, because nobody can claim awards like this on other stakeholder’s behalf, without prior permission. Is this acceptable in today’s knowledge driven economy? The press release by AFNA looks like a damage control measure (or shall we say face saving measure?) taken by AFNA. If readers are keenly following the whole episode, one can see that AFNA still did not touch Dr. A. K. Das’s main allegation of PLAGIARISM. CRD and its executive director have received several awards based on plagiarism. CRD claims that the Rickshaw Bank concept was innovated by them. However this concept was practiced much earlier in the year 1994-95 when Rastriya Gramin Vikash Nidhi (RGVN) sanctioned this project to the Bastar Sevak Mandal, Madhya Pradesh. Please go through the pdf attachment regarding the project of the Bastar Sevak Mandal. AFNA themselves should inform about this plagiarism to The Tech Museum so that we can be sure that AFNA is not in league with this plagiarism. AFNA, instead of initiating face saving measure like telling the world now that they gave credit to Dr. Das and IIT Guwahati, should take corrective measures so that the guilty get their due share of blame and the one who deserves due honor gets it, otherwise this will bring disgrace to Assam and Assamese Community. AFNA has mentioned that CRD has made some changes in the original design but question arises whether CRD has taken permission from IIT Guwahati for such changes and whether by making some changes they have compromised with the quality and passenger safety. I have seen many rickshaws on the roads of Guwahati which have been manufactured by some local manufacturer other than CRD, so can they too claim to be the innovator because they have made certain changes? Dipbahan tricycle rickshaw designed by Dr. Amarendra Kr. Das and supported by the Department of Design, IIT Guwahati, is excellently designed for passengers’ benefit like space, safety, comfort etc., which only a professionally trained designer like Dr. A.K. Das can conceptualize and deliver. When the whole success of DIPBAHAN is to be attributed to the design, leaving Dr. Amarendra Kr. Das and IIT Guwahati out of this award is nothing short of treachery and we must play our role that “if we cannot do any good for the society, let us not harm it”. Action of AFNA/CRD will have a big effect on de-motivating people like Dr. Das and his colleagues in IIT Guwahati. In June 2010, a scientific committee jointly established by the Assam Government and National hydro-Power Corporation presented their report on their study of the downstream impacts of the 2000 MW Lower Subansiri Mega Dam Project. Excerpt from the report submitted by this expert committee: “…The selected site for the mega dam of the present dimension was not appropriate in such a geologically and seismologically sensitive location…Therefore, it is recommended not to construct the mega dam in the present site…”. Studies show that the power requirement can be met by ecologically safer and environment-friendly smaller dams as well. So, why build mega dams and cause unthinkable damage when the power requirement can be met by making safe smaller dams? We are starting a petition campaign against the construction of these mega dams. A physical signature is already gaining momentum in Assam and the adjacent states. We are also aiming to garner 10 signatures through an online petition. I think we shouldnot mix the 'Artist Bhupen Hazarika' with the 'Bhupen Hazarika in person' at all. We simply cannot question about the talent and contribution of the 'Artist Bhupen Hazarika'. Also ,there is nothing wrong in the appeal on ' CD songs: Rode Puabor Karone by Ruby Patel'. Rather, we should appreciate the effort as 'The sale of proceeds of this CD will be partly donated to the Nilakanta & Shantipriya Hazarika trust and managements of two Primary Schools of poverty stricken, unfortunate children of Panikhaity in Assam which have been managed by Ruby Patel for the last 3 years through contributions of generous public." There may be lot of controversies on personal life of Bhupen Hazarika which could not be denied. But, at the same time, we should not forget that our Satriya Dance got the Classical Dance recognition during his tenure at Sangeet Natak Academy only. In many a times, the people from other parts do recognise us only because of him. There are many intances of the great men having darker sides. But, at last, people remember them only because of their greatness not for the wrong reason. Anyway I am trying to reply your mail now. Yes, you guessed it right - I am from Guwahati only. In last 2-3 years some developments have been going on in Guwahati. The roads condition have improved a lot specially after the Asian Car Rally. The GNB road is being widened. Till 1 year ago, we thought it was next to impossible. But, since the activities are going on in this rainy season, the GNB road condition is becoming bad. There are 2 big storm water drains being constructed - one at Noonmati where a canal is also constructed through a small hillock and the other is at Narengi. Authorities have planned to drain out the excess water during the rainy days to Brahmaputra. One can hope that the flood problem will be reduced once the drains are completed. The communication to upper Assam from Guwahati have also imporved in recent days. One can travel upto Tinsukia in 6-7 hours by Volvo buses. Though I am not sure the fare will be around Rs. 360. We have Jan-Satabdi train running from Guwahati to Jorhat. It has A/C chair car facility. The Rajdhani Express is now extended to Dibrugarh. One can also go upto Ledo by Inter-City Express (train) which is an overnite journey. I think you already know that we have now local trains to Nagaon and Bongaigaon. The office goers are the daily commuters there. Job oppurtunity in private sectors have slightly increased mainly for the lower grades. The higher qualified people have to venture out to Bangalore, Hyderabad etc. for better oppurtunity. However, one good sign is there - qualified people will no longer sit idle here. They will promptly go outside Assam which was not the case in the eighties and nineties. That is all for today. There will be lot of things which we could not appreciate from here. Those things could be noticed from your angle. Kindly let us also know some of your views about Guwahati/Assam these days. I dont know whether you will be senior to me or not. The communication to upper Assam from Guwahati have also imporved in recent days. One can travel upto Tinsukia in 6-7 hours by Volvo buses. We have Jan-Satabdi train running from Guwahati to Jorhat. It have A/C chair car facility. The Rajdhani Express is now extended to Dibrugarh. One can also go upto Led by Inter-City Express (train) which is an overnite journey. I think you already know that we have now local trains to Nagaon and Bongaigaon. The office goers are the daily commuters there. Job oppurtunity in private sectors have slightly increased mainly for the lower grades. The higher qualified people have to venture out to Bangalore, Hyderabad etc. for better oppurtunity. However, one good sign is there - qualified people will no longer sit idle here. They will promptly go outside Assam which was not the case in the eighties and nineties. That is all for today. There will be lot of things which we could not appreciate from here. Those things could be noticed from your angle. Kindly let us also know some of your feelings about Guwahati/Assam these days. About types of buses that run in and out of town, fare rates, how long it takes to reach Dibrugarh from Guwahati (for example) - since the highways are much better now, anything!
