such incidents are not forgotten and the guilty are booked.Perhaps Mr Deka too

Actually, I am using "ahom" for the land (uppr-assam) as well as its people 
(uppr-assami).
So among people based on gene fabric - "dravidian ahom" and "mongoloid ahom".

e.g., 1. Manoj Das (Dravidian Ahom), Mike Mahant (Mongoloid Ahom)
2. Prafulla Mahanta (Dravidian Ahom), Tarun Gogoi (Mongoloid Ahom)

Castism is not incorporated in my taxonomy on "ahom".

Sure both Sabhapandit and Datta can help on castism. But have you considered 
looking at Hem Chandra Barua's documentation on various castes and tribes found 
among "ahom"?
This can be good start so you both understand what have been existing and 
practiced.

 GUWAHATI, April 10 – Union Tourism Minister Subodh Kant Sahay today vowed to 
market North East tourism sector, both domestically and globally, which 
according to him would go a long way in alleviating poverty.
“Let all the States of North East join hands together and the Ministry is ready 
help catapult the region’s tourist sector to the global map,” assured Sahay 
after formally inaugurating ‘MV Mahabaahu’, country’s first luxury river cruise 
ship at the Uzan Bazar Ghat.

‘MV Mahabaahu’, which is built under a public private partnership between Far 
Horizon India and Assam Tourism Development Corporation Limited, will cover 
various tourist hotspots including Kaziranga National Park and river island 
Majuli on its way. The luxury river cruise has been built at a cost of Rs 26 
crore. The Union Minister further said that a vibrant tourism sector can be the 
biggest employment generating source and the North East has all the ingredients 
to be a centre of tourist attraction.

On the new cruise, he said, “This is certainly a pioneering effort in the 
tourism sector of the region, which was missing till now.”

Sahay went on to say that the Ministry has decided to make a film on the 
tourism sector of North East to help the region’s tourism sector to catch 
international attention. 

Chief Minister Tarun Gogoi, who was also present on the occasion, said that 
river Brahmaputra has been a lifeline for all activities, be it trade, commerce 
or tourism.

“North East has its unique identity which we must promote in the global milieu. 
There are places which can even be tagged as unique world heritage site,” Gogoi 
said.

“We are bad in marketing ourselves unlike some of the smaller places like Sri 
Lanka and Thailand. However, things are improving and we are also receiving 
good response from the Union Government,” Gogoi pointed out.

“With the potential we have, Assam should soon find an important place in world 
tourist map,” he added.

State Tourism Minister Chandan Brahma, Principal Secretary (Tourism) HK Das, 
Sanjay Basu, managing director, Far Horizon India and host of other dignitaries 
were present on the occasion.

New Delhi: Poverty in the country declined by 7.3 per cent from 
37.2 per cent in 2004-05 to 29.8 per cent in 2009-10. 
According to Planning Commission estimates, the decline of poverty in
 the rural areas has been at a faster pace than in urban areas during 
the period. 
The sharp decline in poverty of over 10 percentage points was 
witnessed in Himachal Pradesh, Madhya Pradesh, Maharashtra, Odisha, 
Sikkim, Tamil Nadu, Karnataka and Uttarakhand.
However, poverty has increased in the North-eastern states of Assam, Meghalaya, 
Manipur, Mizoram and Nagaland.

New Delhi: In an effort to facilitate the entry of private players in
the higher education set-up, the University Grants Commission (UGC) has
proposed four new models to the Planning Commission for the forthcoming 12th
Plan Period.

The proposals for new private
partnership models for expansion of higher education sector in the country come
in view of the needs of the education sector in the country, which according to
estimates require investment of over US $ 150 billion  (Ashamed of INR?)in next 
10 years.

The four proposed models are: 

basic infrastructure model in which the private sector invests in 
infrastructure and the
government runs the operations and management of the institutions, in turn,
making payments to the private investor.

The second
proposed model is outsourcing model in which private sector
invests in infrastructure and runs operations and management and the
responsibility of the government is to pay the private investor for the
specified services.

Equity or hybrid model is the third model in which investment in infrastructure 
is shared
between the two sectors while operation and management is vested with the
private sector.

The final proposal is reverse
outsourcing model in which the government
invests in infrastructure and the private sector takes the responsibility of
operation and management. 

Sources stated that four models of
public-private partnership have been proposed so as to maintain flexibility in

up of large
education hubs in different parts of the country anchored by large public and

public. The workshop, titled "Dams and Public Safety," is based on CDA

ARUNACHAL PRADESH, India 1/31/12
(PennWell) -- India's NTPC power company has submitted a pre-feasibility report
for a 9,750-MW hydroelectric project on the Brahmaputra River in Arunachal
Pradesh. 

The Siang Upper hydropower facility
would be the second largest in Asia after China's Three Gorges plant and would
increase the state-owned utility's overall production by more than a quarter. 

Sources say NTPC's filing was
partially prompted by reports of Chinese plans to construct a hydro
project upstream on the Brahmaputra .

Prior
to joining the WCD he chaired the Indian Planning Commission?s committee on
development options for Assam for putting into effect Clause 7 of the Assam 
Accord.  ???

Indeed
in his remembrance essay on Jain published in this newspaper, a retired senior
civil servant from the region and former Tourism Secretary M. P. Bezbaruah calls
Jain  a ?true friend and crusader for the
Northeast?LIKE??known for ?his personal advocacy of  NE development as one arm 
to fight the divisive violence.?   The

The WCD was established jointly by the World Bank and the
World Conservation Union (IUCN) in 1997 in response to the controversies over
large dams that were raging in many parts of the world.  As a major funder of 
dam building projects,
the World Bank was at that time
embroiled in a number of those controversies. 
The WCD?s mandate was to ?review the development effectiveness of large
dams and assess alternatives for water resources and energy development?
and  to ?develop internationally
acceptable criteria, guidelines and standards for the planning, design,
appraisal, construction, operation, monitoring and decommissioning of
dams.?  

 

It is a matter of remarkable good fortune that a person who had Northeast
India?s best interest in mind and a person who was intimately familiar with the
developmental challenges of Northeast India?s was a key figure in the WCD.  One 
can venture to guess that Jain?s
knowledge of Northeast India had indirectly found a place in its deliberations.
As a result Dams and Development has perhaps more relevance to our region than
any such global document.

 

The 12-member WCD with South Africa?s Water Resources Minister Kader Asmal as
chair and L.C. Jain as Vice-Chair was designed as what is sometimes called a
?multi-stakeholder process,? that is it tried to include individuals who are
"representative of the diversity of perspectives" on the question ?
that is industry representatives and large dam advocates, as well as their
opponents.  The Commission had the
support of a full-time professional Secretariat, a 68-member  [ Big 
Bazaar]advisory Forum, and
numerous experts from a variety of academic disciplines.

 It built a comprehensive knowledge base of
large dams and it closely examined many dam projects in different parts of the
world and consulted extensively with people involved in those projects and
those affected by them.What will   ‘talking to people’ do?  WHICH PEOPLE -- 
1 Bln indians??

 

The WCD?s report Dams and Development launched in 2000 by Nelson Mandela
recognizes that ?dams have made an important and significant contribution to
human development, and the benefits derived from them have been considerable.?  
POOR ZA –NO RIVERS!!

that  ?in too many cases an unacceptable
and often unnecessary price has been paid to secure those benefits.?  In its 
view, notwithstanding significant
gains from such projects--for instance in terms of the production of
hydropower--a very high social cost have been extracted because many dam
building projects had failed to recognize the complex nature of rivers and
river ecosystems.

  For instance, the dramatic changes to
?rivers, watersheds and aquatic ecosystems? and their adverse impact on
?downstream livelihoods? have been inadequately understood and as a result,
thousands who depend on river ecosystems have been impoverished because of
losing their traditions sources of livelihood. LIFE ITSELF WILL BE AT STAKE
DOWNSTREAM OF LXD GOGAMUKH.

 

To ensure that future dam building projects do not extract such a heavy social
cost, the WCD?s report proposes a policy framework that decisively breaks
away from the idea that decisions on dams are primarily the domain of technical
and economic experts.   Means only  TO BE DECIDED by “ELECTED LEADERS &IASs

 

  Consistent with Jain?s bottom-up and
participatory view of development, the WCD?s report emphasizes the need to
ensure that the affected people have a chance to make ?informed choices? and
that they should be active parties in negotiations and not just passive victims
or beneficiaries. 

 Dams and Development even recommends that dam
building decisions should be made only with the ?free, prior and informed
consent? of the people affected by dams and that their acceptance of such

Hyderabad: The Government of India has proposed to set up a National Institute 
for e-Governance (NIG) in the 12th Plan, in an effort to enhance computer 
literacy and information technology (IT) skills among government employees.
 
The institute in association with premier institutions like Indian Institute of 
Management (IIMs) will offer e-Governance related courses to government 
employees, according to the working group report on 12th five year plan on IT.
 
NIG will also act as the pioneering institute for e-Governance related research 
for India, and is expected to improve success rate of e-Governance projects in 
the country.
 
National
 Association of Software and Services Companies (Nasscom) President Som 
Mittal said, “NIG would be envisaged as a role model school of e-Governance to 
deploy latest techniques to bring radical change in employees’ attitude and 
acceptance of e-Governance and IT.”
 
The working group report said that at least 50 government employees will 
imparted with training at institutes and through e-Learning courses on project 
management certification per year.
 
Going further, the institute is expected to initiate incentivised certification 
programmes, and may offer opportunities to government people to interact with

H5N1, which devastates chicken flocks, first caused human disease in 1997.
Since then there have been 581 confirmed cases, 342 of them fatal. Nearly all
have occurred in Southeast Asia in people with close contact with infected

The two research groups — Fouchier’s in Rotterdam and one at the University
of Wisconsin led by Yoshihiro Kawaoka — created H5N1 strains that were both
lethal about 60 percent of the time and easily transmitted between ferrets, the
lab animals used as surrogates for human beings in flu research.

The National Science Advisory Board for Biosecurity, created by the  US federal
government after the 2001 anthrax letter attacks, reviewed the papers. It 
advised
the Department of Health and Human Services that it ask the journals not to
publish the methods for making the strains, and not to identify the specific
gene sequences and mutations that appear responsible for the virus’s easy
transmissibility.

The journals reluctantly agreed as long as provisions were made to give all

inflation in the domestic front and the sharp depreciation of the rupee.

policies are causing slowdown and pessimism in the industrial sector," he said

Wipro chairman Azim Premji had in October this year joined a few other 
corporate leaders in saying that absence of decision-making in the government

THE NEW AMERICAN PIRATES   ARE
KILLING AMERICANS.-- Karl Marx,Lenin,Khruschev   would all  agree and say "I 
told you so".


This story is not about glamorized
or fictional piracy. This is, “real piracy.”

Hundreds of our wealthiest leaders
and most powerful corporations know that in the next few years, they will be
able to siphon, skim, and steal, so much “NEW CASH,” that they and their
progeny will be ultra-rich for generations to come. 

No, this is not funny, or fiction,
or a conspiracy, it is just simple greed and simple theft. The new pirates of
America have launched an all-out siege on us in order to capture, amass, and
hold trillions of dollars for themselves.

All of the recent political power
grabs and nonsensical debating is purely a slight-of-hand deflection. President
Obama, Democrats, Republicans, the International Press, and even the Tea Party,
are watching the tiny pea in the shell game…while the rich and powerful
“Piratical Right” is stealing America right out from under us.

Consider that their combined total plunder
from corporate flipping, downsizing, offshore labor, speculation, price fixing
of oil and energy plus, corruption in defense, health care, banking, student
loans, foreclosures, etc., etc., is a trillion dollar treasure for these
pirates.

Go ahead, put your own calculator to it. 

Are they smarter than we are? Yes,
and they are laughing at us. I, we, you, and all of us, have not been able see
the big picture of what is happening to our own country and to our own people.
The rape and theft of America, has been cleverly packaged, promoted, and sold
under the guise of “cost-cutting,” “deregulation,” and “free enterprise.”

The “Piratical Right” is directly
responsible for millions of people dying, getting sick, losing their jobs and
homes, losing their ability to fight, their spirit, and even losing their will
to live. The sick smell of this carnage now permeates the air across America.

To us, this is all unimaginable,
because we look for some sense or the morality of things. These modern-day
American pirates however, have no moral compass. They are devoid of any
conscience, humanity or soul, and are feeding on the flesh of the American
people. 

Don’t look to the President, the
Senate, Congress, the press, or any political party to help. Sadly, they just
don’t see it, don’t care, or are part of it. “We the people” are on our own.
Start asking questions. Demand answers. If we don’t fight back America…who
will?

History has taught us how to stop
piracy.

India’s views have also been shaped by a 1962 war that ended with China 
seizing a chunk of the northern India state of Kashmir. The countries 
still have an unsettled border, and China claims a large piece of 
territory controlled by India.

Raghav Bahl, an Indian media executive who has written a book about the 
economic rise of both countries, said Indians “nursed a severe feeling 
of humiliation” from the 1962 war that was compounded by China’s 
economic rise.

“There is a sense that this is one race that we could have done much 
better in,” said Mr. Bahl, author of “Superpower? The Amazing Race 
Between China’s Hare and India’s Tortoise.”

But he added that Indians had regained confidence recently as a result 
of their country’s strong economy. Many, like Mr. Chidambaram and The 
Economist magazine, have suggested that India could soon grow at a 
faster pace than China. Its economy, at $5.9 trillion, is about three 
and a half times as big as the Indian economy, but China’s population is
 much older than India’s.

In China, however, India does not register as a threat, economically or 
otherwise.

Mr. Pei, the economist, said Chinese officials, executives and even many
 intellectuals did not have a nuanced understanding of India. Communist 
conservatives maintain that “democracy is hindering India’s 
development,” he said.

[Assam] Bee Keeping Economics

I too noticed the lost enthusiasm for beekeeping in our village and the 
surrounding areas. I suspect, it is a combination of the effort that goes into 
it, lack of adequate knowledge, resultant low yields
and perhaps even low price fetched by the harvests. I understand a litre of 
honey in Assam these days cost around Rs. 200. That is fairly good for the 
villagers, but the buying power of Rs. 200  these days of essential goods not 
locally produced, is virtually negligible. Thus the incentive is not there.
 
Incidentally, India is the largest exporter of honey to the USA. There is huge 
discontent among US beekeepers raging these days, because of Indian merchants 
laundering banned Chinese honey 
( due to excessive use of prohibited antibiotics) and dumping in US markets at 
low prices, thereby driving down price of American beekeepers' produce.

Part  of the same malady -- the  dependence on the  useless Indian Rupee.
 Because  nobody assures that the yield will be promptly paid for at "SUPPORT 
PRICE"  and lifted-- HARDLY ANYBODY  takes to beekeeping.Yet Assam could have a 
 million hives -if not Crore  --to forage in  the girdling hills /forests
Nobody extolls the great virtues of Honey-Propolis-Wax  as super 
nutrient,Biomedicine,prophylactic-- nobody buys and takes . If there was any 
money to buy -- they buy PotatoSituation is same for all seasonal greats : 
Pineapple,Orange, Amlokhi,Tomato,Carrot,Arum(Kosu),KathAlu, Kothal, Oxomiya 
Nemu,-- each running to million tons/season

Yesterday there was a  daylong  government DO -- To facilitate meeting Big 
names in food Processing.Euphemism for" Surrender to India ".Another  
fruitless  Torun/Prodyut 'Investment' meet?Today's  Doinik Oxom 3rdpage 
article blames children Not eating FOL-MUL   at the root of  rapid rise in 
Assam in anemic weak,disease prone Youth.  Actually it is economics. Kol /dozen 
at Gau =Rs 50/- .mm
