The proposed changes to 0870 outpayments are going to really hurt a
lot of UK companies who rely on this revenue (e.g. to give cheaper
international access to telecoms customers), or as end users have
built up customer loyalty and goodwill using 0870 numbers for their
intended purpose (should their provider find it can nolonger route
0870 in a viable way).
Has there been a counter argument put forward by the industry ?


Ofcom are proposing to allow revenue sharing on 087 number (callers are
charged up to 10ppm), however they will fall under ICSTIS regulation.


Albeit under 'ICSTIS-lite' lesser regulation, and it almost certainly won't 
be in that 'brand' name (although it will be by the same body).

Cheapest almost never the best.  I would not trust any business 
application to "an old ad tran".  I want something under warranty with a 
number to dial for tech support.  The Quintum Tenor AX has worked great 
for me and comes with a two year warranty.  It is not much more 
expensive than buying a T1 card and "an old ad tran".


Although I have never had a need for MWI, I am quite sure the Quintum 
could do it.


I love Adtran to death and use one to MUX my DS3 but Quintum is the 
route I chose for FXS and have not had ANY problems besides the initial 
learning curve.  Java based GUI setup, G729, IVR, CDR, Peering, 2 year 
warranty, too many features to mention.

084 numbers (up to 5ppm) don't fall under ICSTIS.

You should look at the Quintum TenorAX for FXS.  So many features, you 
can get lost in the GUI.  It also does Radius and can log to a CDR 
server, hop-off, too much to list.  I think it is probably the best bang 
for the buck.

The 0870 consultation was prior to this announcement - lots of
responses were received.

The numbering review referred to was published on 27th July, and the
consultation period ended a few days ago (14th Sept)

We are looking at both hosted and in house pbx.  Key features for us are:
QOS – the call clarity has to be as good as pots.
Hold and forward.
Voice Mail – each user has his/her own mailbox.
Caller ID – screen pops are not necessary at this time.
Multi extension ring on a call.
Conference Bridge – I can hold an impromptu virtual conference room.
Follow me – we give one number and the system forwards to wherever we are.
Auto attendant
Remote sites are an extension.
Outlook integration.  SugarCRM integration would also be good.
    Call from outlook
    Voice mail messages are forwarded to outlook as a wave file
    Incoming faxes are forwarded to outlook as tiff.
Parking is desirable, not essential.
Soft phones from a laptop in an airport are desirable.
 
 
We have around 20 users, 12 in house.  We could go to twice that in the next year.  To some extent we are a virtual company as our people work wherever they are often doing work at home or on the road in hotel rooms.

 
We currently have 8 lines with Cox version of centrex.  We could probably get by with 3 or 4 trunks depending on how we hook up the fax machine.

 
Customer support is a big deal for us.  I and my colleague David do not have the time or the inclination to hold user's hands.  When I get a phone system related call, I want to put them on hold and forward to a support line.

 
The systems must be configurable.  We move people and extensions around a lot, like a couple of times per month.

  QOS 
  – the call clarity has to be as good as pots.
  Hold and 
  forward.
  Voice Mail – each 
  user has his/her own mailbox.
  Caller ID – screen 
  pops are not necessary at this time.
  Multi extension ring 
  on a call.
  Conference Bridge – I 
  can hold an impromptu virtual conference room.
  Follow me – we give 
  one number and the system forwards to wherever we 
  are.
  Auto 
  attendant
  Remote sites are an 
  extension.
  Outlook 
  integration.  SugarCRM integration would also be 
  good.
      
  Call from outlook
      
  Voice mail messages are forwarded to outlook as a wave 
  file
      
  Incoming faxes are forwarded to outlook as tiff.
  Parking is desirable, 
  not essential.
  Soft phones from a 
  laptop in an airport are desirable.
   
   
  We have around 20 
  users, 12 in house.  We could go to twice that in the next year.  To 
  some extent we are a virtual company as our people work wherever they are 
  often doing work at home or on the road in hotel 
  rooms.
   
  We currently have 8 
  lines with Cox version of centrex.  We could probably get by with 3 or 4 
  trunks depending on how we hook up the fax 
  machine.
   
  Customer support is a 
  big deal for us.  I and my colleague David do not have the time or the 
  inclination to hold user’s hands.  When I get a phone system related 
  call, I want to put them on hold and forward to a support 
  line.
   
  The systems must be 
  configurable.  We move people and extensions around a lot, like a couple 
  of times per month.

You can use TrixBox ( former [EMAIL PROTECTED] ) for that. It has most of
this features and it's free.
