I found out what is the issue here. I downloaded the nighlty build and here is what I found out. The nightly build is packaged differently than the release builds. In the release builds, it appears as if the 2 jars from the nightly builds axis2-kernel-SNAPSHOT.jar and axis2-transports-SNAPSHOT.jar are combined into one jar axis2-kernel-1.4.1.jar. Is that how it will be released out in the next release. Yes. The code for transports is now in commons so its constitutes to a separate jar. This move was made after the 1,4 release. The next release will have the transports as a separate jar. Interesting, It says SHOULD NOT but not MUST NOT. So it may be acceptable to have this header too.
