 i installed all dependencies for DocBook-utils-0.6.14 and then fontconfig 
fails to compile

No I didn't have them installed, sorry, it's my usage of English.  I thought 
that the condition was that if you had docbook utils = true and remove 
--disable-docs = true, you needed to install those packages.  But I included 
the --disable-docs switch.

I can confirm that it fails if the sgmlspl program is not installed.

So, here's what we know:

1. If you don't have docbook-utils installed, you simply have to pass
--disable-docs to configure and everything is cool.

2. If you have docbook-utils installed, you must also have the SGMLSpm
Perl Module and JadeTeX installed, else the build will fail.

3. Dan came up with a hack that works also.

4. I'd bet that it would be simple to modify configure.[in,ac]
(whichever it is) to do a proper docbook check so that the
--disable-docs actually works, and also to properly check for *all*
the docbook tools before updating the Makefile to build docs.

Dan, could you summarize all this (#1 can be left out) in the Note
box in the fontconfig instructions when you get a chance? I'm kinda
busy with GNOME and want to get it committed this evening. TIA.

I will do #4 and send upstream when I'm done with GNOME, unless you
want to do it Dan.

With --disable-docs the issue persisted.  That's because the
HASDOCBOOK/USEDOCBOOK check macro in configure doesn't fall under
--disable-docs for some reason.  Hmm, no.  --disable-docs should null
out DOCSRC and DOCMAN3 variables.  Then the docbook stuff wouldn't get
built.  I don't know what's up now.

A-ha!  I was looking through the SGML section of the BLFS book trying
to figure out where sgmlspl came from.  I figured the Fontconfig devs
must have based the Docbook build off of some customized installation.
I've never installed the SGML stack, so I didn't think it was
appropriate for me to comment on it.  Thanks, Randy.

Maybe we should add a note to the Docbook-utils dependency noting that
you also need SGMLSpm.

A brief reading of the thread shows it could not find the sgmlspl
program which is installed by the SGMLSpm perl module. Fontconfig

That's odd.  It shouldn't be trying to build any of the docbook *.sgml
files if USEDOCBOOK_TRUE='#' and USEDOCBOOK_FALSE="".

OK.  Here's one more thing that should work.  Make configure think you
don't have docbook2html.  Try

HASDOCBOOK=no ./configure ...

or just move docbook2html out of your path during configure.

In fact, the second one should work.  configure is buggy since it
enables or disables DOCBOOK before --disable-docs.  So, it finds
docbook2html on your system and sets USE_DOCBOOK_TRUE=

Oh wait, I got the variables wrong.  Try this:

make USEDOCBOOK_TRUE='#' USEDOCBOOK_FALSE=""

After you've run configure, before you run make, blank the doc/Makefile

echo all: > doc/Makefile &&
echo install: >> doc/Makefile

installed.  I've installed docbook and it's the docbook catalogue that seems to
