Re: [Chat] health care
Hi Judy- I'm not sure about the options right now. But once the health care reforms (aka Obamacare) kicks in in January 2014 (assuming he wisn re-election) there will be different options based on your income level. Anyone making up to 133% of the poverty level will qualify for Medicaid, and people making up to 400% of the poverty level will be eligible to buy health insurance via exchanges at subsidized rates. Most people will also be required to have health insurance of some kind (and Medicaid would count as health insurance). I have no idea what the possibility of this being successfully passed through the legislature is (remember, the Governor can't do this unilaterally, it has to be passed as a revision to the tax code) but if you read the article, under this plan the deduction would not be done away with for everyone, but for people making more than $100K only. jf On Jan 26, 2012, at 1:40 PM, langwi...@comcast.net wrote: Would someone on the list comment on the likihood of the governor doing away with the home mortgage deduction in Maryland. Most heavily impacted is the Mortgage Interest Deduction. Instead of introducing the proposal as a separate bill, where it would have a hearing at which MAR could testify, the Governor is including it in BRFA, the Budget Reconciliation and Financing Act, which means that there will be no hearing or testimony on this specific provision. The proposal to reduce deductions for Maryland taxpayers will disproportionately burden Maryland homeowners. The two most important deductions for Maryland homeowners are the mortgage interest deduction and state and local property tax deduction. Over 50% of Maryland taxpayers itemize, the highest proportion in the country. Maryland has the highest percentage of taxpayers, almost 38%, claiming the mortgage interest deduction. The mortgage interest deduction and real estate taxes account for almost 70% of total deductions for Maryland taxpayers. In 2008, almost 1.1 million Maryland taxpayers claimed the mortgage interest deduction. That same year, over 1.1 million Maryland taxpayers deducted property taxes. Real estate accounts for over 20% of Maryland’s gross state product. Housing and real estate are one of the most heavily taxed sectors of the economy, and Maryland has one of the most aggressive real estate tax structures in the country. Maryland property owners already carry a significant tax burden, contributing the majority of revenue to local jurisdictions as well as 4.6% of state tax revenues. Re: [Chat] Ad that came in the mail from Value Appeal
Judy, I believe that this has been discussed on the list at length previously, but the short answer is that without the homestead credit your taxes would have gone up much more than they did. jf On Dec 1, 2011, at 11:48 AM, judy berlin wrote: I had my taxes go up as a result of the homestead act, How does that work? It shows that my current assessment is $178,600 (the correct figure) and that if I pay them $99, I should be able to reduce my assessment to $124,285 based on information they will supply concerning comparable sales. Since a house two doors from mine just sold for $200,000 in September, I find it hard to believe the claim. The ad also claims that I can reduce my real estate taxes by a total of $3690 until the next reassessment (in January, 2014). Because of the homestead tax credit, I know that that is totally false. And I have no idea whether the advertiser is or is not legitimate. If you have owned your house for a number of years, you probably had your assessment go way up in January, 2008 and then go down last January. But thanks to the homestead tax credit, you probably are being taxed on nothing close to your assessment. Five years ago, my assessment was a little more that $83,000, and thanks to the homestead tax credit, my effective assessment has gone up by only 4% per year compounded for City and CVCBD tax purposes and 10% per year compounded for State tax purposes. Therefore, I really gain nothing by lowering my assessment to $124,285 even if the claim that I can do so is true. On the other hand, if you bought your house just a few years ago and were reassessed almost immediately based on having paid a high price during the real estate bubble, you might gain by appealing your assessment since you are getting little or no benefit from the homestead tax credit. At the same time, it is not hard to get information about comparable sales without paying $99. According to the ad, an appeal has to be filed by December 31 (I just looked online, and the deadline is the first business day after January 1). You have the right once a year to appeal/protest your assessment. Let me add that CVCBD was told by the City to expect a further reduction in assessments when we are reassessed again in January, 2014. Nationally, because of the number of foreclosed houses that have yet to go on the market, prices are still dropping and are expected to continue to drop. Under the homestead tax law, if your home is owned by you and is your principal residence, your effective assessment (what you actually pay taxes on) can go up by no more than 10% per year compounded. The 10% figure is used for state tax purposes (if you look at your bill, you will see that it shows both a City tax and a State tax). And the counties and Baltimore City are allowed to use the 10% figure or to adopt a lower figure -- Baltimore City uses a 4% figure -- for local tax purposes. If you look at your tax bill, it shows a State tax rate of 0.112% and a City tax rate of 2.268% of the assessed value of your house, and it gives the State and City taxes based on your assessment and based on those rates, as well as a total tax. Those two numbers will be a lot less than they were last year because of the lower assessments. Those numbers reflect what you would pay if there were no homestead tax credit. The next two lines on the bill are a State assessment credit and a City assessment credit. Those lines represent how much you are saving because of the homestead tax credit. And the line after that is the net tax amount, which is how much you have to pay if you pay in August or September (you get your tax reduced by one half percent if you pay in July). Let me take my own house as an example. Six years ago, my house was assessed a little bit more than $83K. Three years ago, it was assessed for a little bit more than $255K, i.e. it a little bit more than tripled. This year, it was assessed for a little bit more than $178K. So, six years ago, five years ago, and 4 years ago, I paid a tax on $83K of assessment (actually, I paid less than that. because the $83K was an increase over the previous assessment, and that increase was phased in over 3 years).
