If the fenders are NOS I would consider them good but if they are
reproduction I would reprime, unless they give instructions otherwise.  NOS
black has good salt spray properties and who knows what the repro has on it.
If they are repro fenders check adhesion of the primer in the known rust
areas.  Use a good sticky tape, Duct tape would work.  Just tape it and pull
the tape off.  Are you going to use epoxy primer on the body? Sounds like
you have a good idea what you need to do.

I'd say you have a good idea what you need to do at this point. The black
primed new fenders should accept your primer as is. Expect to spend some
time on the fiberglass hood. It is real difficult to get one to look as good
as metal, plus over time you will see shrinkage in the fiberglass and primer
that will expose any little flaw that is under that shiny surface. Can't be
helped. My perfect (three years ago) 65 El Camino is starting to show all of
the above. Only thing I can do is a little rework to cover up the ever
growing number of flaws that are coming out with time. Perfection is the
benchmark that always seems just out of reach, but it is still a worthy
goal.

Be sure to read and follow directions for the converter. Most require
cleaning with soap and water after their use.  And be sure to use an etching
primer after getting to bare metal and before using plastic or primer. This
will prevent a recurrence of surface rust.

I can help you if needed.  Your biggest problem is going to be dirt in the
finish.  Cars are easy to paint.  I wouldn't recommend airless spray but if
you have a turbine HVLP, that would work nicely.

So I imagine I should sand down the surface rust then apply it, sand
again and primer? I wish I was a car painter. I have almost all of the
equipment needed to do it, (painted houses) and with a little guidance I
hope to paint it myself.
