The subpoena calls for documents related to the fund, the Carlyle Group and Robert Kjellander, said sources familiar with the investigation who spoke only on condition of anonymity, saying prosecutors want details of the probe kept secret. Kjellander, a Springfield-based lobbyist who headed President Bush's re-election campaign in three states, was named the RNC's treasurer over the weekend. Officials of the Illinois Teachers Retirement System expressed concern about the amount of finders fees Carlyle offered Kjellander for helping to land business with the pension fund - $3.1 million paid and $1.4 million due. "I believe that we were all taken aback when we learned of the size of his compensation for services to the Carlyle Group," said Jon Bauman, executive director of the pension fund. He said the amount would not be unusual if paid to a major firm that places such business, such as Merrill Lynch or Goldman Sachs, but is extraordinary for payment to a small operation. Neither the Carlyle Group nor Kjellander and his Springfield Consulting Group have been accused of any wrongdoing in connection with the investigation. Kjellander did not immediately return calls to his Springfield office Tuesday. Carlyle officials have been summoned to a pension board meeting in Chicago on Thursday to answer questions about the investment firm's relationship with Kjellander and the finders fees it is paying him. The subpoena was part of an ongoing federal investigation of corruption involving the fund, which pays the pensions of retired downstate and suburban teachers. A former fund trustee and two Chicago attorneys already are under indictment. One of the two lawyers, Joseph Cari Jr., is a former finance chairman of the Democratic National Committee. Carlyle spokesman Christopher Ullman said Kjellander's fees are in line with what such private equity firms usually pay to placement agents and that the pension funds investment in Carlyle is simply smart business. The average return on these funds is 45 percent per year, he said. Youre not going to get that out of an S&P fund. The pensioners and board are doing very well investing in Carlyle. He said Kjellander represents Carlyle before eight other public bodies in Illinois but declined to name them or say whether they have committed to investing with the firm. Cari was indicted one week ago along with Chicago attorney Steven Loren and millionaire political contributor Stuart P. Levine on charges of shaking down firms that sought to provide investments to the $30 billion teachers pension fund. Levine was a trustee for the fund. All three are to be arraigned today and are expected to plead not guilty, although Lorens attorney has said he is cooperating with the investigation. Bauman said teachers pension fund workers have found a January 2002 memo from Levine to a fund staff member, saying, Call me about this. Attached was a letter to Levine from a Carlyle official that said: At the request of Bob Kjellander, I enclose for your consideration four items concerning the Carlyle Group and more specifically Carlyle Venture Partners II. Kjellander was quoted in Tuesdays editions of the Chicago Tribune as saying he might have sent the board a background thing about Carlyle that indicated he would appreciate consideration of the investment firm. Thats part of my job, he said. My job was to say, Give these guys an opportunity to present their case. Kjellander - pronounced shuh-LAN-dur - is a member of the RNC and friend of presidential adviser Karl Rove. He was patronage chief under Gov. James Thompson. A million alternative health networks shuddered involuntarily like cobwebs vibrating in the evening breeze as the shocking news spread: the European Union was going to seize the vitamins and the herbals. The drug industry was having its long-awaited spasm and clamping down on 'unregulated' nutritional treatments to shore up the millions in drug revenues it was losing to the vitamin 'quacks'. Something sinister called Codex Alimentarius was casting its Big Brother shadow across the Eurozone. Americans and other world populations looked on with apprehension. The Campaign for Truth in Medicine, which I represent, received its initial briefing on the Euro move to regulate the alternative health industry's supplements quite a while ago. As we snuffled around, we discovered that getting information on the proposed legislation was like trying to pull a string of sausages out of the jaws of an elkhound. No-one in the EU seemed to be talking or willing to show their hand. Real information was sketchy. The rumour mill chuntered away on overtime. As different muddy angles on the European vitamin affair began to materialise, our excavations soon began moving away from the draconian European Directive on Vitamin Supplements and settled on an altogether more culpable target - the real zero - the European Union itself. THE EU SUPPLEMENTS DIRECTIVE - WHAT'S IT ALL ABOUT? On 12th March 2002, while Samantha and I were preparing for our seminar in Norwich, England, the breeze suddenly stiffened and a piece of legislation silently passed hundreds of miles to the south-east. With barely a ripple in the ether, the EU had voted and passed the directive which would limit the upper intakes of hundreds of nutrients to ridiculously low levels - in certain cases, 1/50th or even less of what many nutritional doctors recommend as therapeutic doses. Like Germany and France, many were now facing the prospect of not just severe censure in the amounts of nutrients they could take, but what they could buy at all. For, hidden within the Trojan Horse 'harmonisation' proposals used to justify entering the launch codes against the nutritional supplements industry, was the realisation that anything not on the EU list of 'accepted' supplements was now in for an outright ban. Manufacturers who wished to field anything atrociously 'new' would be required to spend millions proving benefit through exhaustive 'drug testing' - a state of affairs guaranteed to bankrupt even the most stalwart of the green corporations. For 13 years, European pharmaceutical conglomerates have been contemplating a standardised market for vitamin and mineral supplements in order to bring these threatening red-headed stepchildren into check. Various attempts to harmonise the industry met with sustained opposition, not least from the UK government and its vitamin consumers. In January 2000, the Brussels Commission, during one of those rare, brief periods in which it was not being found guilty of fraud and accounting corruption, tabled a White Paper on Food Safety. A later document, 500PC0222 (what sort of monster invents that kind of archiving system?) concluded that a wide disparity existed on alternative medicine dosages, and proposed legislation to correct the imbalance. In France and Germany, for instance, no products containing more than one times the Recommended Daily Allowance may be sold without a drug licence. And this is a problem. Vitamin C's RDA is 40-60mg. Yet the therapeutic dosage of C begins at 500mg and goes up beyond 10,000mg. So if you wish to treat yourself with megadoses of Vitamin C for your cancer, best visit Homebase now and buy up a wheelbarrow in readiness to haul all those expensive, tiny vitamin pills back to base-camp. MASSIVE PUBLIC BACKLASH TO NO AVAIL Most UK Members of the Euro Parliament (MEPs) voted against the vitamin initiative, which nevertheless passed. In spite of some 400 million pieces of mail, e-mails, faxes and skywritings thrown at Brussels vociferously protesting this attack on human rights - naturally along with the predictable media black-out - the motion was approved, with 383 MEPs in favour and 139 against. Considerable resources had been expended by the pharmaceutical industry to lobby members for their vote. The public's outrage was ignored. So where are we now? There is an intervening period currently occurring which is designed to allow member states to pass laws aligning themselves with the new directive. Products that do not comply with the directive will be banned after 1st June 2005. Upper safe limits have been arbitrarily allocated to such a conservative list of nutrients, over which supplement dosage will be regulated, that the vast majority of other, more specialised nutrients not included on the list will be effe

After getting the e-mail I started to do a little research and when you look at the world in this light things fall in place just a little too easily. I tried looking up news on Jacob Rothschild and found nothing; I guess I should have expected that. For all I can tell Jacob is already dead, really sick, not sick, playing tennis everyday or busy trying to pass on the family fortune to his son Nathaniel. Now this appears to be where the problems start, maybe after 200 and twenty plus years of inbreeding with your cousins the family gene may have blown a circuit. Looks like Nathaniel might not have the equipment required in order to run a global dynasty. Now back to the question of the Rothschilds of London and the Rothschilds of Paris. What do the Rothschilds of London want a currency to be and what do the Rothschilds of Paris want a currency to be. The Paris side of the house gets much of its wealth from the mineral holdings that they have. Im not sure who runs the Paris side of the House these days, Amschel has a twenty something year old son. Clearly though the Paris House believes gold should be money. In the world of the media barons the Murdoch dynasty, which is clearly aligned with the London House of Rothschild, is having some problems of their own. Rupert appears to be having difficulty in handing over the empire to his own son James. This does lead one to ask the question, does the Paris side of the House have someone else in mind? Is there about to be a handover to somebody else? Now why is South Africa selling their gold in Rands and not dollars? Which House of Rothschild controls South Africas gold interests? Is it Paris? Or London? This brings up a lot of questions about why countries do what they do. Is China's recent interest in gold more of an appeasment to the House of Paris? Russia sits in a rather unique position in todays world having both an abundance of oil and an abundance of gold. Russia sure does seem to accommodate the interests of both sides of the Houses of Rothschild. The US is unfortunately not so lucky; the Bush Cartel clearly backs the London side of the House. Officials of the Illinois Teachers Retirement System expressed concern about the amount of finders fees Carlyle offered Kjellander for helping to land business with the pension fund - $3.1 million paid and $1.4 million due. "I believe that we were all taken aback when we learned of the size of his compensation for services to the Carlyle Group," said Jon Bauman, executive director of the pension fund. He said the amount would not be unusual if paid to a major firm that places such business, such as Merrill Lynch or Goldman Sachs, but is extraordinary for payment to a small operation. Neither the Carlyle Group nor Kjellander and his Springfield Consulting Group have been accused of any wrongdoing in connection with the investigation. Kjellander did not immediately return calls to his Springfield office Tuesday. Carlyle officials have been summoned to a pension board meeting in Chicago on Thursday to answer questions about the investment firm's relationship with Kjellander and the finders fees it is paying him. The subpoena was part of an ongoing federal investigation of corruption involving the fund, which pays the pensions of retired downstate and suburban teachers. A former fund trustee and two Chicago attorneys already are under indictment. One of the two lawyers, Joseph Cari Jr., is a former finance chairman of the Democratic National Committee. Carlyle spokesman Christopher Ullman said Kjellander's fees are in line with what such private equity firms usually pay to placement agents and that the pension funds investment in Carlyle is simply smart business. He said Kjellander represents Carlyle before eight other public bodies in Illinois but declined to name them or say whether they have committed to investing with the firm. Cari was indicted one week ago along with Chicago attorney Steven Loren and millionaire political contributor Stuart P. Levine on charges of shaking down firms that sought to provide investments to the $30 billion teachers pension fund. Levine was a trustee for the fund. All three are to be arraigned today and are expected to plead not guilty, although Lorens attorney has said he is cooperating with the investigation. Bauman said teachers pension fund workers have found a January 2002 memo from Levine to a fund staff member, saying, Call me about this. Pentagon devising scenarios for martial law in US By Patrick Martin9 August 2005 According to a report published Monday by the Washington Post *, the Pentagon has developed its first ever war plans for operations within the continental United States, in which terrorist attacks would be used as the justification for imposing martial law on cities, regions or the entire country. The front-page article cites sources working at the headquarters of the militarys Northern Command (Northcom), located in Colorado Springs, Colorado. The plans themselves are classified, but officers who drafted the plans gave details to Post reporter Bradley Graham, who was recently given a tour of Northcom headquarters at Peterson Air Force Base. The article thus appears to be a deliberate leak conducted for the purpose of accustoming the American population to the prospect of military rule. According to Graham, the new plans provide for what several senior officers acknowledged is the likelihood that the military will have to take charge in some situations, especially when dealing with mass-casualty attacks that could quickly overwhelm civilian resources. The Post account declares, The war plans represent a historic shift for the Pentagon, which has been reluctant to become involved in domestic operations and is legally constrained from engaging in law enforcement. A total of 15 potential crisis scenarios are outlined, ranging from low-end, which Graham describes as relatively modest crowd-control missions, to high-end, after as many as three simultaneous catastrophic mass-casualty events, such as a nuclear, biological or chemical weapons attack. In each case, the military would deploy a quick-reaction force of as many as 3,000 troops per attacki.e., 9,000 total in the worst-case scenario. More troops could be made available as needed. The Post quotes a statement by Admiral Timothy J. Keating, head of Northcom: In my estimation, [in the event of] a biological, a chemical or nuclear attack in any of the 50 states, the Department of Defense is best positionedof the various eight federal agencies that would be involvedto take the lead. The newspaper describes an unresolved debate among the military planners on how to integrate the new domestic mission with ongoing US deployments in Iraq, Afghanistan and other foreign conflicts. One major document of over 1,000 pages, designated CONPLAN 2002, provides a general overview of air, sea and land operations in both a post-attack situation and for prevention and deterrence actions aimed at intercepting threats before they reach the United States. A second document, CONPLAN 0500, details the 15 scenarios and the actions associated with them. The Post reports: CONPLAN 2002 has passed a review by the Pentagons Joint Staff and is due to go soon to Defense Secretary Donald H. Rumsfeld and top aides for further study and approval, the officers said. CONPLAN 0500 is still undergoing final drafting at Northcom headquarters. While Northcom was established only in October 2002, its headquarters staff of 640 is already larger than that of the Southern Command, which overseas US military operations throughout Latin America and the Caribbean. About 1,400 National Guard troops have been formed into a dozen regional response units, while smaller quick-reaction forces have been set up in each of the 50 states. Northcom also has the power to mobilize four active-duty Army battalions, as well as Navy and Coast Guard ships and air defense fighter jets. The Pentagon is acutely conscious of the potential political backlash as its role in future security operations becomes known. Graham writes: Military exercises code-named Vital Archer, which involve troops in lead roles, are shrouded in secrecy. By contrast, other homeland exercises featuring troops in supporting roles are widely publicized. Military lawyers have studied the legal implications of such deployments, which risk coming into conflict with a longstanding congressional prohibition on the use of the military for domestic policing, known as posse comitatus. Involving the National Guard, which is exempt from posse comitatus, could be one solution, Admiral Keating told the Post. He cited a potential situation in which Guard units might begin rounding up people while regular forces could not, Graham wrote. Graham adds: when it comes to ground forces possibly taking a lead role in homeland operations, senior Northcom officers remain reluctant to discuss specifics. It is the largest of fifty-two islands which form the Chagos Archipelago. It was a British Overseas Territory, part of the Britsih Indian Ocean Territory (BIOT). It is situated some 1,600 kilometres (1,000 miles) south of India's southern coast. The atoll was covered in luxuriant tropical vegetation, with little sign left of the copra and coconut plantations that used to cover it. The island is 60 kilometres long, with a maximum elevation of 7 metres (22 feet), and nearly encloses a lagoon some 20 kilometres long and up to 9 kilometres wide. Depths in the lagoon range from 20 to 30 metres, while numerous coral heads extend toward the surface and form hazards to navigation. Shallow reefs surround the island on the ocean side as well as within the lagoon. The channel and anchorage area are dredged, while the old turning basin can also be used if depth is sufficient for ship type. In quiet waters of the lagoon, the brilliantly coloured tropical fish can be admired. This is a description of a Paradise - a Paradise on Earth, which was home to Sylvester, and eighty year old man, whom I met in the slums of a filthy, rat-infested shanty town in Port Luis, Mauritius. The old man was picking food from the garbage bins - stooped, unshaven, hungry, thirsty, sick and smelly - no home, no family, no life. He, once had a life, a family and a beautiful home with a farm, chickens, horses and livestock. He was a rich man and he lived in a Paradise - the Paradise on Earth known as Diego Garcia. Suddenly that Paradise was gone and lost - stollen by the savages from countries that call themselves 'civilised' - the USA and UK. This is a fascinating, illuminating and harrowing story of the people of Diego Garciae, as told by Mr John Pilger, in his Award Winning Documentary. The news came four days after leftist President Hugo Chávez said he was ending cooperation with the U.S. Drug Enforcement Administration, accusing it of ``using the war on drugs as a cover, even to support drug trafficking, [and] to gather intelligence in Venezuela against the government.'' U.S. relations with Chávez have grown increasingly tense amid Washington complaints that he has turned to authoritarian ways and become a destabilizing factor in Latin America. In turn, he has accused the Bush administration of plotting to topple him. The latest spat could lead the U.S. government to deny its annual recertification, due next month, that Venezuela is collaborating in the U.S. war on drugs. Decertification can mean the loss of U.S. financial assistance. But according to the U.S. embassy, Caracas receives no such aid, leaving Washington without financial leverage against Chávez. ''I was already thinking of decertification as more than likely'' for Venezuela, said John Walsh, a specialist in Andean drug policy at the Washington Office on Latin America, a liberal think tank. ''It suits interests on both sides, so I wouldn't be surprised if there is decertification,'' he added. VISAS REVOKED U.S. Embassy press officer Salomé Hernández confirmed Thursday that the U.S. government had revoked the visas of Gen. Frank Morgado, who heads the National Guard's counter-drug unit; Gen. Alexis Maneiro, who heads the Guard's academy, and Guard Maj. Irán Moisés Salas. Hernández declined to reveal further details. But a report in the daily El Universal said their visas had been revoked ''for their lack of cooperation, complicity and obstruction'' in several drug cases. A parliamentary commission recently called for Maneiro to be suspended from duty and investigated in connection with the murder last year of a provincial politician and newspaper columnist who had accused him of links to known traffickers. Salas was little known until the Universal story. Morgado's appointment to head the Guard's counter-drug unit coincided with a sharp decline in Venezuelan cooperation with U.S. investigations, U.S. officials have complained. Efforts to contact the three failed. DEA REMAINS Despite Chávez's Sunday announcement, there has been no formal move to end the DEA presence here, although specific cooperation agreements with the National Guard are suspended. Among the reasons given by the government for ending the cooperation is the alleged existence of an entire floor in the Venezuelan government's drug-fighting CONACUID agency headquarters operated exclusively by the DEA and to which Venezuelans were denied access. ''The day they give me a floor at the CIA, I'll give them a floor in my [building],'' Interior Minister Jesse Chacón said Thursday. The allegation is denied by both U.S. and Venezuelan officials familiar with the operation. ''The DEA didn't even have a coordinator there,'' said a former CONACUID employee who asked to remain anonymous for fear of government retribution. Chacón, who referred to the United States as ``the empire", said Venezuela was ready to continue working with the DEA, ``if they accept Venezuelan parameters". Earlier Thursday, U.S. Ambassador William Brownfield rejected the accusations by Gen. Melvin López Hidalgo, one of Venezuela's most senior generals, that the DEA was involved in drug-trafficking. Brownfield said cooperation between the DEA and Venezuela had been ''excellent'' for 30 years, but that, ``for reasons I can't identify, that collaboration has declined a good deal this year.'' By Laura Rozen Web Exclusive: 06.10.05 Print Friendly | Email Article Countdown to Terror, Representative Curt Weldon's sensationalistic new book about his personal struggle to combat the Iranian terrorism threat despite the alleged resistance of the CIA, is based entirely on the Pennsylvania Republican's freelance communications with a secret source he code-named "Ali." Much of Weldon's book, which will be released next week by Regnery Publishing, consists of reproduced pages of comically overwrought "intelligence" memos faxed from the Iranian émigré’s Paris location to Weldon’s office between 2003 and 2004. “Dear Curt,” reads one memo excerpt from “Ali” published by Weldon. “An attack against an atomic plant by a plane, the name mentioned, but not clear it begins with ‘SEA’ … [Seattle?].” Another reads: “Dear Curt: … I confirm again a terrorist attack within the United States is planned before the American elections." But in an exclusive interview with The American Prospect, Weldon's "Ali" -- who was identified in an April article by me and Jeet Heer as Fereidoun Mahdavi, a frail, elderly former minister of commerce in the shah’s government and a longtime business associate of Iran-Contra arms dealer Manucher Ghorbanifar -- said he was stunned and perplexed to learn that Weldon had used his information to write a book, emphasizing that Weldon never even told him about the book. Mahdavi also said that the bulk of the information that he had provided to Weldon was originally sourced from none other than Ghorbanifar, the subject of a rare CIA “burn notice” after the agency found him to be a "fabricator" more than two decades ago during the Iran-Contra affair. “Many information that I have given to Weldon is coming from Ghorbanifar,” said Mahdavi, who was reached in Paris by telephone on June 6. “Because Ghorbanifar used me, in fact, to pass that stuff because I know he has problems in Washington.” The former minister continued: “I am well-known in Tehran. How can I call Tehran? But Ghorbanifar is something else. He has all the contacts within Iran. Nobody has so many information and contacts that he has. Now if he is using that information through me to try to buy power indirectly, that is his business. I do it because I have known him for many years.” Several Iranian exile associates of the pair have told the Prospect that Mahdavi, living in reduced circumstances and caring for his cancer-stricken wife, is in fact financially dependent on Ghorbanifar. They have been involved in various businesses together, from petroleum shipping to arms dealing to (more recently) intelligence peddling, since both washed up in Paris after the Iranian revolution in 1979. Although Mahdavi expresses understanding of the motives of his old pal and business partner Ghorbanifar, he says he is utterly baffled by Weldon’s decision to use his information as the foundation of a book that the congressman never once mentioned to him. “I assume that if [Weldon] wanted to publish a book, I assure you I would have heard it,” Mahdavi said initially, in disbelief that Weldon would publish the book without even a phone call. “I am just surprised that you tell me he has a book coming out … .” Hours later, after receiving a fax with a Congressional Quarterly article about Weldon’s forthcoming book and the amazon.com book description, Mahdavi spoke again in shock and anger. “Someone is using me for their purposes,” he raged. “How is it possible that something like that book comes out and the people who publish it don’t inform me? Don’t you think that’s strange? What I cannot understand is, if you had not called me and told me there is a book coming out from Weldon, I would have never known about it. You informed me. But this is now, I am sure, there is a fight between all these [U.S. government] organizations, and they are using this issue and using me.” Among those who agree is the former senior CIA official who met with Mahdavi in response to Weldon’s pressure on the agency to accept the Mahdavi/Ghorbanifar information. The tale of "Ali" suggests that the agency is assiduously seeking to weed out another fabricator like Ghorbanifar (or Iraqi fabulist Ahmad Chalabi) from corrupting U.S. intelligence information on Iran. Bill Murray, a former CIA station chief in Paris, met with me on June 9 at a northern Virginia shopping mall to talk about Weldon's assault on the agency. Still doing contract work for the CIA since his recent retirement, Murray chose to speak up about the agency’s role in vetting and determining “Ali’s” information to be fabrications -- “émigré babble" -- because Weldon has publicly savaged the CIA in his book. Al Felzenberg, spokesman for the commission's follow-up project called the 9/11 Public Discourse Project, had said earlier this week that the panel was unaware of intelligence specifically naming Atta. But he said subsequent information provided Wednesday confirmed that the commission had been aware of the intelligence. The information did not make it into the final report because it was not consistent with what the commission knew about Atta's whereabouts before the attacks, Felzenberg said. The intelligence about Atta recently was disclosed by Rep. Curt Weldon (news, bio, voting record), vice chairman of the House Armed Services and Homeland Security committees. The Pennsylvania Republican has expressed anger that the intelligence never was forwarded by the military establishment to the FBI. The discourse project, Pentagon and at least two congressional committees are looking into the issue. If found accurate, the intelligence would change the timeline for when government officials first became aware of Atta's links to al-Qaida. According to Weldon, a classified military intelligence unit called "Able Danger" identified Atta and three other hijackers in 1999 as potential members of a terrorist cell in New York City. Weldon said Pentagon lawyers rejected the unit's recommendation that the information be turned over to the FBI in 2000. According to Pentagon documents, the information was not shared because of concerns about pursuing information on "U.S. persons," a legal term that includes U.S. citizens as well as foreigners legally admitted to the country. Felzenberg said an unidentified person working with Weldon came forward Wednesday and described a meeting 10 days before the panel's report was issued last July. During it, a military official urged commission staffers to include a reference to the intelligence on Atta in the final report. Felzenberg said checks were made and the details of the July 12, 2004, meeting were confirmed. Previous to that, Felzenberg said it was believed commission staffers knew about Able Danger from a meeting with military officials in Afghanistan during which no mention was made of Atta or the other three hijackers. Staff members now are searching documents in the National Archives to look for notes from the meeting in Afghanistan and any other possible references to Atta and Able Danger, Felzenberg said. Felzenberg sought to minimize the significance of the new information. "Even if it were valid, it would've joined the lists of dozens of other instances where information was not shared," Felzenberg said. "There was a major problem with intelligence sharing." Weldon on Wednesday wrote to Thomas Kean, chairman of the 9/11 commission, and Lee Hamilton, the vice chairman, asking for information to be sought that would look at why the information was not passed on by Pentagon lawyers to the FBI. His letter also asks the commissioners to find out why the panel's staff members did not pass the information about Able Danger onto commission members and provide full documentation. Kansas Sen.
