For status on *nix Nagios(http://www.nagios.org) is the way to go. For
Windows Servers Alive(http://www.woodstone.nu/salive) is a great tool,
it's less than $200 or free if you have less then 10 checks.  MRTG or
RRDtool for trending.

A number of perl scripts(I don't have links handy but check the
archives) or Kiwi CatTools will back up the configs and let you know if
they have changed.  You can also use syslog to get notification of when
it was changed.

Check that MRTG is still connecting to the router.  If MRTG loses
connectivity it will continue to use the last number it had.  If this
was during a peak it would look like the utilization had jumped up.  It
could also simply be increased usage.

We always use manual configuration on network devices, and typically on
computers.  There are always exceptions but they are pretty rare.

You can use SmokePing
(http://people.ee.ethz.ch/~oetiker/webtools/smokeping/index.en.html) or
MRTG with PingProbe (ftp://ftp.pwo.de/pub/pwo/mrtg/mrtg-ping-probe/) to
capture the data and create graphs, how you distribute it is up to you.
I don't know of anything that will print or email the reports directly
from the application. If you're handy with Perl a scipt could do it for
you.

I'd agree with the 2u and Dell recommendations.  Much more flexible and
better redundancy in the 2u systems.  If the box will sit in a
"populated" area  be wary of the new Dell 2650, it's an extremely loud
system.

Surprise...it depends.  If you're looking for something to monitor and
graph things like bandwidth, cpu and memory for a couple hundred targets
so MRTG is perfect.  Since it is Perl based MRTG is available for most
platforms.

If you also want to monitor up/down status, Windows/Unix/Netware servers
and do alerting then something like Servers
Alive(http://www.woodstone.nu) is great.  It's free for up to 10 targets
and the top end version is $179.00USD.  This only runs on Windows.
Nagios is a great alternative for *nix.
