DHCP not working on new vlan design

Have not seen this one, any feedback would be great!

Topology:
Have 2-5509/2sups/2RSFC 
1-remote building with 5509 (single fiber between)
1-corp building with 5509

3548/24 for both locations for end user wire rooms

Running 802.1Q, trunking/etherchannels between
3500 and 5509. Trunking between 5509 to 5509.

On the 3500 assigning users of ports to vlan.
So if Joe in acct is on port 1, he goes to acct vlan. 

Problem:
When took users to (new network) new 3500, having
major DHCP problems. It is having major problems
obtaining DHCP IP addresses.  For exp. some in vlan 20
get ip, while others in 20 dont. Took my laptop and
assigned to different vlans. Could get ip for vlan 15,
but not vlan 10. (assigned prot to both
vlans at the time trying to obtain an ip).

There is not a constant or regular pattern to this,
very various in obtaining ip. So had to give statics
now.Using Win2000 for DHCP.

Also, while doing debug arp found some interesting
behavior:0050.0488.6c20 000 0.. wrong cable,
interface Vlan9,

DUPADDR: Duplicate address on Vlan182, 

IP ARP: creating incomplete entry for IP address

Has anyone seen this type of behavior? I am at odds,
any suggestion and feedback!

Found the problem and thought everyone should know
about this one. 

On NT DHCP Win2000 Server, by default Bootp is NOT
enabled. We found our Win2000 server only had DHCP
enabled and Bootp was not. After we enabled Bootp,
everything went up with no problem. This was the first
time I worked with Win2000 and think it is strange MS
has DHCP and Bootp separate. Does anyone know why?
What services did MS build into just the DHCP vs 
Bootp?

How to determine Frame-Relay BW, Utilization, congestion etc

Hi All,
I was wondering if someone could tell me a good way to
determine what the utilization, performance, BW,
congestion etc is for a frame-relay network. 

I am trying to figure out the current network
condition and if I need additional BW for new remotes
sites that are about to be added to the network. I
have a hub-spoke network with the core router PTP
(sub-interfaces) with the remote sites. 

Also, does anyone have any experience with the best
way to set the traffic up as in QOS or traffic
shaping? Does this really help out in BW and
performance etc?

4908-L3 [7:11188]

All,
Has anyone configured a 4908-L3 using VTP?
I have read mixed informatin concerning this switch.
Does this support VTP and if it does, what modes such
as client, server, or transparent? Also, will this
support pruning?

I have found where it supports 802.1Q and under an
older IOS will not support VTP, is there a newer IOS
which supports VTP ver 1 or 2?

I need this switch to at least pass VTP adver. so my
3500 switches behind/attached to it can learn about
vlans etc from/created on my 5500 core (4908 attached
to the 5500).
