I have these on all my emergency floatation devices.  They are water
activated.  I tied them on with orange curly laces so that they are free to
move and float around.  They are not SOLAS or USCG approved but they are
waterproof and water activated and cheap.  They take 3 lithium coin
batteries.  I've had them for 3 seasons and they all look and work like
new.  Occasionally I have to replace some of the batteries.  I don't
recommend using them on your personal PFD since just the slightest skin
contact or moisture from sea spray with activate them.  It is a blinding
strobe while sailing a night.

inversion or immersion (but not rain or spray)
I found this online, - LED, compact, SOLAS approved, and reasonably priced
- but it is unclear to me how the light could be turned on.

Those all sound like worthy upgrades to an existing pole.  It should look
like new when you’re done.  A small water-activated strobe is a good
choice.  If you could attach it part way up the pole, it would be great for
visibility.  If it’s too heavy, it may affect the ability of the pole to
stay vertical.  It all depends on the type of strobe (weight).  The
carabiner should have the whistle attached with a short leash.  A small
float might make them easier to find in the water.  I’m thinking a key
chain float might work.

carabiner so a tired swimmer can more easily tether to the entire assembly.

I have had a strobe hooked to my MOB gear since the 1970s. I have never had to 
use any of it, but getting that in the water ASAP at night, even if the MOB 
isn’t able to swim to it, provides an invaluable data point to base a search 
pattern on.

My strobe hangs from the lifeline and is attached to the rest of the gear by a 
line. It is similar to this:

  They work with a mercury switch and active when floating upright. If you drop 
off enough big waves and have momentary negative G forces, the strobe will 
charge and go off every now and again. No harm, but it can startle the helmsman 
:)

Also look into getting a Lifesling for recovery operations.

with a rogue trucker and a boat lost in transit among other things:
If you ever buy and move a boat:
1. Be VERY clear about the point in time you own the boat and accept
delivery.
2. Do a lot of duel diligence with the shipper, and then do it again.
3. Besides for making sure you have insurance coverage for the boat from day
1 of ownership, look into specific insurance for the shipment.
