If you had asked almost any liberal American not so long ago about Soviet spies in the United States, like clockwork they would have responded with two major errors, despite considerable evidence to the contrary. First, they would have assured you that the American Communist Party -- officially called Communist Party U.S.A. -- was made up of idealistic do-gooder types who never for a moment spied for the Soviet Union or at any time offered any kind of a threat to the United States. Second, you similarly would have been assured that there were no serious Communists, or at least none of any significance, who spied for Moscow in any government agency or among the scientists involved in the Manhattan Project and at Los Alamos in the development of the atomic bomb. You would have been told that Sen. Joseph McCarthy was badly misinformed. You would have been told, too, that Alger Hiss was innocent, the victim of an ambitious congressman (Richard Nixon) and that the whole effort to uncover nonexistent Communists in Washington had been launched by conservative Republicans eager to undo the achievements of the New Deal and the liberal Roosevelt years. These widely believed errors were dealt a severe blow two decades ago when Allen Weinstein published his Perjury: The Hiss-Chambers Case, the book that definitively proved that Hiss was a Soviet agent. Support for these misconceptions further eroded when Harvey Klehr and John Earl Haynes in 1995 published The Secret World of American Communism, a collection of documents they stumbled across in the Soviet Union, followed in 1998 by a second document collection. Now comes a third source that should undermine forever (but won't) belief in the innocence of the American Communist Party and the absence of serious Soviet spies in Washington and elsewhere in America. The Haunted Wood by Weinstein and former KGB agent Alexander Vassiliev covers what the two authors call "Soviet espionage's golden age" in the United States. Those were the years between 1933, when the United States initiated diplomatic relations with the USSR, broken after the Bolshevik Revolution, and 1945, the year when American Soviet agent in Washington Elizabeth Bentley broke with her Soviet connections, named names to the FBI and threw Soviet espionage in this country into a tailspin from which it never fully recovered. Thanks to a 1993 agreement between the American publisher Random House and the Association of Retired Intelligence Officers -- an organization of former KGB agents --Weinstein and Vassiliev had access for a two-year period to KGB Stalin-era archives, access the association offered in exchange for payments from Random House. For the first time outsiders were allowed to read the reports filed from the United States by Soviet agents operative in America -- and by Americans who worked for the Soviet Union, turning over secret documents and reports to officials of a nation not technically an enemy at the time. Nonetheless, it was a foreign power and the home of a social and economic ideology deeply opposed to American ways and traditions and a country whose leaders had made very clear that they regarded the triumph of communism worldwide as an inevitability. Weinstein describes The Haunted Wood to Insight as "The Canterbury Tales of Soviet espionage because there are a lot of extraordinary stories that go well beyond what we knew before we started this book": how the Americans came to spy for the Soviet Union, for example; their personal idiosyncrasies; their sex lives; the day-to-day problems of spycraft. The authors take their title from W.S. Auden's poem, "September 1, 1939," in which the great poet described Europeans on the day when Nazi Germany launched its invasion of Poland and began World War II as "Lost in a haunted wood/Children afraid of the night/Who have never been happy or good." Weinstein calls the book "nonjudgmental history" -- it's more the kind of book that could be described as "here's what we can tell happened from their files. There's nothing shrill about it. It is the record of what went on," he says. And a whole lot did go on. Weinstein and Vassiliev write that due to the often very dedicated work of the American spies -- who were, it cannot be overemphasized, betraying their own country -- "Russian intelligence agencies received substantial and sometimes critical information (including many classified documents) concerning U.S. government policies on highly sensitive subjects, its confidential negotiating strategies and secret weapons developments, including essential processes involved in building the atomic bomb." By Kelly Patricia O'Meara Insight has learned the Boeing Co., in an attempt to limit its liability, may defend itself in civil litigation with the theory that the airliner was downed by a U.S. missile. In the rough-and-tumble world of civil litigation, the almighty dollar is king. Whether in a divorce proceeding or product-liability or wrongful-death lawsuit, plaintiffs seek huge awards and defense counsels dig in to avoid or minimize the payout. So it should come as no surprise that lawyers on both sides of the multimillion-dollar lawsuit involving the destruction of TWA Flight 800 are gearing up for a knock-down-drag-out fight should the case ever go to trial. But in monitoring the behind-the-scenes negotiations between the Boeing Co. and the law firms representing families of the 230 dead from that July 17, 1996, midair explosion just east of Long Island, N.Y., Insight has uncovered a bizarre twist that shows the extent to which some defendants believe they must go to avoid huge liability judgments. According to confidential sources, Boeing is considering whether to spring a stunning legal tactic in its defense -- one that greatly is upsetting some of the families mourning the loss of loved ones. Based on interviews and secret corporate documents, Insight has discovered that if the civil case goes to trial the legal team representing the giant airplane manufacturer may invoke a missile theory to try to absolve Boeing of liability. Moreover, it has been learned, Boeing's legal team already has raised the missile claim as a tool to chip away at the resolve and ultimate financial demands of the victims' families, hoping to reduce settlements by half. "At this point, Boeing is seeking a 50 percent discount on each case because of its belief that a jury will conclude a missile downed Flight 800," declares one of the secret legal memos obtained by Insight. As a well-placed source explains: "Boeing attorneys will try to plant reasonable doubt and make a jury believe that a missile downed TWA 800." That Boeing would engage in such a ploy has shocked the families and their lawyers, most of whom have come to agree with the consensus conclusion by the FBI and the National Transportation Safety Board, or NTSB, that Flight 800 was downed by an explosion in the plane's center fuel tank caused by mechanical failure and not by a missile fired either accidentally by elements of the U.S. military, which were scheduled to conduct air/sea training exercises nearby, or by terrorists with a grudge against the United States. However, according to Insight's sources, Boeing's lawyers believe that members of any jury drawn from New York would walk into court with the preconceived notion that it could have been a missile that blew Flight 800 out of the sky. They are convinced that in the absence of proof-positive that mechanical failure was at fault, it would not take much to get a jury to consider the possibility that a missile downed the flight. Jim Walters, vice chairman of the Airline Pilots Association, or ALPA, Accident Investigation Board, finds it hard to believe Boeing could have any evidence that a missile was involved. "Boeing has signed off on -- agreed with -- all or most of the field notes during the investigation," he says, adding: "Their best defense would be that they were fully in compliance with Federal Aviation Regulations [or FARs], but this is a highly unusual event. "In nearly 700 million hours of air time," Walters explains, "only twice [in plane disasters] could they not be traced to a known ignition source. The first was a 737 that blew up in the Philippines but, because that aircraft had been modified by the operator from its original design, it shouldn't be included in the list. The only other explosion with an unknown ignition source causing the explosion of the center wing tank, or CWT, is TWA 800." But according to sources and attorneys for the families, the missile theory makes legal sense as a device to hold down the settlement. "I think they [Boeing] would try and put up a missile defense because anything else would make them liable," says Douglas Latto, an aviation attorney with Baumeister Samuels, one of the five law firms handling the claims of the victims' families. Although he says he is unaware of Boeing lawyers even considering a missile defense, he could not rule it out as a possible legal tactic and, perhaps, one already subtly raised in motions on file with the New York court. Meanwhile, the investigation is riddled with evidentiary holes -- enough, in fact, that the Senate Judiciary Committee is planning hearings this year to look into some of the problems that surrounded the $20 million federal investigation. I for one believe that there IS an overarching group of controllers, if you will, that does indeed run the show, but they are completely hidden (at least their affiliations are, heck you may even know one of them, or be on of them for all I know). The other groups, or types you have identified are going about their own agendas thinking that they are the REAL elites, but they are subtly being manipulated by the TRUE hidden rulers. Sometimes there are competing theses, etc., but in the end the will of the true masters is always served. Too much time around for such NOT to have developed, and as for origins I look at least as far back as ancient Egypt, the priesthood which guarded all of the technology and information from the uninitiated. If this event was truly video recorded as claimed, does this not suggest the event might have been "projected" in the night sky, or, maybe in some way be a hologram? Is this even possible? Blue The explosion is not due to any conventional method I am familiar with; conventional, large explosions require much more than 1/4 second to disappear, and usually generate flaming debris that falls from the explosion. Neither characteristic is seen here. The acceleration, light size, and explosion are not explainable in any convention way that I know of, and this case remains unidentified. I didn't see anything in the text to implicate the American Communist Party here (other than support of Wallace). That wasn't exactly espionage. As for the others, there is every evidence that they did what they did for money or excitement. I doubt there was a political idealist among them. Maybe the rest of the book will clear the issue. The following is my response to Ramsey's nonsensical remarks. Alex Constantine Editor: Does Robin Ramsay honestly believe that I implicate the CIA in ritual abuse and "alien" abduction by "ignoring the evidence?" Curious statement. Virtual Government, published by Feral House in 1997, offers over 300 pages of documented evidence that the CIA is deeply involved in illicit human experimentation and the trauma-based programming of children. Most reviewers have commented on the wealth of evidence I provide; some have found it "difficult to refute." Steamshovel editor Kenn Thomas found the book informative and engaging. How is it that Ramsay comes to make such an obvious error? Curious, also, that Ramsay's post to the Steamshovel site does not associate the mind control devices described therein with any particular federal agency. Who, exactly, makes use of mind control implants? The Office of Management and Budget? Ramsay has already ruled out the CIA in the first paragraph, so he daren't go there... In his pretence of knowing something about mind control, he makes much of the implants. Ramsey provides us with impressive technical and patent information (dowloaded from the newsgroups, where it is available to all?), oblivious to the fact that, these days, implants are being supplanted by frequency allocation registration. As I wrote in Psychic Dictatorship (1995), "the current state of the art in Radio-Hypnotic Intracerebral Control (RHIC) depends upon 'Personal Radio and Electromagnetic Allocation,' or PREMA." Once the subject's frequency registration is determined, "the brain becomes a link in a cybernetic system, and the subject (or group) can be surveilled, guided, manipulated, harassed or controlled from afar" (p. 44). In other words, implants are not necessary. Mr. Ramsay takes a swipe at me with a demonstrable lie, then promotes Kathy Kasten a mole, as a number of victims who have had the misfortune to deal with her will attest. She has claimed that "aliens" stole her child. Kathy, there are no "aliens." She is prone to raging, four-letter hysterics. Having been the target of her irrational fits of bile, I know this first-hand.. Kasten often accuses legitimate victims of harboring intelligence connections, casting suspicion on them unjustly with a McCarthyite flourish. I have seen her turn Internet MC victim subscription lists upside down with her antics. I can tell you stories ... For instance: When the CIA's Ed Dames first stepped from the black ops closet, he found an avid supporter in UCLA's Ms. Kasten. In fact, Kasten who, like Dames, also claims to have been trained in "remote viewing" by the CIA was so enamored with the spook that she sent a letter of support to every mind control victim on her mailing list. She praised him mightily, and implored all victims to give Dames $4,000 for lessons in "remote viewing." Horrified that she would exploit victims this way, I circulated a bio of Ed Dames to her mailing list. Kasten exploded in an e-mail to her list, claiming "Alex Constantine abuses women and hates victims." Excuse me? I do neither. What was the reason for this defamatory rant? What was my offense? I had circulated facts concerning the dark side of her friend Ed Dames. I happened to mention that he is an active mind control operative. I have since received verification from associates of Dames that he is, indeed, a CIA mind control operative. And his actions, particularly his promotion of the "alien" cover story, speak volumes. Ramsey and Kasten may believe that Dames can "remote-view Satan," but I call this grist for the brainwashed minions of Art Bell. Ramsey's support of Kasten largely depended upon a reference from Robert Sterling, editor of The Konformist newsletter. In a January 20, 1999 telephone conversation with Sterling, he informed me that he had "lied" to Ramsey about Kasten, that he, in fact, has no confidence in her credibility, and that she was quite probably planted among the victims of mind control experimentation to provoke conflicts. Sterling had "lied," he explained, because he did not want his valid criticisms of her to haunt him in the future. That is, he fears a backlash from Ms. Kasten and so failed to speak his mind. Ramsey himself, as editor of Lobster, rejected an article submitted by Kathey Kasten because he found it "too weird." BTW, since when is Mr. Ramsay an authority on mind control? A

Senate Republicans Push a Drug-Free Century Act - Scott Ehlers, Senior Policy Analyst, Drug Policy Foundation, http://www.dpf.org Senate Republicans took time out from the impeachment hearings on Tuesday, January 19, to present their newest scheme for creating a drug-free America: S. 5, the Drug-Free Century Act (DFCA), and a slew of individual bills that contain elements of the omnibus DFCA. The omnibus DFCA is "comprehensive" according to the sponsor, Sen. DeWine (R- OH), containing "treatment, education, domestic law enforcement, and drug interdiction." An analysis of the bill, however, reveals the usual lopsided emphasis on law enforcement, incarceration, interdiction, and asset forfeiture, at the expense of anything that remotely resembles treatment, prevention, and education. The DFCA makes it easier for federal law enforcement to forfeit your boat, even if no drugs are found, and take your assets if you happen to go astray of the ever-expanding anti-money laundering laws. The DFCA seeks to reduce the crack cocaine/powder cocaine sentencing disparity by making it easier to imprison more people for powder cocaine. Whereas previously it would take 5 kilograms to receive a 10-year mandatory minimum, if the DFCA is enacted it would only take 500 grams. It also changes the quantity required to receive a five-year mandatory minimum, from 500 grams to 50 grams. Some of the most interesting elements of the bill are contained in the demand reduction section (Title III).

Arizona's Blanche Lincoln sits where California's Barbara Boxer once sat; Senator Boxer sits where Minnesota's Paul Wellstone once sat; Senator Wellstone now sits in the enormous shadow of Ted Kennedy. During the House managers' presentations, Senator Kennedy couldn't stop coughing: with each long, low, throaty rumble, the vertical hold on his tie went haywire, his belly vibrated, the desk rattled, the chandeliers wobbled. He was like that volcano on Montserrat. But now the Clinton attorneys are doing their stuff, Mount Ted (that's a geographical metaphor, not the first rule of the Senate Intern Code) has subsided. It's safe for Mr Wellstone, recovering from back surgery, to return to the neighbourhood. But what does all this movement mean? "My guy is sick of reading about his body language," says one aide. "He didn't even know he had body language until this last week. There's people out there spinning entire articles out of Kennedy's cough." He has a point. To us cough-diviners, the deckchair shuffling is an inconvenience because we're all trying to spot 12 Democrats prepared to abandon ship. That's why Daniel Patrick Moynihan rubbing his spectacles seems more significant than Jesse Helms rubbing his. But by yesterday morning the consensus was that Democrat senators could pick their noses, scratch their crotches and lob their toupees at Clinton attorneys, and it wouldn't mean anything. The Democrat caucus has come together. The only defection presently mooted is that of West Virginia's glowering Robert Byrd, who's always described by fellow Democrats as "the Senate's widely respected elder statesman". Translated, this means: "Fuhgeddabout him; he's history." When impeachment moved to the Senate, we were solemnly told that these guys were the wise men of American politics: they wouldn't take kindly to a lot of legalistic hairsplitting that insulted their intelligence. But it's happened and they're loving it! Turns out it is all about sex: a year after his famous finger-wagging, Mr Clinton's definition of sexual relations remains the cornerstone of his, er, oral depositions. Intelligent people like David Kendall and Cheryl Mills are prepared to argue in public that the President has bravely confessed to a sexual affair, but still hasn't had sexual relations with that woman. If I follow the legal argument correctly, it doesn't count as sexual relations unless it's with Hillary Clinton. And, ipso facto, if you never have sexual relations, what are you doing in a sexual harassment suit? If oral sex is non-sexual, then clearly the President should have been sued for non-sexual harassment. No wonder this case is a travesty of a farrago, Your Honour. No wonder the Senators have stopped taking notes. For, in this case, words make no sense. Consulting my own notes, I find Clinton attorney Greg Craig's defiant evisceration of the perjury charge: the President "did not deny he had misled his aides; he said, in fact, he had misled his aides. So the President wasn't lying about telling the truth; he was telling the truth about lying. If, instead of telling the truth about not telling the truth, he'd lied about lying, then he wouldn't have been telling the truth." But, just as he'd got that cleared up, Greg complicated things: "He never said that he told them only true things." So the President hadn't lied when he said he'd told the truth because, although he lied, he hadn't exclusively lied, so therefore he was telling the truth about telling the truth, although he'd also have been telling the truth if he'd said he'd lied, and, although he'd have been lying if he said he hadn't lied, he'd have been lying if he said he hadn't told the truth. Out on the floor, Senate Majority Whip Don Nickles dozes off. A faraway look comes into Strom Thurmond's eyes, as if fondly recalling Miss South Carolina of 1908. But the Dems are lapping it up. In those times an annual summer trip to Europe, combining business with pleasure, was considered all but de rigueur in the upper reaches of Wall Street, and in the absence of transatlantic air service an ocean liner was the way of getting there. The appearance of a powerful man's name on a passenger list was just about the only routine occasion for advance public disclosure of his whereabouts, and probable ready availabiiity to reporters, at any given time. Thus each June and July, as the advance of summer gradually converted the city into a caldron that would steam intermittently until Labor Day or after and the North River piers came to echo with the farewell hoots of departing leviathans, the newspaper reporters culled the lists for the names of Morgan partners, Stock Exchange officials, or famous pool operators, and, finding them, took pains to be on deck with pad and pencil shortly before departure time. As for the mighty men, they could refuse interviews or sequester themselves in their staterooms if they so desired. But often they did not so desire. On the contrary, they sometimes selected their departures and arrivals as the moments to make their public statements, invariably referred to in the press as "rare." The fact that their presence on the ship was public knowledge gave them the opportunity to present themselves as reluctant subjects, men trapped into interviews that they could not in democratic courlesy refuse; in fact, they often came on board with carefully prepared and memorized statements. The circumstances gave them a chance to say what they wished to say while, to outward appearances, maintaining the financial traditions of conservative reticence, unavailability, dignity, and mystery. So every early summer and early fall, the papers would be full of these "rare" public statements from the "usually unavailable" nabobs, and sometimes the market would be rocked by the wash from the statements. The great liners came to be the royal processions of American finance. The mighty men left for Europe, and the market, reacting to their buoyant words, bellowed "Bon Voyage"; they landed at Southampton or Le Havre, and the market cried "Bravo"; their stately conveyances again approached New York, and, as Winkelman wroter "great salvos of welcome arose from the floor of the Exchange." Around midnight on Saturday, July 31, 1926, the Morgan partner Thomas Cochran, having boarded the liner Olympic shortly before so as to get a night's sleep before her early morning departure, consented to an intetview with a ship news reporter. The following Monday at just past noon, the Dow- Jones financial news ticker carried the result into banks and brokerage houses in Wall Street around around the nation. Among other things, Cochran was reported as having said, "General Motors running at its present rate is cheap at the price, and it should and will sell at least one hundred points higher." Doubtless many of the Dow-Jones subscribers rubbed their eyes and looked at the broad tape again. The elder J. P. Morgan, once asked by a reporter what the market was going to do, had replied with magnificent evasiveness, "It will fluctuate." Evidently times had changed. Not only was a leading voice from the imperial Corner, 23 Wall Street itself, stooping to tout a specified stock with an explicit future-price prediaion, in the terms usually associated with the more importunate sort of brokerage-house telephone sales man. That in itself would have been enough to cause jaws to drop. In fact, as the New York Times said later, "there was no precedent on Wall Street for such an episode." But, in addition, Cochran wasand was publicly known to bevery much of a General Motors insider, in a quasi-fiduciary relationship to the company. J. P. Morgan Company was General Motors' banker, the firm had huge holdings of the corporation's stock, and some of its partners were General Motors directors. Since the General Motors board had met recently and since it could be assumed that Morgan partners were in the habit of communicating with each other, there was reason to believe that Cochran knew what had taken place at the meeting, and his words appeared to be what was calledalthough not in Morgan circlesa feedbox tip. Within minutes, more than half of all the brokers and traders on the Stock Exchange floor were clustered around the post where General Motors was traded. Before the day was over, more than a quarter-million shares of the stock had been traded and its price had risen from 189.5 to 201. It was

After a trial run in l921, they were all set to stage the Crash of 1929 and the Great Depression that followed. On February 6, 1929, Montagu Norman, head of the Bank of England, arrived in Washington to confer with the Secretary of the Treasury, Andrew Mellon. Shortly thereafter the Fed reversed its easy money policy that had been in effect for more than six years, and began to raise the discount rate. A timely warning went out to those in the know. This naturally collapsed the market and brought a banking collapse all over the country because the banks not owned by the oligarchy were heavily involved in broker call claims at this time, and bank runs soon exhausted their coin and currency and they had to close The Federal Reserve System would not come to their aid, although they were instructed under the law to maintain an elastic currency" (The United States' Unresolved Monetary and Political Problems, by William Bryan). Congressman Louis T. McFadden, outspoken Chairman of the House Banking and Currency Committee, understood the cause of the Great Depression: lt was no accident. It was a carefully contrived occurrence. . . The International Bankers sought to bring about a condition of despair here so that they might emerge as rulers of us all" (The Speeches of Congressman Louis T. McFadden). As a result of the Crash, business was thrown into a state of chaos. Tens of thousands of companies were forced to close down. Millions lost their jobs and were forced to join the soup lines. Several millionaires lost all they had and committed suicide. By 1932 the economy showed distinct signs of staging a major recovery. An air of hope and confidence once again began to flow through the nation. Although the economic prospects looked promising the Internationalists had other plans for the American people. During the presidential campaign of 1932, Franldin D. Roosevelt presented a strong conservative image to the electorate. But rumors began to spread across the country that his platform did not represent his true views and intentions, and that basic changes in the entire economic, sociaL and governmental systems were in the works. When Roosevelt was elected in November these rumors became rampant. The president-elect would neither confirm nor deny them. The 1932 election was the last one after which the actual inauguration took place the following March, rather than January. The long wait and the growing public uncertainty brought about what amounted to a second depression"politically createdof paralyzing impact. The resulting public panic caused a nationwide run on the banks, forcing many to close their doors by the time of FDR's inauguration. As a result, Roosevelt came to power in an atmosphere of great crisis which he, and the powers behind the scenes, had deliberately created. Roosevelt immediately undertook the long rumored changes in our governmental system and way of life. Federal commissions and regulatory boards were given power to control at will almost every business transaction anywhere in America, and to enforce their will by imposing both civil and criminal penalties. Murrah building and conducted its own simultaneous inquiry, finds fault with a number of claims in the jurors' final report . OKBIC noted in a statement about the grand jury's report that the jurors' conclusions represent -- almost word for word -- a complete rundown of the federal government's case against Terry Nichols and Timothy McVeigh. Executive Director Cate McCauley noted the following among other observations about the final report: John Doe #2. The committee acknowledged that sorting out the identity of the illusive possible accomplice known as John Doe #2 was "one of the most confusing aspects of this case" and expressed gratitude that the grand jurors left open the possibility that such a person could exist. OKBIC suggests, however, that jurors ignored an important possibility: "What if there was more than one John Doe? Prior Knowledge. While being careful to clear up the misconception that the committee believed a grand conspiracy existed that allowed Oklahomans to die despite advanced warning about the bombing, OKBIC's McCauley pointed out that the "state of heightened alert" at the federal building on the day of the bombing has not been adequately explained. "475 victims' families, including a bombing victims spokesperson who is constantly criticizing us, think they have a case and want to file a civil suit," McCauley noted. "We understand many bomb threats come into law enforcement all the time: Some threats are taken more seriously than others. We just want to know what specific warnings may relate to what happened in Oklahoma City. That's not an unfair question." Elohim City. The committee agreed with grand jurors that an Elohim City connection may not have been relevant to the bombing. Nevertheless, McCauley questioned why Andres Strassmeir was never detained for questioning about the incident. Telephone Calls. The committee -- which did not have the grand jury's authority to track phone calls -- insists that questions remain about a confirmed call to Walter Reed Army Hospital. "Our main concern remains who on Earth would telephone this facility prior to the bombing and inquire about 'triage for blast overpressure victims,'" McCauley noted. Rescue Workers Arrived Too Soon. The committee agreed with the jurors' explanation of local law enforcement response and insisted in response to accusations in the final report that the OKBIC had never tried to "twist this into something evil." Unidentified Fingerprints. The committee complained that jurors' conclusions in this area were "woefully short of a reasonable explanation." In response to the grand jury's promise that the prints will be matched "if future evidence warrants it," OKBIC stressed the need for aggressive follow-up. McCauley promised that the "more than one bomb" theory, which jurors' rejected outright, would be addressed in the OKBIC's own upcoming final report, which should be released by the end of next month. He concluded that while jurors were not "part of some grand conspiracy," they likely did not read the trial transcripts and were the victims of biased legal advice. "I believe this is simply a case of good people trusting and relying on their legal advisors," McCauley concluded. "We have nothing but the greatest sympathy for anyone trying to make heads or tails out of this case. The layers one has to dig through go very deep indeed. [laughter from the audience]. It's really nice to be in Eugene -- I've been in Madison, Wisconsin talking about this, I've been in Berkeley, I've been in Santa Monica, and these are sort of like islands of sanity in this world today, so it's great to be on one of those islands. One of the things that is weird about this whole thing, though, is that I've been a daily news reporter for about twenty years, and I've done probably a thousand interviews with people, and the strangest thing is being on the other side of the table now and having reporters ask me questions. One of them asked me about a week ago -- I was on a radio show -- and the host asked me, "Why did you get into newspaper reporting, of all the media? Why did you pick newspapers?" And I really had to admit that I was stumped. Because I thought about it -- I'd been doing newspaper reporting since I was fourteen or fifteen years old -- and I really didn't have an answer. So I went back to my clip books -- you know, most reporters keep all their old clips -- and I started digging around trying to figure out if there was one story that I had written that had really tipped the balance. And I found it. And I wanted to tell you this story, because it sort of fits into the theme that we're going to talk about tonight. I think I was fifteen, I was working for my high school paper, and I was writing editorials. This sounds silly now that I think about it, but I had written an editorial against the drill team that we had for the high school games, for the football games. This was '71 or '72, at the height of the protests against the Vietnam War, and I was in school then in suburban Indianapolis -- Dan Quayle country. So, you get the idea of the flavor of the school system. They thought it was a cool idea to dress women up in military uniforms and send them out there to twirl rifles and battle flags at halftime. And I thought this was sort of outrageous, and I wrote an editorial saying I thought it was one of the silliest things I'd ever seen. And my newspaper advisor called me the next day and said, "Gosh, that editorial you wrote has really prompted a response." And I said, "Great, that's the idea, isn't it?" The full piece by Alex Constantine is listed at the bottom for your viewing. I only choose to respond to a particular part dealing with me. Ramsey's support of Kasten largely depended upon a reference from Robert Sterling, editor of The Konformist newsletter. In a January 20, 1999 telephone conversation with Sterling, he informed me that he had "lied" to Ramsey about Kasten, that he, in fact, has no confidence in her credibility, and that she was quite probably planted among the victims of mind control experimentation to provoke conflicts. Sterling had "lied," he explained, because he did not want his valid criticisms of her to haunt him in the future. That is, he fears a backlash from Ms. Kasten and so failed to speak his mind. First, let me explain that I would rather not be writing this, but clearly I am left with no option. Otherwise, opinions will be attributed to me that I do not have, either personally or publicly. Though I think Alex honestly was trying to convey what he heard, clearly the message that was transmitted does not accurately reflect my own personal opinions. I take full responsibility for my inability to state what I wanted to. The truth is, I called Alex Constantine that night to clarify certain things in his earlier draft sent to Kenn Thomas, as well as to help clear the air between Alex and Kenn (since Kenn, like myself, really respects and admires Alex's work.) Needless to say, this was a big fucking mistake. I have only muddied the waters, and I realize I have NO business getting involved in this thing further. And it seems wherever I have tried to help this situation, I only make it worse. Therefore, I'm outta here. He who runs away today can walk away tomorrow. Before I run away, though, let me clarify what I believe was said: to begin with, I thought I had made it clear that anything I did say in our conversation was between me and him. He insists I didn't make that clear, which is why he has included statements he attributes to me. Further, I do not believe I said I "lied" to Robin Ramsey. Alex insists that is a direct quote. I will not argue with him on this, but if I did say that, it was a terrible choice of words, since I did not lie to Robin at all. What I was trying to say is I kept my private opinions to myself, which is something that I do quite regularly. I also do not think that Kathy Kasten is a plant, though I did state, after he listed some claims of others and reasons why he believes she is, that he made some good points, and I respected his opinion. Quite the opposite, personally I think she is working on her own on her independent crusade, right or wrong. As for my personal opinions of Kathy's story, well, I do have doubts on her story, doubts that are based on questions that I feel unneccesary to point out. I have told her many of my objections, and that is between me and her. But where I agree or disagree with her opinions is unimportant, just as my own private disagreements with Kenn, Robin, and Alex (or anyone else) are unimportant, unless I choose to make them public. The fact is, whether I agree or disagree on certain things she writes, I found "Voices In My Head" to be something that was thought-provoking enough to print in The Konformist. Apparentally, many agree, as it has been one of the more popular pieces on the site. Again, let me add that I do not mean by my objections here to state Alex is false in the above: however, I know that how he presents my statements would not fairly characterize my views. However, let me add one more thing: I have now informed Alex Constantine that anything that I did say to him was private, and I want it to remain private. I don't need anyone telling people what my opinions are: I can do that fine by myself, thank you very much, and apparently do a much better job at it than he does. I imagine that Alex will show enough wisdom to respect my requests. However, hypothetically speaking, if he were to continue attributing statements to me, I would not respond to them. Let me just state here what my blanket statement would be if he hypothetically continued to attribute quotes to me: either what he is saying is false, in which case he is a liar, or it is true, in which case he is a back-stabbing fink. Neither is a particularly virtous attribute. I say hypothetically here, however, because I am convinced Alex is a better man than that, and would show much greater wisdom. Report on the Criminalization of the homeless in the US By Andrea Grant-Friedman 22 January 1999 In 50 major cities in the United States--in places as distant as Fresno, California and Buffalo, New York--for the past several years city legislators have expended concentrated efforts to mobilize the legal system in the service of various "urban renewal" projects. One goal of such activity has been the attempt to physically remove a very visual urban "blight"--the homeless. Yet coming in a period dominated by the gutting of social services for the poor, what has resulted can only be described as the victimization of the most impoverished segment of the population in a manner reminiscent of a Dickens novel. The January 1999 report released by the National Law Center on Homelessness and Poverty, "Out of Sight, Out of Mind?" documents this process of criminalization in 50 urban centers across the US. In terms of housing provisions alone, virtually none of the cities surveyed come close to providing enough emergency shelter beds or transitional housing slots to accommodate the homeless populations. For example, in New York City there are an estimated 27,000 to 81,000 homeless. At the end of 1998, however, shelters provided only 5,500 beds. In the face of nonexistent resources, the homeless population literally has no place to go other than the streets. Yet it is on the streets that city officials nationwide are waging the most ruthless campaign against the homeless, a campaign that aims to stamp out homelessness by stamping out the homeless themselves. The NLC report identifies a series of processes occurring throughout the country placing restrictions on necessary life activities such as sleeping or sitting in public places, extensive limitations on panhandling, using police "sweeps" in order to remove enclaves of homeless people from certain areas, as well as specifically targeting homeless people for the infraction of laws that are generally applicable to the population at large. Take, for example, the recent situation in Chicago. "In December 1997, police did a sweep of Lower Wacker Drive when President Clinton visited the city, during which the police threw away the property of many homeless people. Since that sweep, police continue to sweep Lower Wacker Drive, acting under the guise of cleaning, and simply take and destroy the property of any homeless people in the area. In the past they gave warnings that the area was going to be cleaned, but since December they have given no warnings." This situation is by no means limited to this Midwestern city. The NLC reports on conditions in Cincinnati, Ohio: "City officials see homelessness as a situation brought about by the person himself or herself rather than by economic circumstances beyond their control. Cincinnati has designated the Rhine community as an exclusion zone which targets homeless and other poor people. If you are simply charged with a crime in the exclusion zone, not even convicted, you are not allowed to go back to the zone unless you are a resident, including residents of the homeless shelter, of that zone." Traveling to Austin, Texas one would find that the fine for camping in public increased during the past two years from $200 to $2,000. How exactly individuals who cannot afford to eat on a daily basis are expected to pay fines in a sum greater than a month's earnings at the minimum wage is difficult to imagine. However it is such policies, coupled with outright jail sentences for other infractions, that lead a substantial portion of the homeless population to make their way through the criminal justice system. The NLC report is quick to point out that there is no environment less suited to deal with problems of the homeless than city jails. "In addition to the fact that the criminal justice system does not, and possibly cannot, provide adequate treatment and rehabilitation opportunities, police officers are not adequately trained to address problems that arise." The problems of homelessness are extending into the population of the working poor as a whole. In the 50 cities studied in "Out of Sight, Out of Mind?" between 17 and 37 percent of the population are unable to afford the fair market rent for an efficiency apartment based on guidelines set by the federal government. In addition, while the US government continually upholds the past year's historically low unemployment rates as a sign of economic and social success, researchers found that individuals employed on a 40-hour a week basis earning the minimum wage would still be unable to afford the most rudimentary housing in any of the cities covered by the report. The same reality holds true for the elderly and the physically or mentally disabled subsisting on Social Security and welfare benefits. The announcement by Defense Secretary William Cohen appeared certain to aggravate relations between Moscow and Washington, which got off to a tense beginning this year with U.S. sanctions against Russian scientific centers, diverging views over Iraq and Kosovo and Russian impatience over Western debt relief and loans. The Clinton administration pledged Wednesday to spend $6.6 billion over five years to field a national missile defense system and said it would seek unspecified changes in the 1972 Anti-Ballistic Missile Treaty with Russia. The treaty sharply limits the development of missile defenses. Mr. Cohen said the United States might pull out of the treaty if Russia does not agree to changes. Although it will be years before such a system could be deployed, the announcement nonetheless marked a turning point. Until now, the administration had expressed doubt about whether such a missile defense system was necessary or feasible. Russia has long expressed opposition to any changes to the treaty. The START-2 treaty was close to ratification last year before the attack on Iraq, which triggered a backlash in the lower house of the Russian Parliament, the State Duma, and caused a postponement. The START-2 treaty, which would cut both sides' nuclear arsenals nearly in half, was signed in 1992 and ratified by the U.S. Senate in 1996 but has never been approved by the Duma. President Bill Clinton sent a letter to President Boris Yeltsin warning him of the impending U.S. announcement on missile defense. The initial Kremlin reaction Thursday was low-key, with advisers saying they were studying the letter while Mr. Yeltsin is in the hospital for a stomach ulcer. But several specialists said the move would provoke a negative reaction in Russia. Dmitri Trenin, deputy director of the Carnegie Endowment for International Peace Moscow Center, said there was a growing anti-American sentiment, and START-2 ratification could be the first casualty. ''The whole window of opportunity for START-2 that opened up last year has now closed,'' he said. Alexei Podberiozkin, a Communist Party member of Parliament who recently decided to support START-2 ratification, said the U.S. decision to build a missile defense system could be the death knell of the strategic arms treaty. There *is* an overarching "conspiracy" consisting of the Power Elite, the Moneyed Classes, the Plutocracy, the Cryptocracy, the Oligarchy...and all of the little competing elites are part of the broader group. The problem is that some (not all) of them think that they *are* the broader group, or would like to be, and they are forever jockeying for power *within* the Power Elite (might as well use Mills's phrase, it expresses a lot). In an apparent counter-move, the Washington, DC office of Stan Greenberg was recently burglarized, and then re-burglarized, apparently by forces favoring Netanyahu. Another tantalizing tidbit, offered by Dealey in his NYPost article of Jan. 22, 1999, is that Carville is a friend of Larry Flynt, publisher of Hustler magazine, and that they worked on a movie together. His analysis: "On one side, in each war, were the constituencies of commerce, industry, the maritime sector, the centers of immigration, the principal cities, evangelical religion, and the proselytizing middle class. On the other side was landed agriculture, with its feudal remnants and servitude, its hierarchical and liturgical religion, and its greater ratios of horsemen, soldiers and cavaliers. -Caveat Lector- Clinton Plans Campaign Against Cyber, Bio-Terror WASHINGTON (Reuters) - President Clinton asked the U.S. Congress Friday for $2.8 billion to defend against the threat of terrorism by chemical and germ warfare and attacks on computer networks. ``If we prepare to defend against these emerging threats, we will show terroristst that assaults on America will accomplish nothing but their own downfall,'' Clinton said in a speech at the National Academy of Sciences. Clinton said his proposed budget for the 2000 fiscal year starting next Oct. 1, which he is to present to Congress on Feb. 1, will include requests for $2.849 billion for the effort. That breaks down to $1.46 billion for computer security and critical infrastructure protection, and $1.385 for domestic readiness against an attack with weapons of mass destruction, both of them hefty increases over the current budget. The budget request also proposes over $7 billion for conventional counter-terrorism security programs. Clinton described a world of nightmarish terror scenarios involving nerve gas and germ attacks found until now only in thriller novels. There is the threat of computer hackers breaking into sensitive government and business computer networks, stealing and destroying information, raiding bank accounts, running up credit card charges, extorting money by threats to unleash computer viruses. He said the threat was made clear last spring when a satellite malfunctioned, disabling pagers, automatic money machines, credit card systems and television networks around the world. An ice storm in the Washington area a week ago plunged tens of thousands of homes into darkness and disrupted subway traffic and road signals. `We have to be ready for adversaries to launch attacks that could paralyze utilities and services across entire regions,'' he said. Clinton said a small band of terrorists would have the potential to unleash chemical or biological weapons against an unsuspecting public, like the nerve gas attack in the Tokyo subway in March 1995 by members of a cult. ``We have to be ready for the possibility that such a group will obtain biological weapons,'' Clinton said. ``We have to be ready to detect and address a biological attack promptly before the disease spreads.'' Clinton pledged an aggressive effort against the threat but said the United States would remain committed to upholding privacy rights and other constitutional protections. ``It is essential that we do not undermine liberty, in the name of liberty,'' he told an audience of about 150 people. Clinton would spend $52 million to continue procurement of a national stockpile of specialized medicines to protect the civilian population, $611 million for training and equipping emergency personnel in U.S. cities, and planning and training for weapons of mass destruction contingencies. Another $206 million would go toward protecting U.S. government facilities, and $381 million for research and development for vaccines against chemical and germ weapons, new therapies, detection and diagnosis, and decontamination. Of the $1.464 for computer security and protection of critical infrastructure, about $500 million will help fund an intensive research effort to detect intruders trying to break into critical computer systems. It will also help develop detection networks, first for the Defense Department, so when one critical computer system is invaded, others will be alerted instantly. The effort will also create information centers in the private sector so that U.S. industries can work together and with the government to address cyber threats. Does she have more political cojones than New York City's ever-cranky, tough-on-criminals-and-squeegie-men mayor, Rudy Giuliani? Or, in the end, will 200-point headlines in the New York Post doom Hillary Rodham Clinton? It's America's hottest political rumor of 1999: That not long after her husband is -- presumedly -- cleared in his impeachment trial, the first lady will board the Metroliner for New York State, to run for the seat of retiring U.S. Sen. Daniel Patrick Moynihan. It seemed far-fetched when New Jersey Sen. Robert Torricelli first let the idea slip out a couple of weeks ago. But fawning talk from Democratic Party leaders in New York and a surprisingly weak denial from Clinton's press office have fueled the rumors. So did the surprising early withdrawals of two potential strong rivals, U.S. Housing Secretary Andrew Cuomo and state Comptroller Carl McCall, New York's highest-ranking black official. Will it really happen? Cindy Adams, the New York Post gossip columnist who's been known to lunch with the first lady on occasion, this week quoted a reliable source, a major political fund-raiser, as "99.9 percent certain" that she will jump into the race. But one of the Beltway's top pundits, political scientist and CNN commentator William Schneider, is dubious. "Does she really want to stay in Washington?" asked Schneider, referring to the nightmare of prosecutor Kenneth Starr's seemingly endless investigations of her and her husband and the president's impeachment. "Does she really want to be part of the Senate? After eight years of this, she'll decide that enough is enough." Still, Schneider and others say they can understand why Hillary Clinton doesn't want to spike the rumor just yet -- because it encourages talk of the politically popular first lady as an independent, ideas-oriented leader, and not as a victimized wife. "She's probably flattered to some degree," agreed Neil Oxman, the Philadelphia-based Democratic political consultant. "But I don't think it's something that's going to happen." Oxman agreed with what some of the first lady's close friends were saying anonymously last week: That while her future probably is in public life, she would be much happier and better suited to serve in a less partisan post, as a college president or ambassador to the United Nations. "She'd be a great U.N. ambassador, like Eleanor Roosevelt and the work that she did for the United Nations," Oxman said. Clinton's spokeswoman said only that she "has no plans to run for elective office" -- a statement many interpreted as a non-denial denial. Some have also suggested that the first lady might someday run for the Senate from Illinois, the state where she was born and raised, or from California, another state where she and her husband have proved popular. But the political planets will never line up again like they have in New York in 2000 -- the state's first Senate race without an incumbent since the 1950s. Most states have strict residency requirements for candidates and, more importantly, political taboos against outside candidates (the latter are instantly labeled "carpetbaggers"). But not New York. The law says candidates need only rent an apartment in the state by Election Day. Indeed, the very slot that four-term incumbent Moynihan is sacrificing in 2000 has a long history of successful candidates with only the loosest of ties to the Empire State. The tradition started in 1964 when Robert Kennedy -- long registered in his native Massachusetts -- ousted a Republican incumbent, at a time when the nation was still awash in grief for his brother John F. Kennedy, assassinated 12 months earlier. In 1970, after Robert Kennedy himself was slain, the seat was won by conservative James Buckley -- the brother of right-wing columnist William F. Buckley and a Connecticut resident before the election. While Moynihan, who defeated Buckley in 1976, was a native of Manhattan's Hells Kitchen, he had lived most of his adult life away, as a Harvard professor and Washington bureaucrat. James Hilty, the Temple University professor who recently penned a biography of Robert Kennedy, "Brother Protector," noted that despite the Kennedy charisma, RFK won New York narrowly in 1964. "Hillary Clinton -- I don't know if she has the same sort of magnetism," Hilty said. The women were reacting to Tuesday's speech by President Yahya Jammeh that those who were campaigning to eradicate the practice were, including Islamic scholars, were "enemies of Islam" seeking to undermine the religion and African culture. Speaking to muslim leaders after prayers making the end of Ramadan, Jammeh had said "FGM is part of our culture and we should never allow anyone to dictate to us how we should conduct ourselves." To him, there must be some ulterior motives for the West to single out FGM and put in a lot of money for for its elimination, while ignoring several other factors affecting the health of women, such as skin bleaching. Jammeh's stance puts him on a collision cause with women's organisations campaigning against the practice, which is widely used in Gambia. His statement came a few weeks after the practice was outlawed in neighbouring Senegal. It also contradicts the declaration by the WHO Regional Director for Africa, Dr Ebrahim Malick Samba, a Gambian, who told a recent seminar in Banjul that FGM was "unnecessary and a health hazard." He called on the government to ban the practice. What is interesting is that the Gambian vice president, Mrs Issatou Njie-Saidy, who is also minister of health and women affairs, is among the staunch campaigners against FGM. Gambians are watching how the whole debate would proceed from now. Jammeh's speech has evidently disappointed most of the anti-FGM campaigners, particularly the Gambia Committee Against Harnful Traditional Practices, which condemned it as unfortunate and retrogressive. A spokesperson of the committee said the time had come for the government to clarify what had become of all the protocols and agreements it had signed with several UN agencies purporting that it was bent on eliminating the harmful practice. She also called for clarification on what would happen to the plan of action for the elimination of FGM, which was recently formulated by the health ministry. "Whose word should we believe; the president's or the vice president's who has recently made a public declaration supporting the campaign for the elimination of the practice?" she asked. The spokesperson said the committee would not relent in its campaign for the elimination of the practice. "Our consent is clear and no amount of condemnation would make us retreat," she stressed. She appealed to national organisations interested in the welfare of Gambian women and children to take up the issue with the government. FGM is practiced in at least 26 African states. "There should be a complete ban on religious conversions," leaders of the Vishwa Hindu Parishad (World Hindu Council) said in a memorandum addressed to Indian President K.R. Narayanan. VHP leaders have repeatedly denied allegations that the group was involved in attacks on Christian institutions and individuals in the western province of Gujarat but said they were opposed to forced conversions to Christianity. In the memorandum they said the federal government must order an inquiry into the violent incidents in the Dangs district of Gujarat where Christians have been targeted since Christmas Day. "The incidents in December in Gujarat were a reaction toChristian missionaries' attempts to convert tribals either forcibly or by misleading them through greed," the VHP said in the memorandum. Christian activists and church leaders stress they are only helping the poor find better lives and conversions can only be done willingly. Skin blisters and respiratory failure are other conditions caused by ethylene dibromide. The conditions are too numerous to list but this will give you an idea of problems caused by this chemical. EDB is a carcinogen at any exposure level and humans are more susceptible than animals to the acute toxic affects. This does not mean that it will not kill animals. We have reports from California and Wyoming of the birds dying. Ethylene dibromide was used in leaded gasoline until 1983 to remove lead from engines and was found in engine exhaust This chemical is a heavy liquid with a chloroform-like odor that becomes a gas at temperatures greater than 40 degrees F. The higher the temperature it is dispersed at the more toxic It becomes, therefore dispersing from a jet would be ideal, The compound is stable, meaning it does not easily decompose. .This would account for the substance staying in the sky for long periods of time. EDB is only slightly soluble in water, but dissolves easily in organic solvents. JP-8 Is considered an organic solvent. A water sample from rain would be an excellent way to verify contamination and a fuel sample so much the better. The people in Calif fought the battle and lost and have moved on with their lives. Guess what is going to be closed next, using the justification that the land is being damaged blah blah. The people that peddled the wilderness areas in the first place had the goal of sealing off the entire desert BUT they couldn't do it all at once, so they do it piece meal and get everything they want over a period of 20 years. Our farmers have to submit any trade dispute through NAFTA/GATT. Anytime you ship a "hazardous material", motor oil, hair spray, lube etc, you submit to NWO regulations.When the US shipping regs are changed to the "international" shipping regs, everytime we ship something we are submitting ourselves to the NWO. Still, I can't find the Smoking Gun on the connection between Klinton and Flynt, and suspect that the connection may not be conspiratorial but mutual interests that are not secretive at all. Compare that to the Peckergate scandal, where Matt Drudge clearly has been fed his "scoop" from higher up operatives that were using him as a tool. Flynt is a tool for nobody but himself (as anyone who does business with him will certainly attest.) Further, if there is a Vast Left Wing Conspiracy, who is Mr. Big? Larry Flynt? James Carville? These guys are chump change compared to Richard Mellon Scaife. As the saying goes, "Show me the money." A sidenote that is quite relevant: I have spoken to Flynt's people at Hustler over the million dollar offer, as I currently have some rather juicy goods on a GOP senator sex scandal. My information was received before the Flynt offer (as well as before Peckergate shot it's wad this summer) and thus was entirely independent of this. I suspect that this is how the Flynt operation is going: not from the top down (which is how the VRWC has worked, where Scaife supplies the funds, Tripp-Goldberg get the ammo, and Drudge spurts out the results) but the bottom up (individuals, both disgusted by the cynical hypocricy of the Peckergate Circus and/or lured by shameless greed, tell all to Flynt, who then uses it to publicize Hustler and thus secondarily defend Slick Willie.) This tidbit is very little, but somewhat relevant: Last time I was in Europe (1997) a Dutch acquaintance asked me if it were true, as is apparently assumed over in Europe, that our (America's) DoD could shut the 'net down any time they wanted. I replied that I thought that was in all likelihood true, for at least three reasons: First, since probably (these are guesses-- ) at least 10% and maybe still as much as 30% of all traffic still goes through military machines as it travels from point A to point B, they could shut a lot down just by dead-ending all traffic that comes their way. Second, they could, alternatively, flood the system with their own traffic, real or not, to crowd out virtually everything else. And third, they probably know how to write viruses to immobilize it as well. After all, if Robert Tappen Morris, the jerk who shut it down several years ago, could do it and everyone who looked at his code said he wasn't even a very good programmer, imagine what a more intimate knowledge of the system and better programmers could do! There is also the possibility that they have a special bit somewhere that assigns all their traffic a higher priority than everyone else's. I'm not familiar with the actual code or protocols involved, so I wouldn't know if that's so. Of course, in theory they need the Internet to communicate just as much as we do, so the third possibility seems more remote in terms of what they would actually be willing to do, but if they thought it was the source of their troubles, I'm sure they would have no moral objections to destroying this great tool for social change in the time it takes to split an atom. Come to think about it, that's the way they could really kill it. Just set of a nuke in the upper atmosphere or in outer space near Earth, and the Electromagnetic Pulse will fry the whole thing for thousands of miles around, except for the "hardened" computers -- which are all the military's, of course, and no one else's!!! On the military front, the buildup continues and the British aircraft carrier Invincible is expected to reach the region early this [as published] month to join its U.S. counterpart and over 30 warships and naval units. On the political front, U.S. Secretary of State Madeleine Albright's visit to Saudi Arabia and Egypt will be the most important visit because it will define the nature of and the date for the next strikes and define the role of the Arab quarters involved in it. The British Foreign Office yesterday announced that British officials including Defense Secretary George Robertson and Foreign Secretary Robin Cook will make a similar visit to the region after their expected meeting in London with Albright at the end of this month to work out the fine details of the joint move against Iraq. It is no coincidence that U.S. President Bill Clinton announced yesterday that his country intends to change the Iraqi regime and give financial and military support to seven Iraqi opposition factions. It is also no coincidence that British Minister of State for Foreign Affairs Derek Fatchett announced that his government intends to organize Iraqi opposition meetings in London in the coming days. It is clear that the air strikes will resume at the end of this month and early next month, and all the talk about initiatives to ease the embargo imposed on Iraq is purely deception and an attempt to throw dust in the eyes. Fatchett believes that Desert Fox has weakened the regime and believes in the need to discuss the situation with the allies after this operation. What can be understood from the gist of the British minister's remarks is that air strikes are the best way to weaken the regime and that is why he believes that they must resume, and that "legitimate" Arab support for them must be secured. It seems that this task has been entrusted to Albright. It is ironic that the U.S. secretary of state's visit to Saudi Arabia and Egypt next Tuesday should remind us of a similar visit undertaken by former Secretary of State James Baker and former Defense Secretary Dick Cheney, one that led to the arrival of U.S. troops in the Arabian Peninsula in August 1990. It is also ironic that the resumption of the aggression against Iraq will occur during the same period as the first aggression eight years ago, that is the month of February. The web of conspiracy against Iraq and the Arab nation as a whole is being woven with extreme care, and the same goes for the allocation of parts to the colluding Arab governments. ON A SKEPTICAL NOTE... In my brief inquiry into possible explanations for the facts outlined in the ENS news reports about mysterious spraying from jets [1], it's my assessment at this time that some innocuous explanations are taking the lead. Here's why: * The major bug I've discovered with the accounts of cobwebs and "angle hair" falling from aircraft and UFOs is that all the accounts I've found have the witnesses claiming that the material "disappears" when they try to collect it! I suppose it could suddenly melt and turn to a gas (as is claimed) whenever people get near it(?!); however, claims that the evidence is gathered by it keeps disappearing before it can be tested is suspect on its face! My request for information about the four samples of "angel hair" ENS reported remains unanswered. I can only assume and hope that, if those samples were taken successfully as indicated, they didn't also disappear. * Spray from aircraft that is said to HAVE been tested [2] is claimed to be jet fuel. Not that dumping jet fuel on people is not bad, but that sounds more like routine pilot-negligence than evidence of a secret operation. * I've also heard talk about photographs and videos of the complex-contrail patterns these jets are said to make, but no such evidence has been presented, and what I have seen presented as evidence are photos showing nothing but an average number of one or two contrails in the sky! But what is more, it turns out that seeing weather-modifica- tion activity is not as unusual as one might assume: * The ENS report cited 11 states wherein witnesses have observed unusual contrail patterns and cloud-seeding-like aerial activity. My Internet searches proved that of those states, 3 have official nonclassified cloud-seeding pro- grams. Also, 6 other states are involved in an open- to-the-public NOAA wether-modification program. In all, I found 10 states involved in nonclassified cloud-seeding programs.[3] Considering you can't find everything after only a few hours of searching the www, it stands to reason that there are probably still more nonclassified cloud-seeding activities around the nation. Of course, based on the military's own information, it stands to reason that classified weather-modification activity are also happening. But the fact that wide- spread weather modification is occurring on an open basis means that witness accounts of activity fitting that profile are not necessarily significant. Council on Foreign Relations Secretaries of Defense The National Security Act of 1947 established the office of Secretary of Defense. Since 1947 there have been 19 Secretaries of Defense. At least nine of them have been Council on Foreign Relations and/or Trilateral Commission members. According to Department of the Army Pamphlet No. 525-7-1, The Art and Science of Psychological Operations, "The Secretary of Defense is the principal assistant to the president in all matters relating to Department of Defense, and exercises direction, authority, and control over the department. He serves as a member of the National Security Council. Among the several principal military and civilian advisor and staff assistants to the secretary, his assistant secretary for international security affairs, has major Psychological Operations(PSYOP) related responsibilities."1 President Clinton has appointed three Secretaries of Defense -- William Cohen, William Perry, and Les Aspin. As Under Secretary for International Security Affairs, Lynn Etheridge Davis, has been coordinating Psychological Operations under all three. Davis has been involved with the US intelligence community and a part of every administration from the 70's through the 90's. Davis, Clinton and Perry are Trilateral Commission members. Davis, Clinton, Cohen, and Aspin all belong to the Council on Foreign Relations. Davis published a book titled "The Cold War Begins - Soviet-American Conflict Over Eastern Europe" (1974). Council on Foreign Relations members Warner Schilling, William Fox, Howard Wriggins, Marshall Shulman, and Henry Graff, are acknowledged in the beginning of her book. Davis is also a Vice President at Council on Foreign Relations member David Rockefeller's Chase Manhattan bank. Does Davis help plan Psycho-political operations whose focus is economic warfare? The RAND Institute is a federally-funded Council on Foreign Relations think-tank. Clients, include the Pentagon, the Atomic Energy Commission, and NASA. RAND's Center for Russian and Eurasian Studies, was formerly called RAND/UCLA Center for the Study of Soviet International Behavior. Many RAND studies deal with how to manipulate large groups of people. The Office of the Secretary of Defense sponsors the RAND National Defense Research Institute, headed by Council on Foreign Relations member Michael D. Rich. Fifty per cent of RAND's work is labeled secret. Despite the secrecy governing its activities, RAND has a prodigious outpouring of books, reports, memoranda, briefings, and communications. Joseph Kraft summed up the propaganda effect of this material, "Though little known, RAND has had an enormous impact on the nations strategic concepts and weapons systems, and in one way or another RAND has affected the life of every American family. " Members of the Council on Foreign Relations play a crucial role in RAND's application of strategies and techniques to purposely keep the American public misinformed. In July 1992, the RAND convened a group of outside experts and RAND staff to discuss the problems of peacekeeping and peacemaking in the new world environment brought on by the collapse of Soviet power and the dissolution of the Soviet Union. Dr. Davis, then RAND's Vice President, Army Research Division, prepared a paper setting issues for the group's discussion. The paper was revised and published as a RAND Summer Institute Report titled Peacekeeping and Peacemaking After the Cold War. In the report the word peace is used in an Orwellian doublethink manner. We are told the Secretary General of the UN "defines peace building as post conflict action... The Secretary General has linked preventive diplomacy with preventive deployments of military forces". We learn, "The Secretary General in his Agenda for Peace... emphasizes the need for governments to share information on Political or military situations, and in so doing, he is asking for an expansion of the intelligence sharing... "2 There were thirteen other participants at the RAND Summer Institute Peacekeeping and Peacemaking After the Cold War workshop.At least six belong to the Council on Foreign Relations including: Professor Robert D. Blackwill, Harvard University, Professor Richard Gardner of Coudert Brothers, Mr. James Hoagland The Washington Post, Ambassador Thomas Pickering NEA/INS Department of State, Dr. Enid Schoettle Council On Foreign Relations and Dr. Charles J. Computing/communication systems with nearly infinite storage, nearly infinite processing power, nearly infinite connectivity. Near-infinite power/fuel/resources. Everything closely meshed. We WILL all be linked in a wireless net, like neurons in a planetary brain, All Watched Over By Machines Of Loving Grace, the Net as a whole monitoring the bioactivity of its component nodes [us] to keep us healthy, alive.
