Perhaps I'm desensitised to this sort of thing, but this is exactly the sort of thing 
that people like David Icke, Candy Jones, lots of fundamentalists, feminists etc. are 
concerned about. Right to privacy is one thing, but remember this man was a senior 
member of the Government, and he was also quite powerful within the Labor party in 
Queensland and nationally. Just think if a man like this became prime minister?

With the benefit of hindsight, maybe I should have put a stronger disclaimer and I 
apologise if anyone was upset. This is from a major newspaper here.

Actually, I agree.  It is a terrible article, indeed, and today I
thought long and hard about it.  There is the right to know what is
happening in your community, the right of free speech, the necessity of
having fair and open criminal trials, which includes being able to
report and publish on the details of cases - but all I could think of
was that this type of reporting is unnecessary, perhaps.  All it did for
me was read like a Guide to Raping a Child, a sleazy reporting of a
horrific event.  I only saw a dark side when I read this article.  I
thought that it would be saved by pediophiles as a fantasy they could
jerk off to.

It is articles like this that are, to me, borderline and despicable. I
can think of reasons to justify it, but it just makes my heart cry.

Pacifica management turns against free speech

According to a leaked October 18 memo from "Democracy Now!" host Amy Goodman
to the Pacifica Radio network's Board of Directors, Pacifica presented
Goodman with a new set of "rules" on October 16 which drastically curtail
her freedom to decide what stories to cover and how, and even attempt to
restrict her free speech rights. (The memo was not given to FAIR by Goodman
or any other member of the "Democracy Now!" staff.)

"Democracy Now!," produced at New York City Pacifica station WBAI, is
Pacifica's most popular and influential show. Hosted by award-winning
journalists Amy Goodman and Juan Gonzalez, the daily newsmagazine is on the
cutting edge of American journalism, bringing the public stories and voices
too often shut out of mainstream media and standing out, as the show's motto
declares, as "the exception to the rulers."

Over the last year, the national management of Pacifica has become
increasingly hostile to the crew of the show "Democracy Now!", and in
particular to Goodman. Goodman's leaked memo reveals that after fruitless
attempts at good-faith negotiations, Goodman has been forced to file formal
grievances against Pacifica's management charging "harassment, gender
harassment and censorship," along with other violations of her union
contract.

In a violation of Goodman's freedom of speech, Pacifica's new "rules"
threaten to fire her if she does not clear any and all speaking engagements
with Pacifica management.  In addition, the network threatens to fire
Goodman if she does not provide Pacifica Program Director Steve Yasko each
Friday with "a list of possible shows the following week" and "determine the
topics of at least three shows the preceding week."

"Essentially, these rules make it impossible for Goodman to continue to
produce the hard-hitting, breaking news stories 'Democracy Now!' is famous
for," says FAIR senior analyst Steve Rendall. "It seems clear that Pacifica
is trying to force Amy out of her job."

Background: The Crisis at Pacifica

Most Pacifica listeners first became aware of the growing conflict within
the network when in March 1999, Pacifica fired Nicole Sawaya, station
manager of Berkeley station KPFA; a few days later, veteran reporter Larry
Bensky was also fired from KPFA for discussing on-air his concerns about the
network's autocratic management. In the wake of the firings, as many as
2,000 listeners took to the streets of Berkeley to protest the actions of
Pacifica's management and demand greater accountability to the community.

As a media watch group dedicated to promoting greater diversity in the
press, FAIR has followed with distress the deepening crisis at the country's
first listener-supported community radio network. Over the last year and a
half, Pacifica's management has increasingly orchestrated censorship--
including of FAIR's own radio show, CounterSpin-- retaliatory personnel
moves and the disenfranchisement of listeners and local advisory boards in
order to impose its often regressive decisions on the network.

The latest moves against "Democracy Now!" are a sad indication that
Pacifica's management is making a final break with the progressive core
values laid out by Pacifica founder Lew Hill.

can we do something about it?

In the mind control litterature there is stuff which is much more disgusting. I found 
that hard at times, but it is my opinion we have to go through it.

No disclaimer should be necessary.  Anyone who posts here rightly should expect that 
the members are ADULT
enough to handle unpleasant facts of life; besides, your subject heading gave adequate 
warning as to what the
subject matter was about.  Those who get queasy with such facts are better advised to 
limit their Internet use
to those lists that treat their subscribers as children and severely censor postings.  
Hopefully that is NOT
what CTRL is about.

Their loud complaints bring me back to a documentary I saw on local NYC TV back in the 
autumn of 1969; it was
about the Woodstock festival that had occurred a few months before.  The premise was 
that a group of people
were shown footage of the festival that was solely images, no sound, and they were 
encouraged to express their
comments and opinions.

The first group were comprised of young people, some of whom had actually been at the 
festival, some of whom
could be described as 'hippies'; at one point in the footage it showed the infamous 
nude bathing in the local
swimming hole.  To a person, all the young people considered it a 'ho-hum' subject, a 
'so what?', "what's the
big deal?" subject.  One young man who had been at the festival mentioned that no one 
who was actually there
gave a second thought or glance to the nude bathers, and he found it interesting that 
those who made such a
big deal about it were those who looked the hardest at movies and stills of the nude 
bathers.  He actually
formed 'glasses' out of his hands and stated "They'll get binoculars and look even 
harder at what they say
they think is horrible and disgusting!  They'll say "Isn't that terrible!" all the 
while looking harder and
harder at it!  I mean, if you think it's so bad, just don't look at it.  But don't 
complain how terrible it is
and then turn around and get binoculars to get a closer look, and point and say "Look! 
 Look!  Isn't that
terrible!"

And then the last portion of the show had a group of adults watching the same footage. 
 Some were actually
quite supportive of the event and young people in general, others bemoaned the 
downfall of civilization due to
'those damn hippies'...

And then the portion of footage showing the nude bathing came on.  And those who 
damned the hippies the
loudest were those who decried the loudest both the footage of the nude bathing and 
the fact of the nude
bathing.  And sure enough, to a person they all leaned closer to get a better look, 
and pointed, and cried
"Look at that!  Look at that, will you?  Isn't that terrible!  Isn't that disgusting!" 
 And some adjusted
their glasses to get a better look.  They all leaned forward to get a better look, 
especially those who
complained how disgusting it was.

So the point was, these people did exactly what the kid in the first segment described 
-- complained about
finding the subject disgusting and terrible, but at the same time doing what they 
could to get a better look
and see more of it.  And I had to agree with the kid in the first segment -- if you 
don't like it, don't spend
so much energy in looking at it.

Same advice to those who find graphic descriptions of rape too much for their immature 
systems...don't spend
so much energy looking at it then.  But don't act as censors for the rest of us who 
are mature enough to
handle it.

Israelis condemn language of threat as troops kill four

ISRAELI Prime Minister Ehud Barak threw in the towel on the peace process on
Sunday, blaming Arab leaders for speaking the language of threats as his
troops shot dead four more people.


While Palestinians condemned the emergency Arab League summit in Cairo for
going soft on Barak, declaring it a whimper rather than a bang for its
failure to take decisive punitive action against Israel, the Prime Minister
complained that the meeting had been too heavy on the rhetoric.


The summit's declaration of support for the Palestinian uprising and refusal
to reign- in violence merited a time-out on the peace, he said.


Meanwhile, his soldiers killed another four Palestinians yesterday, including
a 14-year-old stone-thrower. The killings brought the death toll in 25 days
of violence to 122, all but eight of the victims Arabs.


But Barak blamed the Palestinians, saying: Israel totally rejects the
language of threats that came out of the summit and condemns the call, folded
into the decisions, for continued violence.


We will continue to view peace ... as the eventual goal, but not a peace
that is achieved at any price while surrendering to violence. In an official
statement, Barak was quoted as telling his cabinet that he was suspending the
peace process started under the Oslo accord of 1993.


We will have to take a time-out, whose purpose is to re-assess the peace
process in response to the events of recent weeks, he stated.


Palestinian leader Yasser Arafat said Barak's move came as no surprise.


I expected this from him, he shrugged. It's not the first time.


As the language of diplomacy crumbled, he reaffirmed his quest for a
Palestinian state with Jerusalem as its capital, adding that if Barak didn't
like the idea, he could go to hell.


Amid a continuing war of attrition, a propaganda war was raging, too. Posters
appeared around the occupied territories showing a photograph of Barak in his
earlier career as a member of an elite military unit, bending over the
bloodied body of a dead Palestinian.


In the occupied territories the bloodshed continued unabated.


Among those killed by Israeli gunfire was 14-year-old Wael Mahmoud, who
witnesses said was one of 300 schoolchildren to hurl rocks at an army post in
the Gaza Strip.


My son was a man who defended Jerusalem and I am ready to sacrifice more,
said the boy's defiant father Imad, 52, who has nine other sons and eight
daughters. At least he died with a stone in his fist.


In Cairo, the Arab summit closed after two days of fierce words but little
action. Stopping short of severing ties with Israel, Arab leaders
nevertheless threatened it and gave their backing to the Palestinian
uprising.


It stated: The pure blood of the martyrs is a precious foundation for the
liberation of land, establishment of the state and achievement of peace. The
summit welcomes the Intifada of the Palestinian people in the occupied
territories which has expressed clearly the bitterness and frustration after
long years of waiting and anticipation.


The Arab leaders hold Israel responsible for returning the region to an
atmosphere of tension and violence due to its practices, aggression and
complete siege of the Palestinian people, in violation of its obligations
under the fourth Geneva Convention of 1949 ... and for dealing lightly with
the issue of Jerusalem in a way that pleases its desire for irresponsible
showing-off and deliberate provocation built on racism.


The Israeli government at first commended the summit's outcome as a victory
of wisdom, praising Arab leaders for not succumbing to militant demands for
the severing of all ties with Israel.


Hours later, however, Barak changed his mind.


Across the Middle East, the Arab League was denounced for what many saw as
weaselwords which failed to go far enough. Militant group Hamas said the
declaration wasn't worth the ink it was written in.


And in Egypt, thousands of students staged demonstrations, urging Arab
leaders to boycott Israeli and American products and to cut all ties with
Israel.Rulers of countries, open the door for holy war, they chanted.

Basically it's contraception and sterilization programs that we need.

had many more children.  I do not know of their condition.  The Church would
deny all people in this world access to family planning.   Oh yes, there is
always abstinence, but it was this woman's desire for abstinence that
resulted in the beatings that made her leave her husband.   The hideous
poverty that plagues a large portion of the world's citizens gives the
Church's lack of caring for the people suffering the plague of children they
cannot feed, develop or medicate  a truly ugly aspect.   Prudy

this matter.  I am particularly concerned with the phrase "can be" in the
last sentence.

NEARLY 7,000 STUDENTS DENIED COLLEGE AID DUE TO DRUG PASTS

Nearly 7,000 college students who applied for financial aid this fall are
finding past drug convictions returning to haunt them.  The students are
being told they are ineligible for some or all federal financial aid because
of a new law.

Under the law, which took effect with the 2000-0l academic year, students
with drug-related convictions can be ruled ineligible for federal grants or
loans.

What about the children's right to privacy? Isn't that more important than

Aside from the embarrassment to the country if the story surfaced while
he was in office, I don't think it's relevant. Just because some guy
doesn't rape children doesn't automatically mean that he can handle the
power a man in the PM's office has. Child rape isn't a very nice thing,
and I don't condone or excuse it. B
ut it's far, far from the worst thing a head of state can do. Even an
Australian head of state can wreak many, many, many times the harm of
even a brace of child rapes. A head of state can ruin literally millions
of lives
 at the stroke of a pen
.

We need to keep a sense of perspective. If evil can be measured at all,
it must be by the number of victims. Our own head of state over here in
America receives a ton of flack for taking a few bribes and having sex
out of marriage. But the men who criticize him
the
 most
strongly
never bat an eye about the half million Iraqis he
has
killed, almost all of whom were women and children. As far as I'm
concerned, that makes his critics more evil than he is, because by
shifting our attention to the money and sex they abetted his policy of
mass murder.

Without a sense of perspective, we tend to bog down in irrelevant
minutia. We need to focus on the big picture.

PROVO, Utah — The video- store chain that Larry W. Peterman owned in this
valley of wide streets and ubiquitous churches carried the kind of rentals
found anywhere in the country — from Disney classics to films about the
sexual adventures of nurses. Mr. Peterman built a thriving business until he
was charged last year with selling obscene material and faced the prospect of
bankruptcy and jail.

Just before the trial, Mr. Peterman's lawyer, Randy Spencer, came up with an
idea while looking out the window of the courtroom at the Provo Marriott. He
sent an investigator to the hotel to record all the sex films that a guest
could obtain through the hotel's pay-per-view channels. He then obtained
records on how much erotic fare people here were buying from their cable and
satellite television providers.

As it turned out, people in Utah County, a place that often boasts of being
the most conservative area in the nation, were disproportionately large
consumers of the very videos that prosecutors had labeled obscene and
illegal. And far more Utah County residents were getting their adult movies
from the sky or cable than they were from the stores owned by Larry Peterman.

Why file criminal charges against a lone video retailer, Mr. Spencer argued,
when some of the biggest corporations in America, including a hotel chain
whose board of directors includes W. Mitt Romney, president of the Salt Lake
City Olympics organizing committee, and a satellite broadcaster heavily
backed by Rupert Murdoch, chairman of the News Corporation, were selling the
same product?

"I despise this stuff — some of it is really raunchy," said Mr. Spencer, a
public defender who described himself as a devout Mormon. "But the fact is
that an awful lot of people here in Utah County are paying to look at porn.
What that says to me is that we're normal."

It took only a few minutes for the jury to find Mr. Peterman not guilty on
all charges. His case illustrates what has happened to an industry that used
to be confined to the margins of commerce, in the seedy parts of most towns,
run by people who never dreamed of taking their companies to Wall Street.

Spurred by changes in technology that make pornography easier to order into
the home than pizza, and court decisions that offer broad legal protection,
the business of selling sexual desire through images has become a $10 billion
annual industry in the United States, according to Forrester Research of
Cambridge, Mass., and the industry's own Securities and Exchange Commission
filings.

Whatever the phenomenon may say about the nature of American society, the
financial rewards are so great that some of the biggest distributors of
explicit sex on film and online include the country's most recognizable
corporate names.

The General Motors Corporation, the world's largest company, now sells more
graphic sex films every year than does Larry Flynt, owner of the Hustler
empire. The 8.7 million Americans who subscribe to DirecTV, a General Motors
subsidiary, buy nearly $200 million a year in pay-per-view sex films from
satellite, according to estimates provided by distributors of the films,
estimates the company did not dispute.

EchoStar Communications Corporation, the No. 2 satellite provider, whose
chief financial backers include Mr. Murdoch, makes more money selling graphic
adult films through its satellite subsidiary than Playboy, the oldest and
best-known company in the sex business, does with its magazine, cable and
Internet businesses combined, according to public and private revenue
accounts by the companies.

ATT Corporation, the nation's biggest communications company, offers a hard-
core sex channel called the Hot Network to subscribers to its broadband cable
service. It also owns a company that sells sex videos to nearly a million
hotel rooms. Nearly one in five of ATT's broadband cable customers pays an
average of $10 a film to see what the distributor calls "real, live
all-American sex — not simulated by actors."

For all the money being made on sex — legally — by mainstream corporations,
the topic remains taboo outside the boardroom. The major satellite and cable
companies do very little marketing of their X-rated products, and they are
not mentioned in annual reports except in the vaguest of euphemisms.

None of the corporate leaders of ATT, Time Warner, General Motors, EchoStar,
Liberty Media, Marriott International, Hilton, On Command, LodgeNet
Entertainment or the News Corporation — all companies that have a big
financial stake in adult films and that are held by millions of shareholders
— were willing to speak publicly about the sex side of their businesses.

For decades the shadowy Armand Hammer slipped comfortably between the halls
of high finance and the Soviet Politburo. Using his close connections with
the Soviets, Hammer built a fortune pretending to be an advocate of
capitalism while helping sustain and spread Soviet Communism. Masquerading as
a capitalist was quite lucrative.

The FBI was certainly aware that Hammer was used to launder money from Soviet
sources. Edward Jay Epstein, in his exposé Dossier: The Secret History of
Armand Hammer says that by tracing Soviet money through Hammer they “had been
able to determine from the serial numbers on the bills that much of the money
was disbursed to the Soviet underground in America.” Hammer took direct
orders from the Lenin and Stalin regimes. He helped recruit and place Soviet
spies within the US government Yet there was something which prevented the
fervently anti-communist J. Edgar Hoover from moving on Hammer in spite of
his role in financing the communist movement in America.

What prevented such a move was that Hammer was already entangled with top
members of the Senate and US Congress. Clearly in the Hammer camp was then
Congressman Albert Gore, Sr. of Tennessee — the father of the current vice
president. Also closely connected to Hammer was pro-Soviet Congressman
Emmanuel Celler and Congressman James Roosevelt, son of FDR. Hammer was in
fact a secret business partner with Roosevelt—channeling business and funds
into Roosevelt’s coffers via an insurance company they both owned. As we shal
l see, this was a ploy which Hammer also used successfully with Al Gore, Sr.
As Bob Zelnick, biographer of Al Gore Jr., in his Gore: A Political Life
said: “Through the 1950s and well into the following decade, Hammer counted
on Gore as his principal link to the Democratic congressional leadership, and
to defend his economic interests.”

Epstein says that Hoover “had survived in Washington for three decades
because he understood the reality of power, had no interest in challenging
this congressional phalanx. He decided to take no action. Hammer had
effectively stalemated him.”

Hammer had built up a close relationship with Al Gore Sr., which he used to
his ultimate advantage. But this is not to say that Gore didn’t benefit
either. Much of the modern Gore fortune is built on the sweetheart deals that
Hammer gave to his congressional mouth-piece. Like he did with Roosevelt,
Hammer actually became business partners with Gore in a cattle-breeding
project which, according to Epstein “made a substantial profit” for Gore.
Insiders have been highly suspicious of the Gore/Hammer cattle alliance.
Major Wall Street players would suddenly appear on the Gore property bidding
to buy cattle at highly inflated prices. Ned McWherter, former Governor of
Tennessee said: “I’ve sold some Angus [cattle] in my time too, but I never
got the kind of prices for my cattle that the Gores got for theirs.” Zelnick
wrote that neighbors of the Gores would “tell the inquiring visitors of how
lobbyists and others with an interest in Gore’s work would parade to Carthage
[Gore’s home town] during the fall auction period, bid outrageously high
prices for Gore’s stock, and sometimes not even bother to pick up what they
had purchased.”

When the voters of Tennessee put Al Gore, Sr. into involuntary retirement,
the former Senator said that if he were being put out to pasture he intended
to graze in “tall grass.” The tall grass he had in mind was working for
Armand Hammer. Gore left the US Senate to become a vice president of Hammer’s
Occidental Petroleum. But not even that was enough to reward the compliant
ex-Senator from Tennessee. By now Hammer was literally rolling in money.

Hammer had secured oil rights in Libya by bribing the government of King
Idris. But Idris was overthrown by Muammer Gadhafi. No worry for Hammer—who
had long worked with some of the worst despots in the world. Gadhafi was
demanding higher percentages for his government from the oil companies. Other
oil companies balked but Hammer immediately agreed, giving Libya 55 percent
of the profits, forcing the others to follow suit. As a result oil prices
shot up. Epstein notes that Hammer’s Occidental Oil “continue[d] to profit
from Libyan oil for the next fifteen years, [and] the company received $136
million in compensation from Gadhafi for the nationalization in 1973 of 51
percent of its concession. Occidental was the only foreign company in Libya
to receive such compensation.”

Occidental stock values were riding high because of Hammer’s cozy
relationship with Libya. He used these profits to buy companies right and
left. His largest new purchase was the Island Creek Coal Company, then the
third largest coal producer in the United States.

China Deploys Guided Missile Forces Around Hong Kong
HONG KONG, Oct 23, 2000 -- (Agence France Presse) China has deployed
specialist air-defense guided missile forces in Shenzhen, neighboring Hong
Kong, and its surrounding islands to guard against attacks from Taiwan, a
report said Monday.

The People's Liberation Army (PLA) has set up four PLA camps, including
air-defense guided missile troops in nearby Daya Bay, where a joint venture
nuclear power plant is located, in Shenzhen and the surrounding outlying
islands, the Chinese-language daily The Sun said.

While these air-defense forces were not counted as part of the Hong Kong PLA
garrison, they would be responsible for defending Hong Kong and Shenzhen
against attacks from Taiwan, the daily said.

"The central government has considered that to strengthen Hong Kong's defense
ability, with less social impact, it is best to set up the air-defense forces
in Shenzhen," an unnamed informed source told the daily.

The report said at least nine advanced air-defense warning systems have been
strategically set up in Shenzhen's downtown area.

Shenzhen is China's most prosperous special economic zone set up to attract
foreign investment and technology.

In August, Ming Pao here reported that the powerful Central Military
Commission, headed by President Jiang Zemin, had decided to establish an air
defense zone covering Hong Kong and Shenzhen.

The Beijing leadership has in past months threatened to invade Taiwan should
the island move towards independence, following the election of Taiwanese
President Chen Shui-bian of the pro-independence Democratic Progressive Party
in March.

The decision to set up an air defense zone was reportedly in preparation for
a possible outbreak of war in the Taiwan Strait as the island may retaliate
by directing its missiles at Shenzhen and Hong Kong.

A former Taiwanese official under then president Lee Teng-hui had warned in
Bangkok in July last year that Taiwan would direct its missiles at Hong Kong

The point I was trying to make, unsuccessfully, is that in the interest
of justice, it is not always necessary to get into the nitty-gritty
details.  For example, a married young couple here in Canada kidnapped,
raped and tortured to death two young schoolgirls (aged 14) and
videotaped their acts.  When the case came to court, the judge ordered
that only himself, the jury, the lawyers, and the accused could view the
tapes.  Different news organizations petitioned to see the tapes but the
judge refused their request, and ordered the tapes permanently sealed
after the trial.  Now, was the judge right?  I think so.  I don't see
how the interests of justice could have been further served by these
tapes entering the public domaine in the name of "news".

It has nothing to do with "maturity".

Anyone who points these days to the very large income gaps in the
United States risks being tarred as a proponent of class warfare. Such
gaps not only exist, they are continuing to widen. Startling new data
from the Internal Revenue Service show that in recent years, average
after-tax income rose nine times faster for those at the very top of the
income spectrum than for most other Americans.

pThe IRS data indicate that the average after-tax income of the top 1%
of tax filers jumped $121,000, or 31%, just between 1995 and 1997, after
adjusting for inflation. That compares to an increase of 3.4% in the
average after-tax income of the bottom 90% of tax filers. Indeed, the
$121,000 average income gain enjoyed by the top 1% of tax filers during
this period was several times the total income of the typical
middle-class household.

pSince 1997, the incomes of virtually all groups have been improving.
The preliminary IRS data available for the period since 1997 suggest,
however, that income gains for those at the top of the income spectrum
have continued to outstrip income gains for other Americans. These data
indicate that capital gains income rose approximately 20% just between
1997 and 1998 and that 72% of all capital gains income in 1998 went to
tax filers with incomes exceeding $200,000. This virtually assures that
income disparities widened further in 1998. (The data on after-tax income
subtracts income taxes, but not other taxes.)

pThese recent developments are part of a longer-term pattern.
Comprehensive information on after-tax income that the Congressional
Budget Office has compiled for the period from 1977 to 1995 shows
dramatic increases in income gaps. During this period, average after-tax
income dropped for the bottom two-fifths of the population, was stagnant
for the middle fifth and rose for the upper 40%, including an increase of
27% for the top fifth. Meanwhile, the average after-tax income of the top
1% of the population soared by 87%.

pThe new IRS data, which take up where the CBO data leave off (since
the CBO data currently extend only through 1995), deserve especially
close scrutiny. Some recent assessments of income trends that are based
on Census Bureau data have suggested income disparities might have
stopped growing in recent years. But as researchers have long noted,
census data are inadequate for measuring gains at the top of the income
spectrum and consequently provide an inadequate assessment of income
disparities. For example, the standard census data do not include capital
gains income, thereby missing $426 billion in income in 1998.

pRecognizing the limitations of its data, the Census Bureau does not
publish income information for the top 1% of the population. The IRS data
are the sole reliable source of data on the incomes of these individuals.

pShould we care that income inequality is at an exceptionally wide
level? Should we care that just the gains in the average incomes of the
top 1% between 1995 and 1997 far exceeded the total incomes of the
typical family? Since most families are now better off than they were a
couple of years ago, are such observations merely incendiary?

pThese observations do matter. Among other reasons, they provide a
context for some key governmental decisions, chief among which are
decisions about how to use the federal budget surplus.

pAlthough the surplus realistically available for program initiatives
and tax cuts is significantly smaller than many realize, substantial
resources are available. We have a historic opportunity to address some
of the nation's highest priority needs. Before deciding how to take
advantage of this opportunity, policymakers and the public need to debate
what our most pressing priorities are and which groups of Americans
should benefit.

pSo far, such a debate has not occurred. Instead, Congress has charged
ahead with efforts to advance tax cuts that would largely benefit very
high-income taxpayers whose incomes are climbing much faster than
everyone else's. While it now appears that major tax cuts will not be
signed into law this year, tax cut proposals are sure to surface again
next year, regardless of the election's

Homelessness is out of fashion.

WASHINGTON _ Driving home late on Christmas Eve, I stopped for a traffic
light
at the corner of 14th Street and Constitution Avenue _ a few blocks from the
White House, in journalistic terms _ and watched a man settling in for the
evening on a steam grate. It was well past midnight, bitter cold, and the
streets were nearly deserted. So there, I thought, is someone who, in the
famous words of Edwin Meese III, is truly ``homeless by choice.''

In fact, on my Christmas Eve journey, this was not the only homeless man I
encountered. There were a few huddled close by the Commerce Department, and
several across the street from the Department of State _ all traditional
gathering places. Outside a subway stop on 12th Street, just a minute's walk
from the Providence Journal bureau, a young man was begging for money. He
held
a sign identifying himself as a Vietnam veteran _ which, given his age, was
highly unlikely _ but he certainly appeared to be homeless. It is difficult
to
walk too many steps in the nation's capital without encountering someone
stretched out on a bench, waving a cup under your nose, or talking very
loudly
to no one in particular.

It is a generally accepted fact that there are more homeless people in
Washington than there used to be. This may well be true, although accurate
statistics are hard to obtain. There were certainly bums on the city streets
in my childhood: While standing at bus stops, I got to know the harmless,
and
the rather menacing, specimens. Their numbers surely increased when state
mental institutions _ the famous ``snake pits,'' vestiges of the
unenlightened
past _ were closed down in the 1960s and '70s. Throughout the 1980s, when
cities sought to compel homeless men and women to enter shelters at night,
the
American Civil Liberties Union and other organizations successfully fought
to
preserve their right to sleep _ and squat, urinate, defecate, panhandle,
etc.
_ on the sidewalk.

So, in whatever numbers, and at whatever rates of increase, here they are.
And
yet, so far as the media are concerned, they are not. The Village Voice
recently surveyed the press on the subject, and found that homelessness is
no
longer a story: ``In the fall of 1988, The New York Times devoted 50 stories
to the homeless, including five front-page pieces. This year (1998) the
Times
has run only 10 pieces in the same period; none have begun on A-1.''

The cynic in me has an obvious explanation: In 1988, instead of a
compassionate Democrat, there was a heartless Republican in the White House.
Indeed, if you track press attention to homelessness, you will find a
dramatic
leap in coverage beginning in the early 1980s _ when Ronald Reagan took
office. When I worked in the Carter State Department, I used to walk around
the same men who were sleeping on the nearby steam grate when it became the
Haig State Department. But somehow, after Jan. 20, 1981, The Washington
Post,
and other news organizations, suddenly awakened to their existence.

Throughout the 1980s, and into the early '90s, homelessness was ubiquitous
in
the media: The networks contrasted the nouveau riche with the suddenly
impoverished, and the newspapers explained that lack of ``affordable''
housing, or ``deep cuts'' in federal expenditures, had swollen the ranks of
people inhabiting the streets. There were profiles of suburban high school
students donating blankets to downtown shelters, and photo ops of movie
stars
nurturing the less fortunate.

And then suddenly, it came to an end. A good part of the explanation is
political, no doubt: Once Bill and Hillary Clinton took up residence in the
White House, it was no longer feasible to compare the glittering world of
the
presidency with the harsh reality of nearby sidewalks. And of course, when a
Democratic administration yields prosperity, no one is left behind.

But the evidence suggests otherwise: The streets of the nation's capital are
full of people who haven't gotten the news from Wall Street, and the U.S.
Conference of Mayors reports that the demand for emergency shelters has
increased by 11 percent in the last year alone. Homelessness may no longer
be
a story, but the homeless are still with us.

More than a third of the homeless men in America are black, and yet
President
Clinton's staunchest black defenders in Congress _ John Lewis, Maxine
Waters,
Charles Rangel, Sheila Jackson Lee _ have little to say on the subject. Can
anyone imagine this would be the case if Bob Dole were in the White House?

The problem with homelessless is that, for too long, it has been an issue of
partisan convenience. It is not Republican spending policies that caused the
explosion in homelessness, but the progressive vision of closing down

Commercial Alert and Obligation Inc. sent a letter today to Ohio
Governor Bob Taft asking him not to allow local school systems to punish
children who won't watch Primedia's Channel One in the public schools.
According to the Toledo Blade, two Ohio children were held in a juvenile
detention center on October 6th for refusing to watch Channel One and TV
in public school.  Primedia's Channel One is a controversial televised
in-school marketing program.  The letter follows.

Dear Governor Taft:

Local school officials are using Ohio's compulsory education laws to
force children to watch commercial television and advertising in school,
including the controversial marketing program Channel One.  We urge you
to take a stand for children and stop this abuse of the authority of the
state.

According to the Toledo Blade, two Ohio children, D.J. and Carlotta
Maurer, spent October 6th in the Wood County Juvenile Detention Center
because they refused to watch Channel One and other televised
programming at Perrysburg Junior High School.  They refused because they
choose not to take in the degraded commercial culture that Channel One
and media corporations deliver to children each day.

Channel One does not exist to help or teach kids.  It exists to help
corporations that want to market to kids.  As a Channel One executive
once said, "The biggest selling point to advertisers [is] . . . we are
forcing kids to watch two minutes of commercials" each day.

Ohio's compulsory education laws exist for the nurture of children, not
their exploitation. But Primedia's Channel One has been able to harness
the coercive arm of the State of Ohio to force schoolchildren to watch
its daily fare.  This includes "lite" news and advertisements for
violent entertainment such as "Supernova," "The Mummy," and James Bond
"The World is Not Enough," as well as junk food, video games and
low-grade sensuality.  That is a blatant misuse of state power. It is
not the proper role of the schools or the state to promote such products
and values to innocent and vulnerable schoolchildren.  Certainly, the
laws of the state should never be used to compel children to subject
themselves to such promotion.  When the government sends children to a
juvenile detention center because they don't want to watch advertising,
that is both Orwellian and more than a little sick.

The public schools ought to be a sanctuary from the noxious aspects of
the commercial culture.  Many parents are rightly worried about the way
the commercial culture saturates their kids lives with degraded values
and nonstop seductions.

We strongly urge you to take a stand for parents and remove Channel One
from Ohio's public schools.  This would be a clarion call for those
parents who wish their children to grow up free from the depredations
and enticements of the media corporations and their advertisers.

until Congress recesses, the House is poised to vote on legislation --
which has already passed the Senate -- that would radically expand
government power to seize personal information without judicial approval.

This legislation would allow law enforcement to obtain any kind of
document it wants without first getting a search warrant or a subpoena
from a court.  These documents include any written or electronic document
possessed by an individual or even any document held by a third party
(such as bank records, telephone records, or school records).  The bill
would gut the Fourth Amendment requirement that private documents should
be searched only after a court issues a warrant based upon probable cause.
   Further, the legislation would allow this information to be obtained
without your knowledge. We must stop this unconscionable attempt to usurp
our rights.

Coburn (R-OK) has conceded defeat on legislation that would have placed
mifepristone, also known as RU-486, out of the reach of many American
women.  Your efforts played a key role in defeating this legislation as
more than 13,000 faxes and emails flowed from the ACLU's website to
Congress in less than three days!  In one article, Rep. Coburn said: "I
can't get it to the floor because we have too many members that don't want
to even talk about this."  The Food and Drug Administration (FDA) has made
it clear that the approval of mifepristone resulted from its careful
evaluation of the medical evidence under strict scientific protocols.

October 14, 2000,The protest movement that has been growing on a
grassroots level, as evidenced by the World Trade Organization
demonstrations in Seattle, reached its political coming-of-age last
night. Before a sold-out crowd at Madison Square Garden, the Green
Party's Ralph Nader and a roster of celebrities called for an end
to unchecked corporate power and a new era of fuller political
participation, including voter registration and the inclusion of
third-party candidates in national debates. And in response to
criticism that the presidential candidate doesn't pay attention to
issues of race, gender and gay rights, Nader and company talked
all night about social justice.

The young audience of 15,000 was made to feel as if their political
interests were being addressed for the first time. With its suggested
minimum admission of $20 and a slate of rock stars and celebrities,
"Nader Rocks" recognized the kids in the crowd for what they were:
idealistic and politically savvy. There was no Clintonesque
declaration of the superiority of boxers over briefs. Rather, MC
Phil Donahue grabbed the mic and hammered away at "third-rail"
issues left untouched by the mainstream candidatespublic finance,
single-payer health care, the war on drugs, capital punishment,
labor unions.

Green party senate candidate Mark Dunau urged the audience to fight
back against the "fist of tyranny" behind drug testing, racial
profiling, and the mushrooming prison-industrial complex.

Filmmaker Michael Moore spoke on "lesser evilism"-the notion that
people should back Democrat Al Gore because he's not quite as bad
as the GOP's George W. Bush. "To the young people out there, if
you don't vote your conscience, when will you start?" Moore said.
"If you vote for the lesser of two evils, you still wind up with
evil."

Actress Susan Sarandon spoke about voter apathy. "Kids aren't voting
because there's no one to vote for," she said.

The evening was rounded out by musical performances by Ani DiFranco,
Ben Harper, Patti Smith, Eddie Vedder, and Company Flow.

Defying the image of the youth movement as long on gripes and short
on attention spans, the arena was packed to the rafters for Nader's
hour-long speech, even after Eddie Vedder's short acoustic set.

The overwhelmingly young, white, and educated crowd was held rapt
by speeches on such diverse issues as racial profiling, genetically
modified foods, and environmental racism. According to Nader, all
of these ills boil down to one single factor-the corporate hijacking
of democracy. And answering critics on the oft-divided left, he
made explicit that this corporate rule directly harms those most
excluded from the political process, including immigrants, people
of color, and the poor. Nader brought the crowd to its feet with
what has become a signal theme of his campaign:

"Freedom is participation in power."

In an election year when the debate has been limited to a love-in
between a compassionate conservative and a pragmatic liberal,
Nader's candidacy offered this urban crowd a reason to care.

WEST NILE VIRUS, Part 1

West Nile virus (WNV), a disease previously unknown in the
Western Hemisphere, appeared in New York City last year and has
now spread to animal populations in six other states. Some
municipal officials have responded to the disease by spraying
entire neighborhoods with pesticides intended to kill
mosquitoes. West Nile Virus can cause serious illness and death
in some cases, but spraying pesticides to kill mosquitoes is not
a good solution. Spraying exposes large numbers of people to
toxins with both short- and long-term health effects, and
studies suggest it is unlikely to be effective.

Transmitted by mosquitoes, WNV primarily attacks birds but can
also infect humans and other animals. Most infections with WNV
go unnoticed or feel like an ordinary flu, but some cases lead
to encephalitis (inflammation of the brain) or meningitis
(inflammation of the membranes surrounding the brain and spinal
cord) and can be fatal. The elderly and individuals with
compromised immune systems may be particularly vulnerable to
serious illness resulting from the virus.

In 2000, WNV has reappeared in New York City, and infected birds
have been found in upstate New York as well as New Jersey,
Massachusetts, Rhode Island, New Hampshire, Connecticut, and
Maryland.[1] In the 1999 outbreak, sixty-two people became
seriously ill and seven died. The individuals who died of the
virus ranged from 68 to 87 years of age.[2] Of the fifty-five
individuals in New York City who survived severe cases of the
virus, some continue to suffer neurological problems a year
later.[3]

As of October 7, a total of 17 human cases of WNV had been
detected this year, 3 in New Jersey and 14 in New York.[4] One
individual, an 82-year-old man in New Jersey, has died of the
virus this year.[5] Recent outbreaks have occurred in other
countries as well; in Israel, over 120 people have shown
symptoms of WNV infection this year and 10 have died.[6]

In a study conducted last summer, researchers tested blood from
677 randomly selected individuals in a 4-square-mile area around
the focal point of the outbreak in Queens, N.Y. Of these 677, 19
showed evidence of having been infected with West Nile virus.
Based on these results, the researchers estimated that 2.6% of
the individuals in the area studied were infected with the
virus. About a fifth of these exposed individuals had
experienced symptoms attributable to the virus. This study
supports the view that most individuals infected with the virus
never develop noticeable symptoms.[7] The Centers for Disease
Control (CDC) estimates that the case-mortality rate for WNV
(the proportion of individuals showing symptoms who die of the
disease) is three to fifteen percent, with the fifteen percent
figure applying to the elderly.[8]

Mosquitoes begin life as eggs laid in stagnant water; later they
change into water-dwelling larvae, then pupae, and finally
adults. Thus they can be controlled by several means -- by
minimizing standing water, by maintaining populations of egg- or
larva-eating fish, or by applying chemicals that kill either
larvae or adults.

New York City responded to the appearance of the virus last year
by spraying the organophosphate insecticide malathion from
trucks and helicopters to kill adult mosquitoes.

Sometimes we are told-or obliquely warned- about the future, even in the
media. An article in the Santa Rosa Press Democrat on Saturday, August 13,
1994, is such a case in point. The article, entitled "Federal Budget Experts
Find Entitlements Drying Up Well," is very telling if one has even a
rudimentary understanding of economic reality, an ear for discerning
doublespeak, and can read between the lines.

Senator Kerrey (formerly Governor) of Nebraska, it seems, has been for some
time the co-chairman of a blue-ribbon Senate Sub-Committee of "32 budget
experts" who have been agonizing and studying and debating (presumably
amongst themselves) about this problem of the budget for months now. "In
chilling detail, they left no doubt that unless Washington limits social
benefits-especially for health care-the government is headed straight toward
bankruptcy." That is a very interesting statement in light of the fact that
the U.S. government has been bankrupt for the better part of six decades now,
having gone into receivership to the international bankers back in 1938, a
fact which is known to every superior court and circuit court judge across
the length and breadth of the United States; a fact also which most of them
will rigorously deny and which only slipped out of one of them in an
unguarded moment.

So far, the bonded indebtedness or "bankruptcy" of the U.S. government has
not prevented it from levying all manner of taxes on the masses and
functioning, or allowing the IRS to function-fairly efficiently in this one
respect, at least-to channel money from the working- and middle-classes to
the elite circles who own the "preferred" stock in the right banks, in
service on the interest "due" on the national debt.

Keynesian economics and deficit-financing have allowed the U.S. government to
function very well indeed over the last sixty years, even while the national
debt increased from 13 billion-where it stood in 1933-to the more than 5
trillion dollars that it is today. We must always remember, and try to
comprehend, that this almost incomprehensible sum of 5 trillion dollars of
spent and dead money, which seems like a black hole in space to us, is a
mountain of gold in the form of interest-bearing securities to the
bond-holding classes, who collect their semi-annual, tax-exempt dividends on
this enormous sum. The article continues:

Among the most eye-catching findings: ·The Social Security Trust Fund is on
track to go bankrupt in 2029. ·The Medicare Trust Fund will go bankrupt in
2001. ·Spending on social "entitlements," especially health benefit programs,
combined with interest on the national debt, is growing so fast that together
they will consume all federal tax revenues by 2012. . .

These dates may be accurate; on the other hand the well may go dry even
sooner. And what shall happen then is a question we should all consider. In
the meantime, this specter of the government "going bankrupt" is being used
as a bogeyman to scare, or persuade, the masses to accept the new austerity
measures that are being imposed top down on the American people in much the
same manner that the International Monetary Fund imposes austerity conditions
on any Third World country. Actually, going into bankruptcy might not be such
a bad thing to happen to the government, were it to do it lawfully, the way
any individual or family would. If the U.S. government were to file a Chapter
7 bankruptcy, liquidating all of the real estate and movables yet owned by
Uncle Sam, we, the people, could then witness who the real creditors are when
they come in like carrion crows to feast on the corpse.

It could also be convincingly argued in a court of law, in the context of
bankruptcy proceedings, that the national debt itself is a fraudulent entity
because it was incurred by fraud, and fraud has tainted every aspect of its
progress and accumulation from 1791, when Hamilton funded the near-worthless
revolutionary war bonds, through the National Bank Act of 1863, and the
Federal Reserve Act of 1913, until the present.

The ruling classes do not want the United States to actually file bankruptcy.
It functions quite well as an engine of neo-feudal tax-collection as it
stands. Why kill the goose that lays the golden eggs? They merely mean to
startle us by the threat of bankruptcy into accepting less-less
"entitlements" in the future and no health care, and the reversal of all the
token socialism left over from the New Deal. You will note that the article
lumps social "entitlements" (as if anyone could be so brazen as to think they
were "entitled" to anything from the government) together with the interest
on the national debt and states that "together they will consume all federal
tax revenues by 2013." Actually, the interest on the national debt is much
larger and is growing faster than the "entitlements" (spending on social

The "big five" prime banks of wall street, the owners of the "Class A" stock
of the NewYork Federal Reserve Bank, are: Chase-Manhattan, Citibank, Guaranty
Trust, Chemical/Manufacturers-Hannover, and Bankers' Trust. The Class A stock
of the Federal Reserve has not been sold or traded on the open market since
it was hermetically sealed from the public at the end of the summer of 1914.
It is the exclusive property of Wall Street and European prime banks, whose
major stockholders are the trans-Atlantic Ruling Class. This pattern holds
true of Central Banks throughout the nations of the advanced capitalist
sector. The Big Five have interlocking directorates with the "Seven Sisters,"
the Anglo-Dutch-American oil cartels: Exxon, BP (British Petroleum),
Dutch-Royal Shell, Texaco, Mobil, Gulf, and Socal.

Several of these trans-Atlantic money and commodity cartels financed
Mussolini and Hitler and actively maintained their connections with the Reich
throughout World War II. They were also all actively involved in Stalin's
Russia by the beginning of the first Five Year Plan in 1928. None of this is
really secret-anyone can discover the facts by doing a little research. Nor
should it be considered a "conspiracy" (either by those who promote or deny
the essential facts of the matter)-bankers and businessmen have been "trading
with the enemy" for centuries. It is just one more example of "the wise
investment policy" of cartels like J.P. Morgan and Co. and Standard Oil of
New Jersey.

THE SEAT OF FIRST WORLD FINANCE Capital is Basel, Switzerland, where the
Central Banks of the Group of Seven (G-7) form the directorate of the Bank
for International Settlements (BIS). The G-7 include Britain, France,
Germany, Italy, Canada, the U.S., and Japan. The G-7 are called the "Hard
Currency Countries" because their Central banks, corporations privately owned
by the Prime Banks of these nations, have acquired most of the mined, milled,
and ingotted gold of the world. Approximately 80 percent of this is in the
vaults of Credit Suisse, under the Berghoff, the airport in Zurich. A
somewhat larger formation, called the G-10, includes Belgium, Holland, and
Sweden.

THE U.S. HAS BECOME THE GREATEST debtor nation on earth because the Prime
Banks of the other nations of the G-10 (especially Britain, Holland, and
Japan) have purchased the U.S. government debt in the form of semi-annual and
tax-exempt U.S. Treasury Securities through the operations of the Federal
Open Market Committee, the Fed's window on Wall Street.

Of these U.S. Treasury Securities, 95% have been floated since the end of
World War II to finance the Cold War against the "Evil Empire." Now Communism
has been deflated as an enemy; nativist fascist movements are being pumped up
all around the globe and the aggregate Debt is approaching the net worth of
all the real estate and movables on the planet. Now, also, the U.S. and
Russia arejoining their military and space programs, the U.S. is becoming by
degrees a full-blown totalitarian state, and the bankers are beginning to
foreclose upon the bankrupted minions and dupes within their new global
condominium.

THE BANK FOR INTERNATIONAL Settlements (BIS), the "first Beast," founded in
1930, was the first entity to be called a "World Bank." Monetarist,
gold-based, it functions as a clearinghouse for the balance of payments
between nations. It operated throughout WW II as an interlocking directorate
and a clearinghouse for joint Allied and Axis high finance. The World
Bank/International Monetary Fund (IMF), the "Second Beast," was founded in
1946, after being drafted at Bretton Woods, New Hampshire, during the war in
1944. The IMF functions as the collection agency for the World Bank, much as
the IRS functions as the collection agency for the Federal Reserve Bank. The
Wall Street branch of the Federal Reserve is the "fiscal agent" for the IMF
in the USA. The capital pool of the IMF consists of the Prime Banks of the
First World, which interlock with the First World (G-7) military-industrial
complexes and the oil conglomerates.

THE IMF FUNCTIONS, under the aegis of the United Nations, as a Keynesian
paper credit-mill, extending credit in the form of Special Drawing Rights
(SDRs) to the Second and Third World debtor nations, requiring that they
purchase specified amounts of the currency of the G-7 nations, imposing
"austerity terms" upon their internal economies, and looting them by means of
"repayment schedules" of their natural resources and minerals. These are
channeled through the General Agreement on Tariffs and Trade (GATT) to the
multinational cartels, also headquartered in Geneva, Switzerland.

WITH THE IMPLEMENTATION of NAFTA and the Uruguay Round of GATT, the real
wages of blue and white collar workers in the U.S. will be leveled in time to

 PARIS (AFP) - There was growing unease in
 France Monday about the risks of mad cow disease
 after the revelation that a thousand tonnes of
 potentially contaminated meat had been put on the
 market earlier his month.

 The news coincided with the announcement of more
 cases of Bovine Spongiform Encephalopathy (BSE)
 in the French herd, confirming a sharp upward trend
 detected since the start of the year.

 The latest case was discovered in a herd of cattle in
 the Loire department and brought to 73 the number
 of affected animals found since January -- almost
 the same figure as for the entire period since the
 disease first appeared in 1991.

 The public was also sharply reminded of the
 continuing dangers of the disease -- and its human
 version Creutzfeldt-Jacob disease -- by a decision
 two weeks ago to ban the use of bovine intestines
 in sausage production because of fears they could
 carry the infection.

 And last week it was reported that fraud inspectors
 were continuing to tolerate very low levels of
 banned animal meal -- considered the most
 probable vector for the disease -- within foodstuffs
 given to cattle.

 The supermarket chain Carrefour was operating a
 telephone hotline Monday to reassure anxious
 customers who bought the high-risk beef from 39 of
 its stores mainly in northern France.

 The company said it would be a civil plaintiff in the
 criminal prosecution being launched against
 cattle-dealer Claude Demeulenaere who is
 suspected of trying to hide a cow with BSE within a
 healthy herd which he was sending to slaughter.

 Veterinary officials at the abattoir in Normandy,
 western France, spotted the sick animal, which was
 separated from the rest of the cattle, but it was then
 revealed that 13 other animals from the cow's
 original herd had already been sold to Carrefour.

 In France, all cattle from a stricken cow's herd are
 automatically slaughtered because of fears they
 could also be infected.

 Over the week-end Carrefour withdrew all meat
 recently produced by the abattoir from supermarket
 shelves and issued an urgent appeal for customers
 to return meat already bought.

 Veterinary officials sought to calm the public
 Monday, pointing out that none of the other animals
 from the herd showed symptoms of BSE, and that
 officials at the abattoir had shown their
 effectiveness by spotting the sick cow.

 But Jeanne Brugere-Picoux, cattle specialist at the
 Alfort Veterinary School in Paris, said that fraud and
 the difficulty of diagnosing BSE meant that
 inevitably some infected cattle were entering the
 food-chain.

 "If a farmer is so minded, and he's quick enough,
 then if he spots the very first signs of BSE, he can
 send it to the abattoir without anyone noticing," she
 said.

 She called for spot checks at slaughter-houses to
 discourage unscrupulous cattle-dealers.

 what may happen if the Bush ticket wins in two

 an August 2, 2000 report by the Center for Public
 Integrity (CPI) at www.public-i.org, suggests that
 drug money has played a role in the successes
 achieved by Halliburton under Cheney's tenure as
 CEO from 1995 to 2000. This is especially true for
 Halliburton's most famous subsidiary, heavy
 construction and oil giant, Brown and Root. A
 deeper look into history reveals that Brown and
 Root's past as well as the past of Dick Cheney
 himself, connect to the international drug trade on
 more than one occasion and in more than one way.

 This June the lead Washington, D.C. attorney for a
 major Russian oil company connected in law
 enforcement reports to heroin smuggling and also a
 beneficiary of US backed loans to pay for Brown
 and Root contracts in Russia, held a $2.2 million
 fund raiser to fill the already bulging coffers of
 presidential candidate George W. Bush. This is not
 the first time that Brown and Root has been
 connected to drugs and the fact is that this "poster
 child" of American industry may also be a key player
 in Wall Street's efforts to maintain domination of the
 half trillion dollar a year global drug trade and its
 profits. And Dick Cheney, who has also come closer
 to drugs than most suspect, and who is also
 Halliburton's largest individual shareholder ($45.5
 million), has a vested interest in seeing to it that
 Brown and Root's successes continue.

 Of all American companies dealing directly with the
 U.S. military and providing cover for CIA operations
 few firms can match the global presence of this
 giant construction powerhouse which employs
 20,000 people in more than 100 countries. Through
 its sister companies or joint ventures, Brown and
 Root can build offshore oil rigs, drill wells, construct
 and operate everything from harbors to pipelines to
 highways to nuclear reactors. It can train and arm
 security forces and it can now also feed, supply and
 house armies. One key beacon of Brown and Root's
 overwhelming appeal to agencies like the CIA is
 that, from its own corporate web page, it proudly
 announces that it has received the contract to
 dismantle aging Russian nuclear tipped ICBMs in
 their silos.

 Furthermore, the relationships between key
 institutions, players and the Bushes themselves
 suggest that under a George "W" administration the
 Bush family and its allies may well be able, using
 Brown and Root as the operational interface, to
 control the drug trade all the way from Medellin to
 Moscow.

Normally all monies from vending machines are to go into the General
Fund...nobody challenges this, but take a good look at some of this
kids drinking a lot of pop and some even beer - some have pepsi bellies,
and others have beer bellies.

Junk Fund and Pepsi - without discretion and swilling a lot of beer,
well that adds at last 1,000,000,000 tons of lard today on some
Americans.

I imagine being fat would not be fun and I am not talkig about
pleasingly plump - I am referring to kids - look at Government run city
buses selling poliitical advertising - which isn't that bad, but where
does the money go here?

If someone ones to die from junk food, go to a good bakery and do it
right if one must over=-indulge...might cost more, but then why do you
think they call it junk food?

Kids need good health fruit and vegetable juices and decent food in
schools..This is corruption moving into our schools for these are

I would like to see Pepsi and this stuff voted out of our schools, and f
the Governor will not do anthing- dump the school boards - especially

Secrecy 'could clear Palestinians of Embassy bombing'

The Crown Prosecution Service and the Home Office have been accused of
wrongly throwing a blanket of secrecy over information which could clear two
Palestinians of the 1994 car bombing of London's Israeli Embassy.
Six years after the blast, no-one is any the wiser as to which terrorist
organisation was behind it - or even the type of explosive used, the Court
of Appeal heard.
Michael Mansfield QC, for Jawad Botmeh, 31, and Samar Alami, 33, said
revelations by former MI5 officer David Shayler since their trial had
triggered requests by their lawyers for answers to the many questions raised
by the case.
But Home Secretary Jack Straw signed "public interest immunity" (pii)
certificates, in the interests of national security, effectively banning any
such disclosures.
"Since the convictions, the appellants and their representatives have been
provided with no more material at all," Mr Mansfield told Lord Justice Rose,
Mr Justice Hooper and Mr Justice Goldring.
Botmeh, a businessman, and banker's daughter Alami, both British residents,
were jailed for 20 years in December 1996 for conspiracy to cause explosions
in the UK. The pair, graduates from English universities, were convicted on
the basis that they were part of a UK-based extremist terrorist cell which
planned to sabotage the Middle East peace process.
Two massive car bombs rocked the Israeli embassy in Kensington Palace
Gardens and the offices of a Jewish charity in north London. No-one was
killed.
The two admitted experimenting in an amateurish way with a certain type of
explosive in order to provide technical information for the protection of
their home communities in Palestine. But they denied involvement in the
bombings - which they said were counter-productive - or any terrorist
organisation.
They have been granted leave to appeal on the grounds that information
covered by the pii certificates could have affected the outcome of the
trial. Their lawyers claim that the non-disclosure breached the Human Rights
Act and Article 6 of the European Human Rights Convention entitling everyone
to a fair trial.
Mr Shayler has claimed that MI5 was warned in advance that an attack on the
embassy was imminent, but the information was shelved and nothing was done.
He also referred to suspicions that the Israelis themselves carried out the
bombings to provoke the UK into tightening its security.
Defence lawyers argue that Shayler's claims are the tip of the iceberg of
possibly valuable information which ought to be disclosed in the interests
of justice.

LOS ANGELES ­­ Three people were arrested and rubber bullets were fired
when hundreds of black-clad marchers protesting police brutality clashed
with police officers.

Protesters who rallied at police headquarters Sunday said officers fired at
them as they attempted to walk around Parker Center before beginning the
rally.

Police Capt. Jim Rubert said the conflict began after about 700 protesters
gathered outside the designated rally site. Officers fired rubber bullets
when protesters threw gallon-sized jars and broken glass at them, he said.

Officer Don Cox said police arrested three people for investigation of
assaulting an officer with a deadly weapon. Several protesters showed
reporters welts left by rubber bullets, but Cox said no injuries were
reported.

More than 200 police officers ­ some in riot gear, some on horseback ­
later surrounded about 1,500 people who shouted at them and raised their
fists while listening to speakers whose loved ones were killed or injured
in police conflicts.

"You all are the worst police force in the U.S. history. You all have
disgraced this country," said Brian Smith, who said his brother Danny Ray
Smith died of asphyxiation in police custody two years ago.

Alleged corruption at LAPD's Rampart station was a key topic at the
demonstration, part of a national protest scheduled for more than 50
cities. But speakers also criticized out-of-town police actions, including
the New York City police shooting of Amadou Diallo, and the Pennsylvania
death-penalty case of Mumia Abu-Jamal.

GENEVA (AP) _ Stress related to jobs and the loss of them is an
increasingly recognized problem as globalization threatens job
security and makes ever-growing demands to improve results,
according to a United Nations study released Tuesday.

One in 10 adults in the United States suffers from a depressive
disorder every year, a problem that ``significantly impacts the
bottom line'' of business, the International Labor Organization
study said.

Treatment of depression is estimated to cost the country between
dlrs 30 billion and dlrs 44 billion annually, while the problem
accounts for some 200 million lost work days.

``The incidence of mental health problems and the costs related
to them have risen during the past decade,'' said the 235-page
report, titled ``Mental Health in the Workplace'' and comprising
separate studies on the United States, Britain, Germany, Finland
and Poland.

Although the studies gave no overall comparison to back up its
assertion that the percentage of affected workers is growing, they

ADEN, Yemen — A man sought in the bombing of the USS Cole
regularly visited a tiny hilltop apartment with an excellent view
of the harbor where the U.S. warship stopped to refuel, security
officials said Monday. A pair of binoculars was found at the
apartment.

The bearded and bespectacled man and a colleague also spent a lot
of time with local fishermen, questioning them in detail about
the comings and goings of ships in the harbor and asking how far
fishing boats are allowed to go into its waters.

Those details from witnesses and investigators helped fill in
gaps about the men’s activities before the Oct. 12 bombing that
killed 17 U.S. sailors and injured 39 aboard the Norfolk,
Va.-based ship, but investigators appeared no closer to
determining their identities.

U.S. officials believe the blast was a suicide attack. Two men
were seen standing on a rubber boat seconds before the explosion.

Yemeni President Ali Abdullah Saleh has said a 12-year-old boy
told investigators a bearded man in glasses gave him change to
watch his car near the port on the day of the bombing. The boy,
according to Saleh, said the man went to sea in a small boat
taken from the roof of his car and did not return.

A senior U.S. official government official, who spoke on
condition of anonymity, said Monday in Aden that the probe
continued to expand. The official said it was too early to reach
a conclusion, although it was clear the act was something that
had been planned in advance.

Authorities have been searching at least five houses and other
locations they believe the attackers used. At least 68 people,
including members of the army and police, have been rounded up by
Yemeni authorities in connection with the blast.

Yemeni officials said the hilltop apartment in the Tawahi
neighborhood was used as a reconnaissance base. Along with the
binoculars, they said Islamic publications were found in the
apartment in a two-story brown building overlooking the sea.

The lease was in the name of Abdullah Ahmed Khaled al-Musawah,
said the officials, who also spoke on condition they not be
named.

A fake ID card in that name apparently was issued to one of the
two men.

They said they were working on the assumption experts put
together the bomb and then fled the country.

Witnesses said the bearded man was sometimes joined by other men
at the hilltop apartment. They kept to themselves and kept
interaction with their neighbors to curt greetings as they headed
to a mosque for Friday prayers, some witnesses said.

Others, however, reported that the two suspects were quite
garrulous with the fishermen and had introduced themselves as
investors.

Authorities believe another house was the suspects’ main
residence, and witnesses said cars with various Persian Gulf
license plates were sometimes seen parked there.

U.S. officials have said a great deal of physical evidence had
been moved from locations under investigation. The officials said

NSA's warning arrived too late to save the Cole; Tardy
transmission at fault

The National Security Agency issued a top-secret intelligence
report on the day the destroyer USS Cole was bombed, warning that
terrorists were planning an attack in the region, The Washington
Times has learned.

The warning was not received until after the ship was attacked.
Intelligence officials say this raises questions about whether
the military could have taken steps to prevent the attack if the
alert had been received earlier.

Despite worldwide instantaneous communications, the agency
usually requires 24 to 48 hours to gather, translate and
disseminate the highly classified reports. The information
contained in the report could have been known before the attack,
the officials said.

The final report was not distributed until several hours after
the bombing, which took place in the early morning hours of Oct.
12, Washington time. The blast killed 17 sailors and wounded 39,
and ripped a 40-foot hole in the hull of the Cole.

The NSA warning stated that terrorists, whom intelligence
officials did not identify, were involved in ``operational
planning'' for an attack on U.S. or Israeli personnel or property
in the Middle East.

One official said the warning was specific to an attack in Yemen,
but other officials said it was more general and referred to the
Persian Gulf region. U.S. intelligence and military officials
said the warning was not disseminated soon enough and was not
reported on the U.S. intelligence community's worldwide computer
network called Intellink, the most widely used intelligence
reporting channel.

``There was nothing in the normal intelligence reporting on
this,'' said one official. NSA reports normally are not widely
disseminated within government because of their sensitivity. The
system for reporting terrorist threat alerts is carried out
through separate reporting channels.

NSA reports are sent to the CIA, Defense Intelligence Agency,
State Department intelligence and the intelligence arms of the
military services for inclusion in their reporting. Those reports
then are made available to the policy-makers and military
commanders.

The NSA reported that members of the group were tracked to Dubai
and Beirut as part of planning for the terrorist operation, said
officials familiar with the report who spoke on condition of
anonymity.

The Pentagon, meanwhile, announced yesterday that it had received
a ``specific threat'' of attack in the past 48 hours that
prompted commanders to order U.S. forces in Qatar and Bahrain to
go to their highest state of alert.

``Given the circumstances, the recent attack on the Cole and the
generally higher level of threat throughout that region, we
thought it was simply the prudent thing to do, to go to that
higher threat condition in those two specific areas,'' Pentagon
spokesman Rear Adm. Craig Quigley told reporters. About 1,100
military personnel are posted in Bahrain where the Fifth Fleet
has a headquarters. About 50 troops are in Qatar to manage a
stockpile of war material that could be called on for a regional
conflict.

The issue of specific warnings and the Pentagon's handling of the
Cole incident will be discussed during a House Armed Services
Committee hearing set for today. Defense Intelligence Agency
Director Rear Adm. Thomas Wilson is scheduled to testify.

The terrorist organization identified in the NSA report was
described by the officials as ``a known group,'' but was not
identified.

Suspects for the attack have been identified by U.S. officials as
terrorists linked to Saudi expatriate Osama bin Laden and an
associated group, Egyptian Islamic Jihad. In examining
intelligence reports leading up to the bombing, intelligence
officials uncovered several key indicators but no solid
information about the specific attack.

The officials said that in addition to the NSA report, two other
pieces of intelligence are being investigated:

{{}bullet}{nl}A Yemeni national was invited on board one of two
U.S. Navy destroyers that docked in Aden in August. The Yemeni
was invited to a meal in an officers' stateroom but insisted on
eating on the mess deck _ the same area that was hit on the
Cole's midsection as sailors were eating a meal.

Intelligence officials suspect the Yemeni could have been
conducting surveillance of the ship.

On previous Navy ship visits to Aden, no visitors were on the
shoreline. However, when the Cole arrived in port, its docks were
lined with people, an indicator that local residents may have
anticipated some type of attack. Spokesman for the CIA, NSA and
the Pentagon declined to comment on the NSA report, citing a
policy of not commenting on intelligence.

An intelligence official said that ``if such a threat report
existed, you can be sure that it was disseminated widely and
certainly shared with the military.''

I don't believe they gave the names of any of the children involved, therefore their 
privacy isn't affected. Bear in mind that these children are now adults.

As far as gratuitous details, I think the seriuousness of the allegations requires 
them. There are different levels of child abuse etc. While most of us think it is 
ridiculous if a teacher is prosecuted for, say, innocently swiping a child for 
misbehaving or in a moment of frustration using bad language in front of children, the 
law (and some members of society) disagree. It wasn't that many years ago when a child 
could be called up in fron of the class, made to drop his or her pants and whipped or 
beaten on their behind. If you did this now, it would be clearly illegal (here at any 
rate). The actions this man is accused of are much more serious than the (still 
despicable) crimes such as sexually touching or engaging in cunnilingus on a student 
in private, which are more common.

For example, a married young couple here in Canada kidnapped,
raped and tortured to death two young schoolgirls (aged 14) and
videotaped their acts.  When the case came to court, the judge ordered
that only himself, the jury, the lawyers, and the accused could view the
tapes.  Different news organizations petitioned to see the tapes but the
judge refused their request, and ordered the tapes permanently sealed
after the trial.  Now, was the judge right?  I think so.  I don't see
how the interests of justice could have been further served by these
tapes entering the public domaine in the name of "news".


Maybe they turned into reptiles and ate the children?

the saga of Long-Term Capital Management could well emerge as the
quintessential story. Roger Lowenstein's When Genius Failed is likely to be a
classical primary authority.

Lowenstein is a deeply professional writer, who reduces the arcane complexities
of derivative dealings to lucid prose, and focuses on the crucial components in
a confusing complex story. He brings the icy precision of the   battlefield
surgeon to the deafening chaos of Wall Street conflict. His chilling
assessments of such phenomena as the appalling Larry Hillibrand, perhaps the
key force at LTCM, a strangely-diminished Alan Greenspan, and the sinister
force of Goldman Sachs, are likely to prove definitive.

As a member of the Frank Veneroso/Le Métropole Café circle, and consequently
feeling in possession of some first-hand knowledge of  the LTCM smash, I found
this book stimulating and informative. So also would others with professional
involvement. This is not a book to be ignored.

Bush-Rice Plan Identifies U.S. Interests

 Foreign policy finally has emerged as a campaign issue, sparked by the
proposal advanced last Friday by Texas Gov. George W. Bush's top national
security advisor, Condoleezza Rice. Rice stated that one of the first
priorities of a Bush administration would be to have the Western Europeans
assume full responsibility for NATO's peacekeeping in the Balkans. Predictably,
the Bush-Rice plan was denounced by Vice President Al Gore, and other senior
administration officials, as both reckless and proof that Bush is too
inexperienced to be entrusted with the presidency.
 Stepping back from exaggerated, partisan criticism, the proposal, which
aims at a new "division of labor" within the North Atlantic Treaty
Organization, has considerable merit. Explaining the plan's logic, Rice stated:
"This comes down to function. Carrying out civil administration and police
functions is simply going to degrade the American capability to do the things
America has to do" in regions outside Europe where the U.S. has vital security
interests.
 At one level, the Bush-Rice plan can be seen as just another chapter in
the 50-year saga of NATO debates about "burden sharing." Yet, these repeated
calls for Western Europe to do more, so the U.S. can do less--for a more
rational trans-Atlantic strategic division of labor--are the proverbial tip of
the iceberg, beneath which lurk fundamental questions about the following: the
often divergent geopolitical interests of the U.S. and its European allies; the
proper scope and extent of NATO's role; and how the risks of defending the
alliance's members from external threat should be shared.
 The plan reflects an important truth: Western Europe does have the ability
to perform the Balkan peacekeeping mission without American assistance.
Moreover, the European Defense and Security Policy (EDSP)--the European Union's
foreign policy and security counterpart to its political and economic
integration--has the even more ambitious goal of investing Western Europe with
the military capability to deal on its own with post-Cold War security threats.

 Though professing to welcome EDSP as an instrument to attain a fairer
distribution of the alliance's burdens, the Clinton administration regards this
West European initiative as a threat to NATO's existence, and has warned the EU
strongly that EDSP should not be used to promote a truly independent Western
Europe. The administration's stance reflects Washington's similar long-standing
ambivalence about Europe.
 This fear is not without foundation. In 1965, Henry A. Kissinger, then a
Harvard professor, observed that if Western Europe ever achieved political and
economic unity and strategic self-sufficiency, it would be for the purpose of
advancing its own interests, not America's. While this is true, there is
nonetheless a powerful argument that, in the long run, trans-Atlantic relations
would be healthier and more stable if based on Western Europe's independence
from, rather than dependence on, the U.S.
 If implemented, the Bush-Rice plan, which implicitly is linked to EDSP's
success, would transform the trans-Atlantic relationship--and NATO--in
important ways. The weight of history supports the plan. The Atlantic
alliance's original architects, for example, never intended that the U.S. would
be responsible for Europe's security in perpetuity. For them, the alliance was
intended as a temporary shield to allow Western Europe to recover from World
War II, at which point Western Europe would resume the full responsibility for
managing its own security affairs.
 Ten years after the Cold War's end, a rethinking of the U.S. role in NATO
is long overdue. Historically, America's only strategic concern in Europe was
to prevent a single power from dominating the Continent's resources and using
them to threaten the U.S. With the Soviet Union's collapse, this specter of a
European hegemony has disappeared. The Continent's post-Cold War security
concerns are quite different: nasty but small-scale conflicts such as those in
Bosnia and Kosovo. Such conflicts do affect Western Europe's interests, but are
peripheral to America's strategic concerns, which increasingly are centered on
East Asia and the Persian Gulf.
 The fact is that although Western Europe remains important to the U.S., it
is much less so geopolitically and economically than it was during the Cold
War. At the same time, other regions correspondingly have become more salient.
Beneath official declarations of harmony, U.S.-West European relations have
been fraying for some time. Western Europe and the U.S. are locked in a bitter
economic rivalry, and their political interests often clash. The bonds of trans-
Atlantic solidarity are vanishing as the Cold War ge
