A former Israeli politician who provided intelligence for the
U.S. Central Intelligence Agency cannot use the courts to enforce
promises of pension, health benefits and automatic American
citizenship made by the espionage agency, an Eastern District has
ruled.

Under a 125-year-old precedent, U.S. District Judge I. Leo
Glasser said, secret information agreements to which a United
States government agency is a party cannot be enforced in the
courts for public policy reasons. Judge Glasser explained that
the need for confidentiality in the exchange of secret
information justifies a broad exclusion of these cases from the
courts.

In Kielczynski v. United States Central Intelligence Agency, 00
CV 539, the plaintiff, who had been a politician in the
conservative Likud Party, said he was entitled to a stay of
deportation proceedings based on a guarantee made by the CIA when
he agreed to work as a spy for the United States. Andrzej
Kielczynski, who also used the name Joseph Barak, also said that
he was entitled to a monthly payment for his retirement and
health benefits, claiming that he suffered the onset of diabetes
as the result of stress induced by his work for the CIA.

Mr. Kielczynski said that he provided intelligence to the U.S.
government from 1985 through 1991, including information on the
espionage activities of Jonathan Pollard, a U.S. citizen who
spied for Israel. He also said he provided information on the
placement of Israeli nuclear weapons and the Israeli government's
use of financial aid sent by the United States.

The agency, Mr. Kielczynski alleged, reneged on the agreements it
made in 1985 when it recruited him. In 1991, when he became too
ill to work anymore, he said that he was coerced into signing a
document recognizing that he was paid $50,000 for the treatment
of his disease.

Furthermore, in 1998, when the plaintiff sought political asylum
in the United States, he was placed in deportation proceedings.


Dismissal Sought

The federal government asked Judge Glasser to dismiss the lawsuit
on the pleadings, arguing that the secrecy required in the work
of the CIA precluded any breach of contract lawsuit.

Generally, when the federal government enters into a contract
with a private individual, it waives its sovereign immunity and
can be sued for breach of the agreement.

But under Totten v. United States, 92 U.S. 105 (1875), Mr.
Kielczynski's action is barred because its litigation could
jeopardize confidential information.

Moreover, the plaintiff has made no allegations of
unconstitutional action or deprivation of due process by the CIA
in its alleged termination of the contract, Judge Glasser said.

The court, in dicta, said that the Totten doctrine may be unfair
or outdated. But there is no question that it applies in Mr.
Kielczynski's case, Judge Glasser said.

"As sympathetic as the court may be for this class of persons
[foreign nationals who are former spies] who, as a result of
Totten, are left with no way of enforcing the CIA's purported
guarantees of financial and personal security," Judge Glasser
wrote, "the fact remains that Totten is binding law."

The court added that Mr. Kielczynski cannot take the position
that an unlawful termination of a contract is the same as
deprivation of a property right without due process.

When alleged due process rights "are alleged to emerge directly
from a contract, the consideration of which is foreclosed by
law," the case must be dismissed, the court concluded.

Mr. Kielczynski's attorney was Janusz Andrzejewski of Manhattan.
Assistant U.S. Attorney Sandra L. Levy handled the case for the
federal government.

The  15,000-Year Mistake


The ancient city of Tiwanaku, high in the Bolivian Andes on the
extreme southern end of Lake Titicaca, is one of the world’s
most impressive archaeological sites. Pseudo-archaeologists
certainly agree.  With outlandish assumptions built on shaky
"science," they have made Tiwanaku a staple within their
fantastic world.

Many of today’s leading pseudo-archaeologists use Tiwanaku to
some degree in their tales of the strange and mysterious. Graham
Hancock, arguably the best known of the lot, is no exception.
Tiwanaku takes center stage in his Fingerprints of the Gods: The
Evidence of Earth’s Lost Civilization (1995).Hancock holds
Tiwanaku in great esteem because he believes it to be 17,000
years old. That’s a long way from what professional
archaeologists have documented for the royal city of the Tiwanaku
Empire: It was built sometime between 400 B.C. and A.D. 100.

How could Hancock make a 15,000-year mistake? For the answer, we
must look to Arthur Posnansky.Posnansky is a member of the
pseudo-archaeologists’ pantheon of heroes. A German by birth,
Posnansky spent much of his life in Bolivia, where he conducted
50 years of single-minded research on Tiwanaku. The book that
grew out of this research, Tihuanacu: The Cradle of American Man
(1945), is a pseudo-archaeology classic.

The question of Tiwanaku’s age troubled Posnansky, just as it
had Pedro de Cieza de León, who in 1549 was the first European
to see the ancient city. All who have since gazed upon its
terraced pyramids, sunken courtyards, and towering stone walls
have wondered: When had the ancients raised Tiwanaku?

The grandest of all the city’s monuments was the magisterial
Gateway of the Sun — a massive, square archway carved from a
single piece of stone.To "solve" the age dilemma, Posnansky
turned to archaeoastronomy, a field that, though relatively new
in the 1920s, had been anticipated in the eighteenth century by
English antiquarians who noticed that Stonehenge was aligned with
the summer solstice. Posnansky’s early twentieth-century use of
archaeoastronomy made sense because he viewed the Kalasasaya,
Tiwanaku’s large, rectangular central compound, as a South
American Stonehenge — a solar observatory located on the
astronomic meridian and a magnificent stone calendar.

Posnansky reasoned that during solstices, while standing at the
center gateway of the west wall of the Kalasasaya, the sun should
rise at the outer edges of the stone pillars that cap the north
and south ends of the opposite east wall. He considered such
astronomical precision logical since the architects of Tiwanaku
had been skilled enough to design the monumental city in the
first place. But when he measured the declination between the sun
and the pillars, he discovered that the sun was a striking 18
degrees off.

How was it possible for the venerable architects to have made
such a horrific error? The only way Posnansky could figure to
solve the riddle was to conclude that the architects of Tiwanaku
had, in fact, built the structure with complete accuracy — what
was wrong was the position of the sun. The way to discover the
true age of the Kalasasaya, therefore, was simply to calculate
when in the past the sun would have risen over the appropriate
stone pillars.

After completing a complicated set of calculations — and
salting his text with the technical jargon of astronomy —
Posnansky made a startling discovery: Tiwanaku was built in
15,000 B.C., when the sun rose directly over the corners of the
pillars. The discrepancy between the sun today and the remains of
the Kalasasaya can thus be explained by the movement of the sun
in a mathematically determined manner.

Hancock eagerly accepts Posnansky’s date, calculated in 1928 to
1930, and says in a sly aside with just a hint of conspiracy that
"not a single orthodox historian or archaeologist was prepared to
accept such an early origin" for the ancient city of Tiwanaku.

Posnansky’s calculations appear scientific and precise, but
like most pseudo-archaeology, the interpretation is a house of
cards.  Surprisingly, we learn this from Posnansky himself: "If,
at the solstices, one observes the sunrise without the aid of
instruments, it will be noted that it does indeed still come up
on the corners of these pillars." Thus, the only way his
interpretation makes sense is if we assume the architects of
Tiwanaku, working in 15,000 B.C., laid out the city with
precision surveying tools comparable to those used in the late
1920s.

Why does Hancock accept Posnansky’s interpretation with such
obvious gusto? Because he is intent on proving that a highly
advanced, though now lost, civilization built the world’s
greatest ancient monuments — from the Egyptian pyramids to
Machu Picchu. Fingerprints of the Gods is the story of his
globetrotting search to identify these mysterious people. But

Washington, D.C. - Chairman Dan Burton (R-IN) today issued the
following statement in response to former DNC Chair Beth
Dozoretz's decision to assert her Fifth Amendment rights and not
testify before the House Government Reform Committee in regard to
the Marc Rich pardon investigation:

"The Committee has just been informed that Beth Dozoretz will
exercise her Fifth Amendment rights against self incrimination,
and that she will refuse to testify on March 1, 2001. I am
extremely disappointed. She now joins Denise Rich, who has
already taken the Fifth. It is my hope that when she comes before
the Committee on Thursday, she will change her mind and answer
the Committee's questions. It is very troubling that Beth
Dozoretz and Denise Rich, both close friends of former President
Clinton who discussed the Rich pardon with him, would refuse to
testify.

"Ever since former President Clinton issued a number of
questionable pardons on January 20, 2001, he has said that the
American people will understand that, when the facts come out,
what he did was right. Unfortunately, the facts are not coming
out. It is beginning to seem that the reason people aren't
answering questions is because they are hiding something. This is
unacceptable.

"In addition to Ms. Dozoretz's and Ms. Rich's refusal to testify,
the Committee is potentially facing other stonewalling tactics
from the Clinton Library, former President Clinton and Marc Rich.

"The Committee has subpoenaed the William J. Clinton Presidential
Foundation to turn over its donor lists, and pledge lists and the
Foundation has refused to comply. Former President Clinton and
his lawyers are keeping this relevant information from the
Committee without any sound legal basis. Former President Clinton
should make these donor lists available to the Committee so that
there will be no doubt that donations to the Library had nothing
to do with the pardons.

"Last week I asked both former President Clinton and Marc Rich to
waive all privileges. Mr. Rich is hiding behind the attorney
client privilege, and has kept a significant number of documents
from the Committee. I call on him, once again, to let the
American people understand what he was doing in the months
leading up to his pardon.

"This Thursday, three former top aides to former President
Clinton will testify. I hope that they will act differently than
Mr. Rich. The former President has a chance to level with the
people, and I hope he waives his privileges and lets John
Podesta, Bruce Lindsey and Beth Nolan answer all the committee's
questions. The American people have a right to know all the
facts."

Hillary Vetoed Hubbell Pardon

Poor Web Hubbell.

His career as a lawyer was ruined when he pled guilty during the
Whitewater case.

The former assistant attorney general, Hubbell was once described
as Bill Clinton's "best friend." Hubbell was also close to deputy
White House counsel Vince Foster.

 But friendship doesn't go far with the Clintons.

Hubbell kept his mouth shut during the time he promised to fully
cooperate with prosecutors, and Independent Counsel Starr, was
forced to re-indict Hubbell.

 What did Hubbell get in return?

 Not much.

 There was speculation that Hubbell was to be on the top of
Clinton's pardon list.

Instead, Susan McDougal made it, but not Webb.

 We hear from an Arkansas insider that Mrs. Clinton was to blame.

Webb is on her most hated list, and she blames him for not
steering her clear of Whitewater matters early on.

WASHINGTON - The top two Republicans overseeing congressional
probes into Pardongate yesterday backed merging their
investigations to help convince Bill Clinton to testify.

Their comments came amid reports that Attorney General John
Ashcroft could wade into the pardon mess by appointing an
independent prosecutor.

"We ought not to duplicate. And coordinated efforts, if not a
joint hearing, I think would be advisable," said Sen. Arlen
Specter (R-Pa.) on CBS' "Face the Nation."

Specter, who is leading the Senate Judiciary Committee's
investigation into ex-President Clinton's much-criticized January
rash of pardons, was joined by Rep. Dan Burton, who runs the
House probe.

"That's something that we could look into," said Burton, an
Indiana Republican whose House Government Reform Committee is
convening a second hearing Thursday to look at the pardon mess.

A legal expert tied to one of the panels said the move would
probably make Clinton more likely to testify, since he'd have to
make only one appearance on the Hill rather than two.

Burton added that he would support tapping someone to lead a
broad, multi-state, federal investigation into Clinton's 140
last-minute probes.

"If Mr. Ashcroft chooses to appoint a special counsel to look at
this, I would welcome that," Burton said on "Fox News Sunday" -
even though Ashcroft aides say it won't happen.

Among Clinton's many pardons, absolving billionaire and accused
tax cheat Marc Rich has drawn the most criticism. Clinton defends
the move and insists that campaign contributions from Rich's
ex-wife Denise were not a factor.

This week, Vice President Dick Cheney also may be dragged into
the pardon mess. His current chief of staff, Lewis Libby, is
slated to testify Thursday. Libby is a former lawyer to Rich.

Besides Libby, three of Clinton's top White House aides will
testify: ex-Chief of Staff John Podesta, ex-counsel Beth Nolan
and ex-adviser Bruce Lindsey.

Skip Rutherford, president of the nonprofit foundation leading
efforts to raise $200 million to build a Clinton library in
Little Rock, Ark., also will testify.

Critics charge that Clinton OK'd pardons in exchange for
donations to his library. Burton's staff is poring over bank
records from Denise Rich to see if there's a link. So far,
they've been unable to convince Rutherford to cough up the full
donor list.

Burton acknowledged he's had death threats and travels with a
bodyguard.

"There have been threats, and we will just deal with them as they
occur," Burton said on Fox.

Regarding the idea of a joint House-Senate committee, several
lawmakers backed it, including Sen. John Kerry (D-Mass.), Rep.
Chris Shays (R-Conn.) and Rep. Chaka Fattah (D-Pa.)

But Sen. Chuck Hagel (R-Neb.) said the current arrangement was
better.

  From April 20-22, Quebec City has the dubious honour of hosting the 3rd
Summit of the Americas. The Summit will bring together 34 heads of state --
every head of state in the Americas except Fidel Castro. And despite
stringent security measures, including the largest police deployment in
Canadian history, a tremendous contingency of anti-globalization protesters
will be there to shake up the process.

Aside from the Summit's usual declarations on security and terrorism, human
rights and democracy, the main focus of this year's meeting will be to
finalize the proposed Free Trade Area of the Americas (FTAA) agreement.
According to Pierre Pettigrew, Canada's Trade Minister, "The FTAA is
inextricably linked to the Summit of the Americas process."

This agreement, which by its very nature will affect the everyday lives of
millions, extends the North American Free Trade Agreement (NAFTA) to the
entire Western hemisphere. It has been the subject of secretive negotiations
since the first Summit was held in Miami in 1994. Negotiators have set 2005
as the FTAA's implementation deadline.

Like NAFTA, the FTAA will submit health, education, environmental and labor
standards to the forces of the free market. There are numerous illustrations
of how such free trade agreements work in favor of corporations and against
governments and individuals. Take the case of Metalclad Corp., a Texas-based
toxic waste-disposal company, which accused the Mexican government of
violating Chapter 11 of NAFTA. The Mexican state of San Luis Potosi had
refused to allow Metalclad to re-open a waste-disposal site that was
contaminating the local water supply. In response, Metalclad sought $90
million in compensation. In August 2000, a NAFTA Tribunal ruled in favor of
Metalclad, ordering the Mexican government to pay $16.7 million in
compensation.

Meanwhile, workers have filed more than 20 labor complaints under NAFTA's
labor side agreement, almost all of them against the Mexican government
(since NAFTA does not allow complaints to be brought against corporations).
In almost every case, fundamental violations of labor law have been proven,
yet nothing concrete has been done to redress the workers' complaints.
Incidents like the recent police violence of January 2000 against striking
workers at Mexico's Kuk-Dong garment factory (whose biggest customer is
Nike) and the Duro Bag factory (whose biggest customer is Hallmark) point
out the impotence of the labor agreements. As Martha Ojeda, the director of
the Coalition for Justice in the Maquiladoras, says, "We already know that
its [NAFTA's] protections for labor rights are worthless."

Since the anti-WTO protests in Seattle, there has been a growing awareness
of neo-liberalism's failure to protect citizens' rights. To the wide
coalition of protesters that will decend on Quebec in April, the FTAA
represents another push of that same neo-liberal agenda. Not surprisingly,
Canadian authorities are well aware of the potential PR disaster the Summit
could become -- and they are doing everything they can to silence the
dissenting voices in Quebec.

Security measures being planned for the Summit are sweeping -- the largest
police deployment in Canadian history. The Royal Canadian Mounted Police
(RCMP) estimates that the overall budget for the police operation during the
three-day Summit will be well over $22 million. Over 5,000 officers from the
RCMP, provincial Surete du Quebec and local municipal forces are slated to
work during the three days, while the Surete du Quebec assures people on its
web site that if need be it will "co-ordinate and establish the necessary
liaisons with the Canadian Armed Forces." Apparently, the need has arisen,
as the Armed Forces have already been called in -- they are currently
training 800 riot police just outside of Quebec City.

Police officials have declared that they will establish a security perimeter
in downtown Quebec, around the Vieux-Quebec and the Haute-Ville, two areas
where the Summit will take place in April. They plan on erecting a 2.4 mile
long metal fence, similar to those found around prisons, in the streets of
the provincial capital sometime in early spring. The perimeter will

Hugh Rodham could owe more than $230,000 in taxes on the money he
took - and then returned - for lobbying President Bill Clinton to
pardon two felons.

Rodham is liable for federal income taxes on the $400,000 he
initially received, and for gift taxes on the money the lawyer
agreed to return to the felons after Sen. Hillary Rodham Clinton,
his sister, and the president demanded he pay back his fee,
experts told The Post.

"I'm saying that the IRS commissioner should pursue this with all
vigor, and if he doesn't he's not doing his job," said Gene
Gavin, commissioner of Connecticut's Department of Revenue
Services, who is not involved in the case.

An Internal Revenue Service spokeswoman refused to comment.

Gavin said that, based on federal tax tables, Florida resident
Rodham will owe $158,400 in income taxes on what he received from
a businessman pardoned by Clinton, and a cocaine trafficker who
had his sentence commuted.

And then, because Rodham - under no legal obligation - gave the
money back to the two in exchange for nothing, he will owe
another $76,050 in federal gift taxes, Gavin argues, for a total
of $234,450 in taxes.

"I stand by these numbers," Gavin said, noting that it doesn't
matter if Rodham didn't end up keeping a cent - it's the
transactions that are taxed.

"I think he's got an income-tax issue," said John Bogdanski, law
professor at Lewis  Clark University in Portland, Ore., and a
former IRS adviser. "He worked, he got paid, it's income."

But Bogdanski thinks Rodham might avoid paying gift taxes because
of IRS rules allowing a lifetime exemption of $675,000 in gifts.

Former IRS Commissioner Don Alexander said that although he
"toyed with the idea," he does not believe Rodham will owe any
taxes on the money.

"Even I, a steely eyed ex-tax collector, feel like he's got a
pretty good argument" against owing taxes, said Alexander, who
nonetheless conceded the IRS has "a technical argument" for
claiming taxes.

He specifically cited the fact that Rodham quickly paid the money
back in the same tax year he received it, suggesting that Rodham
"never really had full [control] of it."

"The answer is - there's no clear answer," said Sheldon Pollock,
a tax attorney and University of Delaware business professor.
"The tax code doesn't answer every question."

Note particularly its quotation of commentary that was
distributed today by Prudential Securities. The Prudential
commentary focuses on ... GATA.

While it seems not to want to believe it, Prudential
indicates that GATA is influencing both the conduct of
the suppressors of the gold price and the gold market
itself.

This is huge recognition for the work GATA and its
supporters are doing for the gold cause, and an
indication that we're getting close to success.

Like us or not, we're a factor in the gold business
now, doing the work that the World Gold Council should
have been doing and might have done if it had not been
terrified of standing up for gold's traditional
monetary functions; terrified of standing up for gold's
use as money, which is infinitely more important than
its use as mere jewelery, with which the council has
contented itself; terrified of standing up for the
council's own industry; terrified of confronting the
powers aligned against gold; and terrified of
acknowledging that gold is and must always be the direct
competitor of those powers.

Imagine what could have been accomplished by now if the
gold council, amply funded despite the gold industry's
horrifying decline, had not left this work to little GATA
over the last two years.

Well, as bemused as Prudential Securities may be that
we're moving the gold market, we're going to keep
working at it. People all over the world are coming
forward to help us. The industry itself is waking up.

MIDAS COMMENTARY FOR FEBRUARY 27, 2001

The one-month lease rate soared today, flirting
momentarily with 5 percent and settling around 4.68
percent. The stress on the gold cartel and in the
physical market is building noticeably.

Gold closed up $1.50 to finish at $266.70. Volume was
VERY heavy at 58,000 contracts, which means the big
shorts are using up a lot of ammo trying to keep the
gold price from exploding. They threw the kitchen sink
at the gold longs today. The Comex open interest
declined only 1,795 contracts on yesterday's big move
up -- another disappointment for the bears.

The gold price in Aussie dollar is 512 and not far off
its 522 highs. Remember the last time the Aussie gold
price went that high -- the heightened concern in the
financial community about the possibility that hedge
books of some of the overly hedged Aussie gold
producers would go so far under water that they would
sink for good.

Why should those fears be less today when the physical
gold market is so much tighter?

The following comes from Cafe member Sean, who prefaces
his remark with an excerpt from an article in the South
African newspaper, Business Day, the country's
equivalent of The Wall Street Journal:

shows $14.5 billion forward sales against ALL foreign
exchange and gold reserves. Were they selling their own

"Standard Bank group economist Iraj Abedian has
suggested that the government refuse to do business
with fanancial institutions that attack the rand.

He said rumours that have damaged the rand have
consistantly emanated from three or four houses"

A South African Cafe member called up Abedian and
complimented him on his statement. Our guy asked
Abedian who the banks were, but he was reluctant to
answer. Your fellow Cafe member said, "OK, how about if
I name 4 banks and you just say warm or cold."

Abedian agreed.

Autism levels have increased ten-fold over the past decade, according to
research.
Some people have linked the increase in autism to the controversial MMR jab,
but others feel it could be linked to a number of environmental factors.

an article by Vincent Morris that:
Yesterdays Pardongate developments came amid signs that [Republican] 
  Senate Majority Leader Trent Lott  who praised President Bush for ignoring 
  the pardon issue  is unenthusiastic about the probe.And Sen. Arlen 
  Specter (R-Pa.), who was leading a separate pardon probe, appears to have 
  temporarily shelved his investigation.Several lawmakers added that the 
  plan to merge the House and Senate pardon probes also is dead.

Presidential Library), should be ashamed. Judicial Watch is pursuing an 
investigation of Senator Lotts fundraising activities at the University of 
Mississippi, and will report the results sometime in the future, stated

he's in only her second month as a senator, but Hillary Rodham Clinton has
been called on by a New York City newspaper to resign over the pardons flap.
In an editorial appearing on the front page of today's New York Observer, the
lox-colored weekly dubbed Clinton "Slick Hillie" and called for her
resignation.
"It is clear now that we have made a terrible mistake, for Hillary Rodham
Clinton is unfit for elective office. Had she any shame, she would resign,"
said the weekly, which had endorsed her Senate race rival, former Republican
Rep. Rick Lazio.
Asked about the editorial after attending President Bush's speech to Congress
last night, Clinton said she had not seen it. "I have no knowledge of it at
all," she said.
Her spokeswoman, Karen Dunn, shrugged it off. "Senator Clinton is working
hard every day for the things New Yorkers care about, like fighting for
better schools and health care," Dunn said. "The observers that matter the
most in this regard are her constituents."

Argentine Ranchers Say Cattle Infected With Virus (Update1)

Buenos Aires, Feb. 27 (Bloomberg) -- Argentine beef producers
said
cattle in some areas are infected with foot-and-mouth
disease, even as
the government maintains that a plan to vaccinate
livestock is merely a
precautionary measure and the U.S. has
decided not to restrict beef
imports.
``We have animals that are sick,'' said Dardo Chiesa,
president of the
Buenos Aires and La Pampa Confederation of Rural
Associations.
Chiesa said beef producers have confirmed cases of
infected animals
in the two provinces.
In northwest Buenos Aires province, ranchers have reported
3,000 to
5,000 heads of cattle infected, said Federico Galligo,
president of the
Rivadavia Foundation for Animal Health, part of
the Rivadavia Rural
Society.
Beef producers' statements contradict Argentina's
Agriculture
Secretary Antonio Berhongaray, who has said there have
been no
outbreaks of the highly contagious virus. If the virus
has
infected livestock, Argentina could face trouble regaining
its
disease free status and delay the opening of new markets
for
exports of its famed grass-fed beef.
Argentina lost its status as free of foot-and-mouth disease
without
vaccination last week when officials said the country
would start
vaccinating cattle against the virus in some high-risk
areas in a move
to protect its $6.9 billion beef industry.
Argentina's problem is the latest in a series of catastrophes
that have
shaken world beef markets. An outbreak of foot-and-mouth
disease in
the U.K. has led the European Union to ban U.K. meat
imports to
prevent the spread of the virus to a continent that is
already fighting so-
called mad cow disease. New cases of the fatal
disease, which affects
humans, have recently been reported
recently in livestock in Germany,
France, Italy and Spain.
Vaccination Program
Argentina now has to reapply to the foot-and-mouth
commission of the
Paris-based World Organization for Animal
Health, the standard-setting
body on animal health matters for the
World Trade Organization, to
regain a status as free of foot-and-
mouth with vaccination.
Argentina is to vaccinate 11 million head of cattle starting
Thursday,
said Eduardo Greco, vice president of the country's
animal and food
health inspection service, known as Senasa. That's
about 22 percent of
the country's cattle population.
``Unfortunately we are late with the vaccination plan,'' said
Chiesa.
In Rivadavia, the team in charge of vaccinating the animals,
headed by
Galligo, has already begun vaccinating. Rivadavia, a
zone where cattle
are brought from around the country, to be
fattened before sale to
slaughterhouses, is particularly
susceptible to the virus.
``This is a cattle receiving zone, it's easy for the cattle
to be infected
here,'' said Galligo. ``There is a lot of movement
and exchange of
animals.''
High Risk
Producers in Rivadavia receive cattle from several areas,
including the
northern provinces of Formosa and Corrientes,
regions considered at
high-risk of the disease because they border
Bolivia, Paraguay, and
Brazil, none of which have been declared
free of foot and mouth without
vaccination.
Galligo, who also headed the local vaccination campaign begun
in the
early nineties as part of a nationwide effort to eradicate
the disease,
said producers kept quiet when the virus first
appeared about two
months ago in the hopes the government would
implement a strategy
to contain the situation. But now the problem
has spread, he said.
Galligo expects the vaccination program to
bring the situation under
control in the next 30 days.
Both the U.S. and Canada blocked Argentine beef imports in
early
August after cattle in northern Argentina were found
carrying antibodies
for the highly contagious virus, fueling fears
of a new outbreak of the
disease.
The U.S. reopened its market in December and Canada did the
same
last month after sending health officials to the country to
evaluate the
country's sanitary situation. The U.S. yesterday
approved the
vaccination plan and said it would not restrict
Argentine beef imports,
which are limited to 20,000 metric tons a
year of fresh, boneless meat.
Argentina's Agriculture Secretary Antonio Berhongaray said
the U.S.
decision ''confirms that the sanitary situation of
Argentina, of which we
have informed all of the countries that buy
Argentine beef, does not
affect the export of our beef.''
Brazilian Ban
Still, Brazil last week decided to ban the import of meat
with bone from
Argentina after meeting with Senasa President
Victor Machinea. Meat

WASHINGTON –– Dozens of U.S. companies sell weapons and other
equipment used overseas for torture, Amnesty International said Monday,
calling for a ban on the sales.

The items include high-tech electroshock weapons, leg irons and
serrated thumb cuffs designed to tear flesh if a detainee tries to get free,
said a report by the U.S. chapter of the London-based human rights group.

"No U.S. company should profit from torture," said William F.
Schulz, head of the chapter.

"The global manufacture, marketing and export of the equipment
for torture is a moneymaking business that turns a blind eye to the
suffering it causes," said the report, "Stopping the Torture Trade."

Although it is illegal to own some of the equipment in the
United States, Amnesty International said the Commerce Department has
granted export licenses for sales valued at $97 million since 1997 under the
category of "crime control equipment." It said some 80 American companies
were involved in the manufacture, marketing and export of the items.

An analysis of Commerce data shows Saudi Arabia, Russia, Taiwan,
Israel and Egypt as the major recipients of the U.S. equipment, Amnesty
said. The report said the group has documented that torturers in those
countries use such technology.

The equipment could also be used for legitimate law enforcement
reasons, including to restrain or subdue detainees. But Amnesty spokesman
Alistair Hodgett said the group still believes some of them – such as the
flesh-tearing thumb cuffs and a belt that emits electric shocks – are
"inherently cruel" and their export thus should be banned outright. Other
devices have not been tested for their medical effects, and their export
should be suspended, he said.

Amnesty released the study as the State Department was issuing
its annual report on human rights around the world.

"It is unconscionable that while the U.S. State Department
promotes human rights, the U.S. Department of Commerce has approved export
licenses to countries that our own government documents as committing
torture," Schulz said in a statement.

Hodgett said there are relatively few manufacturers of the
equipment, but they sell to an increasing number of suppliers and marketers.

"Once they roll off the production line there's no followup to
show where these things end up," he said in an interview.

"Despite improved government regulation of exports, weapons are
being sold and resold into the hands of torturers," Schulz said.

"In the absence of stringent worldwide controls to prevent this
..., export should be immediately halted," the Amnesty International report
said.

The report is part of a yearlong campaign by the human rights
group to document torture around the world. It also has launched an Internet
program in which supporters can send messages quickly to officials where
torture is taking place and demand an immediate end to the abuse.

Some day soon, public interest in the Clinton administration’s final disgrace
will fade,
and the former President—if not his wife, our junior Senator—will retreat from
the
   headlines. Then, after an appropriate interval, we will start
seeing
   phony photo ops and pious public pronouncements. Here and
there,
   the Clintons will begin their latest rehabilitation: Here is
the junior
   Senator, hugging inner-city children; there is the former
President,
   lecturing his successor on the finer points of statecraft.

Just as surely as Richard Nixon began planning his comeback on the airplane that
took
him to San Clemente on Aug. 9, 1974, the Clintons even now are preparing their
future
public-relations assault on the nation’s better nature. They assume—regrettably,
not
without reason—that the American public in general, and New York voters in
particular,
will forget about the pardons and the denials and the bald-faced lies that have
sickened
even their most stalwart apologists.

They assume that disgust will run its course, that salvation will be found in
short attention
spans, that the hyperactivity of the media age will continue to blur collective
memory.
And if that doesn’t work, well, they figure they can rely on this heavily
Democratic state
to swallow whole their claims to political victimhood. If public memory cannot
be
manipulated, there’s always the crass pandering that has served them so well in
the past:
The former President will walk the length of 125th Street to remind his putative

neighbors that he was, after all, the first black President; the junior Senator
will hold
news conferences to denounce right-wing conspirators. This combination of
cold-blooded racial politics and partisan hatemongering, the Clintons no doubt
believe,
will keep New York pliant. And New York is the key to it all: Without New York,
there is
no Senate seat, there is no imperial post-Presidency, there is no access to the
courtiers
who can, with words, actions and money, douse the dealings of grifters with the
perfume
of public service.

So the Clintons are playing New Yorkers for fools. Although they surely know by
now
that their actions and their words have offended even their own supporters in
the state
they laughingly call home, they see no reason to panic. Mrs. Clinton is in the
first weeks
of a six-year term of office; in 2006, they believe, who in New York will
remember Marc
Rich or Hugh Rodham? Who will remember the White House furniture that found its
way
to their living room in Chappaqua?

And so it will be up to New York, finally, to foil the calculations of this
coarse and
manipulative couple. New Yorkers now have an obligation, not only to themselves
but to
the nation: They must remember. They must remember exactly how they feel about
the
Clintons at this moment, exactly how they felt when their junior Senator claimed
she
didn’t know that her own brother was bidding for pardons from her husband. They
must
remember how their stomachs turned when their junior Senator professed to be
“heartbroken” about her brother’s rancid involvement in the great pardon
auction. They
must remember their astonishment when Mrs. Clinton claimed to know nothing about
the
Rich pardon, even though his ex-wife Denise donated more than $100,000 to the
former
First Lady’s Senate campaign—not to mention the $1.1 million that Ms. Rich has
given
the national Democratic Party, and the $450,000 she gave to the Clinton
Presidential
Library.

Mrs. Clinton is heartbroken? She’s always either heartbroken or disappointed.
What
about her constituents? Doesn’t she feel our shame? After all, her husband felt
our pain.
Does she not understand our embarrassment? With the nation and indeed the world
watching, we entrusted her with the U.S. Senate seat once held by Robert F.
Kennedy and
Daniel Patrick Moynihan. It is clear now that we have made a terrible mistake,
for Hillary
Rodham Clinton is unfit for elective office. Had she any shame, she would
resign. If
federal officeholders were subject to popular recall, she’d be thrown out of
office by
springtime, the season of renewal.

Only two months ago, serious people believed that Mrs. Clinton would be a
candidate for
President in 2004. Even true believers—gathered in Manhattan’s few remaining
telephone booths—must admit that the plan to get Mrs. Clinton back into the
White
House must now be relegated to history’s dustbin, where it will share space with
the
proceedings of the ClintonCare commission, canceled checks to the Whitewater
Development Corporation and the billing records of the Rose Law Firm. Mrs.
Clinton’s
political viability has come to an end after fewer than eight weeks in office.

Unlike the tawdry dealings that led to Bill Clinton’s impeachment, the pardon
scandal
implicates Mrs. Clinton as much as, and perhaps even more than, her

pliant. And New York is the key to it all: Without New York, there is
no Senate seat, there is no imperial post-Presidency, there is no
access to the courtiers who can, with words, actions and money, douse
the dealings of grifters with the perfume of public service.

So the Clintons are playing New Yorkers for fools. Although they
surely know by now that their actions and their words have offended
even their own supporters in the state they laughingly call home,
they see no reason to panic. Mrs. Clinton is in the first weeks of a
six-year term of office; in 2006, they believe, who in New York will
remember Marc Rich or Hugh Rodham? Who will remember the White House
furniture that found its way to their living room in Chappaqua?

And so it will be up to New York, finally, to foil the calculations
of this coarse and manipulative couple. New Yorkers now have an
obligation, not only to themselves but to the nation: They must
remember. They must remember exactly how they feel about the Clintons
at this moment, exactly how they felt when their junior Senator
claimed she didn't know that her own brother was bidding for pardons
from her husband. They must remember how their stomachs turned when
their junior Senator professed to be "heartbroken" about her
brother's rancid involvement in the great pardon auction. They must
remember their astonishment when Mrs. Clinton claimed to know nothing
about the Rich pardon, even though his ex-wife Denise donated more
than $100,000 to the former First Lady's Senate campaign - not to
mention the $1.1 million that Ms. Rich has given the national
Democratic Party, and the $450,000 she gave to the Clinton
Presidential Library.

Mrs. Clinton is heartbroken? She's always either heartbroken or
disappointed. What about her constituents? Doesn't she feel our
shame? After all, her husband felt our pain. Does she not understand
our embarrassment? With the nation and indeed the world watching, we
entrusted her with the U.S. Senate seat once held by Robert F. Kennedy
and Daniel Patrick Moynihan. It is clear now that we have made a
terrible mistake, for Hillary Rodham Clinton is unfit for elective
office. Had she any shame, she would resign. If federal officeholders
were subject to popular recall, she'd be thrown out of office by
springtime, the season of renewal.

Only two months ago, serious people believed that Mrs. Clinton would
be a candidate for President in 2004. Even true believers - gathered
in Manhattan's few remaining telephone booths - must admit that the
plan to get Mrs. Clinton back into the White House must now be
relegated to history's dustbin, where it will share space with the
proceedings of the ClintonCare commission, canceled checks to the
Whitewater Development Corporation and the billing records of the
Rose Law Firm. Mrs. Clinton's political viability has come to an end
after fewer than eight weeks in office.

Unlike the tawdry dealings that led to Bill Clinton's impeachment,
the pardon scandal implicates Mrs. Clinton as much as, and perhaps
even more than, her husband. After all, it was her brother, not his,
who accepted $400,000 to lobby for pardons for a

  February 26, 2001!



   Since 1989, UFOlogy Research of Manitoba has solicited sightings data
   from active Canadian researchers. This data is
   annually compiled into the "Canadian UFO Survey." The survey is made
   publicly available in an attempt to promote the
   dissemination of information across the field of ufology. This page
   contains many of the surveys, as well as the data;
   most of the information is in hypertext format.
   The "Total Data" section contains a handful of graphs that examine all
   of the data from 1989 and onwards. Then in
   different sections on this page the data for each year is presented.
   Each section contains a "survey" which is an essay
   describing the results for the year, explaining any trends found,
   significant facts, and some of the more interesting
   cases. As well, each section has a "data" page, which shows the basic
   data (date, time, etc.) for each report for the year.
   This is done in table format. Be warned though, some of the tables are
   quite large in size, with the average being
   around 300k.

Canadian UFO Reports Up 2% Last Year, Says National Study

There were 2% more UFO reports filed in Canada in 2000 than 1999,
according to the findings of a national study released today.

   "We found a slight increase over the year before," says Chris
Rutkowski, editor of the study. "There were 263 UFO sightings
 reported in Canada in 2000, about 11% more than the average
recorded since 1989 when we began compiling this data."

   Rutkowski is research coordinator for Ufology Research of Manitoba
(UFOROM), a civilian group that gathers and studies UFO
reports made to Canadian volunteer civilian groups and government
agencies. UFOROM has been publishing an annual survey of
   Canadian UFO sightings since 1989 and has accumulated almost 3,000
Canadian UFO cases since the beginning of the last
 decade. They look at details such as where a UFO was seen, the time
of day, its colour, shape and observed behaviour.

Other findings of the 2000 study:
In 2000, more UFOs were reported in the late summer and
early fall than any other time of the year.

About 13% of all UFO reports were unexplained. This percentage of
unknowns falls to about 5% when only high-quality cases are
considered.

UFO incidents usually have more than one witness; in fact, most UFO
sightings have two witnesses, meaning that sightings can
 usually be corroborated by someone
else.

The typical UFO sighting lasted between five and eight minutes in 2000,
giving witness enough time to get a good look at what they
   were seeing.

   Most UFOs were reported in western and northern
Canada, including the Yukon.

"We’re not saying that aliens are invading Canada, only that people
continue to report UFOs quite regularly," explains Rutkowski.
"Most UFOs have simple explanations, but the unexplained ones are
still interesting, although not necessarily from Mars. Report
numbers are increasing, even though in this advanced
technological age, science tells us that UFOs aren’t real."

He adds: "This research will allow scientists to be better informed
concerning the actual characteristics of a popular social
phenomenon that is pervasive in our
culture."

has not had a party.  She has been caught in the crossfire as the Republican
Party and its moral, high minded religious right leadership has spread every
evil word it can find out or make up about her father, her mother and even
herself.  She's a bright girl, and she probably knew about oral sex even
before Congress and Mr. Starr explained it so very carefully on the evening
news using her father and the planted stooge, Monica, to demonstrate for the
rest of the United States.  They were very explicit, SEVERAL TIMES, since
they thought us all so stupid and naive we were hopelessly out of touch with
anything but the missionary position.   It's funny when you think of it.
John-John was a child in a White House where there were hot-and-cold running
girls, but no one really minded.  Johnson's girls grew up there when their
dad had several secretaries in several places in the Oval Office, and neither
we nor they had to listen to the nuances of those unimportant affairs.  I
haven't paid a lot of attention to who pardoned whom, but George Bush the
elder certainly did himself some really wonderful favors when he pardoned the
entire Iran-Contra group.  And I think he pardoned Armand Hammer too.  And
Hillary is as honorable as any other member of the House.  Remember how long
it took them to finally find a guy who hadn't cheated on his wife to make the
Speaker.  Nobody had ever heard of Hastert.  He certainly wasn't  on the
short list.  I think Chelsea has had a remarkable education as to what
America is willing to do to a young girl when the power in America doesn't
like her mom and dad.  There has been some unspeakable filth surrounding the
Clinton presidency, but for some strange reason, it seems to have leaked
there from the Republican right.  Prudy

Aides to Senate Majority Leader Trent Lott, R-Miss., say their boss is not
engaged in an attempt to kill a Senate or a joint House and Senate
investigation into a number of controversial last-minute pardons granted by
former President Bill Clinton before he left office.

The denial was prompted by a New York Post report published Tuesday that
said Lott was "unenthusiastic" about pursuing an investigation in the
Senate.

"Yesterday's Pardongate developments came amid signs that Senate Majority
Leader Trent Lott -- who praised President Bush for ignoring the pardon
issue -- is unenthusiastic about the probe," the Post said.

"And Sen. Arlen Specter, R-Pa., who was leading a separate pardon probe,
appears to have temporarily shelved his investigation," said the paper,
noting: "Several lawmakers added that the plan to merge the House and Senate
pardon probes also is dead."

But an aide in Lott's office told WorldNetDaily late yesterday that the
Senate majority leader has not ended his support for the probe.

"If you go back and review [statements] he has made over the past several
days, where he has talked about that, you'll see … he's been fairly vocal
about it when asked," the aide said, requesting anonymity.

When asked if Lott's office was unequivocally denying the report, the aide
said, "I won't comment on that. I'll let his earlier statements speak for
themselves."

Critics are worried that Lott may be attempting to kill the Pardongate
inquiries in the same way they believe he killed any effort in the Senate to
seriously try Clinton during his impeachment in 1998.

Also, they see a pattern developing whereby the White House and prominent
Republicans in Congress are content to let previous Clinton scandals escape
scrutiny and alleged lawbreakers escape justice.

"Sen. Lott's actions obviously follow President George W. Bush's remarks
that the Pardongate scandal should not be looked into and that instead,
'It's time to move on,'" said Judicial Watch Chairman and General Counsel
Larry Klayman, in a statement.

"Sen. Lott … should be ashamed," Klayman added, saying his organization was
planning an investigation of Lott's "fund-raising activities at the
University of Mississippi."

On Tuesday, Lott -- during a press conference on Capitol Hill -- was asked
about whether he was worried about fallout for Republicans.

"The principal responsibility for looking to see if some laws were violated
with regard to the pardons rests in the hands of the lady that is a U.S.
attorney in New York," Lott said, referring to Mary Jo White's announcement
earlier this month that the Manhattan U.S. attorney's office would
investigate the pardons.

"I have said all along that I thought that the Congress had a responsibility
to carry out … to look into what happened and what did go on here and see if
there is some action that we should take or can take," he said. "It's very
different from some of the hearings … in the past. You try to find out all
you can and see if some remedial action is necessary, and you move on to let
the U.S. attorney do her job."

At issue are the dozens of pardons Clinton granted in the final hours of his
presidency on Jan. 20 that did not receive Justice Department review.

Included in those was a pardon for fugitive billionaire Marc Rich, which
congressional investigators believe may have been granted because of
donations in excess of $1 million given by Rich's ex-wife Denise to
Democrats and Clinton's library fund.

Marc Rich fled to Switzerland in 1983 to avoid prosecution as a tax cheat
and charges he illegally traded with Iran during the hostage crisis.

New York - Forty-six per cent of New York state voters believe Senator
Hillary Rodham Clinton did something unethical but not illegal in connection
with pardons handed out by her husband at the end of his presidency, a
statewide poll reported today.

Fifteen per cent believe the former first lady did something illegal,
according to the poll by Marist College's Institute for Public Opinion.
Thirty-nine per cent said she had done nothing wrong.

The telephone poll of 514 registered voters was conducted yesterday and has
a margin of error of plus or minus 4.5 percentage points.

Clinton denied playing any role in then-President Bill Clinton's commutation
of prison sentences for four men convicted of defrauding the federal
government out of millions of dollars to benefit a Hasidic Jewish sect,
which voted overwhelmingly for Hillary Clinton in last year's Senate race.

Forty-six per cent of voters polled said they do not believe that denial,
while 37 per cent said they felt she was telling the truth.

Fifty-eight per cent said they did not believe her claim last week that she
did not know until well after the fact that her brother, lawyer Hugh Rodham,
had received almost $US400,000 ($A767,460) to help win two presidential
pardons. Thirty per cent said they believed her.

"There's clearly damage in terms of people not believing her," said Lee
Miringoff, director of the Marist institute.

Clinton spokesman Jim Kennedy said: "What the poll doesn't ask is whether
New Yorkers prefer their senators to focus on the issues that matter most,
like health care and education. Because that's what Senator Clinton is doing
every day, working hard for all the people of New York."

Twenty-eight per cent of the polled voters were not sure how to rate the job
Clinton is doing as senator; 42 per cent rated her performance as only fair
or poor.

Asked if they felt Clinton would be a good senator, 54 per cent said she
would, a slight drop from 59 per cent in a Marist poll conducted in
December.

A Dutch lady living a stones throw from me told me of the work her husband
had done for the fisheries department in British Columbia. He had been a
professor at the University in Vancouver.

His research on the decline of the salmon in B.C. filled several volumes and
was so important that he saw the need to fly with them to Ottawa to show
them what was happening. As his wife said, they threw his years of work into
the garbage and let him know in no uncertain terms that such things are not
to be talked about nor written. about.

She also said that very little of his writings are left for anyone to read.

accounts - and could it be that Clinton was offered an 8 million dollar
a year job - remember - by Richie Rich aka Marc Rich aka Marc Reich?

Maybe Mr. Rich's US property should be held as well as any bank accounts
in his companies names - most people on the body bag count seemed to
know something they should not have known or bungled onto something so
sinister they could not live with it?

As for Chelsie or Chelsea - there are rumours she is a lesbian but what
would you expect - like father like mother like daughter?

the Presidency, his supporters see him exactly as he is. And
the image that presents itself is terrifyingly close to the
caricature his enemies drew of him. They were right, after
all. Mr. Clinton was, in fact, an untrustworthy low-life who
used people for his own purposes and then discarded them. How
could they have been fooled so badly? ...

Pro-Clinton commentators and colleagues now realize just how

NEW YORK PAPER CALLS ON HILLARY TO RESIGN

"Had she any shame, she would resign."

With those words Wednesday morning, the New York Observer --
newspaper of record to Manhattan's intelligensia -- became the
first major publication to suggest that the corruption now coming
to light in the Clintons' pardons-for-cash scandal makes it
untenable for Hillary Rodham Clinton to continue serving as New
York State's junior U.S. Senator.

"With the nation and indeed the world watching, we (New Yorkers)
entrusted her with the U.S. Senate seat once held by Robert F.
Kennedy and Daniel Patrick Moynihan," the Observer says in its
scathing editorial this week.

"It is clear now that we have made a terrible mistake, for
Hillary Rodham Clinton is unfit for elective office. Had she any
shame, she would resign. If federal officeholders were subject to
popular recall, she'd be thrown out of office by springtime, the
season of renewal."

The paper warns that the Clintons are banking on the short
memories of the electorate; that even now Bill and Hillary are
plotting their return to respectability -- biding their time till
the latest scandal blows over and they can return to power.

"Only two months ago, serious people believed that Mrs. Clinton
would be a candidate for President in 2004." Now, says the
Observer, even the Clintons' staunchest supporters must realize
those hopes have been "relegated to history's dustbin."

But, the liberal weekly warns, "They have fooled the public
before. They believe they can do so again And so it will be

Some day soon, public interest in the Clinton administration's
final disgrace will fade, and the former President - if not his
wife, our junior Senator - will retreat from the headlines. Then,
after an appropriate interval, we will start seeing phony photo
ops and pious public pronouncements. Here and there, the Clintons
will begin their latest rehabilitation: Here is the junior
Senator, hugging inner-city children; there is the former
President, lecturing his successor on the finer points of
statecraft.

Just as surely as Richard Nixon began planning his comeback on
the airplane that took him to San Clemente on Aug. 9, 1974, the
Clintons even now are preparing their future public-relations
assault on the nation's better nature. They assume - regrettably,
not without reason - that the American public in general, and New
York voters in particular, will forget about the pardons and the
denials and the bald-faced lies that have sickened even their
most stalwart apologists.

They assume that disgust will run its course, that salvation will
be found in short attention spans, that the hyperactivity of the
media age will continue to blur collective memory. And if that
doesn't work, well, they figure they can rely on this heavily
Democratic state to swallow whole their claims to political
victimhood. If public memory cannot be manipulated, there's
always the crass pandering that has served them so well in the
past: The former President will walk the length of 125th Street
to remind his putative neighbors that he was, after all, the
first black President; the junior Senator will hold news
conferences to denounce right-wing conspirators. This combination
of cold-blooded racial politics and partisan hatemongering, the
Clintons no doubt believe, will keep New York pliant. And New
York is the key to it all: Without New York, there is no Senate
seat, there is no imperial post-Presidency, there is no access to
the courtiers who can, with words, actions and money, douse the
dealings of grifters with the perfume of public service.

So the Clintons are playing New Yorkers for fools. Although they
surely know by now that their actions and their words have
offended even their own supporters in the state they laughingly
call home, they see no reason to panic. Mrs. Clinton is in the
first weeks of a six-year term of office; in 2006, they believe,

Our new junior senator might feel like a whole new Hillary if she
gives the folks at Gero Vita International a call.

Gero Vita is the elixir company owned by Glenn Braswell, who paid
Hugh Rodham $200,000 after he received a presidential pardon.

Braswell was convicted back in 1983 of fraud involving supposed
cures for baldness and cellulite.

He surely would not have been awarded a pardon if he was still
selling fake remedies, so we can assume that the herbal
concoctions he continues to peddle over the Internet have a de
facto presidential seal of approval.

A whiz like Hillary has no present need for Braswell's BrainPower
pill, which his Web site says "keeps the mind thriving and
growing well into your later years." She likewise seems to do
fine without Mind Extender, an "exclusive formula" that "keeps
you sharp, alert and focused to handle the complexities of
everyday life."

One item Hillary might consider is Memory Caps. The Web site
promises that a $29.95 bottle of these pills would help her
"jump-start the storage and recall functions of the brain,"
thanks in part to the powers of a "Chinese food additive" called
zingiber officinale. Hillary might even remember some particulars
of what she termed the "many, many people" who spoke to her about
pardons or "asked me to pass on information" to the White House
counsel's office.

"With Memory Caps, you can hold onto your memory once and for
all," the Gero Vita site promises.

In the midst of yet another scandal where much of the country
doubts her word, Hillary might also want to try Stress
Eliminator.

"If you're feeling the daily pressures of work, family and other
commitments, life can become an overwhelming burden," the Web
site notes. "Use Stress Eliminator, and you can maintain a
healthy, well-balanced, stress-free routine."

The Web site also offers an array of energy enhancers that might
come in handy for a woman who is under continued onslaught by a
vast right-wing conspiracy. NADH Energizer promises "energy where
you need it most ‹ at the cellular level."

Theragize enables you to "give your body what it needs and end
your personal energy crisis." Energy Release Formula "makes use
of a unique delivery system," this being a spray bottle that
facilitates spritzing the stuff under the tongue.

"Tiny molecules called liposomes carry high-energy nutrients that
immediately penetrate the mucous tissue in your mouth," the Web
site says. "Don't wait for hours ‹ feel the burst of vigor and
pep."

A product for which Hillary would have no personal use is
Prostata, a prostate potion that Braswell advertised with photos
of sports figures such as Stan Musial "who waited too long."

Musial filed suit, and in a deposition four months before his
pardon, Braswell is said to have taken the Fifth Amendment 136
times in two hours.

Other Braswell products include Line-Eliminator, to "restore your
skin to a lustrous, taut and youthful glow." Adoxynol CoQ10 is
described as an "essential life-extension formula." Teston
Cream/Intimax offers "a two-step program for sensational sex."

Hillary might prefer Gero-Vita G.H.3, a "premier
longevity/anti-aging formula" similar to one offered by a
Romanian clinic to "wealthy celebrities and politicians."

"It helps with just a little bit of everything, actually," said
the woman who answered Gero Vita's toll-free number yesterday.

The woman was asked about Himalayan Life Formula, the Web site's
"product of the week," described as "renowned for propelling your
life into motion, rejuvenating you for the day that lies ahead."

"This one's brand new," the woman said. "I don't know a lot about
it."

The woman then took the reporter's order for several potions, the
effects of which will be duly reported in the weeks ahead.

The reporter noted that the Web site reports Gero Vita is based
in Canada, which happens to be where Hugh's payment originated.

Hugh returned the money, but the pardon stands for the man whose
potions could produce a whole new reporter, if not a whole new
Hillary.

At the Ditchley Park conference during World War II, Winston Churchill called 
for a "balance of virtue" in Europe rather than a balance of power. Soon 
after that, with Germany about to collapse in February 1945, with East and 
West Germany already occupied by the Allied armies and the Russians, he 
mercilessly ordered an air bombardment of Dresden - the Venice of the North - 
which was packed with old men, women and children. To paraphrase an old 
Winnie speech, some virtue. There were no factories, no army depots, no 
communication centers, nothing but cathedrals, museums and monuments in 
Dresden, but 135,000 civilians had to be incinerated in one night alone 
because of an Englishman,s pathological hatred of the Germans.   I once asked 
Churchill,s grandson and namesake, an old friend of mine, about Dresden. "Now 
look here, old boy," he answered rather aggressively - but always smiling, 
like the English tend to do when they,re about to lift your wallet - "What 
about your Germans, they weren,t exactly nice guys, were they?" Young Winston 
missed the point. Hitler may not have been the most compassionate of men, but 
Churchill was the one wearing the white hat. He was supposed to fight clean. 
Or was it perhaps normal that Churchill had anthrax bacteria cultivated 
specifically to drop over German territory? Again, very late in the war.   I 
suppose megalomaniac criminals like Stalin, Mao, Hitler and Pol Pot never 
spared a single thought for the millions and millions of people who were 
murdered as they strove to achieve world revolution and world domination. But 
Churchill? Air Marshal Arthur ("Bomber") Harris, who devised the system of 
bombing civilian targets, is regarded in some circles - and not just in 
Germany - as little better than a mass murderer. During World War II the 
major protagonists used bombing in very different ways. The "nicest," 
ironically, were the Luftwaffe, which preferred tactical bombing in 
conjunction with ground forces (Blitzkrieg). The Americans were almost as 
"nice." The U.S. Army Air Corps believed in strategic bombing, but condemned 
terror attacks on unarmed civilians, opting instead for the precision bombing 
of military and industrial targets.   Not so the Brits. They were convinced 
that wars could be won only by eroding enemy morale - which meant attacking 
the civilian population. (Let us not also forget that our British cousins 
were the first to use deadly concentration camps, against Afrikaners during 
the Boer War.) Let,s face it. Bombers, when deployed strategically, are 
fundamentally a terror weapon. The trouble is that bombing has never 
destroyed civilian morale in any meaningful way; if anything it unites the 
victims against their enemies. Some 600,000 unarmed German civilians died 
from bombing alone, but the German troops continued to gallantly fight until 
the very bitter end.   The opposite side of the argument was that the Germans 
had it coming to them, and that they could have surrendered to stop the 
bombing. That,s a foolish argument. A civilian did not exactly have a choice 
in Germany back then. And then there is the ludicrous Daniel Goldhagen theory 
that all Germans were "willing executioners" and deserved everything they 
got. Which brings me to the point I wish to make: America,s most enduring 
contribution to history is that, unlike other great powers, it did not 
routinely use force to impose its will. (Okay, a little bit in Cuba, and a 
little bit in Mexico, and a little bit in the Philippines, and what,s an 
Indian or two...) But suddenly, with the coming to power of the Draft Dodger, 
the cruise missile and strategic bombing became Uncle Sam,s favorite 
diplomatic maneuver. We know that tiny Central American countries have gone 
to war over a soccer match, but launching missiles to divert opinion over a 
blowjob is 100 times more ridiculous.   The Balkans are still suffering 
terribly from NATO,s bombing, an act that was as immoral as it was 
opportunistic on the part of the preening war criminal Madeleine Albright and 
her gang. (She needed a legacy.) It was reported in September 1999 that 
levels of radiation in Macedonia had increased 800 percent, and last year 
mothers in Bosnia were giving birth to children with leukemia. Both the 
Clinton and Blair gangs at first refused to acknowledge that depleted 
uranium-tipped rounds were used, butas everyone knowsthe last time Clinton 
and Blair told the truth was very, very long ago, when they were still in 
diapers, if then.   The sole purpose and justification for using depleted 
uranium in weapons is that shells are capable of penetrating heavily armored 
tanks. Some 31,000 such rounds were fired from NATO aircraft in Kosovo; the 
total number of Yugoslav tank losses was 13. Which means that the huge 
majority of rounds

New York - Forty-six per cent of New York state voters believe Senator
Hillary Rodham Clinton did something unethical but not illegal in connection
with pardons handed out by her husband at the end of his presidency, a
statewide poll reported today.

Fifteen per cent believe the former first lady did something illegal,
according to the poll by Marist College's Institute for Public Opinion.
Thirty-nine per cent said she had done nothing wrong.

The telephone poll of 514 registered voters was conducted yesterday and has a
margin of error of plus or minus 4.5 percentage points.

Clinton denied playing any role in then-President Bill Clinton's commutation
of prison sentences for four men convicted of defrauding the federal
government out of millions of dollars to benefit a Hasidic Jewish sect, which
voted overwhelmingly for Hillary Clinton in last year's Senate race.

Forty-six per cent of voters polled said they do not believe that denial,
while 37 per cent said they felt she was telling the truth.

Fifty-eight per cent said they did not believe her claim last week that she
did not know until well after the fact that her brother, lawyer Hugh Rodham,
had received almost $US400,000 ($A767,460) to help win two presidential
pardons. Thirty per cent said they believed her.

"There's clearly damage in terms of people not believing her," said Lee
Miringoff, director of the Marist institute.

Clinton spokesman Jim Kennedy said: "What the poll doesn't ask is whether New
Yorkers prefer their senators to focus on the issues that matter most, like
health care and education. Because that's what Senator Clinton is doing every
day, working hard for all the people of New York."

Twenty-eight per cent of the polled voters were not sure how to rate the job
Clinton is doing as senator; 42 per cent rated her performance as only fair
or poor.

Asked if they felt Clinton would be a good senator, 54 per cent said she
would, a slight drop from 59 per cent in a Marist poll conducted in December.

 A senior admiral yesterday defended the performance of a Navy "standoff"
weapon unleashed against Iraq on Feb. 16, saying an inaccurate weather
forecast prevented the munition from making a late-course correction and
directly hitting all targets. Top Stories

 "The mission itself was a very effective mission," said Vice Adm. Dennis
V. McGinn while giving the Navy's first public explanation of why the Joint
Standoff Weapon (JSOW) did not hit the bull's-eye on all targets during the
recent air strikes on Iraq. "It's an absolutely superb weapon. It has a
tremendously good record in combat."
 Adm. McGinn, deputy chief of naval operations for naval warfare, said in
an interview that three factors combined in what he termed an "anomaly" to
prevent most JSOWs from making a direct hit. Still, since the type of JSOW
used in the operation was a cluster munition, most air-defense targets were
damaged by a spray of bomblets, he said.
 The former carrier pilot said forecasters failed to predict the force
and direction of winds at the point the JSOWs glided toward Iraq's early
warning radar. The weapon's onboard program to compensate for changes in wind
direction was insufficient to overcome the wrong data. Because of this, the
center of the pattern of bomblets did not explode on target.
 Since then, he said, technicians have reprogrammed the weapons to be
able to adapt to faulty weather predictions.
 The 1,500-pound JSOW, as a standoff system, allows pilots to release the
munition at a safe distance from thick air-defense barrages. An unpowered
JSOW can travel 40 miles; a rocket-propelled model can go about 120 miles.
 Adm. McGinn explained the problem:
 "What happened was a combination of a difference between predicted and
actual winds in the target area, the mission planning profile that was chosen
based on that prediction and the way in which the weapon itself calculates
wind in the target area. Those all combined in an anomalous way that we had
not seen before in the various successful missions that it had been employed
in in the past. And it caused a less-than optimum positioning of that bomblet
centroid in relation to the targets. Not in all the JSOW weapons, but in
most."
 The weapon's performance has been under attack in the media after
reports that Navy F-18 pilots from the carrier Harry S. Truman missed half of
their targets. That characterization, Adm. McGinn contended, is incorrect.
 "In many cases, those bomblets actually damaged or destroyed the
intended targets," he said. "The centroid of the pattern of bomblets was not
precisely where it should have been because of this wind anomaly. And that is
the fix that is already out in the fleet right now."
 Adm. McGinn declined to say how many JSOWs were launched.
 President Bush approved a Pentagon request to bomb about 20
communication and radar sites south and north of Baghdad. Iraq was using the
powerful radar to spot U.S. and British warplanes entering a no-fly zone
south of the 33rd parallel and passing the information to air-defense
batteries trying to shoot down the aircraft.
 "The weapon performance, not because of a technical issue of the weapon,
but more because of this anomaly of using a backup mode to calculate wind in
the target area, wasn't what it had been in previous uses in combat," Adm.
McGinn said. "It had practically a 100 percent record."
 He described the fix as changing "the way in which the mission planning
software is used. . . . It wasn't an inherent design problem in the weapon. .
. . It's a relatively straightforward fix."
 The standoff system used on Feb. 16 relied on satellite guidance via the
global-positioning system (GPS). Adm. McGinn said the GPS component performed
as expected.

The Bush administration will push for a new round of military base closings
to free up money to modernize the armed forces, but if recent history is a
guide, Congress will resist.

Offering few details — including any list of targeted bases — the
administration said on Feb. 28 in a summary of the defense portion of its
proposed 2002 budget that the military has a 23 percent surplus of bases.

military more efficiently,” it said. It did not say how many rounds or
propose a means for choosing closure candidates.

The last round of base closings was approved by Congress in 1995.

Loren Thompson, a defense analyst at the Lexington Institute think tank, said
that President George W. Bush stands a better chance than former President
Bill Clinton did of winning congressional approval for base closings.
However, Thompson questioned whether the administration will push hard if
resistance stiffens.

Bush proposed total defense spending of $310 billion for the 2002 budget year
that starts Oct. 1, up dlrs 14 billion from the current budget. The 2002
figure is the same Clinton proposed before he left office.

The document provided few details of Bush’s defense spending priorities
beyond saying he would provide $400 million for military housing
improvements, $3.9 billion for expanded health benefits authorized by
Congress last year, $2.6 billion for extra research and development and $1.4
billion for pay raises.

Of the $1.4 billion in pay raises, $400,000 is for across-the-board
increases; the rest would be targeted at certain jobs for which the services
have had trouble finding recruits or keeping experienced people. The
administration hasn’t said which targeted positions would get the extra money.

The president has said most spending decisions will await the outcome of
three major reviews under way at the Pentagon: A “strategic review” by
Defense Secretary Donald H. Rumsfeld to determine what kind of military is
needed for the 21st century and how it should be used; a study of how much
further to cut the nation’s nuclear weapons arsenal and how to build an
effective defense against missiles; and a review of the “overall quality of
life” for military personnel.

S.C. Guard unit headed to Bosnia -- Before election Bush said he would take
our men out of that area!  Again what's the difference!  Just personalities
but actions the same!

Forty-one South Carolina National Guard members are headed for
Bosnia-Herzegovina to help keep the U.S. peacekeeping presence there. The
six-month deployment begins in late March and will last for six months.

“I’m not sure what I’m going to see,” said 18-year-old Pfc. Justin Shealy,
of Hollywood, S.C., a town near Charleston. “I’ll do what I’m told and
hopefully it will be a good experience.”

The combat medic is among those who have been training at Fort Gordon, Ga.
Once they get to Bosnia, most will move about the countryside, taking
inventory at weapons storage sites and searching people when necessary, said
Brig. Gen. Robley S. Rigdon of the Georgia National Guard.

A total of 3,400 troops from Fort Stewart, Ga., are going to Bosnia, most of
them in Georgia National Guard units. The South Carolina guardsmen are
volunteers who have been asked to fill vacancies. The remaining troops are
from the Army’s 3rd Infantry Division, the host unit at Fort Gordon.

Bush wants military to move past Cold War mindset -  This is very dangerous
and Bush knows it as Russia and China  prepare for war! Again whats the
difference!

President Bush promised in his Feb. 27 address to Congress to develop a new
defense strategy that would “discard Cold War relics” and “confront the
threats of the 21st century.”

The new president vowed to reduce nuclear weapons while emphatically telling
Congress in his budget address that the country “must develop and we must
deploy effective missile defenses.”

Bush reiterated his intention — which he previously announced in presidential
visits to military bases — to lay out $5.7 billion for military pay and
health benefits. Most of the money was proposed in the $310 billion Pentagon
budget plan President Clinton left behind him.

The $5.7 billion is expected to break down this way: $1.4 billion for pay
increases, $400 million for housing and $3.9 billion for health care.

Bush gave no figures on his overall defense budget. That probably will arrive
in April, after a strategic review Bush has ordered from Defense Secretary
Donald Rumsfeld.

Nonetheless, the president hinted at a Pentagon budget increase, saying, “We
may need to increase defense spending” after Rumsfeld’s review is completed.

Bush’s promise of reductions in the nuclear arsenal saw him running ahead of
a review he has ordered in that area, as well. Clearly, Bush wants to cut
some of the 7,000 U.S. warheads. The question is whether the military and
nuclear forces establishment will oppose unilateral cuts.

Clinton decided against unilateral nuclear cuts, preferring to follow the
mutual Strategic Arms Limitation Talks (SALT) process with Russia that, at
the moment, is stalled in the Moscow parliament.

On defense and national security, Bush used his first address to a joint
session of Congress to reflect a view that the Pentagon needs to escape from
a Cold War mindset.

“Our military was shaped to confront the challenges of the past,” said Bush,
promising a “clear strategy to confront the threats of the 21st century,
threats that are more widespread and less certain.”

The missile defense was necessary, said Bush, “to protect our own people, our
allies and our friends.”

Dropping the word “national” from what he once called “national missile
defense” is a conscious effort by key figures in the Bush administration to
attract support for the controversial program from leaders in Europe and
Canada.

So Mark Lane aka Mark Levy - strange like me walked ahead of the
footsteps of a killer?   Only was he behind or ahead of the victims?

Now he was at Jonestown, associated with connections to Oklahoma and
Heaven's Gate, and Dorothy Kilgalon who used to appear on her show Whats
My Line spaced out of her with at times, and then Larry Flynt  that guy
got hook into Flynt .never, never do you read one word about Jewish
Mafia, and Meyer Lansky and KGB forming KKK with Walker spies and
hoarding neo nazi literature to lead to wrong side of horse?

Not much talk about Jim Garrison whose best friend was Carlos Marcello
who ran with Meyer Lansky - all in the famly..and these people note
carefully laid the foundation for one to believe that this Mafia "thing"
that the Mafia was Italian?   And all the time I thought the Mafia, was
Italian for I had been blaming the wrong mob, for these murders.

How Ted Kennedy can sit there on his big fat ass and let his family be
murdered one by one knowing the killers came from the far left - not the
right, is beyond me...

This thing has sabotaged our space program and the ultimate goal of
course, is to take over the office of the President of the United States
- but oh they missed target date

There is one man I know who knows the truth of what happened;  I always
call him the Evergreen - and this stupid Hash Head Oliver Stone did not
even mention him by name in his movie which was comprised of old hat
stuff we had in the late 60 period...you see many people who did a lot
of work had it stolen by people like Mark Lane, and somebody should call
up Rick Strawcutter in Michigan and Mark from Michigian for had they
known of Lane's connections to these other "untimely" deaths, perhaps
they would not welomed this man to their table - for as they say, the
Judas always lives to write the books.

See  how carefully they lead to wrong side of horse but we all know it
was Judas who gave the final kiss of death and all the time I thought
that guy was Italian

assassination sleuths has anything nice to say about another one.

Sylvia Meagher: As the Garrison investigation continued to unfold, I had
increasingly serious misgivings about the validity of his evidence, and
the scrupulousness of his methods.

Jonathan Vankin: Could Garrison, some critics asked, be part of a
second-level cover-up designed to discredit legitimate inquiries into an
assassination conspiracy? Intended or not, Garrison produced that
unfortunate effect.

Anthony Summers: There were things Stone did not at first know about
Garrison. About his separation from the Army, following diagnosis that
he was in need of long-term psychotherapy--

Warren Hinckle: No man I have known had more legitimate reasons to
become paranoid than Garrison; there actually were people constantly
plotting against him.

Jim Marrs: And because of the Garrison investigation, much new
assassination information became known, and the assassination was
addressed for the first time in a courtroom.

Lionel Mirthmint: What about Mark Lane? He addressed some assassination
stuff in a courtroom.

Lo Sauvage: One would like to forget about Mark Lane, but this,
unfortunately, appears impossible.

Warren Hinckle: I can only cop out to brute instinct. Were I a dog, I
would have growled when Lane came around.

Mark Lane: I was interested in knowing who killed the President.

Sylvia Meagher: Don't worry...you'll see, it was a Communist who did it.

David Lifton: Often I would agree with some point Lane had made about
the Warren Report, but disagree with his tactics or style of
presentation.

Mark Lane: I met President Kennedy on several occasions and he had been
kind enough to endorse me when I was a candidate.

Jim Moore: Lane was a member of the New York legislature, and, it's fair
to say, made that body wish he had never been elected.

The recent hyped up air war against Iraq was a reminder how difficult it is
to decipher what’s really happening behind the scenes in Washington.

Although we’ve been bombing Iraq almost every week, in an undeclared ten-year
war, the latest raid commanded the attention of a small-scale Desert Storm.
Listening to the flash reporting and concocted conclusions, I almost felt
that it was time to pack my old duffle bag again.

But there is more than meets the eye. The panic about Iraq’s capabilities and
secret weapons are an admission by Washington and the Pentagon, that the Gulf
War was a hollow,

West Point and Women in the Military


Ed.: A realistic assessment of the realities of full integration from the
perspective of a former combat arms NCO.

A little over a decade ago I was one of the few NCOs at West Point. My job
involved sending the cadets out during their 3rd and 4th summers to serve
with active units. This program has been variously know as Army Orientation
Program, Drill Cadet Leader Training, Cadet Troop Leader Training, and other
terms.

As an Assistant S3 in the United States Corps of Cadets, I was able to see
first hand the implementation of coeducational training for cadets. I often
remarked to fellow NCOs and officers -- that this isn't the Army!" The come
back often was, "Go read the West Point Charter,

I cannot, after these years recall the specific words of the charter, but I
do remember that it mentioned nothing about developing Army leaders. It read
something like: "To prepare leaders of character for the nation..."

I served two years in that capacity. I then spent another two years as the
first sergeant of the enlisted troops assigned to West Point. I left that
position to become the Chief Instructor of the US Army Jungle School in
Panama. I arrived just in time to command the troops of the Jungle School,
renamed Team Alpha, JOTB, TF Atlantic, during JUST CAUSE. A year later, I was
reassigned as the first sergeant of Delta Company (Anti-Tank), 2nd Battalion,
504th PIR, and 82d ABN Division. Our company team, served as the lead of the
Advance Guard, leading the 82d Airborne into Iraq.

During both actions, I had women soldiers assigned to my combat teams. I am
proud to say that they served well. However, in both actions, my units were
very lucky. We incurred minimal casualties. Had the situation been different,
I believe in my grunt heart that we would have had exceptional problems with
my 11 Bravos when they saw female soldiers killed. It was bad enough when we
had to stand back and watch through binoculars as the Republican Guard
slaughtered the Shi'ia in An Nazariah. The CO and I were almost unable to
hold them back.

We did, but I have nightmares when I think of what might have happened if the
troops' blood had been boiled by seeing our own female casualties. It would
have been bad even with friendly male casualties, with friendly female
casualties... I shudder to think. I say this because of the rumor that
circulated just prior to us crossing the LD.

Every one remembers the male and female truck drivers who got lost and were
captured a few days prior to the ground attack. The rumor that circulated
amongst us grunts was that their bodies had been found. The male has been
tied between 4 vehicles and drawn and quartered. The female had been
repeatedly raped, sodomized and then left dead for US soldiers to find.

Sir, I will never forget the fire in my soldiers' eyes. I saw a reflection in
my own. We crossed the LD that evening. Sir, when the first Iraqi's tried to
surrender, it took all the company leadership to prevent a massacre.

I guess my point is that I am not sure that the US Army is ready for a
knock-down, drag-out fight. With all the other problems we have, I don't
think our psyche is quite ready for women soldiers in mass body bags. The
public will revolt, the troops' confidence in themselves will crumble. And
this says nothing at all about the numbers of non-deployable female soldiers
tying up slots in deployable units. Sometimes I am glad I retired.

Just finished reading the latest newsletter, including the comments by an Air
Force vet and his reasons for leaving. I'd like to share some of mine.

As I approached my nineteenth year of active-duty service in the Air Force
Security Forces (1999), I woke up one morning realizing that enough was
enough.

The smoke from the Yugoslavia air show had yet to clear when everyone (even
those remotely involved) began to jump on the hero bandwagon. My unit
witnessed more than a couple of these types putting themselves in for
decorations. While I have no doubt that there were many who deserved
recognition, I was thoroughly disgusted.

Thousands of Commendation Medals and Achievement Medals were approved (along
with more than a few Bronze Stars and other decorations normally associated
with direct combat involvement).

A colleague of mine asked if I would be receiving a medal and when I told him
that I didn't want one (other than maybe a campaign ribbon to show I
participated) he responded, "Everyone else is getting one. Think of the
promotion points." "That doesn't make it right," I said. "If you don't look
out for yourself, no one else will," he replied.

Feb. 28, 2001 | One of the most disturbing consequences of President 
Clinton's dubious 11th hour pardons may be the way they've served to 
rehabilitate the public image of Clinton's chief inquisitor, Rep. Dan Burton, 
R-Ind. 
As chairman of the House Government and Reform Committee, Burton turned his 
panel into a one-stop shop for Clinton haters, mounting investigation after 
investigation at taxpayer expense. He may be best known for shooting at a 
"headlike thing" in his backyard in order to prove a crackpot theory that 
White House aide Vince Foster was murdered. In April 1998, Burton railed 
against Clinton to the Indianapolis Star: "If I could prove 10 percent of 
what I believe happened, he'd [Clinton] be gone. This guy's a scumbag. That's 
why I'm after him." 
And he went after Clinton with a vengeance, hammering away at charges of 
campaign finance violations and other alleged ethical abuses. He once wrote a 
letter to ask the president whether taxpayer money was being used to 
underwrite the expense of mailings for a fan club for first feline Socks. He 
released transcripts of the prison conversations of former Associate Attorney 
General Webster Hubbell but edited them to remove comments that seemed to 
exonerate Hillary Rodham Clinton -- an act that earned him condemnation from 
Congress. He was later forced to apologize on the House floor. 
Yet Burton had his own moral and ethical foibles that made him an unlikely 
judge and jury to condemn Clinton. In December 1998, Salon contributor Russ 
Baker revealed that Burton maintained sexual relationships with women on his 
campaign payroll, and used those funds to pay at least one longtime 
girlfriend who had no apparent job on the campaign staff. In a preemptive 
strike against Baker's story, Burton himself revealed that he had a 
15-year-old son from another affair. The article also detailed allegations 
that Burton had used his congressional office to raise campaign funds, and 
had sexually harassed a Planned Parenthood lobbyist who came to talk to him 
about legislation. 
The revelations in Salon's story, as well as other investigations conducted 
by the Washington Post and the Indianapolis Star, prompted Washington's 
Congressional Accountability Project to file a complaint letter with the 
House Committee on Standards of Official Conduct. Though the media had a 
field day with CAP Director Gary Ruskin's letter, the committee failed to act 
on Ruskin's charges. 
The most explosive revelation in Salon's December 1998 report was the 
relationship Burton shared with Claudia Keller, who would later be described 
as a "ghost employee" on the Indiana congressman's staff by CAP's Ruskin. In 
government disclosure paperwork, the former model appeared in 1998 as 
Burton's campaign manager -- a position she ran from her home in 
Indianapolis. According to neighbors, Burton would frequently visit Keller's 
ranch-style home, where his supposed campaign manager would sometimes greet 
him at the door "wearing a teddy." Burton paid $2,400 to $4,000 each year in 
rent for that home between 1991-98. He also paid Keller a salary of $40,000 a 
year, plus expenses, to run his campaign. Additional payments were also made 
to Keller's business "Buttons and Bows" for her appearances as a clown at 
various campaign events. 
Meanwhile, Keller was also on the payroll at Burton's district office. When 
asked by Salon what Keller did as a congressional staffer, Burton's spokesman 
had great difficulty explaining. According to CAP's own inquiry, Keller made 
$21,736 in her position during 1997, working an average of two days a week. 
In total, she had earned $157,664 since taking the position in 1990. In his 
request for an investigation, Ruskin asked the House Ethics Committee to 
"evaluate whether Claudia Keller performs official work commensurate with her 
salary, and whether she is or has been a ghost employee. If she is or has 
been a ghost employee, then Burton and Keller have engaged in a conspiracy to 
defraud the United States government." 
Salon's exposé also presented evidence that Burton illegally used telephones 
in his congressional offices to raise money for his campaign. The allegations 
were similar to those lodged against then-Vice President Al Gore, who 
admitted to having made calls seeking "soft money" from his office phone. But 
Burton was raising money directly for his own re-election effort. Dan Moll, a 
fundraiser for Burton who was working on the House's civil-service 
subcommittee at the time, was overheard by a source trying to shake down 
money from a possible contributor from his subcommittee office. "You will 
give us money or we will never help you again," the source recalled hearing 
Moll say.

Corporate spin and lies: a spymaster's lament, and a
warning to us all
John le Carr has issued a timely warning that
international conglomerates don't always consider the
public's best interests, says Paul Sheehan.


Feeling brainwashed? The world's most famous spy, John
le Carr (aka David Cornwell) thinks you should be.

"We have become the creatures of these people.
Advertising as news. It's prevalent in every aspect of
the press. It's very skilfully done. The amount of
energy and money and ingenuity applied to corporate
spin and corporate lying has never been greater or
more effective than it is now."

"These people" are big corporations. "The biggest
delusion of our time is that great corporations have
an ethical centre. They have absolutely no ethical or
moral centre," he told me during a visit to Sydney
this week. He's not just talking about marketing and
branding and corporate spin-doctoring. In his new
novel, The Constant Gardener, he argues that big
pharmaceutical corporations have blood on their hands
while, on the surface, everything they do is according
to law.

In his conversation with me, he cited big oil
companies: "The civil war in south Sudan now is being
fuelled, literally, by the oil industry. The deal that
the oil companies have cut with [the Sudanese military
government in] Khartoum is that Khartoum will let them
build runways, let them explore for oil, and in return
will receive royalties and get to use the runways for
its aircraft to bomb villages. It gets money for guns
and soldiers to go and shoot the Africans in the south
...

"And how the hell did Shell Oil get away with what
they did in Nigeria? It is exactly the way I saw it in
The Constant Gardener: you delegate responsibility to
local management. You even sell off various
concessions so that you basically disown them. And
what happens on the ground, that's explained away as
the local ethic: 'When in Rome'; 'We don't interfere';
'We're terribly concerned that things should be done
fairly and constitutionally according to the law of
the land'. That was what happened in Nigeria under
that monstrous dictatorship."

Did he say Shell Oil company?

One of the world's biggest energy conglomerates, the
Royal Dutch/Shell Group, is attempting to take control
of Australia's largest energy development, the
North-West Shelf natural gas and oil field via the
takeover of Woodside Petroleum by Shell Oil.
Everything about this deal is big. Royal Dutch/Shell
is a British/Dutch corporate behemoth, with a market
capitalisation of $US206 billion ($391 billion).
That's almost as big as the entire Australian stock
market. For Shell Oil, this is another strategic asset
play. For Australia, the North-West Shelf is the
nation's largest energy source, its largest
development project, and it will have an impact on the
nation's balance of payments for a generation.

It does not help Shell that in 1996 a former company
official, Bopp van Dessel, the former head of Shell's
environmental studies, went public with this claim:
"They were not meeting their own standards, they were
not meeting international standards. Any Shell site
that I saw was polluted. Any terminal I saw was
polluted."

Also in 1996, The New York Times reported that Shell
may have damaged the reputation of a prominent
Nigerian writer, Ken Saro-Wiwa, prior to his execution
by Nigeria's military government. Saro-Wiwa had led
the Movement for the Survival of the Ogoni Peoples,
which campaigned against environmental damage caused
by Shell and other oil companies in the Ogoni region
and against human rights abuses committed there by the
Nigerian military.

Shell suspended operations in the Ogoni region in 1993
after civil unrest, but it continued to produce about
half of Nigeria's crude oil output. The company put
out a statement that it was "not for a commercial
organisation like Shell to interfere in the legal
processes of a sovereign State such as Nigeria".

Sounds like a John le Carr novel. Which brings us
back to the decreasingly sovereign state of Australia.
The choice now is whether to send a signal that might
discourage foreign investment. Or would Australians
prefer that the key decisions about the North-West
Shelf be made in boardrooms in London and the Hague,
or in Australia?

For most Australians, that's a rhetorical question. As
the two recent State elections have shown (yet again),
the natives are restless. They want blood. And oil.

 In a 2/26/2001 article the Washington Post reported that, offering
a glimpse of the trade-offs that will come with President Bush's budget,
administration officials said duplicative programs for the homeless face
trimming. Mitchell Daniels Jr., Bush's director of the Office of
Management and Budget, said on CNN's "Late Edition" that in looking for
savings to accommodate the first installment of Bush's $1.6 trillion tax
cut, the administration will start with duplicative programs.

 "We have 50 programs for the homeless sprawling across eight departments..."
he said. "...We have to be careful with duplication of that kind. There are
programs which have outlived their usefulness or even completed their mission."

 hell and he's not shy about it. Who is this middle aged balding guy
 with an
 attitude angry at? Just about anyone to the left of Attila the Hun.
 Now, he's
 going after some of the 200 or so organizations that lined-up to
 deny Sen.
 John Ashcrof this "righteous" spot heading up the Justice
 Department. Some
 Democrats claim that the 58-42 Senate vote that confirmed Sen.
 Ashcroft was
 meant to be read as a warning to President Bush. Something like, "If
 you come
 around here with an ultraconservative judicial appointment, you're
 gonna be
 in trouble." Seriously though, how much more of an ultra can Bush
 find -
 perhaps a member of the Council of Conservative Citizens? It's
 obvious to
 many observers that if the Dems couldn't summon the backbone to
 defeat, or at
 least filibuster, the Ashcroft nomination, what kind of response can
 be
 expected of them regarding Bush's tax proposal and cuts in domestic
 programs,
 not to mention future nominations. During the first week in
 February, it
 became apparent that Mark Levin's Landmark Legal Foundation wasn't
 going to
 just settle for winning the Ashcroft battle. They had bigger fish to
 fry.
 First, Landmark announced the formation of its "501-C Project" which
 intends
 to "ensure that liberal nonprofit organizations that lobby against
 presidential appointments comply with U.S. tax and lobbying laws."
 The
 Unification Church-owned Washington Times reported that Landmark has
 asked
 the Internal Revenue Service "to investigate accusations that
 several civil
 rights groups and other nonprofit organizations violated their
 federal
 tax-exempt status by participating in lobbying efforts against the
 nomination
 of John Ashcroft as attorney general." According to Levin:
 "Published reports
 reveal that scores of liberal, 501(c)tax-exempt groups spent the
 last month,
 and hundreds of thousands of dollars, in a well-coordinated and
 highly
 organized lobbying campaign against the Ashcroft nomination. They
 have also
 announced that they will lobby against future nominees who they
 consider too
 conservative. The IRS must look at these activities very carefully
 to ensure
 that these organizations are not skirting the law or failing to pay
 their
 taxes." Levin pointed to a January 9 meeting of organizations
 opposed to
 Ashcroft's nomination, held at the headquarters of the American
 Association
 of University Women. Called by the Leadership Conference on Civil
 Rights,
 among the groups Levin identified as in attendance were the National
 Association for the Advancement of Colored People (NAACP), the
 Sierra Club,
 Planned Parenthood, the National Organization for Women's Legal
 Defense and
 Education Fund, the National Education Association and the National
 Black
 Women's Health Project. This was just one of several complaints with
 federal
 agencies that Landmark has filed in the past few months. They also
 filed a
 complaint with the IRS and the Federal Election Commission (FEC)
 against one
 of the right's perennial targets, the National Education
 Association. Over
 the years, Landmark has butted heads with the NEA especially around
 the issue
 of school vouchers in Wisconsin, where Landmark provided legal
 support for
 pro-voucher organizations. Levin says the teachers union is using
 millions of
 dollars in unreported tax-exempt funds to influence the outcome of
 political
 races. According to Landmark's website
 (http://www.landmarklegal.org), the
 complaint, part of the its Quality Schools 2001 initiative, claims
 that "the
 last several NEA Form 990 federal tax returns, submitted to the IRS
 under
 penalty of perjury, disclose no political expenditures whatsoever.
 The NEA
 and several of its affiliates have also failed to disclose the full
 extent of
 their political activities to the Federal Election Commission
 (FEC)."
 Landmark is asking these government agencies to "initiate
 comprehensive
 investigations of the NEA's political activities and expenditures to
 determine whether it has violated federal tax and campaign laws.
 Landmark is
 also asking the IRS to consider whether the NEA's tax-exempt status
 should be
 revoked, and whether the IRS and the FEC should impose fines and
 penalties on
 the NEA." Landmark was founded in 1976, as the Great Plains Legal
 Foundation
 with an office in Kansas City, Mo. (it also has an office in
 Herndon, Va.)
 Its mission is to provide litigation and legal aid to conservatives
 and
 conservative causes. In 1995, taking advantage of the Republican
 takeover of
 the House, Landmark stitched together a plan called "Beyond the

It seems that whenever Hillary would leave
the White House, Denise would come calling
within an hour or two.  According to official
White House records, this occurred around
20 times.
The story will break in the National Enquirer.
The source of the "leak" for this information
is probably within Hillary's camp.
The intent is to portray Hillary as a "victim"
and produce sympathy for her at a time when
her popularity and credibility is declining with

 Having worked at CBS News for three decades, most recently as executive
political director, Martin Plissner has witnessed the behind-the-scenes
decisions that determine how the networks cover presidential campaigns. In
The Control Room, he suggests that presidential campaigns have, in response
to that coverage, become one big staged (or, rather, televised) event in
which candidates spend their days flying from place to place shaking hands,
attending festivals, and giving speeches--all in the hope that it'll generate
a broadcast-worthy image or sound bite.

Having so much control over what most Americans learn about presidential

These matters are not for the thin skinned.  There are many "divisve" threads
all through conspiracy theory. It is one of the main tools.  Do not believe
everything you read, but do not be afraid to read it either. And personally,
I do not take what Saba/Aliesha/. . .  has  to say with much seriousness but
as to seeing the ebbs and flows of thought/stances and tone there is much to
be gleaned. And I suspect that if s/he was tossed, they would appear again in
another form.

The British play the heavy in many conspiracy theories.

One thing that is certain is that us hoi polloi are and have been subjected
to massive amounts of propaganda, lies, social engineering, oppression, etc
for generations. And one of the main battlefields is conspiracy theory. A
conspiracy theory doesn't have to be true to have an effect. And generally
people are motivated more easily by fear and the use of the hegelian
dialectic began when he was alive and he been dead for over 170 years. And he
was just a crystalization of ideas that had been floating around. The whole
jewish german dialectic was specifically chosen to be a flash point and as a
place for them "to hang their hats" and force/control the debate. The Jews
and Germans were so intertwine in culture yet seperateness and unfamilarities
could be used and have been. It is easy to get folks to be xenophobic. Let us
hope the interent will help us all understand and expose the deviant elites,
that use our nationhoods among other things against us all.

February 28, 2001-Last night, we were treated to the spectacle of a
smirking criminal in a suit, puffing out his chest before the world's TV
cameras and babbling in front of both houses of Congress, acting as if he
were the legitimately elected leader of the world.

A man who, along with his entire family, belongs in a maximum security
prison (or standing trial before an international tribunal) is playing
president. Congress plays along. And the corporate media fuels the big
lie, 24 hours a day.

Two months have passed since the most brazen seizure and rape of American
democracy in modern history. Yet, not one prominent voice has spoken the
truth of Bush's absolute illegitimacy.

There has been no call for investigations into the treason, massive
national election fraud and national civil rights plundering that put him
in power. There has been no demand for the ouster of a corrupt Supreme
Court that stole the White House for him. There has been no scrutiny of
W's criminal financial deals, his AWOL, his drunk driving violations and
cover ups, nor the Bush family's long and spectacular, multi-generational
criminal resume.

The completeness of the occupation has been stunning, even to the most
jaded cynics, including those of us who predicted the nightmare scenario
we now live.

The idiot son of the former president and CIA director garbled and
stumbled through his scripted lines, knowing full well he had no right to
be standing there, in light of Al Gore's victory (which, contrary to lying
mainstream media distortions about a "Bush Florida recount
vindication/victory," has Gore winning by some 3,000 or more votes).

He proceeded to boast and shove a corporate/military/right wing policy
agenda down America's collective throat, knowing full well that the
majority of Americans do not want any of it. Not Rumsfeld's missile
defense boondoggle for Lockheed Martin and TRW. Not the plundering of the
earth and environment for the Texas power companies. Not the economically
disastrous tax breaks for the wealthiest of the wealthy and the ratcheting
up of the national debt. Not the Christian right moral agenda. Not the
Christian right control of school agendas and social services. Not the
testing-focused education "reform" that makes children stupid. Not the
fanatical right wing Cabinet poised to destroy women's rights and civil
rights.

Not any of it.

Bush slurred lines decrying "big government," knowing full well that a
majority of Americans will suffer from cuts in services and government
protections, while a chosen minority (the corporate, the right, the
military, the intelligence community and the criminal) will benefit like
never before from a "big, domineering right-wing" Republican government
that will create more bogus energy crises, start new wars and foreign
coups, and manipulate the global financial machine for their pleasure.

Bush knows he is a depraved fascist crook, surrounded by an international
collective of fascist crooks. He likes it.

Who is going to stop them?

Democrats Tom Daschle and Dick Gephardt demurely and politely debated the
nuts and bolts of the Bush policies. Other Democrats applauded Bush's
"style and delivery." The Democractic whimpering added legitimacy to a
sham that never should have gone beyond November 7, 2000, and further
eroded any confidence that the so-called party of the left is anything
more than a doormat. The tracks of Texas cow pie can be seen on the backs
of sellouts, like Ellen Tauscher (D-CA) who lauded Bush for "appearing
presidential and in command."

The correct rebuttal to every Bush speech for the next four years should
be the same: "George W. Bush is not the legitimate President of The United
States, and never will be. Thank you."

MIDAS COMMENTARY FOR FEBRUARY 28, 2001

Gold was bashed $3 in Asia last night as the Bank for
International Settlements commenced a new lending
operation via Dresdner Bank and others. That caused the
one-month lease rate to plunge from 5 to 2 percent.
Still, 2 percent is almost triple what it was two weeks
ago.

It is amazing lately how the BIS shows up wherever GATA
pokes its head. The good news is that it shows how
right Reg Howe is. Reg, the bloodhound, has the fox in
his sights.

Trading on the Comex today was furious, with about
49,000 contracts changing hands. The big buyer was
Hannibal Lecter (Goldman Sachs) himself. That brought
gold back all the way back from a sharp early deficit,
as it closed down only 60 cents at $267.10. Word from
the spot market was of a significant struggle between
buyers and sellers going on all day.

Indian gold demand is very firm, as the Indian
government today revealed a decision in its budget to
cut the import duty on gold to 250 rupees per 10 grams
from 400 rupees, in a move to discourage smuggling.

Silver was strong all day and finished at $4.46, up 5
cents.

The gold bullish consensus is only 27, silver only 20.
Both are extraordinarily low from a historic
perspective.

The CRB appears to have put in a near-term double
bottom around 220. The short-term CRB technicals are
very bullish.

How about that foot-in-mouth Bear Stearns chief
economist and former Fed Governor Wayne Angell! It was
eat-crow time on CNBC, as he had to backtrack on his
prediction of an interest rate cut.

Fed Chairman Alan Greenspan killed that idea in his
testimony before Congress this morning.

This email from a fellow Cafe member may be of special
interest, as I now can tell you for sure that GATA's
revelations have reached the highest levels of the U.S.

I was watching CNBC on Tuesday, slightly amused at the
incessant commentary from the talking heads over the
"imminent" rate cut. But this is not the reason for my
e-mail. Yet again yesterday they were interviewing
Wayne Angell from Bear Stearns, trying to pin him down
on a date for the rate cut and/or any other "bullish"
info he could divulge.

In the couple of minutes he was on, Angell basically
said that the Fed has the power to create the "V
bottom" recovery in the economy by ensuring that ample
liquidity is provided to the markets. His rather crude
definition was that if enough liquidity was pumped into
the economy, the "value" of everything from equity
prices to house prices would rise -- though he did fail
to mention that this would be relative to a falling
dollar -- including a broad spectrum of commodity
prices.

Insert here various inane questions from CNBC and a
reiteration of above info by Angell And now for the
shot

Just before CNBC cut away and in Angell's last
comment, he said that in such a high-liquidity
environment, the price of everything would rise
INCLUDING THE PRICE OF GOLD.

The emphasis was added by him, not me.

Now why even mention gold, seeing as the likes of him
and all the other establishment members seem to go out
of their way not to mention that four-letter word? Was
this the first in a series of warning shots that the
price of gold is about to be set free?

I don`t know, but just thought i would bring this
interview to your attention in case you missed it.

Wayne Angell has been as vociferous a gold basher as
any I can recall for six years. Now he has changed his
tune. There is no doubt in my mind that he has been

Here's how the president of the United States was elected: In the months
leading up to the November balloting, Florida Governor Jeb Bush and his
Secretary of State, Katherine Harris, ordered local elections supervisors
to purge 64,000 voters from voter lists on the grounds that they were
felons who were not entitled to vote in Florida. As it turns out, these
voters weren't felons, or at least, only a very few were. However, the
voters on this "scrub list" were, notably, African-American (about 54
percent), while most of the others wrongly barred from voting were white
and Hispanic Democrats.
Beginning in November, this extraordinary news ran, as it should, on Page 1
of the country's leading paper.  Unfortunately, it was in the wrong
country: Britain. In the United States, it ran on page zero  that is, the
story was not covered on the news pages. The theft of the presidential race
in Florida also was given big television network coverage. But again, it
was on the wrong continent: on BBC television, London.
Was this some off-the-wall story that the Brits misreported? A lawyer for
the U.S. Civil Rights Commission called it the first hard evidence of a
systematic attempt to disenfranchise black voters; the commission held
dramatic hearings on the evidence.  While the story was absent from
America's news pages (except, I grant, a story in the Orlando Sentinel and
another on C-Span), columnists for The New York Times, Boston Globe and
Washington Post cited the story after seeing a U.S. version on the Internet
magazine Salon.com. As the reporter on the story for Britain's Guardian
newspaper (and its Sunday edition, The Observer) and for BBC television, I
was interviewed on several American radio programs, generally "alternative"
stations on the left side of the dial.
Interviewers invariably asked the same two questions, "Why was this story
uncovered by a British reporter?" And, "Why was it published in and
broadcast from Europe?"
I'd like to know the answer myself. That way I could understand why I had
to move my family to Europe in order to print and broadcast this and other
crucial stories about the American body politic in mainstream media.  The
bigger question is not about the putative brilliance of the British press.
I'd rather ask how a hundred thousand U.S. journos failed to get the vote
theft story and print it (and preferably before the election).
Think about "investigative" reporting. The best investigative stories are
expensive to produce, risky and upset the wisdom of the established order.
Do profit-conscious enterprises, whether media companies or widget firms,
seek extra costs, extra risk and the opportunity to be attacked? Not in any
business text I've ever read. I can't help but note that the Guardian and
Observer is the world's only leading newspaper owned by a not-for-profit
corporation, as is BBC television.
But if profit-lust is the ultimate problem blocking significant
investigative reportage, the more immediate cause of comatose coverage of
the election and other issues is what is laughably called America's
"journalistic culture." If the Rupert Murdochs of the globe are shepherds
of the new world order, they owe their success to breeding a flock of
docile sheep, the editors and reporters snoozy and content with munching
on, digesting, then reprinting a diet of press releases and canned stories
provided by officials and corporation public relations operations.
Take this story of the list of Florida's faux felons that cost Al Gore the
election. Shortly after the UK and Salon stories hit the worldwide web, I
was contacted by a CBS network news producer ready to run their own version
of the story. The CBS hotshot was happy to pump me for information: names,
phone numbers, all the items one needs for a quickie TV story.
I also freely offered up to CBS this information: The office of the
governor of Florida, brother of the Republican presidential candidate, had
illegally ordered the removal of the names of felons from voter rolls  real
felons, but with the right to vote under Florida law. As a result,
thousands of these legal voters, almost all Democrats, would not be allowed
to vote.
One problem: I had not quite completed my own investigation on this matter.
Therefore CBS would have to do some actual work, reviewing documents and
law, and obtaining statements. The next day I received a call from the
producer, who said, "I'm sorry, but your story didn't hold up." Well, how
did the multibillion-dollar CBS network determine this? Why, "we called Jeb
Bush's office." Oh. And that was it.
I wasn't surprised by this type of "investigation." It is, in fact,
standard operating procedure for the little lambs of American journalism.
One good, slick explanation from a politician or corporate chieftain and
it's case closed, investigation over. The story ran anyway: on

The results are in. The hysterical anger and political maneuvering that
prevented a final tally of the votes in Florida's presidential race was for
naught. According to a recount of Miami-Dade County, led by the Miami
Herald, a hand recount would have given Gore only another 49 votes there.
EVEN WHEN added to the Gore vote tallies in Volusia, Palm Beach and Broward
counties, Bush still comes out ahead by 140 votes. You would think this
figure would finally end the 2000 election controversy. You would be wrong.
The Herald and its parent company, Knight Ridder, retained a public
accounting firm, BDO Seidman, LLP, to conduct the review. Spending more
than 80 hours during a three-week period, the reporters and accountants
examined every "undervote" separately and recorded their findings.
Of course, each time the votes were counted they changed ever so slightly.
The Heisenberg uncertainty principle is never so true as in the necessarily
subjective case of vote counting. Hanging chads fall off, pregnant chads
give birth, writing becomes smudged, etc.
   UGLY LESSONS
Unfortunately, the Herald recount proves only one thing: Al Gore and his
campaign pursued a remarkably foolish and self-defeating post-election
strategy. In picking only five counties in which to ask for a recount, the
Gore campaign made two fatal mistakes. First, they gave the impression that
they were hoping to cherry-pick the result by asking for recounts only in
those counties where they had the most to gain. This played into Republican
accusations that Gore was no more interested in a fair vote count than was
Florida Secretary of State and Republican insider Katherine Harris; rather,
Gore was arguably trying to lawyer himself into the presidency by hook and
by crook.
Second and most damning, this strategy was not only counter-productive from
a public relations standpoint; it was destined to lose. Had Gore won with a
five-county undercount-only strategy, this victory would likely have been
overturned by the Florida legislature, or if necessary, the U.S. House of
Representatives. And as we saw in the end, the Supreme Court was also
willing to place its own credibility on the line in the end if there were
no other way to overturn a questionable Gore victory.
The only way for Gore to address all of these potential
pitfalls would have been to undertake the strategy suggested in this space
when the battle was still raging: to call for a full hand recount in
Florida. A call for a complete recount would have provided a masterstroke
of favorable publicity for the Gore team. What's more, according to the
evidence available so far, it would have worked.
When the Supreme Court made its final election ruling last December, one
argument it gave for overturning the Florida high court's pro-Gore decision
was the Florida court's refusal (at the Gore's team's request) to consider
the 110,000 "overvotes," where a machine count recorded more than one vote
for president. When examined by hand, however, many of these votes turned
out to be legal, as both the punch card (or check mark) matched the name of
the candidate written in.
In late December, the Orlando Sentinel took a look at
about 3,000 overvotes in Lake County. The paper found more than 600 valid
ballots that had been ignored by the machines, with Gore picking up 130
even in this heavily pro-Bush county. In late January the Chicago Tribune
reported that in 15 Florida counties with a particularly high rate of
overvotes, more than 1,700 votes that showed a clear choice had been
discarded. Most of the counties in the Tribune's study were small, rural
and predominantly Republican. Yet even so Gore's net gain was 366
votes.  And a Washington Post review of the computer records of 2.7 million
votes in eight of Florida's largest counties reported that overvotes
trended toward Gore at a rate of three to one.
   EXPENSIVE WASTE OF TIME
Add these together, even with the new undervote count, and Bush is back
cutting brush in Crawford, Texas, while Al Gore is your new president. But
because it chose to ignore these legal votes in its own recount, the
Herald/Knight Ridder effort is an expensive waste of time, useless for
everyone but Bush/Republican propagandists. It will be a test of the media
to treat these results with the critical scrutiny they deserve. (One paper
which has already failed this test is USA TODAY, which ran the Herald
results under the misleading headline, "Recount Study: Gore Still Loses,"
thoughtlessly accepting the Herald's flawed counting standards.)
We will not have a genuine answer to these recount questions until the
consortium of eight newspapers that has contracted for a much fuller
investigation than the Herald's finally completes its

'Monopoly' anarchists plan May Day havoc in bid to wreck polling

THOUSANDS of anarchists plan to take over London streets on
May Day in a violent version of Monopoly, seizing hotels and
company headquarters in an effort to disrupt the expected
general election.

Police have uncovered plans for more than 15,000 extremists
to converge on London from all over Europe on May 1, two
days before the country is likely to go to the polls.
Ministers are bracing themselves for what could be one of
Britain's worst outbreaks of mass anarchist violence.

The Metropolitan Police has cancelled all leave and forces
around the capital and the Army could be drafted in to quell
riots. Activists have drawn up what detectives are calling
"the Monopoly Board mayhem" strategy, in which they will
target well-known streets and areas such as Park Lane and
Mayfair.

The plan, obtained by the police and seen by The Telegraph,
spells out the tactics to use London as a giant board game.
It says: "This year we want to celebrate May Day by playing
a game of Monopoly on the streets of London on May 1."

It advises activists to "consider the possibilities" and
seize the headquarters of companies involved in debt,
privatised railways and utilities such as gas and
electricity. The plans instruct activists to target "above
all, the streets and areas in which the daily business of
capitalism continues, normally unhindered".

A booklet, designed to look like the Monopoly board game
with the familiar illustrations, is to be produced to help
the protesters identify targets. Sir John Stevens, the
Commissioner of the Metropolitan Police, is believed to be
convinced that the anarchists' main aim is to disrupt the
general election.

A senior police insider said: "Their aim is clear. They want
a violent and bloody conflagration on the streets. They want
to disrupt polling and cause anarchy. If they could affect
the general election it would be the greatest possible
propaganda coup". Sir John has promised to "meet, match and
beat" the anarchists, but he is clearly worried that the
capital could lurch out of control.

Reports are being sent to Jack Straw, the Home Secretary,
this week outlining the seriousness of the threat. Street
confrontations might cause polling stations to close and
wreck voting in at least three constituencies. Sir John has
set up a special unit to tackle the rioters under David
Veness, an assistant commissioner, who tracked down David
Copeland, the Nazi nailbomber.

If police cannot keep control, it would be damaging for Tony
Blair's reputation for law and order as voters go to the
polls. One police insider said: "You can imagine the capital
opposition parties would make out of that."

Planning for the May Day protests has been going on for at
least nine months. Anarchists aim to make this year's
demonstrations even more disruptive than the four-day
protest last year that resulted in huge damage in the
capital and the vandalism of Sir Winston Churchill's statue.

This time more than 15,000 dedicated, hardened activists
from all over Europe will descend on just one target,
central London. Websites will tell protesters where to
gather, and police expect that they will choose a main Tube
station such as Tottenham Court Road.

Among the anarchists who are likely to attend are those from
the Black Flag movement and German terrorists. These are the
same people who caused trouble at the meeting of the G8
group of economic powers last year at Seattle in America.

DALLAS (Reuters) - Former U.S. housing Secretary Henry Cisneros
said then-President Clinton pardoned him to correct the
``extremes'' of independent counsels, a newspaper reported
Wednesday.

Cisneros, in an interview with the Dallas Morning News, said he
did not seek the pardon for his misdemeanor conviction of lying
to the FBI and was surprised by it.

Clinton has been under fire for questionable pardons made in the
last hours of his presidency, especially that of fugitive
billionaire Marc Rich.

Cisneros called Clinton to thank him and said the former
president gave him two reasons for the pardon.

``One, because he abhors the extremes of the independent counsels
and he felt he just wanted to wipe out of existence a bad chapter
of American jurisprudence,'' he said.

``Secondly, he felt that people came after me principally because
I was associated with him,'' Cisneros told the newspaper.

``Now, I don't agree with that,'' he said. ``I made mistakes and
I've got to own up to them and be responsible for them.''

After a four-year, $10 million investigation by independent
counsel David Barrett, Cisneros pleaded guilty in September 1999
to lying to the FBI about $250,000 in hush money payments he made
to former mistress Linda Medlar Jones prior to joining the
Clinton cabinet in 1993.

Cisneros said that, even though surprised by the pardon, it was
not inconsistent with Clinton's personality.

``In many ways it's classic Bill Clinton that he would think
generously about a colleague ... with no request,'' he said.

He said the current controversy about the pardons made him
''sad'' for the former president.

Clinton also pardoned Jones, who served time in prison for her
part in the Cisneros affair.

Cisneros, after a stint as head of Spanish-language television
network Univision, has returned to his native San Antonio, where
he has formed a company to develop affordable house in inner city
neighborhoods.

He told the Morning News he has no plans to re-enter politics.
