`U.S. guarantees reflect bankruptcy'

The government's application to the United States for loan guarantees reflects the
country's dire economic situation, former finance minister Avraham Shochat told
Ha'aretz.

"This application is one of the heaviest indicators for Israel's weakness in the
international markets. In the 1990s Israel needed guarantees because it had to absorb
massive immigration and did not have sufficient foreign exchange reserves. Now the
story is different, because we have large forex reserves. The reason for the current
application is the dire economic crisis and the high interests charged from the
government both in Israel and abroad," Shochat explained.

"The guarantee is intended to finance the deficit and repay $12-$13 billion over the 
next
three years. Namely, in terms of being able to secure and repay loans, we have reached
bankruptcy. The public should know this will not boost the economy; the guarantees are
like oxygen for an economy that is in bad condition."

Israel has asked the U.S. administration for guarantees to secure $8 billion in the 
U.S.
bonds market. In addition, Israel asked for special defense aid of $4 billion. Although
the security aid is justifiable and needed, Shochat said, Israel must be aware of its
drawbacks: "The Defense Ministry has a surplus of foreign exchange and a shortage of
shekels. Let's say we get another billion dollars - we'll have lots of dollars, and 
the IDF
will buy even less in Israel and start directing even R&D budgets to the U.S. This will
certainly have an adverse effect on Israel's economy."

The treasury would not comment.

The race for MWO Whore of the Year 2002 had everything seasoned WotY aficionados
could hope for - suspense, drama, intrigue, and a few unexpected twists and turns.

Two veteran powerhouses, Tim Russert of NBC Champion Shills and Bob "Woody"
Woodward of prestigious Washington Post Toady Farms emerged early to lead the
pack throughout. But there were some surprises.

Owing to a particularly grueling training regimen just prior to the race, including
identifying the Wellstone Memorial as her "Outrage of the Year" on CNN's Capitol Gang,
rookie and false favorite Margaret Carlson surged early on in the contest and finished
with an impressive show, close on the heels of her more experienced rivals.

Republican Pollster Frank Luntz, one of the hack world's rising stars, finished fourth.
Influence and prominence were not strong suits for Luntz, but his well-known,
nauseating compulsion to suck up to Bush, combined with a consistent failure to hide
his GOP credentials from audiences, earned him the favor of countless voters.

In what might have been one of the more surprising aspects of this year's race, Chris
"Tweety" Matthews and a disappointed and humiliated Whore of the Year 2001, Howard
Fineman, ran fifth and six, respectively. It is unclear whether spectators believed 
these
two had improved since last year, or simply that their uber-whore status now goes
unquestioned, rendering additional recognition superfluous.

Mickey Kaus finished seventh. His strengths of unrivaled predictability and banality 
were
not enough to overcome doubts about his relevance. Still, not a bad showing for a
blogger.

Dark Horse Ron Rosenbaum stunned the crowd as he was strong out of the gate and
running first early in the race.  Alas, he lost momentum in the final lap to finish 
eighth.
All in all, a better than expected performance for this newcomer most pros agree will 
be
one to watch in '03.

Sentimental favorite Dick Morris ran ninth, after first predicting he would not 
qualify, and
then predicting an easy win for himself.

A well-turned-out Pop Historian Michael Beschloss finished last in the field. While he
qualified because of his eagerness to squander an academic reputation for face time,
and diminish all historians by acting as any other garden variety dime-store media
whore, his relative obscurity dashed his hopes for a better showing this year.

In an interesting footnote to the race reminiscent of the 1972 Olympic marathon, a 
sleek
but lame Howard "Me Too" Kurtz entered the field out of nowhere at the home turn to
cross the finish line before the winners. (Kurtz's failure to qualify surprised many 
and
boosters launched a last minute write-in campaign).

In the end, the contest came down a fierce and contentious fight to the finish between
Russert and Woodward, both of whom had earned high marks throughout the year for
the consistency, intensity, and dishonesty of their bias and overt willingness to 
sacrifice
their journalistic integrity at the altars of exposure and corporate bosses.

Both were credited with steady, precipitous falls from respectability over time, and 
this
common factor more than any other determined their strong finishes.

Russert's deterioration was seen as significantly more rapid and steep than Woody's.
But in the end, it was Woody's longer-term decline, marked by stark and symbolic
differences between where he started and where he ended up, that would carry him to a
triumphant victory.

Contrasts were drawn between the power-challenging, authority-questioning Watergate
investigative reporter of the 1970's, and the obscenely slavish celebrity-reporter of 
the
New Millennium, who employs bizarre and dishonest devices in his writing to achieve
the outcomes his powerful patrons desire.

For this year's voters, the extreme and tragic transformation of Bob "Woody" Woodward
- and his decadent journey from "All the President's Men" to "Ten Days in September" -
represented a poignant microcosm of the national mainstream media's deterioration
over the last thirty years.

So take a walk around the winner's circle, Bob Woodward.

Who's Bush going to war with? The poor

We are the masters now, is the message coming loud and clear from the Republicans - 
not just in foreign policy but also when it comes to domestic politics.

On the campaign trail two years ago, George Bush promised a new world of compassionate 
conservatism. But, judging by last week's much-hyped tax cut plan, it is the rich Mr 
Bush feels compassion towards.

According to independent analysis, the top 1% of taxpayers will be $89,000 a year 
better off as a result, while the average middle class American will see just $265 cut 
off his/her tax bill. President Bush brands critics of his tax cut plan as exponents 
of class warfare. Class warfare it certainly is - conducted by the White House on 
behalf of the richest group of Americans.

The Republicans argue that the centrepiece of the plan - the abolition of taxes on 
dividends - will help the whole economy by reviving the battered stock prices and 
providing money for firms to invest.

In the United States the shares market plays the same role as the housing market does 
in Britain in supporting consumer spending. But most of the benefits of the 
president's package will go to the tiny group of rich citizens who hold shares 
directly.

As in Britain, most American households own shares through pension funds, which are 
already exempt from tax. The independent Tax Policy Centre estimates that 40% of the 
$360bn cost to the American treasury over the next 10 years will be captured by the 
wealthiest 1% of taxpayers.

Because most institutions buying and selling shares will not benefit from the plan, 
the boost to prices will be less than the administration hoped for. That could be a 
blessing in disguise - the economy is still working through the consequences of the 
last share market bubble and the enormous overhang of investment capital it created.

The last thing Wall Street needs now is a White House-sponsored bubble to follow the 
dotcom boom.

As Stephen Lewis of Monument Securities has pointed out, investment spending is 
depressed because companies are still trying to deal with the hangover from the last 
party. Encouraging a further bout of overinvestment is not likely to make capital 
spending profitable again.

The market appears to have already worked this out. Share prices soared ahead of the 
president's heavily trailed plan, but by the time Mr Bush began speaking the euphoria 
had already worn off.

Over the week the widest index of American share prices, the S&P 500, rose a 
measly 2.5% - well below the 10% increase the administration had hoped for.

If share prices are unlikely to provide the panacea for faltering confidence the 
administration is looking for, their other justification for the plan - that it will 
provide a direct fiscal boost - also seems flawed.

Standard Keynesian economics recommends letting borrowing rise when the economy is 
weak. The US economy needs help now, but most of the benefits of this package will 
start to take effect in a few years' time and will simply add to the already 
ballooning deficit.In addition, most of the money is being handed back to the rich who 
are much more likely to sit on the extra dosh than they are to spend it.

Karl Rove, Mr Bush's political mastermind, apparently persuaded him at the last minute 
that, rather than going for a refund on half of the dividend tax, he should go for the 
whole hog, doubling the cost of the package at a stroke. The reasoning appears to have 
been nakedly political: it puts Democrats in Congress in a difficult position by 
forcing them to vote against the package and thereby gain a reputation for being 
against giving people's money back to them. This is still a country which - even after 
the September 11 attacks - still distrusts what it calls "big" government.

This is a return to the Reaganite sup ply-side theories which the current president's 
father once derided as "voodoo economics". The fundamentalist core of the Republican 
party has never stopped believing that cutting taxes is the route to growth, never 
mind if the budget deficit balloons as a result. The consequences are more likely to 
be negative for growth - a larger structural deficit that will crowd out private 
investment and push up long-term interest rates.

Mr Rove may have misjudged the appetite of Americans for this brand of happy-clappy 
economics. Even some rightwing Republicans in Congress are worried that the plan will 
cause long-term deterioration in the budget position, while moderate Republicans are 
alarmed by its egregious redistribution to the rich.

Supermarket giants to target Safeway with rival £3bn bids

A fierce battle for control of Safeway will spill out into the open this week with J 
Sainsbury and Wal-Mart, the US owner of Asda, both expected to bid over £3bn to 
acquire Britain's fourth-largest supermarket chain.

Safeway was effectively put up for sale by its management last week when it agreed to 
be taken over by Wm Morrison, the Yorkshire-based grocery chain run by Sir Ken 
Morrison, in a deal worth £2.65bn.

However, Morrison's share price dropped sharply after the deal was announced, leaving 
it vulnerable to a counter bid from rivals who cannot afford to see the two chains 
combine.

Sainsbury fears that it will be left as the weakest of the four players in the 
cut-throat UK food retailing market if the deal goes ahead, while Wal-Mart will never 
achieve its ambition to become the No1 in Britain if it lets Safeway fall through its 
grip again - the two were just hours from agreeing a deal four years ago.

Sainsbury's directors held day-long discussions yesterday with the chief executive, 
Sir Peter Davis, seeking support for a cash and share offer of more than 300p for each 
Safeway share.

At the end of Friday's trading, Safeway shares closed at 279.75p, while the value of 
Morrison's offer stood at 251p.

An offer from Sainsbury could come as early as today, alongside the company's 
third-quarter results, which will the give the City the first indication of how 
Sainsbury traded over Christmas.

Wal-Mart, the world's biggest retailer, is expected to wait until Sainsbury has shown 
its hands before announcing its move. Given its size the Arkansas-based company will 
easily be able to outbid Sainsbury and is likely to offer cash. City analysts believe 
it could afford to pay up to 400p.

The bids from Sainsbury and Wal-Mart will be conditional on regulatory approval. This 
is because their announcement will trigger an assessment by the office of fair trading 
and probably a referral to the competition commission, which will then launch an 
inquiry into whether either company should be able to buy Safeway.

This process could take up to six months and its findings can, in theory, be overruled 
by the trade and industry secretary, Patricia Hewitt.

A combination of Sainsbury and Safeway would create a food retailing giant in the UK 
with a market share of 27%, while a merged Asda and Safeway would control 26%. Either 
deal would reinforce the dominance of the big three - the Tesco, the market leader, 
Asda and Sainsbury. Critics claim this would stifle competition.

To overcome such objections both Sainsbury and Wal-Mart are prepared to sell up to 
one-third of Safeway's 479 stores.

Ironically, the two companies held talks about a carve up of the Safeway store 
portfolio late last year, but the discussions broke down last month after Wal-Mart 
objected to the terms of the deal.

Sainsbury is now talking to the US private equity group Kohlberg Kravis Roberts and 
the Royal Bank of Scotland.

However, there were indications from Whitehall yesterday that the government would 
block the Sainsbury and Wal-Mart bids even if both companies promised to sell large of 
numbers of stores.

This would play into the hands of Morrison, which claims that its deal will create a 
fourth power in the UK food retailing market. The company will make its submission to 
the OFT this week and is confident it will not be referred to the competition 
commission.

Morrison needs to buy Safeway so that it can expand out of its northern heartland. At 
the moment only eight of its 191 stores are south of Northampton.

German Christian Democratic official gives interview to pro-Nazi newspaper

The German state of Brandenburg has for the past few years been at the centre of
activities by the extreme right. Since 1990 nearly 20 people have been killed by neo-
Nazis. At the end of last year a new case came to light. Three young men from
Brandenburg were arrested after they had dragged a 17-year-old youth onto deserted
agricultural grounds where they tortured him to death and finally dumped his body in a
cesspit. The reason given by the fascist offenders was that their victim looked as if 
he
was “left-wing.”

The connections of the right-wing scene extend to the Brandenburg Verfassungsschutz
(the “office responsible for the defence of the constitution”—the official name of the
German secret police). This was confirmed in the recent trial against the neo-Nazi Toni
Stadler, from Cottbus, after Judge Hans-Jürgen Brüning came to the conclusion that
the Verfassungsschutz had “covered up” the criminal offences committed by the
accused and “could have prevented this crime”.

It is not only lower levels of the Brandenburg secret police which have connections to
the extreme right wing. These connections reach up to the head of the service. Four
days after the pronouncement of judgement in the Stadler case, the extreme-right
weekly paper Junge Freiheit published an interview with the minister of the interior of
Brandenburg, Jörg Schönbohm (CDU— Christian Democratic Union).

The very fact that Schönbohm gave an interview to this paper constitutes an open
display of solidarity with the extreme right. The Junge Freiheit paper is regarded as 
the
leading mouthpiece of the so-called “new right” in Germany and has, as a result, been
put under surveillance by the intelligence services of another German state, Baden-
Württemberg.

The content of Schönbohm’s statements in the Junge Freiheit also unambiguously fall
into line with the political positions held by spectrum of the extreme right. Besides 
taking
up the well-known hobbyhorses of the conservative right wing—family, nation, law and
order and hostility to immigrants—Schönbohm mockingly comments on the officially
sanctioned “fight against the right wing” in Germany. He derides the “rituals of anti-
fascist struggle” and denigrates such activity.

Schönbohm claims that the fight against right-wing extremism was itself responsible for
the increase of right-wing criminal offences. “When the ‘rebellion of the responsible 
and
the decent against the right’ reached its climax, so did the number of right-wing
offences. Since this movement has begun to fade, the number of offences has also
clearly declined.”

Schönbohm is referring here to German Chancellor Gerhard Schröder. Two years ago
Schröder reacted to widespread indignation at the increasingly bold activities of 
right-
wing skinheads and neo- Nazis by calling for a “rebellion by decent people.” The mass
demonstrations which followed were supported by all the parties represented in German
parliament and effectively covered up their own role in the growth of xenophobia. But 
for
Schönbohm even such state-sponsored demonstrations went too far. He is proud of
proclaiming that he did not take part in these marches.

Schönbohm’s remarks concerning the last federal elections also reveal an extreme
right-wing cast of mind. Referring to the opposition of the CDU towards liberalisation 
of
German laws governing citizenship (“double citizenship”), he adds an additional point,
claiming that naturalised immigrants were responsible for the defeat of the CDU in
federal elections last September. Asked about the reasons for the defeat he answered:
“We must not forget the naturalisations that have already taken place because of
possible ‘double citizenship’. I assume that this decision was made by the SPD
(German Social Democratic Party) and the Greens first of all with the elections and not
integration in mind. With a wafer-thin margin between the government and opposition,
this new group decided the elections.”

Schönbohm regards Germany’s SPD-Green government as a conspiracy aimed at
undermining the foundations of society. The former German army general explained to
Junge Freiheit: “We have lost a battle, but not the campaign Indeed, during their
election campaign the SPD and Greens covered up their real plans for their second
term in office, the completion of their own social conceptions. The milestones of this
path are double citizenship, immigration laws, disintegration of the family, homosexual
marriages, increase in nationalised industry, the rejection of a performance- oriented
society, negation of elitism, policies for minorities at the cost of the majority,

The Times survey, relying on court records, news reports, church documents and interviews, found that 1,205 priests, or 1.8 percent of all priests ordained from 1950 to 2001, had been accused of abuse.

A company that provided security at the World Trade Center, Washington
D.C.'s Dulles International Airport and United Airlines between 1995 and
2001 was backed by a private Kuwaiti-American investment firm whose records
were not open to full public disclosure, with ties to the Bush family.

Marvin P. Bush, a younger brother of George W. Bush, was a principal in the
company from 1993 to 2000, when most of the work on the big projects was
done. But White House responses to 9/11 have not publicly disclosed the
company's part in providing security to any of the named facilities.

Public records indicate that the firm, formerly named Securacom, had Bush
on its board of directors. He was also listed as a significant shareholder.
The firm, which is now named Stratesec, Inc., is located in Sterling, Va.,
a D.C. suburb, and emphasizes federal clients. Bush is no longer on the board.

Bush has not responded to repeated telephoned and emailed requests for
comment.

The American Stock Exchange delisted Stratesec's stock in October 2002.
(Securacom also had a contract to provide security at Los Alamos National
Laboratories, notorious for its security breach.)

According to its present CEO, Barry McDaniel, the company had an ongoing
contract to handle security at the World Trade Center "up to the day the
buildings fell down." Yet instead of being investigated, the company and
companies involved with it have benefited from legislation pushed by the
Bush White House and rubber-stamped by Congressional Republicans.
Stratesec, its backer KuwAm, and their corporate officers stand to benefit
from limitations on liability and national-security protections from
investigation provided in bills since 9/11.

HCC Insurance Holdings, Inc., a reinsurance corporation on whose board
Marvin Bush sat as director until November 2002, similarly benefits from
terrorism insurance protections. (Bush's first year on the board at HCC
coincided with his last year on the board at Stratesec.) HCC, formerly
Houston Casualty Company, carried some of the insurance for the World Trade
Center. It posted a loss for the quarter after the attacks of Sept. 11 and
dropped participation in worker's compensation as a result. Bush remains an
adviser to the chairman and the Board of Directors, as well as a member of
the company's investment committee.

The former CEO of Stratesec is Wirt D. Walker III, who is still chairman of
the board. Although he has also been the managing director of KuwAm for
several years, Walker states definitively in phone interviews that there
was no exchange of talent between Stratesec and KuwAm during the WTC and
other projects.

As Walker put it, "I'm an investment banker." He continued, "We just owned
some stock." The investment company "was not involved in any way in the
work or day-to-day operations" of the security company. He explained
clearly and pleasantly that there was no sharing of information or of
personnel between the two companies.

In December 2000 &endash;- when the presidential election was determined --
Stratesec added a Government Division, providing "the same full range of
security systems services as the Commercial Division," in the company's
words. Stratesec now has "an open-ended contract with the General Services
Administration (GSA) and a Blanket Purchase Agreement (BPA) with the agency
that allows the government to purchase materials and services from the
Company without having to go through a full competition."

The company lists as government clients "the US Army, US Navy, US Air
force, and the Department of Justice," in projects that "often require
state-of-the-art security solutions for classified or high-risk government
sites." In 2000, the US Army accounted for 29% of the company's earned
revenues, or about $6.9 million.

The White House opposed an independent commission to investigate 9/11 until
after the terrorism insurance protections and protections for security
companies had safely passed Congress. It has also quietly intervened in
lawsuits against United Airlines in New York, brought by relatives of the
victims.

Marvin Bush joined Securacom's Board of Directors in 1993, as part of new
management hired when the company separated from engineering firm Burns and
Roe. The new team was capitalized by KuwAm, the D.C.-based Kuwaiti-American
investment company. Bush also served on the Board of Directors at KuwAm,
along with Mishal Yousef Saud al-Sabah, Chairman of KuwAm and also a
Director on Securacom's (Stratesec's) board.

The World Trade Center and the Metropolitan Washington Airport Authority --
which operates Dulles -- were two of Securacom's three biggest clients in
1996 and 1997. (The third was MCI, now WorldCom.)

Stratesec (Securacom) differs from other security companies which separate
the function of consultant from that of service provider. The company

In 1973 the United States government commissioned a report from SRI
International[16] entitled Changing Images of Man, edited by Willis W, Harman
and OX Markley, which concluded that the spread of what it termed 'the new
values' — spiritual and ecological awareness and self-realisation movements
— is becoming virtually unstoppable. This would bring about a transformation
of society (particularly in the United States) that would radically undermine
'modern industrial-state culture and institutions' and result in 'serious
social disruptions, economic decline, runaway inflation, and even
institutional collapse'. [17] This report anticipates a lessening of trust in
authority and a reaction against a regimented, tightly controlled society. It
also suggested ways of preventing this worst-case scenario by identifying
existing institutions or traditions that could be used to control and contain
the impetus of the new movement. Significantly, it recommended as one of the
best solutions the tradition of Freemasonry. As the report states:

Of special interest to the Western world is that Freemasonry tradition which
played such a significant role in the birth of the United States of America,
attested to by the symbolism of the Great Seal (on the back of the dollar
bill) ... Thus this ... has the potentiality of reactivating the American
symbols, reinterpreting the work ethic, supporting the basic concepts of a
free-enterprise democratic society, and providing new meanings for the
technological industrial thrust. [18]

Note the similarity to the pronouncements of 1940s VicePresident Henry
Wallace — and, of course, the words of Edgar Cayce.

What is particularly significant is that this report was produced by SRI
International at the very time that they were heavily involved with the CIA
and the US Defense Department. Imagine how it must have made alarm bells ring
in the corridors of power, especially as it stressed that such a
transformation of society was inevitable. The only recourse for those in
positions of power and authority was for them to actively hijack the belief
systems that underpinned this social unrest, moving it in whatever direction
gave them the greatest advantage and retaining their control over the masses.

On 28 October 1997, Enron Corporation announced the entry of Frank G. Wisner Jr. onto its board of directors. Most of the business press did not find this untoward and it certainly did not emerge as part of the US discussions  on corruption at the highest level. Frank Wisner, as we know in India, was the US Ambassador from 1994 until this year and his entry into Enron must be seen in light of the scandal of Dabhol. Enron, like most US corporations, uses itsclose association with the state (both its elected and bureaucratic arms) for its own ends. US campaigns are financed by corporations whose money not only enables politicians to win elections, but it also buys businesses the state's power both for domestic subsidies and for the use of US power in the internationalarena. Frank Wisner, Jr. was a big catch for Enron Corporation. His lineage is impeccable, since his father, Frank Wisner Sr., was a senior CIA official (from 1947 until his suicide in 1965) who was involved in the overthrow of Arbenz of Guatemala (1954) and Mossadeq of Iran (1953). Wisner Junior was well-known in the CIA and he worked as Under Secretary of Defense forPolicy and Under Secretary of State for International Security Affairs; his current boss, Kenneth Lay, Chief Executive Officer of Enron Corporation,also worked for the Pentagon during the US war in Vietnam. With "economicespionage" as a task for the CIA (see PD, 12 October 1997), there is little doubt that Wisner used this instrument during his long-tenure as Ambassador in Asian nations. A Wisner staffer told InterPress Services this year that "ifanybody asked the CIA to help promote US business in India, it was probably Frank". When Wisner was US Ambassador to the Philippines (1991-92), Enron was in the midst of negotiations to manage the two Subic Bay power plants. When Wisner left Manila in July 1992, Enron won the deal and began to manage the plant in January 1993. During Wisner tenure in India, he fought long and hard to secure various deals for Enron. He  went so far as to boycott the "India Power '96 -- Beyond Dabhol" summit, despite being scheduled to give an address (this was part of a US advisory to companies to avoid India for six-months, a pressure tactic on India during the winter of 1995-96). Wisner left India earlier this year only after it seemed like Enron's place was secure. Enron, like most monopoly corporations in the US, uses money as a means to buy influence and power. To gain access to a lucrative contract to rebuild the Shuaiba power plant in Kuwait, Enron hired former US Secretary of StateJames Baker as a consultant who travelled to the oil kingdom to negotiatewith his Gulf War allies for his new employer. The sons of George Bush also helped Enron win this contract despite a lower bid from Deutsche Babcock,a German firm. The Bush brothers also helped Enron in their deal to win a contract to build a pipeline from Chile to Argentina in 1988. Finally, Wendy Gramm (wife of Senator Phil Gramm) joined Enron's Board of Directors in 1993 after she resigned from the Commodity Futures Trading Commission. This Commission, just days after Gramm's resignation, deregulated energy futures, thereby allowing Enron to earn 10% of its profits by adventures on the financial markets. Beside all this evidence, it appears hypocritical for Rebecca Mark, Chairperson of Enron Development Corporation, to declare that "Enron's reputation is being attacked, and we do not do business under the table". The story does not end there. In 1991-92, Enron donated $28,525 to the Democratic Party and in 1993-94, it gave $42,000. These monies enabled Enron to send its executives on international tours with the late Secretary of Commerce Ron Brown in January 1995 (when Kenneth Lay came to India) and in March-April 1994 (when Chief Executive Officer of Enron International, Rodney Gray came to Russia). In the former, Enron was in negotiation for the Dabhol plant among other things (such as the $1.1 billion offshore holdings) and in the latter, Enron was interested inthe marketing of Russian gas in Europe. President Clinton noted that Brown's trips resulted in "expanded opportunities for American business in [the USA] and abroad". The "pay to play" project of US "democracy" is once again in evidence. The example of Enron and Wisner proves beyond a reasonable doubt that the US state is not a neutral actor in world affairs and that US transnational corporations are part and parcel of the corruption within the US Empire. The hearings in Washington on "campaign finance reform" do not bother with this level of corruption,for most of those who are running the investigation are beholden to business interests. Enron, for instance, will not be a part of theinvestigation, since it is deemed to be a patriotic US entity out to create jobs for US workers and to accumulate wealth to defer the costs of the US's mercenary army. Treasury are folks like Karelia Escobar and Joe Bergmann,
middle-aged New Yorkers who have worked most of their lives
but now find themselves traveling the anxious paths of the
long-term unemployed.

With bills mounting and each day bringing a heightened
sense of dread, they could use a little help. But the
jobless are at the bottom of the economic heap, and the
Bush administration's help seems always to go to the top.

Ms. Escobar is 43 and single, and lives in a small
apartment in Queens. She has worked for a number of
airlines over the past several years, most recently as a
ticket agent for T.W.A. That job vanished with the World
Trade Center.

"We were laid off Oct. 14, 2001," she said. "I haven't been
able to find work since then. I've applied everywhere. I've
gone back to school to improve my computer skills. I've
learned another language. I feel very bad because I want to
work so I can pay my bills. I've always worked. But now I
can't find a job."

That plaintive comment is echoing from coast to coast.
Unemployment is rising. And as the millions of jobless
Americans (including many in the middle class) exhaust
their benefits and run through their savings, they are
finding themselves face to face with the horror of
destitution.

In his speech in Chicago on Tuesday President Bush said, "I
worry about people who are out of work. They need our
help." But the hundreds of millions of dollars' worth of
"help" that he proposed would go overwhelmingly to the
princes of the new American plutocracy, not to the likes of
Karelia Escobar.

Or Joe Bergmann. Mr. Bergmann, who lives in Midtown
Manhattan, was a creative director for a firm that did
interactive advertising. He was laid off Oct. 2, 2001, and,
to his amazement, has been out of work ever since. When I
asked if he ever imagined it would be so hard to find a
job, he said, "Not at all. There's no way."

Mr. Bergmann, 54, is married and has two daughters. His
wife works, but her employment outlook, even in the short
term, is uncertain. The family has had the benefit of some
savings and a bonus Mr. Bergmann earned at a previous job.
But he does not know what will happen if he doesn't get
another job soon.

Mr. Bergmann believes that many of the layoffs by large
corporations could have been avoided. He said, "Companies
have been living from quarter to quarter for so long
they've lost their long-distance planning - their vision of
what the company is going to be like in five years. When
there's a downturn, they just get rid of people.

"I don't know if we can change the heart of C.E.O.'s into
thinking, `Well, you know, I'm getting $30 million, but I
can save some jobs if I give back $15 million and live on
just $15 million this year.' They never think like that.
And until they begin to think like that, we'll be at their
mercy."

Unemployment benefits for Ms. Escobar and Mr. Bergmann ran
out last July. The extension signed by President Bush
yesterday does not apply to them.

Ms. Escobar's situation is extremely precarious. Her
savings are gone. She received help from a local charity
when her electric service was about to be discontinued.

"I cannot even pay my car insurance," she said. "I have an
old car but they've canceled the insurance."

"So you can't drive," I said.

"I can't drive. I'm afraid
I'll hit somebody and then I'll end up with no money, no
job, and in jail. I don't want that."

Her biggest concern is February's rent. "I don't have it,"
she said.

The centerpiece of the economic plan proposed by Mr. Bush
on Tuesday is the elimination of taxes on stock dividends,
an unconscionable giveaway to the rich at a time when so
many working Americans are struggling merely to survive.

The plan contained no job creation program, no investment
in the nation's critical infrastructure needs, and no
assistance for the many states sinking in the quicksand of
mammoth budget deficits.

Ms. Escobar has taken the president's policies somewhat
personally. "I'm a Republican and I'm not ashamed to say
it," she said. "But I'm very upset that they have done
nothing for us."

I asked if she had voted for Mr. Bush. "I sure did," she
said, then added, "I feel very betrayed."

Vice President Dick Cheney has never shown much interest in meeting his
responsibilities as a citizen or an elected official.

During the Vietnam War, Cheney avoided military service. Like so many of the current
advocates for war with Iraq, he did not want to upset his career plans by wearing the
uniform of his country.

The political career that got a jump-start during the Vietnam era has been a 
successful -
and lucrative - one for Cheney. But he has never gotten over his aversion to 
fulfilling his
public responsibilities.

After securing himself the Republican nomination for vice president in 2000, Cheney
generally avoided interviews and appearances before large crowds. His regal style
allowed him to avoid discussions of his record in Congress, Cabinets and, especially, 
as
a business wheeler-dealer.

Since taking office, Cheney has continued to avoid the limelight. His penchant for 
hiding
out in "secure, undisclosed locations" has made Cheney the punch line to a thousand
Dave Letterman jokes. And his penchant for secrecy has been evident in a long legal
battle to cloak his deal-making as chairman of the administration's task force on 
energy
policy.

Cheney's well-established aversion to actual contact with the public he is supposed to
serve made it difficult to imagine that he ever really intended to accept an 
invitation from
the Independent Business Association of Wisconsin to appear in Madison on Jan. 29.
There is no record of Cheney making public appearances in locations where he might
be forced to confront the reality that the administration's plans for a war with Iraq 
are
extremely unpopular, and a Madison appearance would have done just that.

So when it was revealed Friday that Cheney would not be coming to Madison -
because, his office said, "his calendar wouldn't allow" the visit - no one was 
surprised.

The prospect that Cheney might come to Madison inspired widespread organizing by
religious, political and community groups that oppose war with Iraq.

There is no question that Cheney would have been confronted by a large, nonviolent yet
very vocal challenge to the administration's policies. And, as his career has
demonstrated, Cheney likes to avoid public challenges - and public responsibilities.

President Bush since September, when other polls asked whether the president had
clearly explained his rationale for a war against Iraq. Then, 52 percent thought the
president had clearly explained his position and 37 percent disagreed, compared with
the new Knight Ridder poll finding that 48 percent of Americans saying Bush had not
clearly explained his rationale and 46 percent saying he had.

Asked to rank the various threats facing the U.S., more than twice as many
respondents (49 percent of the total) chose Al-Qaida as the greatest peril as chose 
Iraq.
A similar margin thinks that dealing with Al-Qaida should be the nation's top foreign-
policy priority.

Poll Measures Attitudes Toward North Korea Nuclear Weapons Possession



According to the Knight Ridder poll, when it comes to North Korea, a majority of
Americans think the U.S. is imperiled by that regime and that America should maintain
or enhance its military presence in South Korea.

But there is little support for U.S. military action against North Korea, a nation 
believed
to possess nuclear weapons. Seventy-nine percent of those surveyed said the issue
should be resolved diplomatically; only 15 percent said the United States should
prepare to take immediate military action against North Korea. And only 42 percent of
those who think that Al-Qaida or North Korea poses the most serious foreign threat
want the White House to place those issues over the economy.

For this survey, Princeton Survey Research Associates interviewed 1,204 adults
between January 3-6, 2003, and has a margin of error of plus or minus three
percentage points.

Don't bother about burglary, police told

Police have been ordered not to bother investigating
crimes such as burglary, vandalism and assaults unless evidence pointing to the
culprits is easily available, The Telegraph can reveal.

Under new guidelines, officers have been informed that only "serious" crimes, such as
murder, rape or so-called hate crimes, should be investigated as a matter of course.

In all other cases, unless there is immediate and compelling evidence, such as
fingerprints or DNA material, the crime will be listed for no further action.

The new "crime screening" guidelines were quietly introduced in the Metropolitan Police
area last month and similar measures are being brought into effect by forces across
Britain as pressure grows on senior officers to maintain a tighter control over 
budgets.

A Met spokesman confirmed that "less serious crimes" would now only be investigated if
they were considered to be "solvable using proportionate resources", or were part of a
current crackdown on specific offences. He said: "It might mean that people who have
had their bikes stolen from outside a shop might not get any investigation into it. It 
is
looking at the high priorities for crime in the community."

The Met's policy document states that when crimes are of a less serious nature and
there are no "special factors", such as a particularly vulnerable victim, they will 
now be
logged but not solved.

Oliver Letwin, the shadow home secretary, said last night: "This news will be regarded
as the final nail in the coffin of this Government's policy on crime. Instead of zero
tolerance it seems we are to be faced with total tolerance."

The Home Office denied that it had originated the new policy. A spokesman said:
"Crime screening is a matter for individual forces. We have made the investigation of
burglaries a national priority and we are certainly not directing forces to avoid
investigating them."

Invite friends over, babysit your grandchildren or allow relatives to
spend the night in Belleville and you risk an armed police officer
turning up at your door to search your home and give you a ticket.
Enforcement teams consisting of a housing inspector and a police officer
do not obtain search warrants before showing up to check for occupancy
code violations, a Belleville News-Democrat investigation found. Most
residents give their permission to come in, although reluctantly, and
those who don't usually are charged. Sometimes they simply walk in. Jim
Reese said he was standing in his kitchen when he heard a noise at 7
a.m. and found a housing inspector and police officer standing in his
living room. "I wanted to know who walked in without permission," he
said. "They didn't answer me. They just started walking through the
place." Such aggressive enforcement of a city law designed to prevent
overcrowding violates the Fourth Amendment, which guards against
unlawful search and seizure, legal experts say. "I think the way they
are using the housing ordinance is unconstitutional," said Jamie Carey,
a law professor at Loyola University. "I think it's just a way to get
around the Fourth Amendment." "You can't come in without a search
warrant," said William Schroeder, a professor and expert in federal law
at Southern Illinois University Carbondale. "The Supreme Court decided a
case on this that is right on point. It's based on the Fourth Amendment.
And you can't arrest anyone for refusing a search without a search
warrant." Belleville attorney Bruce Cook said: "If they suspect you of
something, then they can go to a police officer and get an affidavit and
then get a search warrant. Your home is protected by the Fourth
Amendment." In more than 30 interviews, residents said officials show up
without warrants and ticket people, sometimes for just having visitors.
While many times the tickets were justified because of significant
overcrowding, others were given for everyday events. A young mother who
works two jobs was ticketed because the elderly couple she hired to
babysit were not listed on her occupancy permit. A man who agreed to
house sit for a friend in the Air Force who was overseas was cited when
he was found alone in the house. In 70 percent of cases, documented in
city records since 1999, housing inspectors, called compliance officers,
and uniformed police offcers have gone into homes in the city's poorest
areas -- around Hough Park, in the Franklin neighborhood and near
downtown. Ninety-five percent of these surprise inspections were at
rental housing. City officials say enforcement of occupancy and housing
codes is crucial to prevent overcrowding and unsanitary conditions, and
to keep the city's housing stock from deteriorating. But civil rights
experts argue such tactics are discriminatory and unconstitutional.
"It's pretty much like the Gestapo. There is no right to privacy," said
Will Jordan, executive director of the Equal Housing Opportunity Council
in St. Louis, which works with the federal government to investigate
civil rights violations. "This is much more intrusive than making a
random stop on the highway because this is your home," he said. The
findings None of Illinois' 15 largest cities, including Chicago, sends
police officers on housing inspections, according to a survey by the
newspaper. In fact, none require occupancy permits. The searches usually
are based on anonymous calls and often come during the early morning
hours, according to a review of 263 Belleville Housing Department
occupancy violation case files since 1999. The newspaper found: • At
least four times, the police-compliance officer teams have been accused
of simply walking into houses unannounced without knocking first. • A
dozen times when people refused to let the officials in without first
seeing a warrant, they were charged with obstruction or interfering with
a health officer, despite a 1967 U.S. Supreme Court ruling that it is
unconstitutional to arrest someone who doesn't allow a search without a
warrant. • Fifty-seven percent of those cited for occupancy code
violations were white, while 43 percent

65% of the benefit goes to 5% of the population, with some 40+% going to the
top 1% of the population.

Of the 50% MOST average people are involved via pension plans 401ks etc,
where there is NO benefit from this reduction.

Penn broke his silence following his controversial trip to Iraq with an
interview last night on CNN's ''Larry King Show'' by saying he went to
Baghdad seeking information, but doesn't feel he is in a position to share
what he learned with the American people.

by King what the purpose of his trip to Iraq was, the actor-director said:
''The purpose was information.'' 
Insisting
in a somewhat rambling interview that he doesn't think he ''hurt this country's
position,'' Penn accused the Bush administration of trying to ''herd us
into this position. We as citizens have to take stock of our own conscience
on these issues.'' 
Penn
boasted of spending nearly 90 minutes with top Iraqi official Tariq Aziz,
but said he didn't feel comfortable relating what was said. 
''I
don't believe that, despite some compelling arguments ... that it is legitimate
for someone in my position to quote him and to be a messenger of anything
to do with that message,'' said the actor. 
The
actor made clear he is no fan of Saddam Hussein. 
''I
think there's probably two legitimate places for Saddam Hussein: it's either
Bellevue or a meat grinder,'' he said. ''This man's a horror and a criminal,
there's no question about it.'' 
Penn
said repeatedly he is not a pacifist, but said he opposed a U.S. attack
on Iraq without proof the country has weapons of mass destruction and plans
to use them against America. Asked what kind of proof would persuade him
to change his mind, he said: ''What is it they have? How much of it do
they have? What is the immediate threat of it? What are the ramifications
of what we do about it? For example, the same – those same enemies of the
state of Iraq today who, on the other hand, are Arab brothers. My friend
– you know, the enemy of the enemy and that whole notion. Who is going
to give terrorists nuclear capability as a result of us going into Iraq
in a certain way? Who is going to? All of these things have to be considered.
The best way that, for my own opinion, I think, you know, given what are
the facts of – the only way that I'll answer it is to say that, you know,
again, I do not stand here as a pacifist. I would aspire to be a pacifist.
I'm not. I doubt I ever will be.'' 
Penn
said he undertook the fact-finding trip out of an ''increasing feeling
of shame on my own part in not participating in what, for me, was not necessarily
so much a political but a – to the degree that humanitarianism and civic
responsibility are the same thing.'' 
He
said he believes we are living in what Norman Mailer called ''the first
century that – because of technology and the conflicts in the world ...
the Earth survives without us. And I have children who are going to face
that century and live in that century.'' 
Penn,
who has been known to slug it out with paparazzi and even his former flame
Madonna, said the Bush administration ''inadvertently teaching a master
class in the manifestation of rage into hatred.'' 
Have
we seen the end of Penn's unofficial diplomatic career? Not necessarily,
he says. Asked if he would go to North Korea, where another dictator is
threatening war agains the U.S., Penn didn't rule it out. 
''If
I felt there was a productive reason to go, I think, is one answer to it,''
he said. ''Am I curious to go to North Korea? Yes.''

[CTRL] Think Bush's tax cut plan will put more money in YOUR pocket? Think again...

An analysis of the plan from Molly Ivins:

AUSTIN, Texas -- I just love the fine print in the president's tax-cut
plan. I grant you, the overall effect is pretty spectacular, too -- a
plan that has almost no stimulative effect but still opens a future of
zillion-dollar deficits to drag down the economy. That's the
backasswards of what we need, but it's not the fun part.

Look at these little goodies:

-- Think because you have money in the stock market you might have a
stake in eliminating the dividend tax, the centerpiece of the
president's tax cut -- $300 billion over 10 years? (You probably think
you have money in the stock market because your 401K keeps going down --
that would be 40 million Americans.) But no! This tax break doesn't
apply to your dividends! The money in your 401K from both savings and
dividends are tax sheltered until you withdraw the money -- then all of
it gets taxed as ordinary income. You don't get any tax break on your
dividends -- that only goes to the investor class. According to Kevin
Phillips, 1 percent of investors pocketed 42 percent of the stock-market
gains between 1989 and 1997, while the top 10 percent of the population
took 86 percent. These people need a tax cut! They haven't been getting
their share!

-- According to the Urban-Brookings Tax Policy Center, the effect of
eliminating dividend taxation is that the average benefit for those
making less than $10,000 would be $6, and average benefit for those
making more than $1 million would be $45,098. Quick, high-schoolers,
let's practice up for the those SATs by figuring out by what percentage
$45,098 is bigger than $6.

-- Bush also wants to accelerate the income-tax cuts slated for 2006.
Look at this folly. The top 5 percent of taxpayers would get 70 percent
of the benefits on that one. The bottom 80 percent would get 6.5 percent
of the benefits. Ditto with accelerating the 2004 tax cuts: 64.4 percent
to the top 5 percent of taxpayers; 7.7 percent to the bottom 80 percent.

-- One of those people who can't handle numbers, need something visual
to work with? Find the Urban-Brookings charts published in the Jan. 7
New York Times showing who gets how much of this tax cut. You can barley
see the lines that measure the relief until you get above the 99th
percentile.

Naturally there will be a lot of spinning on these tax cuts in the weeks
ahead, with numbers being tossed around like confetti. We'll probably
need John Paulos, the innumeracy guy, to referee. I recommend the Center
for Tax Justice (www.ctj.org) -- its computer model is widely respected.

Speaking of damn lies and statistics, one of the little games being
played in Washington is that the Republicans want to switch to Enron
accounting on the economy. They're leaning on both the Congressional
Budget Office (CBO) and the Joint Committee on Taxation to change the
way they make their economic estimates. According to the R's, "static
scoring" -- as opposed to your "dynamic scoring" -- overestimates the
cost of tax cuts by ignoring their role in boosting economic growth.
Why, claim the R's, tax cuts pay for themsleves! If that's so, why are
all the states going broke? Bring on Arthur Andersen and mark-to-market
accounting -- that'll perk up the economy.

The only good part of the Bush's tax cut plan is the $400 increase in
the tax credit per child -- at least that spreads it around a little.
Naturally, that's the one part of the plan right-wingers hate.

As we all wade into these numerical battles over exactly how much of
this tax cut goes to the very rich, the more fundamental question is
whether it's a good idea -- either economically, or in terms of social
justice, to have the very rich get very much richer than they already
are.

Contrary to the paranoid fantasists on The Wall Street Journal's
editorial page, populists are not motivated by some burning resentment
of the rich -- we don't spend our lives in an envious funk that someone
else is better off than we are. "No skin off my nose" is the general
attitude, with others coming in at "Lucky them" or "Good for them." The
problem is that the rich are screwing up our democracy. Less than 0.1
percent of the U.S. population gave 83 percent of all itemized campaign
contributions for the 2002 elections, according to the Center for
Responsive Politics. According to the Houston Chronicle, just 48 wealthy
Texas families provided more than half the campaign funds for the major
Republican state candidates this fall.

How dumb do you have to be not to be able to connect the dots here? Law,
policy and regulation are consistently shaped to favor the rich over the
rest of us, and that, dammit, is not fair, it is not right, it is not
the country we want and for which we are asked to sacrifice.

using visualization to heal ailments. Why is information like this always
assuming satan is behind it? Silva used the term "mind control" as a way
gaining expertise over one's own mind. The term has been demonized to the
nth degree. Perhaps the negative connotation to the term was/is a planned
form of keeping us in bondage.

 STOCKHOLM - Gregg Bemis infuriated Swedish authorities two years ago
by organizing a dive to investigate the sinking of the luxury ferry
Estonia.
 Because dives to the wreck are banned by a "grave-site treaty," Mr.
Bemis, a New Mexico businessman, faces arrest if he sets foot in Sweden.
Yet Mr. Bemis thinks he has found evidence of foul play and would like to
set up another dive to the site 240 feet deep in the Baltic Sea.
 He joins a chorus of people who do not believe the official
explanation for the Estonia's sinking, in which 852 persons perished on a
stormy night more than eight years ago, and he is calling for an
independent investigation.
 "I've proposed a forensic examination of the wreck, a scientific
expedition, with Swedish observers on board," he said. "Why won't they
allow me to do that?"
 On Sept. 28, 1994, the Estonia passenger ferry sank halfway between
Tallinn and Stockholm on an overnight cruise. A luxury boat eight stories
high and as long as a city block, the Estonia had a nightclub, pool,
casino, restaurants and shops. The ship flipped on its side in the middle
of the night and sank in about 35 minutes.
 Passengers who could get out of their cabins had to fight their way up
stairs that were turning sideways. Doors for escape became unreachable 10
feet overhead. The 1,000 passengers had only 10 minutes to get off the ship
before climbing became impossible and the lights went out.
 "We found mayhem on the ship," said Johan Fransson, head of Sweden's
Maritime Administration, who supervised a government dive to the wreck in
1994. "A lot of bodies were found in the stairwells. This was chaos."
  In 1997, a trigovernment commission with members from Sweden, Estonia
and Finland, the Joint Accident Investigation Committee (JAIC), released a
final report on the sinking, which was intended to close the books on
Europe's worst peacetime ferry disaster.
 Many people believe the final report is dead wrong.
 "I don't know why the Estonia sank, but I'm quite sure it didn't
happen like the report said," said Tom Heyman, a member of Sweden's
Moderate Party who recently retired from parliament. "That is a forgery
from the start to the beginning. Everybody was trying to protect their own
interests as best as they could."
 Independent investigators have raised legitimate questions that
challenge the JAIC conclusions. Reasoned debates have degenerated into
personal attacks on both sides, underscoring the deep emotions still
aroused by the Estonia disaster.
 The core disagreement involves how the ferry sank. The JAIC said that
waves tore off the ship's bow visor, a 55-ton steel door on the nose of the
ship. The bow visor flips up like the visor on a knight's head armor, a
steel ramp comes down and vehicles drive aboard.
 In rough seas, the JAIC said, the visor was torn off and caught on the
ramp, yanking it open. Seawater rushed onto the car deck, and the huge
passenger ferry flipped on its side and sank to the bottom of the Baltic
Sea in about 35 minutes.
 The JAIC cited faulty design of the bow-visor locks as the main
contributing cause of the disaster and blamed the Joseph L. Meyer GmbH &
Co. shipyard in Papenburg, Germany, which built the Estonia in 1980.
 Anders Bjorkman, a naval architect based in Paris and part-owner of
similar ferries in the Middle East, began doing stability calculations
because he was concerned his ferries could suffer the Estonia's fate.
 "We soon found out nothing was correct from the [stability
calculations] in the final report," he said.
 Mr. Bjorkman, a staunch critic of the JAIC, says that if water flowed
onto the car deck, which is above the water line, the ship would have
flipped upside down but that it ended up floating on trapped air.
 He says the Estonia left the dock in Tallinn with a slight tilt to
starboard, the right side, probably increased by the wind. If water enters
the car deck from the bow area, it runs to the lowest point: starboard. As
more water flows in, it adds more weight to starboard, until the ship flops
on its side, and eventually turns upside down and floats.
 "Below the car deck is the watertight hull, 14 compartments on which
the ship floats in a normal situation," Mr. Bjorkman said. "This represents
18,000 cubic meters of trapped air that the ship would float on."
 Werner Hummel, head of Marine Claims Partner GmbH of Germany, who was
hired by the shipyard to investigate the disaster, agrees. Only over time
would seawater penetrate the ship and push out air.
 "This is simple physics," Mr. Hummel says, adding that an intact ship
would have floated for at least several hours, if not a day.

blank by an Israeli soldier while sitting in a car at a checkpoint.
Tell that to the dozens of women and children murdered when
the Israeli's dropped a 2000 lb bomb on a crowded apartment
complex in the dead of night.

The only reason the Israelis have not completely extirminated the
Palestinians is they fear world reaction. Recently several European
nations (and perhaps the US) have warned Sharon not to indulge
in 'ethnic cleansing' when the US invades Iraq.

Guess the Israelis send their soldiers to the same school as
the US military when it comes to killing civilians since the US
has killed more civilians (except perhaps for Stalin) then any
other country over the past 100 years.

It's not only the Iraq, where people will have to live with death
and destruction on their streets and tanks crushing people alive
under their homes.

Israel will definitely use the situation to "bring peace"
to "their lands". I.e. "riots due to iraq war" will easily
claim a few thousand palestinian lives, with no news coverage.
Or maybe Israel will simply wipe them out alltogether. I know
I would certainly use the opportunity.. Perhaps a botched
"chemical terrorist attack" will go wrong in some palestinian
territory...

However, it is nice to see that at least some of them have the
guts to come out and say that they are doing it to get the Iraqi
oil. It would take an absolutely total idiot to believe the Bush
party bullshit lines about "Liberating Iraq" or how a few minor
UN resolution violations could justify it, when Israel is ignoring
and violating hundreds of them at the same time AND openly developing
and building chemical, biological and nuclear weapons.

Greed is always the motive for aggressive war, and IF EVER there
has been an aggressive war, this is one. "Make no mistake about it!"
- like the man said.

However, it is sad to see American "Christians" supporting it or not
doing anything worth while to stop their government. Theirs will be
the biggest sin, as millions will die in vain. There is no way there
can be less victims in this war, no matter what the US propaganda
bullshit machines will claim. And most of them will be women and young
childred dying of dirty water and hunger. - The US will first bomb all
water purification plants and infrastructure, causing a humanitarian
catastrophe. THUS indirectly causing the deaths of around a million
Iraqi's. The numbers you will see in the news of about 100 000 casualties
will be JUST in direct result of casualties of the bombings.

Rather than liberating Iraqis from their oil, the Americans should
liberate themselves from their current corporate business tyranny,
that is driving this lust for war, but alas, the slaves have their
shackles wrought of iron and preciouss gold.

Napoleon's death and a conspiracy theory

Napoleon died in exile on the island of St. Helena in 1821 at 5:49pm May 5th
1821, and today's Sunday Times supplement mentions, "The one thing everybody
agrees on is that at Longwood House, St Helena, at 11 minutes to six on the
evening of May 5, 1821, a man resembling Napoleon died."

So the argument continues as to whether he was poisoned by arsenic, or did
he succumb to stomach cancer as his doctors said. This debate has been
smoldering for years. And Ben Weider of the International Napoleonic
Society, has made the case for arsenic poisoning before a group of French
historians, scientists, and politicians at a luncheon on May 5th, the 179th
anniversary of Napoleon's death. He argues that Napoleon was quietly
murdered to prevent any possibility of his return to France by infusions of
arsenic in his wine. Accounts by those around Napoleon in his last years are
full of allusions to physical problems such as light sensitivity, hair loss,
sleep problems, and neurological symptoms consistent with arsenic poisoning.

Now those of the Fringe have no methodology according to some, if not most
of the serious minded academics. But in my case this is not strictly true,
because I seem to keep to the investigative techniques within my own way of
number crunching, including the method of date consideration.

OK, now we know Napoleon once visited the King's Chamber in the Great
Pyramid and suffered a supernatural happening he never seemingly spoke
about. So he could have been told by telepathy of his own death as stood by
the granite sarcophagus.

The reason I say this is to study the time and date of death in relationship
to the establishment of the Order of the Illuminati on May 1st 1774, that is
over 47 years before Napoleon's death.

So my Fringe methodology takes note of the time at 5.49pm and so it is day
124.74236 of the year divided by 365.242198 days + 1821 is 1821.34153326.

And so counting from May 1st 1774 there is 47.01298400 years to Napoleon's
death x 12 months x 15 lots is equivalent to 203 x 41.68638975 cubic feet
(72,034.080 cubic inches), about the internal volume of the Coffer within
the King's Chamber.

And the reference number 203 is that of the jaguar, the most ferocious land
animal in the world. With the goddess Isis at 58 x 7/2 is 203.

Also the goddess Isis at 58,000,000 /3 and squared, the cube root is
72,034.048 cubic inches, so Isis 'formed' the Coffer of herself.

Please don't lets argue that the internal volume of the Coffer is also given
as 72,033.875 cubic inches, but then this is from a male perspective, where
Napoleon of course required a female perspective.

So 5:49pm May 5th 1821 placed Napoleon into the sarcophagus of the King's
Chamber in the Great Pyramid, and no doubt as he went through Death's Door
into Hades, he appeared this glorious killing machine, standing next to the
Queen of Death, and walked among the many now dead '126ers' that his own
very soldiers had in fact killed in the battlefields of Europe.

Yes, the Fringe methodology is rather more romantic and dreamlike, and so
blames the Order of the Illuminati for Napoleon's death.

When questions were asked in the British parliament a year ago about
whether depleted uranium (DU) weapons had been used in the military
strikes on Afghanistan, "It is not being used at present" was defense
minister Geoff Hoon's reply.

A few days earlier, Hoon had been similarly vague on the issue, assuring
us that: "No British forces currently engaged in operations around
Afghanistan are armed with depleted uranium ammunition. However, we do not
rule out the use of depleted uranium ammunition in Afghanistan, should its
penetrative capability be judged necessary in the future."

The defense minister played his cards close to his chest, no doubt having
been informed that DU or other uranium weapons were being used by the
United States (and no doubt British) forces to penetrate the caverns of
Tora Bora and other targets (including civilian ones), especially in the
vicinity of Kabul.

The refusal of the Ministry of Defense to fully admit that dangerous
uranium weapons may have been used in Afghanistan and the conflicts in the
Balkans (Bosnia and Kosova), when evidence shows the contrary, illustrates
just how sensitive the government is to the possibility that its use, or
its collusion in the use, of weapons of mass destruction may be
discovered.

This is not just because thousands of innocent civilians will suffer due
to radiological (and heavy metal) poisoning, but also because the
government is prepared to send British troops and aid workers, possibly
for a long occupation of the war zones, ill-equipped and vulnerable to
contamination.

When the Afghan crisis began, many of us believed that a great amount of
DU/dirty uranium would be used to achieve the US-British campaign
objectives, both to penetrate the opposition's hideouts in rocky terrain
and to test new weapons systems (dirty uranium or dirty DU contains
radioactive contaminants, such as plutonium isotopes, derived from spent
fuel from power reactors). The amount used in Afghanistan might have
exceeded the several hundred ton's of DU/dirty uranium used in the 1990-91
Gulf War and the Balkans conflicts.

Startling report

A startling new report based on research in Afghanistan indicates that our
worst fears have been realized. The study, produced by the Uranium Medical
Research Centre (UMRC), points to the likelihood of large numbers of the
population being exposed to uranium dust and debris.

Dr. Asaf Durakovic, a professor of nuclear medicine and radiology and a
former science adviser to the US military, who set-up the independent
UMRC, has been testing US, British, and Canadian troops and civilians for
DU and uranium poisoning over the past few years. His findings confirm
significant amounts in the subjects' urine as much as nine years after
exposure.

Two scientific study teams were sent to Afghanistan in the aftermath of
the conflict in 2001-02. The first arrived in June 2002, concentrating on
the Jalalabad region. The second arrived four months later, broadening the
study to include the capital Kabul, which has a population of nearly 3.5
million people. The city itself contains the highest recorded number of
fixed targets during Operation Enduring Freedom. For the study's purposes,
the vicinity of three major bomb sites were examined.

It was predicted that signatures of depleted or enriched uranium would be
found in the urine and soil samples taken during the research. The team
was unprepared for the shock of its findings, which indicated in both
Jalalabad and Kabul, DU was possibly causing the high levels of illness
but also high concentrations of non-depleted uranium. Tests taken from a
number of Jalalabadd subjects showed concentrations 400% to 2000% above
that for normal populations, amounts which have not been recorded in
civilian studies before.

Those in Kabul who were directly exposed to US-British precision bombing
showed extreme signs of contamination, consistent with uranium exposure
and with some types of chemical or biological weaponry. These included
pains in joints, back/kidney pain, muscle weakness, memory problems and
confusion and disorientation. Many of these symptoms are found in Gulf War
and Balkans veterans and civilians. Those exposed to the bombing report
symptoms of flu-type illnesses, bleeding, runny noses and blood-stained
mucous.

America will not delay a war with Iraq until the autumn and is prepared to
launch military action against Saddam Hussein without further United
Nations authorisation, a senior Bush administration adviser said
yesterday.

Richard Perle, chairman of the Pentagon's Defence Policy Board and a hawk
whose views carry considerable weight, rejected suggestions from British
ministers and senior Foreign Office officials that plans for an early war
should be put on hold.

Mr Perle, who is close to Donald Rumsfeld, the US defence secretary, said
he did not expect the UN Security Council to reach agreement on the use of
force but had little doubt that George W Bush, the US president, would
press ahead regardless and lead a coalition to victory.

"I'm assuming that we will not get a consensus on the Security Council but
it may be possible to get it," he said. "It would be a great mistake to
become dependent on it and take the view that we can't act separately.

"That would be an abrogation of the president's responsibility."

Mr Perle stressed that as an outside adviser he could not speak for the
Bush administration. But with Mr Rumsfeld and his ally Vice-President Dick
Cheney, now the driving force behind US foreign policy, his pronouncements
have taken on increasing importance.

Mr Perle said inspectors would not find actual weapons in the face of
Iraqi concealment. "If that's the test, we're never going to find a
smoking gun," said Mr Perle.

He criticised Hans Blix, the chief UN weapons inspector, for his handling
of the inspections. He said inspectors had mainly visited previously known
sites.

"They are the last place you would expect Saddam to put something," Mr
Perle said. "You would have to be a complete idiot to do that. The
inspectors returning to known sites makes Blix look foolish."

The Swede "has a history from when he was head of the International Atomic
Energy Agency and Saddam built a nuclear capability right under his nose",
he added.

Mr Perle suggested that American patience with the UN inspections process
was limited and closely linked to the military timetable that makes it
very difficult to fight a war after March because of the searing heat.

He said: "If there's no change in Saddam's attitude I think there'll be a
reluctance to continue this without a clear indication that our patience
will be rewarded by a UN Security Council consensus.

"A consensus would be a useful thing and I think we'd be willing to wait a
little longer to get it but not a long time."

Mr Perle said America had been right to go to the UN to seek Resolution
1441, passed unanimously in November, because it "produced a consensus in
support of significant demands" but the UN had only a limited role in
dealing with Saddam.

"The question now of course is whether the UN having done that [passed
1441] will insist that its demands be met or revert to its previous
posture which was to pass resolutions but not take the actions necessary
to ensure compliance with them."

He expressed doubt that Tony Blair had asked or would ask Mr Bush to delay
war until the autumn and accused those who sought such a delay of being
opposed to ousting Saddam in any event.

Although Mr Perle did not mention them, a number of US State Department
diplomats are implacably opposed to war.

They were encouraged by the views of the ministers and the Foreign Office,
reported in The Telegraph yesterday, as well as recent comments by Jack
Straw, the Foreign Secretary, that the chances of war were "60:40
against".

Mr Perle said: "There are nations on the UN Security Council against
taking military action so they will try to slow any movement towards
military action."

America and its allies, he insisted, already had the legal and moral
justification for war. "We might be acting without a resolution from the
UN authorising it but I think the administration can make a strong case
that Saddam's defiance of a variety of resolutions passed previously could
be understood to justify military action."

Washington - Bush administration officials are seriously considering
proposals that the United States tap Iraq's oil to help pay the cost of a
military occupation, a move that likely would prove highly inflammatory in
an Arab world already suspicious of U.S. motives in Iraq.

Officially, the White House agrees that oil revenue would play an
important role during an occupation period, but only for the benefit of
Iraqis, according to a National Security Council spokesman.

Yet there are strong advocates inside the administration, including in the
White House, for appropriating the oil funds as "spoils of war," according
to a source who has been briefed by participants in the dialogue.

"There are people in the White House who take the position that it's all
the spoils of war," said the source, who asked not to be further
identified. "We [the United States] take all the oil money until there is
a new democratic government [in Iraq]."

The source said the Justice Department has urged caution. "The Justice
Department has doubts," he said. He said department lawyers are unsure
"whether any of it [Iraqi oil funds] can be used or has to all be held in
trust for the people of Iraq."

Another source who has worked closely with the office of Vice President
Dick Cheney said that a number of officials there too are urging that
Iraq's oil funds be used to defray the cost of occupation.

Jennifer Millerwise, a Cheney spokeswoman, declined to talk about
"internal policy discussions."

Using Iraqi oil to fund an occupation would reinforce a prevalent belief
in the Mideast that the conflict is all about control of oil, not rooting
out weapons of mass destruction, according to Halim Barakat, a recently
retired professor of Arab studies at Georgetown University.

"It would mean that the real ... objective of the war is not the
democratization of Iraq, not getting rid of Saddam, not to liberate the
Iraqi people, but a return to colonialism," he said. "That is how they
[Mideast nations] would perceive it."

The Congressional Budget Office estimates that the cost of an occupation
would range from $12 billion to $48 billion a year, and officials believe
an occupation could last 1 1/2 years or more.

And Iraq has a lot of oil. Its proven oil reserves are second in the world
only to Saudi Arabia's. But how much revenue could be generated is an open
question. The budget office estimates Iraq now is producing nearly 2.8
million barrels a day, with 80 percent of the revenues going for the
United Nations Oil for Food Program or domestic consumption. The remaining
20 percent, worth about $3 billion a year, is generated by oil smuggling
and much of it goes to support Saddam Hussein's military. In theory that
is the money that could be used for reconstruction or to help defer
occupation costs.

Yet with fresh drilling and new equipment Iraq could produce much more. By
some estimates, however, it would take 10 years to fully restore Iraq's
oil industry. Conversely, if Hussein torches the fields, as he did in
Kuwait in 1991, it would take a year or more to resume even a modest flow.
And, of course, it is impossible to predict the price of oil.

Laurence Meyer, a former Federal Reserve Board governor who chaired a
Center for Strategic and International Studies conference in November on
the economic consequences of a war with Iraq, said that conference
participants deliberately avoided the question of whether Iraq should help
pay occupation or other costs. "It's a very politically sensitive issue,"
he said. "... We're in a situation where we're going to be very sensitive
to how our actions are perceived in the Arab world."

Meyer said officials who believe Iraq's oil could defer some of the
occupation costs may be "too optimistic about how much you could increase
[oil production] and how long it would take to reinvest in the
infrastructure and reinvest in additional oil."

An administration source said that most of the proposals for the conduct
of the war and implementation of plans for a subsequent occupation are
being drafted by the Pentagon. Last month a respected Washington think
tank prepared a classified briefing commissioned by Andrew Marshall, the
Pentagon's influential director of Net Assessment, on the future role of
U.S. Special Forces in the global war against terrorism, among other
issues. Part of the presentation recommended that oil funds be used to
defray the costs of a military occupation in Iraq, according to a source
who helped prepare the report.

He said that the study, undertaken by the Center for Strategic and

has given to the road from Mutlaa, Kuwait, to Basra, Iraq. U.S. planes immobilized the
convoy by disabling vehicles at its front and rear, then bombing and straffing the
resulting traffic jam for hours. More than 2,000 vehicles and tens of thousands of
charred and dismembered bodies littered the sixty miles of highway. The clear rapid
incineration of the human being [pictured above] suggests the use of napalm,
phosphorus, or other incindiary bombs. These are anti-personnel weapons outlawed
under the 1977 Geneva Protocols. This massive attack occurred after Saddam Hussein
announced a complete troop withdrawl from Kuwait in compliance with UN Resolution
660. Such a massacre of withdrawing Iraqi soldiers violates the Geneva Convention of
1949, common article 3, which outlaws the killing of soldiers who "are out of combat."
There are, in addition, strong indications that many of those killed were Palestinian 
and
Kuwaiti civilians trying to escape the impending seige of Kuwait City and the return of
Kuwaiti armed forces. No attempt was made by U.S. military command to distinguish
between military personnel and civilians on the "highway of death." The whole intent of
international law with regard to war is to prevent just this sort of indescriminate and
excessive use of force.

I am sending this piece in plain text because of the size.  I hope you
will cut and paste the sites and follow thru on the material, as tedious
as it may be.  If you do, you will be way ahead of the crowd that is
waiting for others to tell them what is happening.

Why am I sending this? The European Union is growing and may surpass the
US in power. This can affect the military decisions and economic
position of the United States.  (Read jobs and military decisions.)
Cooperation with the EU and Solana will cause cultural changes which
will affect monotheists.  The European Union is taking a pro-Palestinian
stand.  (Strange as the coincidence may seem, Hitler attempted to
destroy the Jews first because they were the smallest group.)  Javier
Solana is the key player in European Union activities.  There is very
definitely a New Age political face to this power...growth of a single
governmental power, dislike of monotheism and the morality it promotes.
Sounds like another movement that grew in the 20's and '30s.  Many who
read this would like to see monotheistic religion dropped as a
determinant of a culture's morality.  I can only remind them that power
corrupts.

EU says US letting religion drive its foreign policy

LINDA MOTTRAM: America and its allies continue to prepare for a war in
Iraq but Europe is attempting to assert its position more strongly with
the EU's foreign policy chief accusing the US of letting religion drive
its policy on Iraq and terrorism.

The European Union's High Representative on Foreign Policy, Javier
Solana, made the comments as the German media reported that UN weapons
inspectors have failed to find proof of US assertions that Iraq has
resumed production of biological weapons.

Rafael Epstein reports.

RAFAEL EPSTEIN: When President George W. Bush described Iran, Iraq and
North Korea as an axis of evil, it failed to impress the continent where
such a phrase has historical resonance.

EU foreign policy chief Javier Solana says the choice of language of the
two sides of the Atlantic is revealing.

He says the US tendency for its foreign policy to swing between going it
alone and working with bodies like the UN is a tendency that now more
than ever is being swung by religion.

He says the US is increasingly looking at things in a religious context.
He told the Financial Times newspaper, the US stance is "all or nothing,
for us Europeans it's difficult to deal with because we are secular. We
do not see the world in such black and white terms."

That contrasts with his words immediately after the September 11 attacks
when he offered Europe support with a qualification.

JAVIER SOLANA: A blank cheque, we'd never have given a blank cheque to
anybody as far as Europe is concerned. That the American people, the
American government, the American Institutions, they know, that they can
count on the European people, European institutions, European
governments.

RAFAEL EPSTEIN: Europe appears unable to muster enthusiasm for a war.
Today, a German newspaper, Die Tageszeitung, claims the UN's chief
weapons inspector Hans Blix, will reject many of the claims made by the
UK and US governments against Saddam Hussein.

The paper says, UN inspectors have failed to find evidence of claims
that Iraq has resumed production of biological warfare agents at key
sites.

And with Greece now in control of the EU's rotating presidency, their
foreign minister, George Papandreou has announced he'll visit seven Arab
states in February. A time when the weapons inspectors will have
reported to the Security Council and the US could be building support
for a war.

Mr Papandreou says all possible hope for a peaceful settlement has not
been exhausted.

GEORGE PAPANDREOU: We very much want to see that we can follow, we can
have a positive development with Iraq.

That is the full implementation of the UN resolutions and I think this
is what will guarantee that we will have peace. So we certainly would
like to get that message across.

One of the oddest things about the political mess into which Israeli Premier Ariel 
Sharon
has got himself is that it is illegal under Israel electoral law to accept campaign
contributions from abroad. Israel’s entire existence has long depended upon economic
and military aid from successive United States governments, along with hefty flows of
cash from the world Zionist community, many of whom are also US-based.

Yet here is the Likud party’s Ariel Sharon, the most hawkish Zionist leader of Israel
since Menachem Begin, under serious attack for taking a $1.5 million loan from a South
African friend, which was used to pay back excessive and therefore also illegal
campaign contributions from supporters in Israel.

Coupled with the recent court overthrow of an electoral ban on the Knesset’s only two
Arab legislators, it may seem as if Israel is shifting away from its repressive stance 
on
the Palestinians and that, just over two weeks before the general election, liberal 
views
are gaining an unexpected ascendancy.

Such optimism is almost certainly unfounded. Two characteristics about Israel have
long been clear. The first is that in matters of domestic politics, the general rule 
is a free-
for-all in which there is little loyalty and even less stability. Israeli politicians 
tend to
dislike each other with an unusual vehemence. There is a constant struggle to reach the
top of the greasy poll. Few leaders have been able to count for very long on the 
support
of political allies, whether they are in the same party or part of a coalition.

The second characteristic however is the more important. It is that whatever the
personal differences, the underlying agenda is never in doubt: to create a stronger and
greater Israel.

Sure there are “liberals” such as Amram Mitzna, Sharon’s current Labor opponent, and
Ehud Barak his predecessor, who talk about land for peace and a just settlement for the
Palestinians. But history must judge the sincerity of these people. And history may 
very
well conclude that they are merely the internationally acceptable face of Zionism, 
part of
a long drawn- out good cop, bad cop routine, designed to defuse world impatience
before permitting another outspoken hawk to return to power and resume the racist
agenda, the conclusion of which will see the Palestinian people being thrown out of the
rest of their land.

Zionism has clambered up relentlessly from one political ledge to another. The greatest
of these perches was undoubtedly the Camp David Agreement, which led to the final
recognition by the Arab world of Israel’s right to exist. This has been used as a 
launch
pad to swoop down on the Palestinians still living in the territory which Zionism has
always claimed as its own. Just as Hitler set out his own terrible agenda in Mein Kampf
in 1924, nine years before the Nazis seized power, so the plan for a greater Israel was
written into Theodor Herzl’s “Jewish State” published way back in 1896.

The neat trick that Israeli leaders have always managed is to wear the costume of a
dove over their hawk’s plumage, whenever it seems necessary to assuage outside
opinion. It appears that Ariel Sharon’s little bit of dishonesty has damaged his 
party’s
overwhelming lead in the polls and there now seems an outside chance that Labor
could win. Were this the case, the upset would be scarcely credible. Why should Israeli
voters, who days ago were rallying around Sharon, their uncompromising strong man,
who promised them even greater provocative suppression of the Palestinians, suddenly
desert him for a so-called “peace” party, just because he was caught dipping his hand
in the traditional cookie jar of international Zionist support? It doesn’t make sense.

make reference to it in all of their Jewish Encyclopedias, and uphold him as an 
authority on Jewish History)

But to go back, we read in Genesis 11:1-2, "The whole earth was of one 
language, and of one speech. And it came to pass, as they journeyed from the east." 
"As they journeyed" is indefinite, i.e., as some journeyed, by no means as "all" 
journeyed. This was merely the first migration of a section of the human race from its 
eastern cradle and "they found a plain in the land of Shinar." (Genesis 11:2)

This was entirely a Hamitic migration for Genesis 10 says Nimrod (grandson of 
Ham) began to be a mighty one in the earth, and the beginning of his kingdom was

The "Sinite" tribe of the widespread family of Canaan is, undoubtedly, to be 
looked for in China, "the land of Sinim," mentioned in Isaiah 49:12. The people whom 
the English call Chinese call themselves the "Tsin" and by the Romans were called 
"Sinae." The Hivite tribe, the "Hui," as it is in the Hebrew may be traced in "Hue," 
the capital of Annam, in Cochin China.

No three letters are more used in Chinese names than s, i and n; "sin." 
"Ahsin" is so common that it has become a synonym for Chinamen. The "land of Sinim" is 
an accurate title, "im" being the plural. The Encyclopedia Britannica states that 
ancient China was known by several names, according to location. The southern part, 
reached by sea route, was always some form of Sin, Chin, Sinoe or China. The northern 
part reached by land route through Asia was first Seres, and in the Middle Ages was 
known to Europe as Cathay.

Israeli at US loan talks is implicated in massacre

Israel is asking the United States for $8bn (£5bn) in loan guarantees – and has sent to
Washington one of the former army officers implicated in the 1982 Sabra and Chatila
massacre of Palestinian civilians to persuade the Bush administration to grant the
money.

Amos Yaron, who is now director general of the Israeli Ministry of Defence, was the
Israeli military commander in Beirut when Lebanese Phalangist militiamen entered the
refugee camps and slaughtered up to 1,700 Palestinian refugees. He ordered flares to
be dropped over the camps, at the request of the Phalange, and Israeli soldiers blocked
the exits to prevent civilians from leaving the area. Israel is pleading for the money 
–
along with an additional $4bn in military aid – on the grounds that a US invasion of 
Iraq
will provoke further attacks against Israel.

It argues that some of the aid should be given to anti-missile defence systems for El 
Al
airliners. Al- Qa'ida members tried to destroy an Israeli civilian aircraft with 
missiles at
Mombasa last year, but narrowly missed it.

The Israeli delegation to Washington is led by Dov Weissglass, from the private office 
of
the Israeli Prime Minister, Ariel Sharon, who was found "personally responsible" for 
the
Sabra and Chatila massacre by the Israeli Kahan commission of inquiry in 1983. Mr
Yaron was appointed to the post of Defence Ministry director by the former prime
minister, Ehud Barak. The two men are accompanied to Washington by the Israeli
Ministry of Finance accountant general, Nir Gilad. The Israeli team is negotiating the
new loan with Condoleezza Rice's National Security Council but little has emerged
about their visit in the American press.

The US response is likely to be made public within a month – before the expected
invasion of Iraq. The State Department spokesman, Richard Boucher, has refused to
talk about the negotiations, save for a passing remark that "we always try to help our
friends and allies to the best of our ability".

The Bush administration has never referred to the Sabra and Chatila massacre, nor to
Mr Sharon's role in the killings. The night before he sent the Phalange into the camps 
to
confront "terrorists", Mr Sharon claimed – wrongly – that Palestinians had murdered
Lebanon's president-elect Bashir Germayel, who was also leader of the Phalange
militia. Civilians trying to flee the carnage pleaded with Israeli soldiers to allow 
them to
leave the area. On Mr Yaron's orders, they were sent back into the camps – in many
cases to their deaths. The Israeli officers later claimed they didn't know the Phalange
were murdering the Palestinians, even though individual Israeli soldiers had warned
their commanders that the militia were killing civilians.

Israeli officials accompanying the delegation said they believed the US would respond
favourably to their loan request when their country was facing a global recession as 
well
as "terrorism".

Hundreds of asylum-seekers, including families with small children, are now sleeping 
rough under the elegant bridges and in the doorways of Paris as the worst winter spell 
for years threatens to create a humanitarian 'crisis'.

The sudden appearance of the refugees and illegal immigrants in the capital follows 
the joint British-French decision to freeze out the continuing flow of Iraqi and 
Afghan refugees and to close the Sangatte refugee centre, near Calais, last month.

An estimated 300 illegal immigrants, many of them teenagers, are now wandering the 
streets of the Channel port while seeking ways to avoid strict French and British 
immigration controls on ferries and trains. Many others have drifted to Paris.

In the city, where four homeless people died of cold last week, Iraqi Kurds and 
Afghans have swollen the queues seeking emergency shelter.

Humanitarian organisations warned this weekend of an impending catastrophe because no 
provision had been made for groups of up to 50 or more pouring into France in the hope 
of rejoining families in Britain, which has now tightened post-Sangatte immigration.

The growing numbers of the rootless - about 50,000 people from different countries 
have sought asylum in France in the past 12 months - has shocked aid workers in the 
Channel port and the capital.

Paris's overnight refuges, with space for nearly 4,000 people, have been unable to 
cope with the demand, despite the fact that scores prefer to sleep rough and avoid the 
attention of any authority for fear of deportation.

At the Pain de Mie reception centre in the 13th arrondissement, which has 500 places, 
a quarter of those seeking overnight beds were young Afghans and Kurds on their way to 
Calais who had temporarily abandoned hopes of reaching Kent after sleeping in the open 
since the demolition of Sangatte.

'The rise in demand has been spectacular since the Red Cross centre was closed,' aid 
worker Emmanuel Courvier said. 'About 150 Kurds and Afghans have been checking in each 
night and others have had to be turned away after a meal. We have no idea where they 
end up.'

Asylum-seekers, conspicuous among the ageing down-and-outs seeking respite from the 
cold, said they had arrived after Sangatte's closure with hopes of entering Britain to 
join their families. Some were surviving on dwindling amounts of money sent from 
relations in Britain. Others had travelled with friends who preferred to sleep under 
bridges or in shop doorways, rather than risk registering in hostels and attracting 
attention.

None of those who spoke to The Observer were among the 1,000 former Sangatte refugees 
who have been transferred to other centres far from the Channel ports, after the 
agreement with Britain that saw a limited number of the Sangatte residents being given 
refuge in the UK.

Khaled, 25, whose parents still live in Baghdad, said he had been forced to leave Iraq 
a month ago after some of his family were arrested by Saddam Hussein's police. 
Speaking good English, he said he could not stay in France because he knew nobody.

'I may be forced to seek asylum here just to survive, even though I don't speak the 
language. I have an engineering degree and would be more use in Britain. Everyone I 
met has only one destination in mind - Britain - and they are ready to undergo any 
hardship to get there. If there is a war, there will be a rush of more candidates.'

Other men in the queue said they believed the French, who have a harder line on 
refugees than the British, had no intention of giving residence permits and were 
determined to make life as uncomfortable as possible to discourage newcomers. They 
pointed out that more than 50 Kurds who had applied for temporary visas were on hunger 
strike in Bordeaux because their asylum applications had been rejected.

The plight of the post-Sangatte generation in Paris has been overshadowed by a rush 
for shelter from local homeless - known as SDF (sans domicile fixe) - after the deaths 
of four rough sleepers. But it is causing public concern in Calais, where men, and 
sometimes families, sleep   in public parks or makeshift shelters.

Although the temperature dropped to minus 7C last week, the Communist mayor, Jackie 
Hénin, said he would oppose the opening of temporary refuges in case this 
encouraged the arrival of more asylum-seekers. Buses are sent every night to collect 
refugees and take them to towns far from the port. Only a score of the men who stay in 
the city are sure of an overnight refuge and many are sleeping in Second World War 
blockhouses.
