P-2 was unmasked in 1981 during police investigations into the Mafia
contacts and financial crimes of Italian banker Michele Sindona, who
for many years was the chief influence in the Vatican Bank, thanks
to his contacts with Paul VI and Prince Massimo Spada, a Vatican
nobleman, top financial adviser to the Holy See, and a Knight of
Malta. Numerous members of P-2 also turned out to be Knights of
Malta, including several military and police intelligence chiefs and
bankers.

The most sinister was Count Umberto Ortolani, SMOM's ambassador to
Uruguay and the brains behind the P-2. Ortolani had extensive bank
and real estate holdings in Uruguay and was at one time the head of
Uruguay's second-largest private bank, Banco Financiero
Sudamericano. He also established a P-2 branch in Montevideo, with
about 500 members, including prominent military hard-liners. When
the P-2 scandal broke, Ortolani fled to Sao Paulo, Brazil, whence
the Italian police were unable to extradite him, because of Brazil's
resistant extradition laws.

The membership overlap of P-2 and SMOM is not surprising in view of
the conspiratorial, right-wing outlook of some factions of the
European Knights. For example, SMOM members also belong to the
European Freedom Council, a spin-off of the Anti-Bolshevik Bloc of
Nations. The bloc is itself a regional federation of ex-Nazis,
including the Croatian Ustashi, that came into being with U.S.
financial aid in another variation of Project Paperclip and the
rehabilitation of Ghelen Org by the OSS/CIA. These groups form the
core of the ultraright World Anti-Communist League [WACL], which in
the 1980s oversaw the private funding network for the Nicaraguan
contras in cooperation with the New York branch of SMOM and a cabal
of American Knights, including former CIA Director William Casey and
J. Peter Grace.

The Knights as a group are primarily attracted by the cachet of
membership in an ancient and romantic religious order and by the
noblesse oblige of a charity sponsored by aristocrats. Or as one
specialist put it, Humberto Ortolani is quite a different case from
a vice president of a Midwest corporation in the United States.

On the other hand, the process of selection guarantees that those
recommended for membership by the national associations and their
protectors [either the local cardinal or king or queen] share a
political outlook and exercise political and economic influence.
Prospective members cannot apply to join but are recommended by the
existing membership for what is usually pro forma approval by
headquarters in Rome.

As in any aristocratic organization, children have hereditary rights
of membership, which they do not always exercise [Kennedy children
failed to join]. Members of local SMOM associations tend to frequent
the same clubs and boardrooms. Often, they have gone to the same
schools and followed parallel careers in government and business. In
the United States they are virtually a Catholic establishment.

Contrary to conspiracy theories that SMOM is running a secret world
government, its dubious character arises from the actions of
individual Knights or groups of Knights who support political
projects that would be good for our side, in the words of a
knowledgeable church source. SMOM is more useful for such projects
than a private club or foundation because its sovereign status
provides diplomatic immunity - valuable in sending shipments through
foreign

Among the colourful revellers of Allenby street, in crowded restaurants of merry-making Tel Aviv nights, a vision came to me, a vision of an angel in battle-dress, chalking up on a wall three words, Mene, Tekel ufarsin. My Angel-English on-line dictionary prompts a translation: you were tested and you failed the test. [those three words are the "handwriting on the wall" in Aramaic in Daniel 5:25-29--CHM]

These are the darkest days for the people of Israel. They are dark, as the lamentations and protests of us and our fathers turned out to be as genuine as a three-dollar bill. In 1968, a young Jewish Russian kid, I wrote on the walls of my native Russian city, 'Hands off Czechoslovakia'. The beautiful deep voice of a Jewish Russian poet Alexander Galitch intoned: Citizens, our motherland is in danger, our tanks are on foreign soil! Some Russian Jews demonstrated on the Red Square against the invasion, and were beaten up by the police. We protested against the presence of the Russian tanks in Budapest, Prague and Kabul as Russian citizens who value honour above the ill-understood loyalty, humankind above blood ties. In the same time, Jewish American kids demonstrated against their country's intervention in Vietnam, while Jewish boys and girls in Europe fought against racism.

Years passed by, and now our Jewish tanks are on the foreign soil. Our Jewish army murders civilians, demolishes houses, starves millions and imposes the siege on the Palestinian villages. Our crimes exceeded the Russian crimes committed in Chechnya and Afghanistan, the American crimes in Vietnam and Serb crimes in Bosnia. Surely, the Israeli intellectuals demonstrate en masse on our equivalent of Pennsylvania Avenue or Trafalgar Square, American Jews raise their voice against the America-armed killers of Palestinians; Russian Jews speak up for the human rights of the enslaved Gentiles of the Holy Land? No fear, our literati exalt the courage of our Jewish soldiers, venerate the steady hand of our Jewish snipers and glorify the immense humanity of the Jewish folk, who could pulverise all the Gentiles of Palestine, but kindly limit ourselves to a few hundred wounded and maimed a day.

My grandfather in the Pale of Settlement complained against the restrictions of the free movement of Jews in the Russian Empire, while in our generation Anatoli Sharansky became a symbol of struggle for human rights. In our own country, the Gentiles are fenced into reservations and concentration camps that the Pale pales in comparison with. A Palestinian cannot go to the next village without the Jewish ausweis, he is forever checked by our Checkists. He can only dream of the sea, washing the shores of his ancestral home - we do not let Palestinians to pollute the Jewish purity of our beaches.

For years, the Jews protested the discrimination in employment and education. In our own state we created the system of total national discrimination. In our state-owned Electric company, out of 13000 employees there are six Gentiles. 0,0004%. Gentiles form forty percent of the population between the Jordan River and the sea, but only one out of four has the right to vote. There are no Gentiles in the Supreme Court, in the government, in Air Force, in the secret services. There is not even one Gentile on the board of the main Israeli Liberal newspaper, Haaretz.

That is why all complaints of Jews in the Diaspora deserve to be re-written in the light of the events. We did not fight for the human rights, but for the rights of Jews. We were for the freedom of movement and freedom of choice - for Jews only. We spoke of the universal suffrage, but we meant the right of vote for Jews only. We do not mind occupation and invasion, as long as we invade and occupy. The sight of a child raising hands in front of the machine-gun-toting thug grieves us only if it is a Jewish child. The Gentile child can be shot at freely.

When Bialik wrote "Devil did not invent a fit punishment for the murder of a child", he actually meant 'a Jewish child'. When he was horrified by the scenes of pogrom, he was horrified that the violence is directed against Jews. Otherwise, there is nothing wrong with pogrom per se. The Jews of Upper Nazareth committed a pogrom of Gentiles in Nazareth, but no pogromchik was tried. Police helped them by murdering a few of pogrom victims. Still worse were the pogroms of Ramallah and Beth Jallah, committed with the helicopter gunships and tanks.

Tsarist Russia, 'the land of pogroms', was much hated by our grandfathers, and eventually destroyed by them. Still, a hundred years of Jewish pogroms caused fewer casualties than we murder in a week.

The most horrible pogrom of Kishinev claimed 45 dead and 600 wounded. Last weeks in Israel, 300 were killed and many thousands wounded. After the pogrom in Tsarist Russia, all writers and intelligentsia

PALESTINE, W.Va. - American POW Pfc. Jessica Lynch's parents said Thursday they are not permitted to discuss details of their daughter's capture and rescue in Iraq.

Greg and Deadra Lynch also said they couldn't comment on media reports that dispute military information released on Lynch's April 1 rescue from an Iraqi hospital.

"It is still an ongoing investigation," Greg Lynch said during a news conference at the family's rural West Virginia home.

The Army supply clerk is being treated at a Washington, D.C., hospital for injuries suffered when her convoy was ambushed.

Some Iraqi hospital staffers said this month that the U.S. commandos who came to get Lynch refused a key and instead broke down doors and went in with guns drawn, and that they carried away the prisoner in the dead of night with helicopter and armored vehicle backup - even though there was no Iraqi military presence and the hospital staff didn't resist.

In recent years I have developed contacts in Iraq with the Freedom Party, which is home grown, not created by the Pentagon intellectuals who want to install a U.S. puppet state. Ive been persuaded that my contacts have been genuinely anti-Saddam, but also emphatically anti-war. What I am presenting here is a report from the Partys headquarters in Iraq, translated for me by its co-ordinator in London. Because I cannot vouch for the detail of the report, I only recommend it to you as a fairly credible account of what is going on now and what we can expect in the future, everything else being equal:

In less than 24 hours, the American occupiers of Iraq lost 4 of their soldiers in an event that looks like an attack by Iraqi resistance, in addition to 7 others dead and a helicopter in Al-Falloja couple of days ago, at a time Washington thought that things looked under control.

The operation of the Iraqi resistance was shocking to the Americans, who were a bit relaxed in the last few weeks to such an extent that they have even given most of the security operations to the newly formed Iraqi police.

In the past few weeks, it seems that the Americans were only busy controlling the Iraqi oil through the recent Security Council resolution; as such they thought that the Iraqis had accepted their presence as occupier, which looks to be for a long time.

The American command relied on the Iraqis joy of the fall of Saddams regime and the Baath Party, and consequently theyre dealing with the lack of day-to-day essentials like electricity, fuel, water, salaries and other daily sufferings that occupy the mind of every Iraqi.

The recent developments proved that the American bet was a big mistake, and so was relying on the Iraqis to accept the occupation. This was also proved recently when a large number of heads of tribes in the middle Euphrates area (where the 1920 resistance against the British occupation started, and ended in 96,000 deaths), where more than 5 million inhabitants are loyal to their heads of tribes, have called the Americans to leave Iraq or will face the consequences.

Al-Falloja was a good example for the self-rule by Iraqis, who have established a local council and started running the city much better than any other city in Iraq supported and organised by the Americans. The people of Al-Falloja were also very successful in having all the services of the city back to almost normal condition. This will eventually set an example for all other parts of Iraq, where the Americans failed to do anything so far. Despite the success made by Al-Falloja people, they have now woken up from their dreams of the fall of Saddams regime to what looks like now that they are facing a daily unpleasant scene, that is the patrol of the city by the American troops.

Furthermore, the salaries (US$20) paid to some Iraqis are not enough under the complete fall of the economy and the extreme high rise in the prices of all consumables. Not to mention the collapse of the ration program that was working very well during Saddams regime. The Iraqis now are very much aware that the presence of the Americans is not for their liberation as they claimed to be, but for their occupation, and their presence seems to be nothing but to ensure the flow of the Iraqi oil.

Another mistake made by the American administrator of Iraq, is the dismantling of the Iraqi Army as well as everything related to the ministry of information and the interior ministry, leaving more than a million Iraqis without any source of income. Army personnel demonstrated against this decree and threatened a revolt and resistance against the occupier, particularly when there are more than 10 million weapons in the hands of those people. One should imagine the hell facing the American troops in Iraq.

The American administrator of Iraq said that those Army personnel would find other comfortable kinds of jobs in the private sector. This is an idea implying a great ignorance of the situation in Iraq and particularly the circumstances surrounding those army personnel. The private sector in Iraq almost does not exist, and in fact it never existed in the past 30 years. In order to develop a private sector in post-Saddam era, billions of US$ will be needed for new investments, and for over 10 years time. One is wondering, will those soldiers be able to wait that long to find jobs? Besides, what kind of work can an army officer or a soldier do in the private sector?

What about the millions of unemployed young people thrown into the market by a large number of Iraqi universities where no private or public sectors will occupy them?

The Americans are acting haphazardly in Iraq which will definitely lead to National awakeness that will eventually lead to a long run

The Bush "Road Map for Peace" is a Diabolically Clever Swindle

will put enough conditions and obstacles that will prevent the creation

During the Clinton era, then Israeli Prime Minister Ehud Barak made a 
supposedly magnanimous peace offer to Yasser Arafat at Camp David in 
July, 2000. The Washington Post, NY Times, Boston Globe, L.A. Times, 
Chicago Tribune, US News and World Report, USA Today, salon.com and the 
five major television news networks all hailed the Israeli deal as 
"offering extraordinary concessions" and "far-reaching concessions," as 
well as "unprecedented concessions" and "the most far-reaching offer 
ever." When the Palestinian leader rejected this supposedly benevolent 
Israeli olive branch of generosity, he thereby "proved" that 
Palestinians are nothing but a nation of terrorists who hate peace and 
Jews in that irrational and racist order.

That's the propaganda cover story anyway, and its had a lengthy shelf 
life in the American media. In truth, Arafat was offered a chopped up 
West Bank and Gaza akin to the discontiguous Bantustans of the South 
African apartheid system. Roughly the same crooked deal is being offered 
by Bush to Mahmoud Abbas, the new Palestinian Prime Minister: the 
Israelis will dismantle token settlements on worthless chunks of real 
estate, but all of the other illegal settlements in Palestine will 
remain, thus legitimizing the incremental theft of occupied land which 
has been underway since 1967.

For a harbinger of what Bush and Sharon will propose, take a brief look 
at Israel's 2000 Camp David deal. This treaty would have divided what is 
left of the already truncated nation of Palestine into three 
disconnected ghettos. It would have "annexed strategically important and 
highly valuable sections of the West Bank" and "make it impossible for 
the Palestinians to travel or trade freely within their own state" 
without permission of the Israeli government. This would be an 
"independent state"? 

The most fertile West Bank land would have gone to the Israelis. This 
Palestinian land also contains the region's most precious water 
supplies. Palestinians in their "new state" would have been forced to 
cross into Israeli-controlled territory and onto "bypass roads" each 
time they traveled or shipped merchandise from one part of their nation 
to another. It would be like ceding only part of Pennsylvania to 
American patriots, with the main highway and surrounding land between 
Philadelphia and Pittsburgh remaining in the hands of the hostile 
British. Such an "independent state" would in fact be little more than a 
chimera, creating a pretense for the sake of placating world opinion. In 
fact, like the Bush Road Map, under the terms of the Clinton/Barak Camp

Analyst Seth Ackerman observes that,"Had the Palestinians accepted these 
terms they would have locked in place many of the worst aspects of the 
very occupation they were trying to bring to an end" and "waiving all 
further claims against Israel."

Any Palestinian leader who acceded to such a betrayal would have gone 
down in Arab history as the Judas of the age. Had Arafat agreed he would

prison camp on behalf of Zionist jailers. Barak's Camp David plan was no

During the late afternoon of 6 April 1994, a hail of cannon shells tore through the fuselage of a commercial airliner flying overhead central Rwanda. Several seconds later the blazing plane exploded on impact with the ground, killing President Habyarimana of Rwanda, President Ntaryamira of Burundi, and most of their senior government officials. In that fatal millisecond of time, the entire political command structure of central Africa was decapitated, leaving the way open for Operation Crimson Mist, the most obscene terminal mind control experiment ever mounted by the United States of America against a sovereign nation. That Crimson Mist has been used again recently on a smaller scale in Iraq, is now beyond doubt.

As Habyarimana and his colleagues made their death dive, a small group of American men and women lounged around in a large hut at the edge of a discreet gravel airstrip a few miles from the Rwandan capital Kigali, temporary home for their three unmarked C-130 Hercules transport planes. All crewmembers carried forged credentials showing them as atmospheric researchers employed by an authentic civilian American agency, but these were only for emergency identification if one of the aircraft was forced to make an unscheduled landing on unfriendly territory. For all practical security purposes, neither they nor their three large aircraft were even in Africa.

When news of the presidential crash came in over the VHF radio, one of the Hercules planes was swiftly prepared for take off. The flight engineer checked the attachment of the RATO [Rocket Assisted Takeoff] packs, while the scientists made final adjustments to a large microwave dish mounted on the rear loading ramp of the aircraft. It was this strange and esoteric piece of equipment alone that would directly contribute to the deaths of more than one million African civilians during the hundred days that followed. Though completely silent in operation, the single microwave dish had more killing potential than a whole squadron of AC-130 Spectre gunships armed with fifty Gatling cannons.

Though officially tagged an experiment, none of those present had any doubt that this was merely a cosmetic cover for the gruesome operational work ahead. Each member had been carefully vetted and then vetted again by US Intelligence to ensure they had the right stuff, and were philosophically committed to two objectives. First was the evolving need to control or eliminate political dissent by remote means in the run up to the 21st Century, and second was the need to stem or reverse massive population increases across the world, which threatened to overwhelm existing natural resources, especially water and food. Intrinsically this required a willingness to commit mass murder, and everyone present had passed this critical test with flying colors.

As the Hercules engines started with a roar, American agents in Kigali were working alongside local civil servants and members of the Rwandan security service, ramping up public suspicion about foul play in the presidential air crash. Urged on by corrupt officialdom, Hutu tribesmen started marching on Tutsi tribesmen and threw a few rocks at them. Innocent enough at the outset, although with a few nasty machete cuts here and there. But then the C-130 Hercules made a carefully-calculated pass directly over the advancing Hutu, and they suddenly went berserk. Eyes glazed, the mood of the Hutu crowd went from simple anger to uncontrollable rage, and within minutes, hundreds of assorted Tutsi body parts were flying through the air.

What the Hercules crew had just achieved has been an open secret since the late fifties, when researchers accidentally discovered that there is a precise control brain wave for literally everything we do, and for everything we feel. The problem back then was that each of these control brain waves [rage, fear, panic, lethargy, vomiting and so on] had to be transmitted with an accuracy taken out to three decimal places, or they simply did not work at all. But as the years rolled by, and with the advent of transistors and microprocessors, the operational application of precise control brain waves became practical reality.

It is important to note here that the lethal trick repeated hundreds of times by the C-130 Hercules in Rwanda during April July 1994, was not classic mind control in the ultimate conspiratorial meaning of the term, i.e. where people claim to hear complicated messages inside their heads, or where it is feared that the NSA [or similar] intend to turn everyone into helpless Zombies by implanting electronic chips in their arms or necks. Iraq Failure Fuels Countercoup

President Abraham Lincoln famously pointed to a principle of republican leadership in a national crisis, with his optimistic epithet, "You can't fool all of the people all of the time." And all signs are that time is up for the ignoble lies of the Straussian conspirators in the United States and Israel who pushed the Iraq war, and want America involved in world imperial "perpetual wars."

As of May 22, White House spokesman Ari Fleischer was gone; Israeli Prime Minister Ariel Sharon had cancelled his trip to Washington to see President Bush; Gen. Tommy R. Franks, CENTCOM chief and the Iraq and Afghanistan wars' commander, was gone; calls were being made on the floor of the Congress for the resignation of Deputy Secretary of Defense Paul Wolfowitz, the leading warmonger, and disciple of fascist philosopher Leo Strauss, in the Bush Administration; Sen. Robert Byrd (D-W.Va.) was denouncing the entire rationale of the Iraq war as a pack of deliberate lies coming from the Bush Administration; and the Central Intelligence Agency had assembled a panel of retired analysts to review "what went wrong" and "whodunnit" over the concocted intelligence reports that hyped a "clear and present danger" of Iraq's weapons of mass destruction, and predicted an Iraq where milk, honey, oil revenues, liberty, and democracy would flow after Saddam Hussein was defeated and ousted.

Throw into this boil, the fact that Godric Smith, press spokesman for British Prime Minister Tony Blair, resigned just hours after Fleischer. "Goddie" was second to Blair's chief spokesman Alistair Campbell, who pushed through the "British dossier" on Iraq's alleged ABC weapons on the eve of the crucial Feb. 5 UN Security Council debate; the dossier turned out to be a hoax.

The Role of Ariel Sharon

White House spokesman Fleischer did not resign, but was fired, say Washington sources. There were differences between Fleischer and the President, which likely overlap the question of why Prime Minister Sharon abruptly, on May 18, cancelled his May 20 meeting with Bush. This could be the beginning of "regime change" in Washingtonand Jerusalemwhat LaRouche has been calling the "countercoup" President Bush must implement to take back control of his Administration and the nation from the Cheney-Rumsfeld-Wolfowitz cabal.

LaRouche, acting as a "shadow President," accuses the Cheney cabal of having carried out a "coup d'tat" under the cover of the Sept. 11, 2001 attacks, to implement a domestic police state, and put the United States at the head of an international "Waffen SS" imperial force. Iraq, for the Cheney gang, is only the first step in a succession of wars that include Syria, Iran, and Saudi Arabia. A countercoup is the only way, says LaRouche, for the United States to exit from the Iraq mess, for which the neo-conservative cabal is fully responsible. This exit strategy must include a peace plan in the Middle East leading to a Palestinian state.

Various Republicans have told Bush that he will not be able to win the election in 2004, unless he can push through the "Road Map" in the Middle East. He will not be able to win if he enters another war, or does not do something about the economic crisis. This advice would put Bush at loggerheads with the neo-conservatives, especially Cheney, and with Sharon and his allies. As EIR reported on May 23, Powell didn't win the "Road Map" issue in his May 11 meeting with Sharon, but once back in Washington, did establish the point that Sharon shows no respect for President Bush, and has gone too far.

Just before the Israeli Prime Minister was due in Washington, signs emerged that Bush was not backing Sharon's stiff-arm of the Road Map; pro-Sharon events in the United States flopped entirely (see box). Without Bush's "green light," Sharon faces an existential crisis, needing U.S. backing to stay in power. That reveals the reason he stayed away from Washington.

On May 17, under intense pressure from Washington, Sharon met with Palestinian Prime Minister Abu Mazen, in Jerusalem, in the first Israeli-Palestinian summit meeting in nearly three years. Sharon had done everything possible to avoid such a meeting, but despite a Palestinian suicide bombing incident in Hebron just hours earlier, it went ahead. As expected, a deadlock resulted when Sharon refused Abu Mazen's request that he accept the Road Map. Sharon boasted that he would only discuss his reservations with George W. Bush. Then abruptly, the meeting with Bush was off, when a second suicide bombing in Jerusalem on May 18the first Jerusalem bombing in six monthskilled seven Israelis.

MOSCOW - Visiting Chinese President Hu Jintao on Wednesday pushed for a "multipolar world" and a strategic partnership with Russia, while oil executives from the two nations signed a deal paving the way to a prospective pipeline to carry Siberian oil to China.

"The trend toward a multipolar world is irreversible and dominant," Hu said in a speech at the MGIMO, a Moscow university specializing in international relations.

A joint call for a "multipolar world," the term Russia and China used to describe their shared ambition to offset U.S. global domination, has cemented the post-Soviet friendship between the two former rivals.

On the sidelines of Hu's visit, China National Petroleum Corporation and Russia's Yukos oil company signed a preliminary agreement on shipping Siberian oil to China via a US$2.5 billion pipeline to be built from Angarsk in eastern Siberia to Daqing, China, 2,260 kilometers (1,400 miles) away.

Along with the Chinese route, the Russian Cabinet considered a rival, Japanese-backed proposal that would first lay the pipeline to Russia's Pacific port of Nakhodka. However, the Cabinet now appears to favour building the Chinese section first with the route to Nakhodka to follow later. A final verdict is expected in the next few weeks.

Under Wednesday's deal, Yukos will ship 700 million tons of crude oil (about 5.1 billion barrels) along the new pipeline to Daqing over 25 years beginning in 2005. The deal is estimated to worth over US$150 billion.

Hu chose Russia for his first trip abroad after replacing Jiang Zemin as president in March. He hailed a friendship treaty that Jiang signed with Putin in 2001, saying it has created "political guarantees for the long-term and steady development of Chinese-Russian relations."

The treaty became the first such document since 1950, when Josef Stalin and Mao Zedong created a Soviet-Chinese alliance that slid into rivalry and then hostility in the 1960s.

Hu said that warmer ties have helped to clear border disputes and increase bilateral trade from about US$6 billion in the mid-1990s to US$12 billion last year.

Referring to SARS, or severe acute respiratory syndrome, Hu thanked the Russian government for assistance and voiced confidence that his government would soon control the disease.

Without naming the United States, Hu assailed unilateralism in world affairs and condemned the use of force in settling disputes. "Peace can't be achieved through using force," he said.

On Tuesday, Hu and Putin issued a joint declaration urging North Korea to relinquish its nuclear ambitions, but also voiced support for the North's demand for security guarantees and warned against using force to resolve the crisis.

Hu on Wednesday also met with Russian Prime Minister Mikhail Kasyanov and Russian parliament leaders and visited Moscow's Khrunichev company, Russia's premier rocket factory, to see its boosters and orbital vehicles. China plans to put its first man to space later this year, and the Russian space agency chief said recently that it was tapping on the Russian expertise.

On Thursday, Hu and Putin will take part in a Moscow summit of the Shanghai Cooperation Organization, a six-nation group that also includes four ex-Soviet Central Asian republics. Hu is also scheduled to attend weekend festivities marking the 300th anniversary of St. Petersburg, Russia's former imperial capital.

WASHINGTON, May 27, 2003 (TomFlocco.com) -- Just after former head of the Federal Aviation Administration (FAA) Jane Garvey concluded her controversial time-line of events testimony and responses to questions from Chairman Thomas Keans blue-ribbon 9/11 panel Thursday afternoon, whispers commenced among the reporters and some of the victim family members in attendance at the Hart Senate office building. 

Kean, a popular former governor of New Jersey who was known for integrity, fairness, and good judgment will have some major decisions in coming weeks -- given that many of the witnesses he called to testify could not get their stories straight regarding key events on the 9/11 time-line sequence.

For those fully conversant with the published event chronologies and incredible story legs linked to the attacks, Garveys statement and answers to questions began a series of some of the most compelling declarations since the Watergate hearings. All this, with the next mornings witness statements before the Commission -- and hallway press interviews -- continuing to surprise more and more as testimony progressed.

Curiously however, none of the testimony offered before the Commission was sworn under oath (either on Thursday or Friday); and the most critical statements concerning the 9/11 military response failures occurred on the morning prior to a long Memorial Day weekend when the public would not be paying attention.

Just prior to the start of Fridays sparsely attended hearings, we asked Keans Deputy for Communications Alvin S. Felzenberg why none of the witnesses were being sworn in.

Felzenberg, a former Heritage Foundation fellow connected to the Bush 2000 presidential transition, who has also written for The Weekly Standard, told us We will not be swearing in witnesses during any [public or private] 9/11 testimony. 

When we asked whether un-sworn testimony would be a wise decision -- considering both the importance of the hearings and Garveys conflicted testimony the previous day, spokesman Felzenberg replied: Congress has indicted individuals for false statements not made under oath, and we dont think its necessary -- so no one will be sworn in. Would you please sit down.

All three aisle-accesses were guarded by secret service members and armed guards just prior to their entry, so it was impossible to ask either Chairman Kean or Vice Chairman Lee Hamilton before testimony commenced whether they -- or perhaps someone higher -- had authorized the ruling not to swear in witnesses. Thus, the origin of the decision is unknown at this juncture.

Kean had noted Thursday that we are finders of fact, not triers of fact, leaving some reporters and victim family members to wonder who would indict individuals responsible for 9/11 incompetence, negligence, or even criminal wrong-doing, should the Commissions findings indicate as much.

Commissioner and Council of Foreign Relations member Jamie Gorelick told TomFlocco.com I think well be able to determine whether theyre [witnesses] telling the truth without swearing them in, while adding well certainly do our best to find out. 

Gorelick is closely linked to the intelligence community, currently serving on the Central Intelligence Agencys (CIA) National Security Advisory Panel, as well as President Bushs Review of Intelligence -- affording the current Fannie Mae vice-chairman access to the inner-workings of the CIA while providing the Agency with an ally on the Commission.

We also happened to catch Senate Foreign Relations Committee Chairman Richard Lugar (R-IN) at the Hart Senate elevator late Friday, asking him about his thoughts concerning the importance of swearing in witnesses. We dont swear in witnesses on Foreign Relations -- that is, unless we think they arent going to tell the truth, smiled the cordial Indiana Republican.

A few minutes later in the same hallway, Senator Jon Corzine (D-NJ) stopped for a moment to offer us his thoughts about 9/11 after having testified the previous day: The evidence is compelling; but the Administration is not very inclined to go after the answers. It [not swearing in witnesses] doesnt surprise me.

Given the incredible, sometimes confusing testimony over the two days -- let alone revealing impromptu sessions outside the hearing room, the issue of sworn testimony may still be in question, as Commissioner Tim Roemer told us while heading down the sweeping spiral staircase in the Hart Building: Thats a good point. Were going to have to do something about that.

Regarding future hearings, Alvin Felzenberg recently offered a revealing look into prospective Commission intentions: undisclosed private interviews to be held in coming weeks with individuals connected to 9/11 -- while also divulging that Americans would only be privy to a few more unrestricted hearings prior to a shutdown

Donald Rumsfeld, US defence secretary, is spearheading efforts to make "regime change" in Iran the official policy goal of the Bush administration, but his campaign is meeting with considerable resistance from other senior figures, according to officials and analysts.

A reassessment of US policy towards Iran coincides with an initiative launched by powerful conservative figures within the Islamic republic to engage the US in an attempt to restore relations -and thereby preserve the clerical regime in Tehran.

Media reports from Tehran claim that Mohsen Rezaei - a former Revolutionary Guards commander who is close to the former president Akbar Hashemi Rafsanjani - has made a tentative approach to Washington.

According to one official, Condoleezza Rice, national security adviser, has stepped in to freeze the fierce debate within the administration over Iran. The official denied reports that a high-level policy meeting on Iran was to be held on Thursday.

For the moment, the policy of limited diplomatic engagement with Iran remains in place, although President George W. Bush bracketed Iran with Iraq and North Korea in his "axis of evil" speech.

If regime change were to become official policy, then the US would cut off diplomatic contacts, lend support to opposition groups and intensify economic pressure. It would not necessarily involve military action.

The Pentagon had no immediate response to suggestions of Mr Rumsfeld's proposed policy change. Mr Rumsfeld's case focuses on concerns over the advanced nature of Iran's nuclear programme, its attempts to influence events in Iraq and allegations that Tehran is harbouring al-Qaeda militants who played a key role in the May 12 suicide bombings in Riyadh.

This last allegation is contested by George Tenet, head of the Central Intelligence Agency, and has served to highlight the rivalry between the CIA and the Pentagon.

"Rumsfeld sees this opportunity to adopt a formal policy of regime change," said Flynt Leverett, who left his post as senior director for Middle East affairs at the National Security Council in March and joined the Brookings Institution think-tank.

He said the view of hawks in the Pentagon is that the struggle in Iran is not between hardline clerics and elected reformists led by President Mohammed Khatami, but between the people and the system.

"They [in the Pentagon] see the whole superstructure as discredited, a house of cards ready to be pushed over the precipice," Mr Leverett added. The European Union, which has hitherto adopted a softer line than the US towards the regime in Tehran, is also expressing increasing concern over Iran's nuclear programme, adds Judy Dempsey in Brussels.

A senior EU official said: "We now have reason to believe Iran is developing nuclear weapons. We would be fooling ourselves if we thought it was anything else."

An EU delegation will spell out its concerns to Iran over its nuclear weapons capabilities when it travels to Tehran on Sunday for three days of talks.

William Maclay: the First Jeffersonian

CAREER

William Maclay was born in New Garden, Chester County, Pennsylvania, in 1737. He had a classical education and apparently studied law. He saw some service in the French and Indian War, was a surveyor for the Penn family, and held minor official posts under the Proprietary Government. In spite of his employment under the Proprietary regime, Maclay supported American independence, serving as a commissary in the Continental Army, and serving in the state legislature in the 1780s.

When the state-building continental nationalist movement curiously termed Federalist put through their constitutional coup dtat, barely, Maclay slipped through the cracks to serve in the first Congress.

Since Senators were to serve six-year terms, with only a third of them standing for election every two years, the original Senators drew terms of two, four, or six years, so as to begin the rotation. Maclay drew a two-year term in the first US Senate. In this body, he stood out as almost the only real opposition spokesman. Consistently on the losing side of Senate votes, Maclay cannot be considered a successful legislator. When the Pennsylvania legislature failed to relect him to the US Senate, he went into state politics, serving in the assembly and also as a judge. He died in 1804, having seen the triumph of a movement grounded on the principles for which he had spoken in the Senate in 17891791.

Thus Maclay is remembered, not so much because of his federal career, but because he kept a famous journal, covering the period from April 24, 1789 through March 3, 1791. [1] This diary is almost the only available historical source dealing with Senate business in that period.

There is, however, one unfortunate gap in Maclays account. As historian Stuart Leibiger observes: Since the Senate met in secret and the avid recorder of its debates, Senator William Maclay of Pennsylvania, was ill, little is known about its discussion of the Bill of Rights. [2] It would be interesting to know the Senates role in Little Jamie Madisons hijacking of the movement to amend the Constitution.

As to why the Senate met behind closed doors, Maclays comments on the celebrated Federalist Papers give a reason: Memorandum: Get, if I can, The Federalist without buying it. It is not worth it. But, being a lost book, Izard, or some one else, will give it to me. It certainly was instrumental in procuring the adoption of the Constitution. This merely a point of curiosity and amusement to see how wide of its explanations and conjectures the stream of business has taken its course (June 14, 1789). [3]

The Federalists had talked a good game of enumerated powers and limited government when selling the Constitution to the state ratifying conventions. As Maclay could see, they had suddenly found all manner of implied powers and loose, constructible verbiage in that paper, once they had their victory. It was no wonder they did not want the American people to enquire too deeply into their initial legislative work.

REGIONAL ANTIPATHIES AND PITHY COMMENTS

Some of the most amusing passages in the journal express Maclays opinions of gentlemen from other states. He did not always hold his colleagues in the highest regard. He was, for example, fairly hard on New Englanders: We Pennsylvanians act as if we believed that God made of one blood all families of the earth; but the Eastern people seem to think that he made none but New England folks. Elsewhere, he writes: there is very little candor in New England men. And in a rather prophetic passage, he says: For my knowledge of the Eastern character warrants me in drawing this conclusion, that they will cabal against and endeavor to subvert any government which they have not the management of. [4]

Other states fell under Maclays knife. Of his colleague, Oliver Ellsworth, he comments: I am often led to doubt whether he has a particle of integrity; perhaps such a quality is useless in Connecticut. While he sometimes found himself voting with Southerners, he could still write that, No Virginian can talk on any subject, but the perfection of General Washington interweaves itself into every conversation. Maclay was especially hard on the state in which Congress was then meeting: These Yorkers are the vilest of people. Their vices have not the palliation of being manly. They resemble bad schoolboys who are unfortunate at play: they revenge themselves by telling enormous thumpers. [5]

Rhode Island was generally disliked and derided at this time. Maclay defended that state when Congress put pressure on it to ratify the Constitution, or else. Even so, when a bill came in, in June 1790, to buy land for a fortress at West Point, a bill he saw as a

Boeing deal comes at taxpayers' expense

No sooner did Congress adjourn last Friday for its Memorial Day recess than the
Pentagon declared victory for the Boeing Co. over U.S. taxpayers. Against advice
from federal budget officials and its own outside advisers, the Defense
Department boosted Boeing's ailing commercial aircraft business with a
sweetheart Air Force leasing deal. That dramatically demonstrated political
power in Washington.

Pressure from the speaker of the House, the president pro tem of the Senate and
lawmakers from 17 states where the big defense contractor operates rolled over
opposition from the Office of Management and Budget. While the ultimate decision
was made by President Bush, the political balance weighed heavily for Boeing.

''President Eisenhower must be speaking out in his grave about the
military-industrial complex that he warned about,'' Sen. John McCain told me.
McCain's was the only congressional voice to speak out when the deal was
announced. Bailing out Boeing is a classic case of the public interest
subordinated to protect a politically well-connected contractor.

The General Accounting Office estimates $20 billion to $30 billion in government
costs for leasing 100 Boeing 767 tankers for six years, costing $12.2 billion to
$22.4 billion more than simply modernizing existing KC-135E tankers. Actually,
the OMB reports the current fleet is in good shape, and the Air Force says there
is no need to start replacing the KC-135Es before 2012.

OMB Director Mitchell Daniels could see that this proposal was in Boeing's but
not the nation's interest. Just before last Christmas, he thought the deal was
sidetracked. When the Defense Department's leasing committee postponed further
consideration, a Pentagon official told me: ''It was decided that no deal was to
be made.'' I concluded in a Dec. 19 column: ''The deal is dead.'' Ominously,
however, no announcement was made.

Democratic Rep. Norman Dicks of Washington state, who has carried Boeing's water
in Congress for more than 26 years, predicted after my column that the deal
would be saved. Senate President Pro Tem Ted Stevens, Appropriations Committee
chairman, hectored Defense Secretary Donald Rumsfeld in an open hearing. House
Speaker J. Dennis Hastert applied the heat behind the scenes. Daniels did reduce
the cost to the taxpayers, but could not block the deal.

Concern for Boeing by Hastert, who represents a northern Illinois district, is a
major benefit of the company's world headquarters moving from Seattle to
Chicago. Boeing further strengthened itself by hiring Rudy F. deLeon, a senior
Defense Department official in both the Clinton and George W. Bush
administrations, as chief lobbyist. Boeing had a passionate advocate in
Secretary of the Air Force James Roche, who has worked on both the military and
industrial sides of the complex.

The drive toward a Boeing deal hit a bump two months ago when the Pentagon asked
the opinion of the Institute for Defense Analyses. Instead of the expected
whitewash, the IDA appraisal (from a panel that included retired officers) was
negative. McCain's efforts to obtain the report were rebuffed. This column also
was unable to get it.

The defense authorization act passed by the Senate last Thursday night ordered
an analysis of alternatives to the Boeing lease. That senatorial intent was
ignored by the Pentagon the next day when it announced the deal.

So delighted are Boeing's congressional cheerleaders that they admit the leasing
deal was not driven by Air Force needs. Democratic Sen. Maria Cantwell of
Washington state exulted that it ''will deliver a sustained boost for Boeing's
production lines and its workers at a time when they need it most.'' When McCain
asked Boeing whether it had offered a leasing deal to Continental Airlines and
been turned down, he was told this was ''proprietary'' information. Boeing did
not have a response to this column.

John McCain cannot reverse this deal, but he can make life miserable for James
Roche. McCain said Friday that Secretary Roche contradicted Air Force studies
and was ''relentless in exaggerating aerial tanker shortfalls and problems in
order to win approval of the lease.'' Roche, nominated to shift over as
secretary of the Army to push Rumsfeld's modernization, must confront McCain in
confirmation hearings that will explore what has been done for the Boeing Co.

FIRST MAPS OF CLEVELAND AND THE WESTERN RESERVE
In 1786, Connecticut relinquished all claim to western lands to the fledgling U.S. federal government, except for a 120-mile strip along the south shore of Lake Erie, which was being "reserved"as compensation for land lost to Pennsylvania in the Wyoming valley of the Susquehanna River. This land became known (in various forms) as the "Connecticut Western Reserve" and Connecticut began trying to sell it to raise money for the state's school system. A group of investors purchased the Western Reserve, incorporated themselves as the Connecticut Land Company, and set about preparing to survey the lands and lay out the village that became Cleveland. Like the lands west of the Appalachian Mountains generally, the Western Reserve was little-known, but becoming an important part of the westward movement of settlers in the years following American independence. Maps were crucial to inform settlers about the frontier lands and to attract them to move there. Here are some of the first maps depicting the Western Reserve and Cleveland.
Many of these maps are owned by the Western Reserver Historical Society may be seen on a color microfilm in the WRHS Library.

THE WESTERN RESERVE
First manuscript maps to show the Western Reserve:
Holland Land Company map of 1795. - This is a map produced for the owners of the Holland Land Company, in Amsterdam, who then owned a huge tract in upstate New York. They were interested in purchasing the Connecticut Western Reserve and dispatched one of their American surveyors, Ellicott, who produced this map. The map offers little more than an overview of the Reserve's outline, the Cuyahoga River and some generic fill about forests, but it predates anything produced by the Connecticut Land Company, who eventually did purchase the Reserve. The original manuscript map is in Amesterdam, but the SUNY/Fredonia made a 2/3 color copy of the map and has offered reprints for sale. Check the Western Reserve Historical Society gift shop, too.
John Heckewelder's map of 1796. - John Heckewelder was a Moravian missionary to the tribes living along the Tuscarwaras River. He was captured by other indians and moved to Detroit. He eventually returned and years later, in 1796, produced this map of the Reserve, which was found amongst Moses Cleaveland's papers after his death. It is particularly important for showing the trails across the Reserve, but it is not known whether Moses Cleaveland possessed this map before coming to the Reserve in 1796. A booklet was published about this map, containing a reproduction of hte map and a modern counterpart map by James A. Bier. Copies of the booklet and the map have been available in past years at the WRHS gift shop and the booklet might be found in local libraries.

THE CONNECTICUT WESTERN RESERVE

The following was prepared by Judith Sheridan. It gives a good explanation as to why this part of Ohio is still know as "The Western Reserve" Mrs. Sheridan is a board member of the Trumbull County Historical Society and First Vice President of the Geauga County Historical Society.
In the years before the American Revolution, the colony of Connecticut claimed all of the land from its western border to the Mississippi River. This included parts of New York and Pennsylvania. After the United States Federal System of Government was established, Connecticut ceded all of its claims to these lands except for a 120 mile strip in the Ohio Country. This land became known as the Connecticut Western Reserve. Funds obtained by the state from the sale of this land were to be used for public schools in Connecticut. The western end of the Reserve (later Huron and Erie Counties) was set aside as the "sufferer" lands. It was to be given to Connecticut residents to compensate them for losses from British military actions during the Revolutionary War. In the Reserve it was called the "Firelands".
The remaining 3,000,000 acres was sold by Connecticut to the Connecticut Land Company. This group of 35 men paid $1,200,000 for the Reserve. This amounted to $.40 an acre. In order to sell the land it had to be surveyed and Moses Cleaveland was hired as the land agent to do the job. Cleaveland settled prior Native American claims by signing a treaty with the Indians in Buffalo, NY on June 22, 1796. The surveying party then continued to the Reserve and arrived at Conneaut, Ohio on July 4, 1796, 20 years after independence from England had been declared.

Defense Firms Consolidate As War Goes High-Tech

The nation's leading defense contractors are gobbling up small 
technology firms in a consolidation binge driven by the Pentagon's 
demand that future military conflicts be dominated by high-tech 
warfare.

The buying spree is contributing to a fundamental change in the 
structure of the defense industry as the top players move away from 
their roles as mere weapons makers and increasingly cast themselves 
as systems integrators that produce high-tech networks for the 
battlefield. In the past three years, contractors have swept up about 
180 small tech firms, mostly in Northern Virginia, a 25 percent 
increase from the previous three-year span.

In one recent high-profile case, General Dynamics Corp., which makes 
M1 tanks, bought Herndon-based Creative Technology Inc., which 
designs computer networks that transmit classified information. 

The Pentagon has pushed in recent years for a more intensive role for 
war technology, but the pace has accelerated with the proven high-
tech successes in Afghanistan and Iraq and the demands of fighting 
terrorism. The rush to grab the premier small companies is sparking 
bidding wars and redesigning the landscape of the local tech 
industry -- a cornerstone of the region's business community that 
blossomed in the shadow of the dot-com revolution. 

Underlying the consolidation is the sharp competition among the big 
defense companies to secure a lucrative role in the transformation of 
the military envisioned by Defense Secretary Donald H. Rumsfeld and 
backed by a growing Pentagon budget. Some industry observers worry, 
however, that the absorption of the small tech firms into the giant 
contractors could crimp innovation in a field that thrives on swift 
advances.

The companies attracting attention often work quietly behind the 
scenes, producing the technology essential to the new ways of war. 
Among the firms recently acquired are Alexandria-based Adroit Systems 
Inc., which writes software that instructs hovering drones to 
transmit surveillance photos to fighter jets, ships and ground 
stations; Chantilly-based Integrated Data Systems Corp., which 
develops software that allows the Pentagon to share classified 
information with other agencies on a secure network; Premier 
Technology Group Inc., a Fairfax firm that analyzes and disseminates 
intelligence for the Army; and Conquest Inc. of Annapolis Junction, 
Md., which specializes in managing information networks for the 
intelligence community. 

Just 20 or 30 years ago, the airplane was the thing or the ship was 
the thing, said Stuart McCutchan, publisher of Defense Mergers  
Acquisitions, an industry newsletter. Now those things are just 
nodes in the network, and the network is the thing. 

The deals are more numerous but smaller in value than those of the 
last great merger wave, after the end of the Cold War. Contractors 
signed 65 deals last year valued at about $4 billion, according to 
the investment bank Houlihan Lokey Howard  Zukin. The industry is on 
track to beat that figure, with 31 deals signed in only the first 
four months of this year. Twenty-one were signed in the same period 
of 2002.

In the early 1990s, defense contractors joined forces in several mega-
deals that reduced the number of the industry's aircraft makers to 
three from eight; tactical-missile manufacturers declined to four 
from 13. In a typical year a decade ago, the total value of the deals 
was more than $10 billion. 

The most attractive companies today -- those in the secretive 
intelligence field or staffed by employees with top-secret security 
clearances -- are drawing bids far in excess of their earning power.

The World Health Organization, fending off an attempt by the United States to 
derail the measure, won broad new authority yesterday to fight international 
health threats such as severe acute respiratory syndrome.
The U.N. agency's governing body unanimously approved a resolution to allow 
WHO to intervene even when countries refuse to admit they are facing a health 
crisis, and to send teams to independently investigate whether national 
authorities are responding effectively.
The changes, aimed at correcting the weaknesses exposed by the SARS epidemic, 
mark the first significant expansion of WHO's power in more than three 
decades.
The action frees WHO from having to wait until a country officially reports 
an international health threat before beginning countermeasures, establishes the 
first global emergency epidemic alert network and gives the agency the authority 
to begin ground inspections without a formal invitation.
"This allows, within a country, for WHO to do what needs to be done to help 
the rest of the world," Gro Harlem Brundtland, WHO's outgoing director general, 
told the World Health Assembly, which approved the measure by consensus.
The U.S. delegation surprised WHO officials by asking for a postponement of 
action on the proposals until they could be considered as part of a broader set 
of negotiations. The Bush administration, which generally has been wary of 
granting U.N. agencies more authority, dropped the request after it did not 
garner support, and the original proposal was endorsed by speaker after 
speaker.
"We're pleased," said David L. Heymann, director of WHO's communicable 
diseases program, said afterward. "It's giving WHO a much more relevant 
role."
Until now, the International Health Regulations that outline WHO's authority 
and the responsibilities of its 192 member states required nations to report 
only three diseases -- yellow fever, cholera and plague. WHO also could only 
respond to official federal government reports, and had no power to 
independently verify whether containment efforts were adequate.
WHO officials were hoping the alarm and momentum generated by SARS would 
enable them to speed up revisions to the regulations, which date to 1969 and 
have long been considered antiquated. Changes have been in the works for years 
but were not due to be completed until 2005.
In the case of SARS, China denied for months that the epidemic was raging in 
the southern province of Guangdong, allowing the dangerous new lung infection to 
spread around the world. WHO also complained that it was not receiving timely 
and complete information from the United States and Canada.
Under the resolution approved yesterday, WHO can act on many other sources of 
information, including news accounts, reports from nongovernmental organizations 
such as the Red Cross, and WHO-affiliated scientific laboratories. After 
validating whether the reports are reliable, WHO can then "alert the 
international community, when necessary and after informing the government 
concerned, to the presence of a public health threat that may constitute a 
serious threat to neighboring countries or international health."
In addition, WHO is now authorized to evaluate the severity of the threat and 
whether countermeasures are adequate. If necessary, "and after informing the 
government concerned," WHO can "conduct on-the-spot studies . . . with the 
purpose of ensuring that appropriate control measures are being employed."
WHO has no power to punish a noncompliant nation and does not gain any with 
the changes. But nations will be obligated to be more responsive. The SARS 
epidemic demonstrated that the agency can use international pressure to gain 
cooperation and that its alerts and travel advisories can have a devastating 
economic impact.
The revision also requires member nations to designate contacts that WHO 
could notify in a health emergency. Because there was no formal emergency 
notification system, the only way WHO could alert the world to SARS was to hold 
a news conference.
The assembly also adopted a separate SARS resolution that specifically 
requires nations to "promptly and transparently report cases and to provide 
requested information."
Informally, WHO already gathers information from a variety of sources to 
search for early signs of new epidemics. But

The Saxony Duchies

The Germans lacked the principle of primogeniture so the Saxony
duchies had a long history of partitions, reunions, re-divisions and
fresh combinations of territory. Gotha, Coburg, Meiningen, Roemhild,
Eisenberg, Hildburghausen and Saalfield each became the capital of a
Duchy.

By 1825 only the first three of these duchies and Hildburghausen
remained.  In that year the Gotha line expired and a general re-
distribution was arranged in 1826.

The Duke of Hildburghausen gave up his lands entirely for Altenburg
and became Duke of Saxe-Altenburg.  The Duke of Coburg exchanged
Saalfield for Gotha and became Duke of Saxe-Coburg and Gotha and the
Duke of Saxe-Meiningen recieved Hildburghausen and Saalfield.

Francis Duke of Saxe-Coburg and Saalfield, who died in 1806, had a
son Ernest I who became Duke of Saxe-Coburg and Gotha and also a
daughter Victoria who married Edward Duke of Kent.

Duke Edward of Kent and Victoria of Saxe-Coburg-Gotha had a daughter
who became the long reigning Queen Victora.  Ernest I, Victoria's
uncle,  had married Louise of Saxe-Altenburg and had a son Albert who
became the Prince Consort, Prince of Saxe-Coburg-Gotha.

The long lived Queen Victoria was the only child of Edward, Duke of
Kent, fourth son of King George III of Hanover and Princess Victoria
daughter of Francis, Duke of Saxe-Coburg and Saalfield.

On the death in 1830 of King George IV, son of King George III of
Hanover, Victoria had become Heir Apparent, but carried the title of
Princess of the United Kingdom until her accession.

Upon Victoria's accession a change was made in the Royal arms.  Owing
to the Salic Law she could not succeed to the Kingdom of Hanover,
which passed to Ernest Augustus, Duke of Cumberland, the eldest
surviving son of King George III of Hanover.  The arms of Hanover
were removed from the Royal shield and the Royal arms were now the
insignia of the three realms of the United Kingdom of England,
Scotland and Ireland and remain unaltered to this day.

Queen Victoria's father died when she was eight months old.  Her
uncle Leopold of Saxe-Coburg, widower of Princess Charlotte, became
her guide and mentor.  It was he who encouraged the match with Albert
of Saxe-Coburg-Gotha, Victoria's first cousin.

Shakespeare mentions in the beginning of his play Henry V that the
French and Germans had different rules concerning the inheritance  of
property through a female, due to the Salic Law.

Shakespeare was wise beyond all comprehension for good reason.

The Bush administration focused on alleged weapons of mass destruction as the
primary justification for toppling Saddam Hussein by force because it was
politically convenient, a top-level official at the Pentagon has acknowledged.

The extraordinary admission, which is bound to stir the controversy in
Washington and London about the murky motivations for war, comes in an interview
with Paul Wolfowitz, the Deputy Defence Secretary, in the July issue of the
magazine Vanity Fair.

Mr Wolfowitz also discloses that there was one justification that was almost
unnoticed but huge. That was the prospect of the United States being able to
withdraw all of its forces from Saudi Arabia once the threat of Saddam had been
removed. Since the taking of Baghdad, Washington has said that it is taking its
troops out of the kingdom.

Just lifting that burden from the Saudis is itself going to the door towards
making progress elsewhere in achieving Middle East peace, Mr Wolfowitz argued.
The presence of the US military in Saudi Arabia has been one of the main
grievances of al-Qa'ida and other terrorist groups.

For bureaucratic reasons we settled on one issue, weapons of mass destruction,
because it was the one reason everyone could agree on, Mr Wolfowitz tells the
magazine, apparently alluding to the inter-departmental squabbling that occurred
in Washington in the run-up to the war.

The comments suggest that, even for the US administration, the logic that was
presented for going to war may have been an empty shell. They come to light,
moreover, just two days after Mr Wolfowitz's immediate boss, Donald Rumsfeld,
the Defence Secretary, conceded for the first time that the arms might never be
found.

The failure even now to find a single example of the weapons that London and
Washington said were inside Iraq only makes the embarrassment more acute. Voices
are increasingly being raised in the US - as well as in Britain - demanding an
explanation for why nothing has been found.

Most striking is the fact that these latest remarks come from Mr Wolfowitz,
recognised widely as the leader of the hawks' camp in Washington most
responsible for urging President George Bush to use military might in Iraq. The
magazine article reveals that Mr Wolfowitz was even pushing Mr Bush to attack
Iraq immediately after the 11 September attacks in the US, instead of invading
Afghanistan.

There have long been suspicions that Mr Wolfowitz has essentially been running a
shadow administration out of his Pentagon office, ensuring that the right-wing
views of himself and his followers find their way into the practice of American
foreign policy. He is best known as the author of the policy of first-strike
pre-emption in world affairs that was adopted by Mr Bush shortly after the
al-Qa'ida attacks.

In asserting that weapons of mass destruction gave a rationale for attacking
Iraq that was acceptable to everyone, Mr Wolfowitz was presumably referring in
particular to the US Secretary of State, Colin Powell. He was the last senior
member of the administration to agree to the push earlier this year to persuade
the rest of the world that removing Saddam by force was the only remaining
viable option.

The conversion of Mr Powell was on full view in the UN Security Council in
February when he made a forceful presentation of evidence that allegedly proved
that Saddam was concealing weapons of mass destruction. The Secretary of State
even brandished a vial of white powder, intimating that it was anthrax and that
Saddam had plenty of it.

Critics of the administration and of the war will now want to know how convinced
the Americans really were that the weapons existed in Iraq to the extent that
was publicly stated. Questions are also multiplying as to the quality of the
intelligence provided to the White House. Was it simply faulty - given that
nothing has been found in Iraq - or was it influenced by the White House's
fixation on the weapons issue? Or were the intelligence agencies telling the
White House what it wanted to hear?

This week, Sam Nunn, a former senator, urged Congress to investigate whether the
argument for war in Iraq was based on distorted intelligence. He raised the
possibility that Mr Bush's policy against Saddam had influenced the intelligence
that indicated Baghdad had weapons of mass destruction.

This week, the CIA and the other American intelligence agencies have promised to
conduct internal reviews of the quality of the material they supplied the
administration on what was going on in Iraq. The heat on the White House was
only made fiercer by Mr Rumsfeld's admission that nothing may now be found in
Iraq to back up those earlier claims, if only because the Iraqis may have got
rid of any evidence before the conflict.

American troops arriving to reinforce divisions already bogged down in the agony and
anarchy of post-liberation Iraq are advised to bandage all cuts, keep their 
overheated
rubber suits zipped tight, and stop breathing. It is dust, not sniper bullets that will
likely pose the most lethal consequences to their invasion of Iraq.

Much of Iraq remains radiologically hot following undeclared nuclear attacks that 
have
randomly distributed lethal air and food-borne radiation  without any mushroom clouds.
The same type of Depleted Uranium-tipped cruise missiles that have carried cancer into
Bosnia and Afghanistan have only added fresh rems to the radioactive dust of this
distant desert land.

JUST A DAB WILL DU YOU DU shells retain 60% of the radioactivity of unspent hot
uranium. Radiobiologist Dr. Rosalie Bertell warns that it can be breathed in by 
anyone:
a baby, a pregnant woman, the elderly, the sick.

A speck of Uranium-238 from these radiological dispersion devices sends atomic
particles shoot out in all directions to penetrate steel, flesh, and human cells. If 
the
cell is in the process of division it can be knocked into a rogue state of random
proliferation  cancer results.

Foremost expert on radiation sickness, Dr. Helen Caldicott explains that DU dust is a
potent radioactive carcinogen, emitting a heavy alpha particle that can lodge in open
wounds, the lungs or the stomach depending on its pathways of ingestion.

Caldicott warns that these tiny particles travel long distances when airborne 
infecting distant populations, peacekeepers, and the entire food chain. Pentagon 
studies
prior to Desert Storm warned that aerosol uranium exposure under battlefield conditions
could lead to cancers of the lung and bone, kidney damage, non-malignant lung disease,
neurocognitive disorders, chromosomal damage and birth defects, she told the San
Francisco Chronicle. [Oct. 10, 2002]

These devastating diseases are already surfacing in Afghanistan and Bosnia, while
continuing to decimate the survivors of what the City Council of Detroit condemns as
genocide in Iraq. With a half-life of 4.5 million years, Caldicott says that 
dust-laden
winds in Iraq, Kuwait, Bosnia and Afghanistan will remain effectively radioactive for
the rest of time.

Dr. Alim Abdul-Hamid, dean of medicine at a major medical college in Baghdad, says he 
has
plenty of first-hand experience with Iraq's unprecedented plague of cancers and birth
defects. Dr. Alim is seeing breast cancer among women in there 20s. In their 20s! he
repeats. There are increased incidences of colon cancer, thyroid cancer  in addition

TARGETING CHILDREN Children are 10 to 20 times more sensitive to the effects of 
radiation
than adults. Today more than half of all cancers in Iraq are occurring among children
under the age of five.

Since the misnamed end of Desert Storm, pediatricians in Basra have watched childhood
leukemia and cancer increase up to 12-times peacetime rates. Hospitals throughout Iraq
have reported as much as a 10-fold increase in birth defects since cities and 
countryside
were strafed with radioactive munitions.

Pointing to a map of Basra, Dr. Abdul-Hamid demonstrated the dose-response relationship
between DU and cancers, saying, Areas which have got the higher level of background
radiation have higher levels of cancers.

ROKKE'S RADIATION Dr. Doug Rokke was an American physician in charge of dealing with DU
contamination in post-war in Iraqi. 'Oh my God' is the only way to describe it.

  ASHINGTON, May 29  The Justice Department has begun 
  using its expanded counterterrorism powers to seize millions of dollars 
  from foreign banks that do business in the United States, creating 
  tensions with the State Department and some allies.
  Law enforcement officials say the tool has proven invaluable in seizing 
  ill-gotten money that criminals hide overseas and that was once out of the 
  government's reach. Under the counterterrorism measures approved by 
  Congress after the Sept. 11 attacks, prosecutors are not even 
  required to trace the money back to the target of an 
  investigation.
  Officials at the State Department, however, have raised concerns over 
  the practice  in part because most of the seizures have involved fraud 
  and money-laundering investigations that are unrelated to terrorism.
  State Department officials worry "that this might be seen by other 
  countries as arbitrary or trying to extra-territorially impose our laws" 
  under the guise of fighting terrorism, said a Bush administration official 
  who demanded anonymity. Diplomats from several nations, including 
  Switzerland, have voiced private objections, officials said.
  The Justice Department has seized at least 15 foreign-based bank 
  accounts in the United States in recent months, confiscating what 
  prosecutors say they believe to be tainted money belonging to overseas 
  banks in Israel, Oman, Taiwan, India, Belize and elsewhere, according to 
  law enforcement officials who spoke on condition of anonymity. Other 
  seizures are also being considered, officials said. 
  Justice Department officials acknowledged the diplomatic problems that 
  can be created by seizing money from foreign banks, and they said they 
  have sought to use the new power sparingly after considering all other 
  legal options. 
  The authority to seize ill-gotten foreign funds "is a very powerful 
  tool and one that can affect our international relationships," said Bryan 
  Sierra, a spokesman for the Justice Department. 
  Mr. Sierra said that to protect the law enforcement relationships the 
  United States has developed with governments around the world, the Justice 
  Department "scrutinizes prosecutors' use of this provision before it is 
  exercised."
  The Justice Department has sent out guidance to prosecutors around the 
  country about how to use the new power and has reached an informal 
  understanding with the State Department to consult more extensively with 
  officials there before seizing foreign money. State Department officials 
  had complained that the Justice Department had kept them out of the loop 
  in some cases.
  "This is a process of last resort," said a senior law enforcement 
  official. American diplomats "are worried about it, and we understand 
  that, which is why we want to use this judiciously," said the 
official.
  The State Department declined to comment on the issue. But a department 
  official who spoke on condition o anonymity acknowledged that there was 
  still the potential for abuse in foreign seizures, despite the Justice 
  Department's pledges to consider diplomatic issues in its decisions.
  "From a diplomatic point of view, we've got concerns," the official 
  said. "We're the ones who have to ensure diplomatic relations, and this 
  complicates that."
  Traditionally in money laundering and terror financing cases, federal 
  authorities have worked through international law enforcement treaties in 
  requesting that a country that is home to a foreign bank move to freeze 
  "dirty money" and turn it over to the United States. In countries with no 
  treaty with the United States, American authorities say, their efforts 
  often ran into dead ends. 
  But a little-noticed provision in the sweeping antiterrorism 
  legislation passed in October 2001, gave federal authorities in such cases 
  the power to seize money that passes through banks in the United States 
  without notifying the foreign government. Most overseas banks maintain 
  what are called "correspondent accounts" in American banks, allowing them 
  to exchange American currency and handle other financial transactions in 
  this country. Section 319 of the Patriot Act, as the legislation that grew 
  out of the Sept. 11 attacks is known, allows federal authorities to

The living Constitution is the doctrine that the principles in the
Constitution, which was supposed to limit government power and thereby protect
individual liberty, must change with the times -- without resort to the onerous
amendment procedure specified in the same document. Thus when the Supreme Court
during the New Deal upheld legislation that previous generations of Americans
would have condemned as unconstitutional, big-government advocates invoked the
living Constitution doctrine to explain why amendment was unnecessary.

It should be obvious why this is such a dangerous practice: it effectively
repeals the Constitution. As Thomas Sowell put it: to say the Constitution is
living is to say that it's dead. Or as Walter Williams suggests, those who like
a living Constitution should think about what it would mean to play poker
with a living rule book.
