Arlington National Cemetery is America's most prominent National Cemetery and serves as a shrine honoring the men and women who have served in the armed forces and those Americans who have made extraordinary contributions to the nation. It is a visible reflection of America's appreciation for those individuals whose acts and accomplishments reflect the highest service to the country. Since its founding in 1864, the cemetery has functioned primarily as a military burial ground. Over the years, the symbolic significance of Arlington National Cemetery has evolved. The cemetery has become recognized as the nation's foremost national memorial to its military members and is the final resting place of Presidents and other leading public figures. It has also become the site of major memorial events and ceremonies, as well as a significant attraction for visitors to the Washington area. Our intent is to outline for the committee our effort to enhance the regulations that govern eligibility criteria for burial in Arlington, and to provide our views on pending legislation pertaining to the same. rules governing burial in Arlington are included in Title 32 of the Code of Federal Regulations. As a result of last year's hearing on this matter, we are in the process of revising the regulations that govern burial policy. The revised regulations, like H.R. 70, will continue the practice of allowing active members of the armed forces, retired members of the armed forces, highly-decorated , former prisoners of war, and certain discharged due to disability, to be buried in Arlington. In addition, the revised regulations are similar to H.R. 70 in that the regulations identify those categories of persons who may be considered for burial in the cemetery based on their relationship to an eligible . In the past, exceptions were required to allow close relatives and former spouses burial in the same gravesite as an eligible . In the past 10 years, these types of exceptions have constituted 76 percent of those granted. We agree that these individuals should be provided burial consideration, and not be viewed as an exception. Our revised regulations would differ from H.R. 70 in two major respects. first, H.R. 70 would eliminate the possibility of burial in Arlington that presently exists for former members of the armed forces who choose to continue their service to the country and attain high legislative, judicial and executive offices. This would include those in an elective office of the United States Government such as the Vice President, United States Senators, and Members of the United States House of Representatives; appointed officials which include the Chief Justice and Associate Justices of the Supreme Court of the United States; Ambassadors at our largest and most important overseas missions; cabinet members; and government officials at a level I and level II position. Under the revised army regulations governing burial at Arlington, certain who have served their country in these specific high government offices would continue to be allowed to be buried in Arlington based on their distinguished service to the nation. Changing this rule would constitute a significant departure from current burial policies and would fundamentally change the character of the cemetery. under the pending legislation, our military heroes will no longer lie next to our nation's most revered statesmen and supreme court justices, an attribute of the cemetery which distinguishes it as the nation's most revered burial grounds. The stated goal is to equip "students, teachers and the community at large with the tools needed to combat racism, sexism, ableism, classism, heterosexism and homophobia and all forms of oppression" To teach this "anti-bias" curriculum the school system will "search for, hire and retain a diverse staff, including sexual minorities." "I'd be so excited to have this happen across the nation," she said. "But the reality is a lot of work has to be done across the country, and hopefully Provincetown will be the model." Miss Cristina also won the help of local homosexual activist John Perry Ryan who explained that the plan is to end the "dominance" of the perspective of the "white Europeans...who are also very heterosexual, very Christian, very male." (ibid.) President Clinton was vacationing at Martha's Vineyard, about 40 miles from Provincetown, when the school board approved the "anti-bias" plan. Proponents urged the White House to endorse it, but there has been no reaction as of yet. The lack of response is characteristic of the president when confronted with an explosive issue. One may be assured that the silence does not mean indecision, because the president has several militant homosexuals in his administration and his Hate Crimes conference, scheduled for November 11th, plans to address America's "bias" problems. Provincetown and President Have Same Plan In case Miss Cristina is feeling put off by the Clinton's silence about her plan for America, all she needs to do is review his radio address of June 7, 1997. In that address the president announced his planned White House conference on hate crimes, and announced his initiative for the eradication of those "biases" that are the target of the Provincetown plan. On the surface the president's address was full of the usual benign cliches and platitudes, however, the trained ear may discern the trumpet call for another assault in America's culture war. Like George Bush's speeches during the Gulf War, President Clinton's June 7th address was liberally sprinkled with globalist Newspeak. He said, "...as we move into a new century with its global economy and its global society, our rich diversity is a powerful strength...", a powerful strength for the ruling elite, that is, as the American social fabric is ripped to shreds by "diverse" counter cultures, making the enslavement of all more certain. Hate Crime - Daring to Think or Speak the Truth Clinton lamented, "We still have our ugly words and awful violence, our burned churches and bombed buildings." Yes, Bill Clinton, the world's most famous smoker, has stabbed his fellow lung jockeys in the back. Well, actually he stabbed us a little lower - in the wallet. The president has proposed a federal tax increase of 55 cents per pack on cigarettes to help pay for new domestic and military spending programs. And this from a guy who was photographed lighting a stogie in what proved to be a premature celebration of the Paula Jones case being thrown out of court. Not to mention that El Presidente and his girlfriend also managed to turn the very word "cigar" into a dirty joke through their abuse of tobacco products. The Hypocrite-in-Chief's tax proposal, supposedly designed to keep kids from smoking but really meant to make him look good during the Senate's impeachment trial, comes immediately on the heels of a 45-cent increase by the tobacco companies in December. That boost was forced by the settlement of lawsuits filed by 46 states seeking reimbursement for health-care costs caused by smoking. Here in California, Jan. 1 also saw the enactment of actor-director-creep Rob Reiner's Prop. 10, which levies a 50-cent increase per pack - more like 87 cents once you do the voodoo tax math involved - to raise funds for early childhood development programs. Folks, the smell of money is in the water and the politicians and actor-director-creeps are swarming. It's D-Day in the Battle for Enforced Health and the lead invasion troops are hitting the beaches of Normandy. Only this time smokers get to be the Germans. And here I am using this column once again to play the part of Axis Sally, broadcasting discouraging messages to the advancing soldiers: "Go home, G.I.'s! This is not your fight! Your government is being unfair and this war is unjust! Besides, your wife is probably sleeping with the milkman while you fight this stupid battle!" But I see there's no point to it anymore. We've already lost. Heck, I came to grips with the fact I'd probably have to quit smoking two price hikes ago when the boss turned down my request for a cost-of-dying increase. Arguments about individual freedom and the unfairness of punishing one segment of society for purchasing a legal product fell on deaf ears. Our defeat was assured by the fact that tobacco has been demonized to the point where most people don't even think it's possible to mistreat a smoker anymore. As a result, no one squawks when the politicians and Rob Reiner move in for an unchecked feeding frenzy. Game over. They win. I believe it's going to be something of an empty victory, though. The increases might have made some kind of sense if the revenues were used to implement anti-smoking programs and defray medical costs due to cigarettes. That way the need for more money to fund the programs would naturally diminish along with the dwindling number of smokers paying the tab. But politicians and Rob Reiner are greedy scum, so they aren't doing that. Only a fraction is going toward anti-smoking efforts or health costs while the rest is spent on items completely unrelated to cigarettes. Clinton wants to spend his proposed tax money on after-school programs, support for disabled workers, hiring new police officers, tax credits and $100 billion worth of new military projects. Reiner wants to spend his Prop. 10 money on...on...well, no one really knows for sure yet, but he's promised us some kind of ongoing programs for kids. The states plan to spend their settlement money on everything from sidewalk-fixing programs to - and I love this one - helping tobacco farmers. If all these people are successful in their stated purpose to make people quit smoking through exorbitant taxation, all their wonderful ongoing programs will turn out to be built on sand. As the smokers disappear, the funding goes up in smoke, too. Their only option will be finding something else to demonize and tax. My advice would be to stock up your liquor cabinet. I firmly believe these idiots are going to pump the sin well for money until we're a country known mainly for its tax-driven puritanism. But, like I said, there isn't really any point in arguing. We've lost. The only thing left is to be mean and petty and hope there are a lot of senators who smoke presiding over our two-faced president's impeachment hearing. [HILLARY'S CATTLE GROW FATTER WHILE TAXPAYERS TAKE A BATH] DON YOUR SLICKERS AND LIFE JACKETS; FASTEN YOUR SEAT BELTS, FRIENDS: we've now left relatively calm waters and are headed into WHITEWATER country - and with HILLARY at the helm, you can bet it's going to get rough, wild, and extremely convoluted! Ready? Then let's begin: "HILLARY was to have graduated from YALE LAW SCHOOL in May of 1972, but opted to remain for another year, so she could graduate at the same time as BILL. During her fourth year, HILLARY studied child development at the YALE CHILD STUDY CENTER. There she researched what was to become, in time, her highly controversial thesis on the rights of children. "Before graduation, BILL and HILLARY were summoned to a conference with one of their law professors, Burke Marshall, the member of Kennedy's administration who had advised HILLARY from her earliest days at YALE. Marshall was more impressed with CLINTON for the picture taken of him with JFK, than of his academic proficiency, which was commendable, but not nearly as profound as HILLARY's. " 'The HOUSE JUDICIARY COMMITTEE is looking for a couple of bright-eyed youngsters like you to work for them,' Marshal volunteered. 'How'd you like to go there?' "The HOUSE was assembling a staff for its forthcoming impeachment proceedings against NIXON, for his cover-up of the 'PLUMBERS' break-in at the DEMOCRATIC NATIONAL COMMITTEE headquarters in Washington. HILLARY accepted the challenge of the WATERGATE HEARINGS; BILL did not. He'd been through the Washington legislative committee routine before and didn't want any more of it... "HILLARY didn't head for Washington immediately. She received word from Burke Marshall's friend, JOHN DOAR, the newly-appointed SPECIAL COUNSEL of the HOUSE JUDICIARY COMMITTEE, to stay put. She would not be needed for awhile...The hearings were not to begin until mid-January 1974. "Meanwhile, HILLARY learned about an opening for a staff attorney at the CHILDREN'S DEFENSE FUND in Cambridge. This was just up her alley - to be a children's rights advocate. HILLARY plunged into her work with a passion and soon had put together a powerful essay titled, 'CHILDREN'S RIGHTS,' that was published in the HARVARD EDUCATIONAL REVIEW. Her paper advocated massive and immediate expansion of federal child-care programs. She made a quantum leap into a radical redefinition of the relationship between State and family. She advocated three measures to obtain those 'rights': (1) 'the immediate abolition of the legal status of minority and the REVERSAL of the LEGAL PRESUMPTION of the INCOMPETENCE of minors in favor of a presumption of competence; (2) 'the extension to children of ALL PROCEDURAL RIGHTS GUARANTEED TO ADULTS; (3) 'the REJECTION of the legal presumption of the IDENTITY OF INTERESTS BETWEEN PARENTS AND THEIR CHILDREN, and PERMISSION for competent children to ASSERT THESE INDEPENDENT INTERESTS IN COURT.' "In effect, what HILLARY CLINTON espoused was that when parents and their teenage kids don't see eye-to-eye on who's boss, the dispute goes into the hands of a judge..." [1] Since then there have been several highly-publicized cases of children divorcing their parents. But, you know what bothers me the most about this notion? The majority of the plaintiffs seem to be MIDDLE-CLASS, with relatively MINOR complaints. Meanwhile, what about all the youngsters, who - driven by incest, physical and emotional abuse - are now dead, enslaved, or making their 'living' on the streets, as child prostitutes? Why don't the ACLU and the CDF protect THEM? Question: once they are granted a "divorce" from their parents, what happens to the children? They are still minors, so now they must become "WARDS OF THE STATE!" Anybody got any ideas of WHY she would be so eager for children to "assert" their "independent rights?" If you don't, you'll probably start catching up when we get to GOALS 2000! At the end of that year, HILLARY was off to Washington - to see how much "good" [damage] she could create there: "In 1974, HILLARY RODHAM, a 26-year-old lawyer fresh from Yale, researched impeachment and pored over the CONSTITUTION to see if there were grounds to force Richard Nixon from office...[She] was one of 43 lawyers on the HOUSE JUDICIARY COMMITTEE's SPECIAL IMPEACHMENT INQUIRY STAFF...One of Mrs. Clinton's first assignments: researching American impeachment cases. The one thing they all seem to have in common [not counting Clinton, himself, of course] is that they all appear to be carbon copies of Hillary - EXCEPT FOR MONICA. So, back to HILLARY. What a fascinating, and most unusual AMERICAN 'First Lady.' To get a better picture of her, let's go back to the beginning. Back to Park Ridge, Illinois. On second thought, let's go even farther back. All the way back to PA: "...Scrantonians dropped whatever names they could. (Incidentally, HILLARY's tough-minded father, HUGH RODHAM, also grew up there.) Local athletes who went on to even lackluster collegiate careers were treated as gods...When I was about nine, A FEW LOCAL BUSINESSMEN made the national news when they were apprehended meeting in a hilltop mansion in APALACHIN, just across the border in southern New York. Federal authorities said that this gathering of such fellows as New Jersey's VITO GENOVESE, Brooklyn's PAUL CASTELLANO, and our own RUSSELL BUFFALINO [sic] proved that the U.S. had an ORGANIZED CRIME SYNDICATE... "I hadn't thought about the APALACHIN MEETING until I opened my SUNDAY NEW YORK TIMES a few weeks ago and saw the headline and photo reproduced here. The accompanying article described how this JACKSON HOLE group, primarily sponsored by big insurance companies, hospitals, and pharmaceutical firms, had devised a plan called MANAGED COMPETITION [we normal mortals call it ORGANIZED CRIME - a favorite method of ROCKEFELLER and his cronies!] to 'help' HILLARY CLINTON reform health care...The TIMES neglected to mention that most of the institutions represented in the living room above coughed up between $33,000 and $100,000 each to take part in the potent brain trust. This group's big idea is to promise consumers some INITIAL choice of plans, but then, in order to maintain profits, SEVERELY RESTRICT the CARE we can receive when we get sick. A similar PROTECTION scheme was no doubt discussed in APALACHIN. "When the fifty or so 'businessmen' at the APALACHIN MEETING were apprehended (some tried to flee on foot through the woods), each one claimed that he'd heard that his friend, the owner of the mansion, was ill, and that he'd independently decided to visit the poor fellow that particular day...The MEDICAL SYNDICATE has offered us a clear picture. If we really want to enact health-care reform, we should lock up these JACKSON HOLE guys." [1] Did the apple fall far from the tree? We know that both CLINTONS have had a great deal of the documentation from their earlier life deleted, so not much is known about HILLARY's parents [only the "official" biographies]. What IS known, however, gives us an interesting vignette of a very UNUSUAL First Lady: "DOROTHY HOWELL [HILLARY'S MOTHER]...was born in 1919 into the blue-collar tenements of South Chicago, the daughter of a fireman and of a half-Canadian mother who was all but illiterate. Part of the vast migration of the era, the family moved to southern California, where Dorothy grew up in the sunlit, but bittersweet, promise of the Los Angeles basin. At high school in Alhambra, she was a member of the scholarship society, an admired athlete, and an energetic organizer of student activities...Intelligent and pretty, with a compelling smile and an abiding sense of independence..." [obviously HILLARY got a lot from her mom, wouldn't you say?] In 1937, at the age of 18, Dorothy moved back to Chicago and got a job with the COLUMBIA LACE COMPANY - where her future husband HUGH RODHAM worked. "Dorothy Howell was sadly ahead of her time, enjoying a brief relative independence during the depression and war years and ever after yearning for an equity and opportunity painfully denied in her married life...When Pearl Harbor came she was still a working girl, seeing Rodham but with hopes for higher education.
