The third line seems to indicate that you can use it, so long as you
don't remove XXX's name, so it is DFSG-compliant.  I think.

`All rights reserved.' is simply a legal term that asserts full
copyright protection.  It can be used in conjunction with any license.

The other line (`You can use this code...') isn't complete enough for
us.  For instance, it needs to be expanded to mention rights to modify
and redistribute as well.

IMHO.  IANAL.

It doesn't say anything about distribution, modification, etc.
It's not DFSG-free. Please get him to use the X11 license or something.
