I fully agree that this is not the right approach.
I think there should be an extra checking step after integration: 
extract SDF file from the sources and compare to the one that has been 
delivered. I'll probably do this for Hungarian, but it would be 
better, if it could be done by engineers, because they could fix right 
away, if there were differences.
Actually, if there are differences between the sdf files you delivered 
and the one you extract out of the l10n CWS35, it means  - to me - that 
the merge or integration process has not worked correctly and that the 
merge/integration issues should be fixed by release engineering.

string is and ordered set of: { actual string, identifier }.

If you change identifier, the string is changed. The old string  
doesn't exist anymore and the new string is no longer translated for  
all languages.


If you change the actual string, the string is changed.

If you change identifier, this can be solved in two ways:

1. you'll pay Vladimir a beer or two and he will run sed on  
localize.sdf files after he merges GSI files


2. all translators will hate you because they will need to update to  
the latest POT files, merge in the changes, generate GSI files,  
attach them to some issue and bother Vladimir to do the merge again.


Both are BAD and cause a lot of work!

If you change a string, it can be better and worse:

- if you fix a typo in original English string which doesn't change  
the meaning of the actual string, translators will love you because  
this change doesn't affect them at all!


- if you change the meaning of the actual string, the number "2."  
above applies.

"dbaccess" caught my attention here, that's one of the modules my team
works in ...

We might have a communication problem. In my understanding, changing
resources so that the effective strings stay the same, but maybe
identifiers change, or strings are moved within files, or such, is an
alloed change.

Also, the tool which we developers are required to run before passing a
CWS to QA ("cws_localize --no_checks") checks for "changed strings", and
"word count". To my best knowledge, only the latter is relevant (and
must be 0 after UI/translation freeze). The former might not be 0, but
this was never considered a problem.

Ain's "Only removal of fuzzy-tags was necessary" suggests the changes in
dbaccess in fact did not touch the actual strings, but some
"surroundings" only. (Only exception being one new string I found, but
this one is not localized at all.)

If this *is* a problem for translation, then I think we should urgently
communicate this to us developers. I am quite sure nearly nobody knows this.

after Code Freze, after branching the release codeline and after 
starting the stopper suggestions.
