Any member can subscribe to the board list, and unsubscribed posting
are suppose to be moderated, in case an outsider wants to contact the
board. But, submitting a agenda item that way is problematic since the
unsubscribed poster would not see any replies, and we are not suppose
to forward postings from the private list to non-subscribers.

The simplest thing would be for one of the members who support the
petition to post it to the board list and mediate any questions.

I asked Henri Yandell

The next board meeting is Wednesday 20th December and the resolution
would need to be in by Monday of that week (but the earlier the better
IMO, then you get time to iron out any wrinkles before the deadline).
He says you can email it to board@ but hes not sure whether it has to
be a member or if anyone can do it.

Great news.  We have consensus regarding the fact that we should ask the 
board to approve the Tiles TLP Resolution.


+1 - 10
 0 - 0
-1 - 0

During voting a couple of things came up:

1) We should not submit the resolution with the original proposal. 
Instead, the resolution should suffice.


2) We may want to add a small self-referential description in order 
avoid the board requesting more info.


#1 is easily enough to take care of. . .how do we go about adding a 
tiles description to the legal jargon in the resolution?  Any examples?

+1 = As a Struts PMC member, I am not apposed to the resolution, but
as an individual committters, I am not joining in the petition to the
board.

One note on the Resolution, some elder projects like Struts and Cocoon
got away with the self-referential description, but if anyone has a
slightly more detailed description of Tiles, it might save a round of
revisions.

As Martin mentioned, you would not need to enclose the original
proposal, but simply submit the resolution for the board's
consideration.

While I'm in favour of asking the board to establish the TLP, I'd like to
point out that the proposal document itself isn't necessary, at least in its
current form. The way it's written is what would be required if we were
presenting Tiles for incubation. Since we're not going that route, and will
simply be asking the board to approve Tiles as a TLP, we can be much more
brief. (For example, the cover letter to the resolution to make Struts a TLP
was little more than three sentences.)

Also, I've just made a few changes to the resolution, changing Tiles to
Apache Tiles in most places, and cleaning up some of the wording. It looks
pretty clean now - or at least as clean as the Struts one was when we
submitted it. :-)
