No - unfortunately not. This document is the result of an earlier 
human-readable policy statement consisting of 29 recommendations being 
lawyerfied over a period of several months. The result this is so 
thick is simply that this is precisely what we are being asked to 
implement - there should be no ambiguities left in the language, hence 
the overly heavy text...

Implementation will likely start the second week of March and run for 
a period of ninety days after which all registrars will be required to 
be in full compliance with the new policy.

Without re-reading the policy, I can't remember if the registrar is 
required to pay or prevented from paying or if the policy is silent...

If the policy is silent, then Tucows specific policy is certainly TBD...

I have a domain at Totalnic.  My impression is that they basically have a 
do-not-transfer policy.

When I inquired about transferring the domain out, they asked me to have a 
signed, notarized, original authorization mailed to their offices in 
Australia.  Even after I did that, they still haven't transfer my domain.

I don't know what I'm going to do, but as I feel now, I wouldn't advise 
someone to register a domain there. Someone needs to talk to them.  I've 
heard the same complaint from others.  They say that they are protecting 
the registrant, but I think their policy is a little too stringent.

Wild West Domains is similar but not quite so bad.

If you change the WHOIS on a name (even just add a comma to an address) 
they invoke their no transfer until 60 days after a WHOIS change 
rule.

Wild West is dead on.

A shame it doesn't cover previous transfers.

We're still waiting to get a domain name back that NetSol transfered 
out of OpenSRS without telling either us or OpenSRS. :^(
