 Many of us are in the same situation, Don.  My feeling is that it
is 
 a good thing.  As DXers, there is no better thrill than when you send
or 
 say your call and the DX comes back to you.  Wow!  It's like fishing.

 You sit there all day and then you get a strike.  That's what you go 
 fishing, and why you are a DXer.  To catch another one.

 We won't have any trouble getting them if the planned operation 
 (multiple stations with gain antennas and amps) sets up there for 3 
 weeks. I'm looking forward to it.  Sure, we worked the same
geographical 
 location in 1990 or whenever, but it's now a different political
entity 
 and essentially a new country.  The FS and all 4 PJs of the past few 
 years made a lot of excitement.  If we never got any new ones, it 
 wouldn't be much fun.  What is a person going to do with the gear?

After reading the fuss about the disallowed BS7H dxpedition where they 
operated on scaffolding on the reef I started to look at the YW0DX photos. 
This station was operated from the base which sits on stillts (expensive 
scaffolding) set out over the water.  A few of the anttennas were set on the

island but several were set on the base. The only part of the base that 
touches the island is a set of steps which leads to a long walkway which 
leads to the base on stills sticking out of the ocean.

What is the difference between the banned BS7H setup and the YW0DX setup?

I don't remember all the exact details of the DXCC 2000 rewrite.  What I do
remember was that K5UR, N4MM, K5VUF (now K5NX) and several others were on
the committee.  I do remember receiving the questionnaire, which I believe
was available to all DXers.  This was back around 1997 or 1998.  Other than
that I don't remember.

Well, here's the thing:  As I recall (Bernie et al correct me if I'm wrong),
there was a lot of discussion about what to do about countries and the
very beginning of what became the DXCC 2000 rewrite.  And there was a school
of thought that strongly suggested starting everyone over on 1 Jan 2000 with
a clean slate, and along with that, a refreshed list of countries (we
hadn't switched to calling them entities yet... I think)

And please, no brickbats, I was NOT a member of that small but vocal group
that thought this!

But, just for fits and giggles... imagine doing just that.  Convince some
other group to sponsor a DXCC-like award, for contacts starting 1 Jan 2000
(even though the 21st century actually started 1 Jan 2001, but let's not go
into THAT one again either), and for this hypothetical award -- call it DX
21 for the sake of argument -- issue a new list of entities, based on the
current DXCC active list (forget the deleteds), but applying current
criteria to each and every one of them, plus evaluating other possibile ones
that have been eliminated under recent rules changes.

Many won't survive.  BS7H certainly wouldn't.  What about Scotland, Wales,
and the rest of the non-England parts of the UK?  Desecheo?  Navassa?
Sable?  Ducie?

What about the special cases:  The Spratley's?  Do you keep the UN Hq?  If
so, what about the Council of Europe HQ?  The Vatican?  SMOM?  ITU Hq?  How
about the UN Vienna?

I could go on, but you get my drift.  Either way for many of these, stay or
go... at least apply the new DX 21 rules consistently.  How will this
affect DX chasing?  To say nothing of little discussions like this thread...

I can understand all too well why no one wanted to undertake the controversy
that a change like this would have entailed.  But it's interesting to think
about!

I don't think there's a solution to this that will please everybody.
I'd personally like to see the rules overhauled completely at some
point down the road, but how that could be accomplished I really

exists now is somewhat bizarre and could use a revamp at some point.

I'm definitely not in favour of mollycoddling DXers and DXpeditioners
by removing tough- or dangerous-to-activate entities just because
they're tough or dangerous to activate. Free will is truly a wonderful
concept.

This would set a terrible precedence!  We must follow the DXCC rules
otherwise we will destroy the very fabric of the integrity of the DXCC
program.  If we do as Charles suggests for BS7H what will be next?  This is
a slippery slope.  Anyone could then make the same case for many other
counters on the DXCC list.  I won't give examples but one could easily list
many more countries for their own personal reasons.  We have gone down
this road many times over the years.  So there is no need to repeat this
thread.  There is one and only one way for a DXCC Entity (country) to be
removed from the DXCC list.  

Notice I said removed!  I don't think many people realize the next country
that does not meet the DXCC criteria will be removed, not deleted, as there
will be no more deletes because of the results of DXCC 2000.  That's right a
removal, which will be as if you never worked it!  More on that discussion
later.

Back to the one and only way to remove a current counter from the DXCC list.

it on the list to begin with.  Rules that are made up afterwards do not

Fellow DXers Prior to the latest BS7H op, I had not given the Rocks any 
attention and had only a vague notion of what is there.  But today I read 
the web sites, saw the photos,  and listened to James' super interview while

on site.  I come away of two minds... one with great appreciation and awe at

the accomplishment and second with a deeper understanding of how truly 
dangerous this op was.

Of course, I congratulate all who make this happen and especially to men who

were willing genuinely to risk their lives to do the op.  Let nothing take 
away from that.

However, I have to ask if this set of rocks is worth the risks?  I know 
mountain climbers die in their efforts and there are many other very 
dangerous sport activities, but should we as a hobby sanction placing our 
fellow hams into a place where the slightest bad weather, lightning strike, 
or just a nasty fall would have been an easy-to-happen disaster.  How would 
we feel as hams if the worst had happened there?  How much should we depend 
on LUCK? I think anyone can go where ever they please, but not with the 
sanction and official stamp of our great avocation.

Maybe it is time to re-think the DXCC status of this place?

not be perfect, but snafus are rare, and it's VERY good -

basic airmail 
rate is going up to 90 cents - In case you haven't noticed
it's been 
over $2 in Germany for a long time, and is getting very
close to that 
(if not over) in many other European countries and Japan.

It was announced today that Kellogg's and the Federal Communications 
Commission have signed a pact to
issue Amateur Radio Licenses on specially marked boxes of Corn Flakes.  In

this unprecedented move
the FCC believes this will not hurt amateur radio but allow all 
individuals to receive an amateur radio license
without having to demonstrate any skills with the exception of being able 
to use a pair of scissors to cut out their operating permit from the 
breakfast cereal box.

Kellogg's spokesperson commented that they were proud to have been 
selected by the government to be the issuer of licenses for amateur radio 
in the US and hope to soon make an agreement with other cereal loving 
countries. They also expect that will be issuing certificates of 
achievement for DXCF for confirmed contacts with 100 corn flakers.

Well, there's the North Jersey DX Association http://njdxa.org with which
you might have some familiarity. They don't do much beyond sponsoring this
list (among others) and the W2 call area incoming QSL Bureau. :-D  I don't
know if they get much membership from the W3 area.

Although the Northeast (upstate NY - more cows than people) is my home of
origin, I'm not as familiar with the region's DX clubs as I should be, but
I'm in Arizona now. In my old neck of the woods, there are a lot of DXers,
but in our rural areas, we were too far spread out to organize as a club.

More seriously, there's probably a lot of DX clubs of one size or another in
the New England and mid-Atlantic areas, especially around the urban areas.
Probably an ARRL club search or Google would turn up many of them.

If it were found to be that the person did it deliberately (sabotage or
jealousy, etc) they should be removed from the DXCC program!  Also if I knew
the person was living in my area he/she would be shunned from any activities
by me or my clubs!  I would never work them again and a QSL couldn't be
issued to so a low life.  The person(s) who did this did more damage to
Amateur Radio, DXCC and DXing than someone who operated illegally from a
rare one.  We don't need that type of person(?) involved in AR or DX.

The start date for 4W - East Timor (UNTAET) now Timor Leste was March 1,
2000.  QSOs after that date with 4W all count as the same.  They changed the
name of the country after the UN turned the country back over to the Timor
people.  Ron is right there was a period of time when at least one 4W
station was QRV for a short period of time and did not get the new license
from the Timor authorities.  I think those dates were May 20, 2002 until mid
May 2003.  Could have been May 16, 2003, but not sure.  Their independence
was October 27, 2002.

I may be wrong (wouldn't be the first time!) and if so, I'm sure I'll get
corrected (ditto!), but...

Contacts made during the UN administration of East Timor/Timor Leste count
the same, for DXCC purposes, as contacts made under the current
administration, since they are the same entity.  

However, there is a small gotcha.  There was a short period of time when
certain stations, who had been licensed under UN authority, continued to
operate without benefit of a new ticket from the current government.  (I
worked 4W6MM in the IARU contest during this time period).  There was a
question at the time as to whether or not QSO's made during that interval
would be counted, under the theory that the UN tickets automatically expired
when the reigns of government were handed over.  

I do not know if this question was ever resolved, so if you worked someone
during the, shall we say, transition, then you may want to verify with the
DXCC desk the potential validity of the card prior to submission.

Just got back from Port Blair.  We had one radio and it was our goal to work
North America during the few precious hours we had.  So when I realized 15
was not open I went to 17 meters, which also was not open to NA.  So I went
to 20 meters where it was open and ran them there.

By the way Rag I think you were the first RTTY QSO from VU4AN/VU3OHA.  I
didn't know you were QRV on that mode.  Another surprise was ON4UN
afterwards.

Actually the two tied are K6ZO and W2BXA.  W2AGW was removed from the list
after becoming a Silent Key.  The League does remove Silent Keys about 1

When the 3Y0X Peter I DXpedition got under way in February, Don Greenbaum,
N1DG, did his older friend a good turn by taking Thompson to his station
February 9 for a crack at 3Y0X. During the last two Peter I Island
DXpeditions, Thompson was at his winter home, PJ9JT, so Peter I has been
among his most wanted. It only took about 30 minutes for W1BIH to make
himself heard through the fray on 15-meter SSB and exchange reports. We got
him! Thompson exclaimed seconds after the quick QSO. Greenbaum captured the
occasion on video. Once confirmed and submitted to DXCC, the 3Y0X QSO will
elevate W1BIH into a tie for second 
place in the DXCC standings at 390 entities--including deleted entities--or
335 current entities. DXCC Manager Bill Moore, NC1L, says Thompson currently
is in third position mixed at 389 QSOs, and two operators are tied at 391

You forgot to mention it would cost more.  Don't get me wrong I like QSL
cards. =20

I've worked all countries and have them all confirmed on the current =
list.
If all of a sudden there was a new DXCC Country I would send for a
traditional paper QSL card to put one on the wall with the rest.  I'm
seriously involved now in the DXCC Challenge with just under 3,000 band
points.  If I were to work a new band point or country on RTTY I really
don't need another paper card.  I'd just assume get it confirmed quickly =
and
relatively cheap via LOTW. =20

Just for the sake of argument supposed I spent a minimum of $1 for each =
of
those QSLs.  Man if my wife found out, I'd be hung out to dry!  HI.  To =
each
there own.  I'm not knocking those who want the QSL cards.

No seriously I think this will get more
DXers involved. Many overseas stations will now be able to get their WAS awards thus
more DX stations for those of us chasing DX and using LOTW.



Another way to encourage more DX participation would be for the
League to maybe sponsor some kind of yearly competition. Maybe giving awards to
this station working the most DXCC Countries and getting them confirmed on LOTW
in a one year period. 



Surely there must be other ways to
encourage more overseas DXers to participate? Any ideas?



By the way I suspect there are more
contesters using LOTW that actual DXers. I think the main reason for that
is they are all using computers and computer logs and it is so easy for them to
submit their log to the contest sponsor and then to LOTW. Whereas some of
the old time serious DXers are not using computer logs. It would be
interesting to take a look at the age of those using LOTW vs those not. My guess is it would show
the younger (HA) guys are using computer logging and the older ones are
not. Unfortunately Im afraid it would take a lot of work to back
this theory up.



Anyway I suspect as time goes on more and
more people will start using LOTW. The real question is what can be done
to speed up the process? Any positive suggestions?

I hope there were some around.  I was at Dayton the year after the VP8SSI 
operation and one of the ops had a couple huge baggies of penguin 
feathers.  He was giving them away one by one to anyone who worked the 
DXpedition, to attach to their QSL cards.  Like a fool, I pased up the 
opportunity. It would be great for a repeat of that!

Absolutely. Many I believe. Our FCC is in the minority of 
communications authorities which legally control where amateurs can 
transmit each mode. In many countries it's a matter of custom and 
self-policing.

Correct me if I'm wrong, but I think SSB is legal in the UK on 30M for
example.

The thinking is those from the US mailing to just Mongolia get routed through Russia and many dont make it to their intended recipient. Sending
it to Mongolia via Japan seems to be a
