Do we know yet if Kosovo will receive DXCC status once their Declaration of Independence has been announced unilaterally? Does it not require UN approval before it achieves new-one status? Considering that Russia has stated it will block any attempts with its Security Council veto, I don't see this as being anything other than an amateur goodwill mission, if that's the case. Have there been any further developments that may make this one officially count as a new one for us? Do we know yet if Kosovo will receive DXCC status once their Declaration of Independence has been announced unilaterally? Does it not require UN approval before it achieves new-one status? To become a political entity (Point 1) under DXC rules an entity needs to meet one of three criteria: 1) Membership in the (General Assembly of the) United Nations 2) to be assigned a prefix block by the ITU (e.g., Palestine) 3) to be included on either the U.N. list of Non-Self-Governing Territories (www.un.org/depts/dpi/decolonization/trust3.htm) or the US Department of State list of Dependencies and Areas of Special Sovereignty (www.state.gov/s/inr/rls/10543.htm). If the US and 100 other countries are prepared to recognize Kosovo as independent I would expect the ITU will assign a prefix block (YZA-YZZ perhaps? - since it was just released by Serbia, ITU could use it as a 'compromise' with Serbia and Russia). In any case, if the Department of State and the EU recognize Kosovo's Declaration of Independence, you can bet the Department of State will add Kosovo to the Special Sovereignty list at the earliest opportunity. However, Kosovo will not be added to the DXCC list until one of the Event triggers takes place. Even if Kosovo declare independence, QSOs will not count for a new one until one of the three events take place. This is just like FJ ... the law establishing the new status was passed in the spring but they were not added to the DXCC list until they showed up on the Department of State list on December 14. 73, ... The full DXCC rule is: That section may not apply - if it does the 800 km provision would probably invalidate the use of the UN and DOS lists anyway. If Russia uses a veto in the Security Council to prevent Kosovo from gaining a seat in the General Assembly the only other avenue for addition to the DXCC list would be action by the ITU as in the case of Palestine. 73, ...
