Dave et al,

 

   This is an ongoing issue.  TC108 worked to update the accessible 
temperature requirements in 62368-1 in the early 2000s based upon reports in 
the popular news of similar incidents.  I reviewed this in a PSES 2004 
presentation which was later converted to an article in the  PSE News, 
15v11No2.  The technical basis for reasonable requirements were drawn from 
earlier work done as discussed in the paper.  You can find this paper by 
searching for it by name online: ‘Ouch Hot Laptop’.  

   Enjoy the reading upon your new laptop (which, as stated, an 
attempt was made to rename these as notebooks to steer away from similar claims 
– but the popular name returns).

That’s in the plan.  This one slows down apparently when it’s not too busy.  If 
it’s just the OS running with no programs it’s cool as can be.  But if I wanted 
a laptop to only do one thing at a time I’d use MS-DOS.  With several programs 
running and multiple browsers with multiple windows it runs the CPU full out 
regardless of temp.

I’d like to ask the same question of my “name brand” laptop with the same 
circumstances.  The CPU runs just under 100 degrees F according to Intel 
diagnostics and the case bottom runs hot enough it can’t actually sit on a lap.

Its not the temperature, but the thermal energy that is transferred to a body 
part.  Consider aluminum foil versus cast aluminum at the same temperature, say 
140 F.  The foil won’t burn you, but the cast aluminum sure will!

The thermal resistance of plastic will give you the time to disconnect from the 
140 F surface of your laptop before you suffer a burn.

You need a new laptop, too!  😊

Erick,

I've used it before but I completely overlooked the IECEE site. This is 
a big help.  At least I now know that the safety report exists in CB 
format as well as report number and NCB.  Now it's a matter of getting 
them into my inbox.  A big step in the right direction.


We've made some contact with Samsung at their B2B support email address 
and received the following message from them today:


"I was informed by one of our level 1 agents that you need some level 2 
assistance. Can you describe to me exactly what your request is so I can 
confirm your request and check what we can do for you."


So it appears that the process is for help requests to be filtered by 
their B2B Tier 1 support where it is assigned a "Ticket Number" and then 
advanced to their Tier 2 support group.  The Tier 2 support person 
contacted us and now I have a contact name and email address that I can 
send the cert number and information to.  Hopefully that person can use 
it to locate the necessary docs.

Brian,

Li batteries and battery packs have conditions of acceptability that 
must be confirmed within the end-use application.  That is the hook in 
this application.  Our NRTL understandably must confirm this.   I 
consider our NRTL's willingness to accept the CB Cert and Report 
rather generous in this case because that doesn't ensure follow-up 
factory inspections.  I'm sure the fact that it's Samsung is the 
reason why.

I'm working with a company that manufacturers exercise equipment. 
They use a Samsung S3 tablet model SM-T820 as a user interface
console.  The machine is being investigated at a USA NRTL for
North American marks and they need a safety mark or report to
validate the tablet. The tablet has no NRTL mark and so I'm trying
to get a CB Certificate, and also the report as well if possible
(IEC 60950-1).  There's some form of a 60950-1 report somewhere
because it's listed on their DoC and they comply with the RED,
which mandates a safety report for EU.

I've tried several paths as has the company purchasing department
to reach someone at Samsung to get the safety report but no luck
so far.  Does anyone on this list have a contact or suggestion as
to how I might get to the right department or person at Samsung?

That’s in the plan.  This one slows down apparently when it’s not too busy.  If 
it’s just the OS running with no programs it’s cool as can be.  But if I wanted 
a laptop to only do one thing at a time I’d use MS-DOS.  With several programs 
running and multiple browsers with multiple windows it runs the CPU full out 
regardless of temp.

I'm working with a company that manufacturers exercise equipment.  They use a 
Samsung S3 tablet model SM-T820 as a user interface console.  The machine is 
being investigated at a USA NRTL for North American marks and they need a 
safety mark or report to validate the tablet.  The tablet has no NRTL mark and 
so I'm trying to get a CB Certificate, and also the report as well if possible 
(IEC 60950-1).  There's some form of a 60950-1 report somewhere because it's 
listed on their DoC and they comply with the RED, which mandates a safety 
report for EU.

I've tried several paths as has the company purchasing department to reach 
someone at Samsung to get the safety report but no luck so far.  Does anyone on 
this list have a contact or suggestion as to how I might get to the right 
department or person at Samsung?

Hello Carl,

There appears to be a CB Test Report and Test Certificate for this tablet.  You 
can check by going to the following link and search in the “Free Text” box for 
SM-T820.

This doesn’t give you the Certificate, but should confirm one exists and 
includes the standards used and national differences applied.

Brian,

Li batteries and battery packs have conditions of acceptability that must be 
confirmed within the end-use application.  That is the hook in this 
application.  Our NRTL understandably must confirm this.   I consider our 
NRTL's willingness to accept the CB Cert and Report rather generous in this 
case because that doesn't ensure follow-up factory inspections.  I'm sure the 
fact that it's Samsung is the reason why.

I’ve had a similar situation where we use a tablet as a product’s user 
interface module.  Our NRTL required the tablet to have an NRTL listing.   I 
think that’s because there are specific safety testing requirements not just 
for the battery but for its charge/discharge circuits and the tablet enclosure 
requires minimum flammability ratings for use in the end product.

The power supply is NRTL certified and the battery is NRTL certified. The rest 
of the tablet I assume is limited energy circuit.  Does the tablet require NRTL 
certification?

I'm working with a company that manufacturers exercise equipment.  They use a 
Samsung S3 tablet model SM-T820 as a user interface console.  The machine is 
being investigated at a USA NRTL for North American marks and they need a 
safety mark or report to validate the tablet.  The tablet has no NRTL mark and 
so I'm trying to get a CB Certificate, and also the report as well if possible 
(IEC 60950-1).  There's some form of a 60950-1 report somewhere because it's 
listed on their DoC and they comply with the RED, which mandates a safety 
report for EU.

I've tried several paths as has the company purchasing department to reach 
someone at Samsung to get the safety report but no luck so far.  Does anyone on 
this list have a contact or suggestion as to how I might get to the right 
department or person at Samsung?
