[PSES] Reduced CE mark

 Hi listmembers,
I came across a statement on conformance.co.uk regarding CE marking and size 
requirements. Although the date shows 2020, it references the R Directive, 
so I'm not sure about that.
Anyway, it states that for small products it's permissible to reduce the CE 
mark to 3mm, and that this is based on earlier legislation covering marking 
text on products of less than 150mm.
Does anyone know what the earlier legislation was? In the past, I've found some 
surveillance authorities to be sticklers for the 5mm minimum and wondered if 
anyone has been able to cite this earlier legislation in support of a size 
reduction.

[PSES] Immunity testing of PLC equipment

Hi all,

Have been looking at EN 50065-2-3, immunity testing of PLC/PLT equipment which 
signals in the frequency range 9-95kHz. This states that the circuit shown in 
Annex A of the standard must be used for criteria A and B tests, and recommends 
its use for criteria C tests. This would result in 2kV EFT/B and (possibly) 4kV 
surge transients being applied across the terminals of a LISN.

The tables of requirements reference the basic standards in any case which, if 
they don't propose using the test methods therein, seems unnecessary.

Anyone have any background on this, or possibly was involved in the standard's 
production?

EMC Directive, along the lines of being available for sale individually AND
having an intrinsic function for the end user, in which case this would be
considered a component.

forward, however when actually communicating with the authorities you will

Only time will tell if being a NARTE certified product safety engineer will
have an impact in the profession. I just got my certificate yesterday. In the
long run, I think it'll help, but we have to start somewhere. Hopefully,
having this type of program will start a process to which people expect a
certain level of knowledge on product safety. Something analogous to someone
having a bachelors, masters or Ph.D. There is a certain level of knowledge
that one expects when someone has these degrees. (It is only a general
statement and I am sure there are plenty of knowledgeable people who do not
have degrees, that a smarter than those who do.)

Looking for a position

Hello Group,
 
I have recently been assisting Nokia Networks RD and Delivery Operations
groups in their drive towards compliance with the RoHS and WEEE Directives,
being involved both in Design for Environment and Lead-Free manufacturing
issues. My contract has now drawn to a close and I find myself available to
take on another challenge.
 
I've been involved in compliance and quality systems for many years as a
hardware engineer, regulator (BABT), consultant, EMC Lab Manager, Quality 
Compliance Manager and most recently in Environmental Engineering.
 
It would be great to have the opportunity to pass on the benefit of my
experience concerning application of the RoHS/WEEE Directives, but if you know
of any other compliance/quality-related positions, please contact me offline

Automotive requirements

Hi Joe,

You're correct that the CE Mark is not applied, but there are marking
requirements. The WEEE Directive requires that producers place a crossed-out
wheely bin symbol on their equipment (or packaging/user guide/warranty where
this is not feasible), signifying separate collection. Also, the date of
placing on the market should be shown on the equipment, if this date is after
13 August 2005. Finally, the identity of the producer must also be shown.
There are additional information requirements if your equipment is intended
for private households.

Article 11 requires the producer to provide re-use and treatment info within
one year of placing on the market, helping recycling facilities to identify
the different components and materials, as well as hazardous substances and
their locations. The way this is worded suggests that complete material info
should be provided, and I guess this is a declaration of sorts. Producers (or
their representatives) are also required to keep records of the mass of WEEE
on entering and leaving treatment facilities, to enable compliance with the
recovery/re-use targets for the different equipment criteria to be assessed.

The RoHS Directive has no specific compliance declaration or marking
requirements. It stipulates that the six substances are banned from 1 July
2006. Nor does it define what is meant by e.g. lead-free (the definition in
the Vehicle EOL Directive is being touted as the most likely, i.e. 0.1wt%).

There's a list of those devices, including medical devices,  which are covered
by the WEEE Directive in Annex 1B.

In order to declare conformity to New Approach Directives, the manufacturer
places the CE mark on the product and issues a Declaration of Conformity.
How does a manufacturer declare compliance to the WEEE/RoHS?

Marking of plastic components

Hello Group,

I keep hearing about a requirement to mark plastic components, supposedly in 
accordance with the WEEE Directive. However, I can't find anything in the WEEE 
Directive, or the ROHS Directive. I found a reference to ISO 11469 requiring 
marking of plastic components 25g, but can't find an equivalent European 
reference. 

I also found a reference to marking of plastic packaging for waste management, 
for parts 20g, but found no European reference for that requirement either.

I scanned the emc-pstc archives but couldn't find any earlier related threads.

Can anyone clear this up?

ROHS Exemptions

Hi Everyone,

The Annex of the proposed ROHS Directive exempts (among other things) the 
following from the requirements set out in Article 4(1):-

Lead in...electronic components

Lead in solder for network infrastructure equipment for switching, signalling, 
transmission as well as network management for telecommunication.

So I understand from the above that a piece of telecom equipment which is 
considered part of the network doesn't have to comply with the requirements of 
this Directive by 1 July 2006, as far as lead in electronic components and 
solder is concerned.

However, the Annex goes on to say that lead in solder for network 
infrastructure equipment should be evaluated by the Commission as a matter of 
priority, with a view to setting a specific time limit for this exemption.

Does anyone know of any such discussions regarding an applicable compliance 
timeframe?

Is it broadband noise? Maybe a DC-DC converter on the board? Or do you have a 
peak at 62.5MHz? The 8B/10B encoding gets you to 125MB/s, and an 0101 idle 
pattern effectively gives you 62.5MHz.

Hi Group,

I found a source which states that radiated emissions can be modeled as a small 
loop antenna (i.e. less than 1/4 wavelength), where the maximum E-field 
strength at 10m is proportional to the square of the frequency:-

E = 263 x 10^-12 (F^2 x A x Is) V/m

where A = loop area in sq cm, F in MHz, Is = source current in mA

For cable radiation, we can model as a monopole antenna over a ground plane, 
whereby the maximum field strength at 10m (allowing for +6dB ground 
reflections) is direectional proportional to the frequency:-

E = 1.26 x 10^-4 (F x L x Icm) V/m

where L = cable length in m, Icm is cm current at F MHz in the cable

My question is this - does anyone out there know how the constants in these 
formulae are derived?

Hi,

I'm looking at the Verizon NEBS requirements, which along with GR-63 and
GR-1089 call out the design guidelines in GR-78. Does GR-78 compliance have
to be assessed independently for Verizon compliance, or is manufacturer's
declaration on the NEBS checklist sufficient (section 2.8.1 would suggest
otherwise, but design guidelines are not as readily measurable as say,
environmental or EMC criteria)?

Also, has anyone out there put together a fire resistance database in
accordance with GR-63 4.3.2.1 before? Was it necessary for Verizon
compliance? Or is shelf/frame-level flame testing and needle-flame component
testing sufficient, provided the split-frame infra-red video requirements
for Verizon are met?

Surges on shielded lines

I'm trying to get surge testing done on a DS3 interface against EN61000-4-5.
According to the standard, the test set-up in figure 13 should be used. The
figure shows the test generator connecting to the chassis - can someone
confirm that is how the test is done - i.e. the surge is applied to the
chassis, and hence the shield?

ETSI dimensions

Does anyone have a feel for how close the spacing requirements in ETS 300
119 have to be met? There doesn't seem to be any tolerances, mins or maxes,
i.e. the implication is that all dimensions must be met exactly.

Anyone fallen down in Europe over this? Also, in ETS 300 119-4 it seems that
D1 is incorrectly marked, i.e. D1 should be the entire depth, not the front
part.

These cases were reviewed in an article I wrote about 14-15 years ago. Most
incidents could happen tomorrow and came from a record of emi cases reported
to all Canadian district offices of what used to be called Communications
Canada. The reports covered a planned three month monitoring  period during
which time ther were 439 emi related reports and another 242 cases of
swamping
( RF overload of TV, radio etc.)  If you consider that Canadian incidents
represented about 8% of the total number of incidents in the U.S. at that
time, it may help to place the occurrences in perspective.

Since that time, Industry Canada has not recorded domestic problems or
complaints due to a lack of immunity ( radiated or conducted)  but do have
an advisory bulletin specifying field strengths communication transmitter
owners cannot exceed.  These limits are taken from the EU requirements for
electronic equipment radiated immunity .  Not surprisingly, I have found at
least 95% of interference cases have been resolved not by increasing
radiated immunity but, by reducing or eliminating most of the  conducted
component That's why I believe the simple expedient of designed in conducted
immunity  levels the playing field for all consumers and removes the
nuisance of trying to find a solution, particularly, after sale.
Examples:

London Ont. A vhf broadcast  radio link , owned by a commercial broadcast
station , operating in a shopping mall, disrupted electronic weigh scale
operation. False and incorrect weights and prices were displayed while the
link was operating.

Peterborough Ont.   A CAT scan medical device's operation was disrupted by
transmissions from a new FM broadcast transmitter.

Brampton ON  Radio frequency plastic sealing equipment located in close
proximity to a neighbouring paint operation seized control of the six foot
paddles stirring the vat of paint to the point where the shaft broke away
from the motor , burst through a water tank and embedded itself in the
factory wall.

Toronto ON  A hospital heart monitoring system displayed erroneous readings
when the hospital radio despatch system was operated.

Toronto ON  A Federal government's computer system would crash when a
nearby chiropractor operated his diathermy ( radio frequency generator )
machine.

Edmonton Ab  The telephone company lost billing data from their computer
system which was attributed to the operation of a nearby private commercial
radio despatch system.

Calgary Ab   An amateur radio operator's transmissions were heard in the
recording equipment of a professional recording studio. Until the problem
was resolved, the studio lost money on their operations.

Grande Prairie Ab  When a hospital's diathermy was used, the hospitl alert
system would occasionally issue a a 'code 9' alert, in error.  The diathermy
also affected the physiotherapist's treadmill by accelerating the motor
control mechanism.

Grande Prairie Ab  The mobile cranes on a logging company's railway had a
collision avoidance system installed in each crane. Radio transmissions
would occasionally defeat the protection offered by these systems.

In Ottawa ON   Ontario Hydro Electric Power Commission reported that Oil
fired generating stations' control equipment on oil fired generators was
affected by operation of nearby mobile radio equipment .

Gas monitors, required for confined space atmosphere, continuous monitoring
of toxic/ explosive gases and oxygen were found to  give false alarms in 7
of 8 tested near UHF , narrowband ( 466Mhz ) transmissions and one had
problems from 49Mhz  narrow band signals.

Because many amateur radio operators reside in urban areas, their HF
operations ( covering 1.8-144Mhz ) have been demonstrated to affect the
following . In some instances they could cause harmful effects:

Hazardous material

We're filling out an RFP, one section of which concerns hazardous material.
If your product contains potentially hazardous material, you need to fill
out OSHA Form 20. The only thing I have identified so far is a lithium
battery - would this require the OSHA form? What about capacitors?

We had to supply accession numbers for all of the lasers used in our
equipment and submit a copy of our FDA report to satisfy UL. For CB, we have
to provide certificates for each laser against EN60825 - this is more
difficult, as some European component manufacturers are self-declaring,
meaning a full assessment of the component is required.

for Laser Certifications.  Annex NAE of UL1950/CSA C22.2 No 950 is an 
INFORMATIVE annex(and mentions the regultory requirements of a CDRH Report 
in US and a REDR in Canada), however Clause 4.3.12 leads me to believe that 
proof of compliance with these regulatory requirements is REQUIRED by the 
standard. With EN60950, compliance with IEC825 is required by clause 4.3.12.

Are the certifying laboratories witholding certification until the 
manufacturer can show compliance with the applicable requirements, or are 
they simply stating that compliance with the applicable laser requirements 
is the responsibility of the manufacturer?  If they are holding 
certification, what proof will typically meet their requirements?  Will 
documentation showing that the application has been submitted to the CDRH 
suffice, or do they typically require the final reports and approval issued 
by CDRH? What laser markings, if any, are these laboratories requiring in 
their compliance reports?

Is anyone aware of some documents that summarize the requirements of the CFR

 IEC825?

ETSI standards vs NEBS

Does anyone have a feel for the degree of acceptance of GR-63/1089 in
Europe? I can remember at a previous company we got LONIIS in Russia to
accept NEBS test results with minimal additional assessment against ETS 300
019/119.

Anyone else have any stories to tell, other than the obvious spatial
differences?

PTCs

We supply -48V to each card in our shelf, each having their own DC-DC
converter. Each card also has an on-board fuse, we are thinking about going
to PTCs instead.

The values range from 0.75A to 5A. I've seen devices from Bourns Inc. and
Littelfuse.

Anyone have any recommendations/suggestions?

I remember a couple of years ago South Africa requiring that our US EMC
reports somehow were traceable to EAL, e.g. issued by a US-based lab with
some affiliation/endorsement by a European lab. I don't think they accept
CE-marking per se.
 
I'm pretty sure they'll accept CB reports for safety.

I seem to remember the caps were specified in an earlier version of the
standard, and are no longer required (issue 2, rev 1 February 1999). My
understanding is that the LISN is that used for CISPR measurements.

Laser Classification

Group,

We manufacture a product for use in an Optical Fiber Communication System
which incorporates several laser devices, and I'm somewhat puzzled by the
classification stated on some of the manufacturer's data sheets.

For one application, both our primary device and the alternative we're
looking at list their devices as Class IIIb (US), although the first has a
declared max. optical tx power of +3.5dBm and the alternative is +8.0dBm
max. My understanding is that for wavelengths at 1550nm, the class IIIb
range starts at +9.3dBm (8.5mW).

On the label reproductions in the data sheets, the primary source states 2mW
max while the alternative states 10mW max.

What am I missing?

I can only speak from my experience with the LVD and EMC directives.

1) The requirement for CE marked products is that the user documentation and
the DoC be in one of the official languages of the EU.  So, we use English
as one of the languages.

2) That being said, the safety standards my company uses to comply with the
CE mark, require that we provide user documentation in any of the other
official languages if in fact our customer explicitly requires it by
contract.  However this may be a reduced size document containing only those
portions that are specifically related to the safe installation, operation,
maintenance and disposal of the product.  It is not required that you
translate sections like theory of operation, applications, sales literature,
etc.

3) Additionally, when we certify a product through a notified body, in this
case LGA in Nurnberg Germany, the national public safety law requires a
manual in German.  I suspect other nationalities within the EU have similar
requirements for certified products.

This policy has been confirmed by our representative from LGA America.
