Greeting to all my standards writing friends.  Enjoy the Holidays and have fun. 
 I have enjoyed working with all of you over the years.

I am retiring after next Friday (officially Dec 31).   My career started with 
UL Chicago, Ill on Jan 3rd, 1969 so I am just 3 days shy of 45 years in product 
safety and product regulations compliance and influencing.

After retirement I'll be working part time for a 501 3C non-profit organization 
called "Astronomers Without Borders" to extend astronomy and science training 
to developing countries and students.

If any of you or your companies might need some part time support please give 
me a call.

It also allows for checking of phase and neutral being wired correctly (not 
reversed).

Ground/earth continuity is extremely important for electrical medical 
equipment, at least in part because sedated or comatose patients can lack a 
"let-go" reflex. Clear plugs presumably allow users to periodically visually 
check the robustness of the conductor/pin connection.

I think so, but don't count on it. When moulded plugs were first
introduced there was a serious reliability problem, with melting, sparks
and smoke. Moulding techniques had to be considerably refined. I think a
two-step process is used, with a visual inspection between the steps.

I'm opening a very old question here, but I'd like to hear some list member 
current views concerning the applicability of the LVD to devices that utilize 
external wall-wort and brick power supplies.

In this example, an external brick AC/DC power supply is shipped with a device 
with in input rating of +15 V dc.  Clearly the manufacturer would have to 
declare the LVD on the product DoC because they become the distributor/importer 
of the AC/DC power supply within the EU.  However, they can rely upon the power 
supply DoC and CB Report to support their Declaration and technical file.  Does 
the DC rated device also have to be considered to be within the scope of the 
LVD?

The common thinking among many manufacturers in my experience is that the 
device itself is outside of the scope of the LVD because of the very low 
voltage input rating.

The Mason-Dixon line It is not on the 40th either (close).   The 40th runs 
across Lancaster county PA, and through the town of Millersville, PA and across 
the campus of my High School.

I know I'm getting pedantic here. The 40th parallel runs across the middle of 
the United States. U.S. Cities north of the 40th parallel include Northbrook 
Illinois, Newtown Connecticut, Peabody Massachusetts, Courtland New York and a 
few other headquarter cities of test laboratories on OSHA's NRTL list. A quick 
check shows that MET Labs in Blaltimore (at 39 degrees north) is just about the 
only NRTL with headquarters south of the 40th parallel.

I have to disagree with the statement 

"Only a few enlightened companies build in safety and EMC from Day 1 of 
the design phase."

Many companies rely on already qualified devices for safety and to some
extent EMC. As such much of the safety EMC considerations are built in
form the start (notwithstanding the end system must pass).  I believe a
more accurate statement would be something like: 

"Well run companies with good life cycle planning, incorporating
techniques, and oversight of regulatory design will lead to added value
for the customer".

Pardon? This is standard industry practice. It shouldn't be, but it is. 
The design is 'finished' and THEN the safety and EMC experts get to 
re-design it for compliance at huge cost and very damaging delay.

Only a few enlightened companies build in safety and EMC from Day 1 of 
the design phase.
