We have just designed a transmitter, a short range device.  China is one of
the intended markets.  I would like to know where I can get the detailed
information of RF type approval for China market, such as the standards,
organization responsible for this, contact details, and the procedures of
applying type approval.

The major change is :

In the 1999 version, "In some non-European countries, the transition frequency
between conducted and radiated radio-frequency test is optional within the
range 26 MHZ and 80 MHZ.  In these countries, the test may be carried out at a
start frequency lower than 80 MHZ, but not less than 26 MHZ."

In the 2001 version, no such requirement, meaning that the start frequency of
radiated immunity is 80MHz.

The requirements are very different, especially in the test setup, and I
don't think you can make assumptions in either direction.  For an electronic
sub-assembly, for example, you do radiated emissions at a measurement
distance of 1m, which is very much in the near field.  You won't likely be
able to make any assumptions from that as to how you will fare in a 3m or
10m emissions test for the EMC Directive, which is arguably in the far
field.  There are lots of other significant differences, so I'm afraid
you'll need to do the reading and do some testing.  

One bit of good news:  the Automotive EMC Directive contains its own
requirements, so you don't need to buy standards to go along with it.

EN and BSI EN are the same, but I would suggest you use EN standards on your
DoC, instead of BS EN.  The publish date of the standards from EN and BS EN
might not be the same, so to avoid confusion, use EN, which the publish
date(actually the date is version) are same as those listed in OJ.

New FCC conducted emission limit

Hi all

I know that FCC has changed the conducted emission limits for FCC part 15 and 
18, and I do see changes in the latest FCC part 15.  The copy I have is as of 
July 22 2002.  In section 15.37(j), as follows.

"All radio frequency devices that are authorized under the certification, 
verification or declaration of conformity procedures on or after July 10, 2004, 
shall comply with the conducted limits specified in section 15.107  or section 
15.207 of this part, as appropriate.  All radio frequency devices that are 
manufactured or imported on or after July 10, 2005, shall comply with the 
conducted limits specified in section 15.107 or section 15.207 of this part, as 
appropriate.  Equipment authorized, imported or manufactured prior to these 
dates shall comply with the conducted limits specified in Section 15.107 or 
Section 15.207 of this part, as appropriate, or with the conducted limits that 
were in effect immediately prior to September 9, 2002."

1) What does the date September 9, 2002 in the last sentence for?

2) FCC always updated the FCC part 15.  Is there any document to tell that 
which version we need to follow?  Like EMC in EU, we use the standards that are 
listed in OJ.

Radiated immunity test

Dear All

I just discussed with a supplier about the upgrade to 2GHz of the IEC61000-4-3, 
he showed me a document which says that the calibration of the field strength 
needs to be 1.8 greater then the required field, eg. for 10V/m, 18V/m is 
required for calibration to ensure the system can produce 10V/m with modulation.

Since the deadline of testing above 1 GHz is coming for radio testing, this new 
requirement would definitely affect the decision of the system upgrade.  
Appreciate if anyone can advise more information about this.

Canadian EMC standard for ISM equipment is defined in ICES-001 Issue 3
1998.  Similarly, the EMC standard for digital apparatus is defined in
ICES-003 Issue 3 1997.  These standards are based on CISPR requirements.

Are these standards required by Industry Canada or are they voluntary.  If
they are required, where is this information specified?

NSA measurement and its uncertainty

Hi all

I just got a tough question from our auditor about NSA and uncertainty.  He 
asked if we will include the uncertainty into our Normalized Site Attenuation 
measurement or not.

If we include the uncertainty of NSA measurement, it is impossible for us to 
ensure it is within the +/- 4dB with 95% CL.

I would like to seek comment form the expertise if it is necessary to include 
the uncertainty when we do the NSA measurement.

Measurement below 30MHz

To all

I just came across a Japanese standard about a RFID product at 13.5 MHZ, it 
says that measurement of FCC from 30m to 3m will need to take the 20dB 
conversion(ie 20dB/decade) into account.

But I found a statement from FCC part 15.31(f)(2) that at frequency below 30 
MHZ, 40/decade extrapolation factor shall be used.

I just want to clarify which we should use for measurement below 30MHz, 
20dB/decade or 40/decade?

Are there any opinion of EMI receiver from Schaffner?

I am considering to get one receiver or spectrum analyser to cover up to 26.5 
GHz.  Cost is an issue and the most important is the services provided.  The 
rep. of the famous brand of EMI reciver is not very good at servicing the test 
lab here.

I like to use a spectrum analyser more for diagnostics, and a receiver for 
compliance work.

Of course I'm biased, but the Schaffner receiver currently covers 1 GHz, and 
the new version about to hit the streets goes to around 20 GHz. Both are 
CISPR 16 compliant. I personally feel they work best under software control 
such as Compliance 3.

1) Speaker alone with built-in amplifer is classifed as associated euipment.  
If there is no antenna connector, it is not necessary to do the immunity test.

2) Harmonic and Flicker are mandatory since 2001-01-01

3) In your DOC, you still have to mention those mandatory standards.

My company had just OEM a speaker product from another company, I had
request them to provide the following EMI/EMC test report.
EN55013, EN55020
EN61000-3-2, EN61000-3-3
The speaker is mains connected/powered.

They only provided EN55013 report and reply as below regarding the other

LISN for automotive directive

Magnetic measurement per CISPR 15

Hi all

I got a question about the magnetic measurement per CISPR 15, it says that the 
sensitivity of the current probe is 1V/A.

My interpretation is that  X dBuV measurement you got from the EMI receiver, 
corresponding to XdBuA, which is then compared to the limit, say 88dBuA at 50 
kHz for 2-m 3-loop system.  The manual I have says the same thing.  Is it 
correct?

My question is
1) Do we need to covert the voltage to current taking consideration of the 50 
Ohm impedance of the receiver?  If that is the case, we need to minus 34 dB 
from my voltage measurement  to get the current measurement .

2) In what ways the whole system has considered the impedance variation of the 
current probe impedance.  I have checked the impedance of the current probe, 
the impedance is ranging from 40+ Ohm at 10kHz to 150+ Ohm  at around 150K and 
decreases to around 75 Ohm at 1 MHZ.

There are not many books about SA, except by Engelson Morris and another one by

Actually I am looking for something about the VBW setting and how it
affects the measurement.  I got feedback from the group that the setting of
the Spectrum Analyzer (SA) shall be at linear mode instead of logarithmic
mode, I understand the explanation from the group, but I do find at least
on EMC standard (CISPR 11), it does require to use logarithmic mode for
average measurement by setting VBW at 10 Hz.  It got confusion on that.

Besides, I want to know more about the detectors, how it affects the
measurement and the details of the construction.  I was able to get one
from the local University for the first one (Modern...), there is nothing
about the detectors.

noise figure

Hi all

It may not be purely EMC question, actually it is RF related, but I am sure  
the experts here can answer my questions.

We all know that we need to have a pre-amp. that is as lower noise figure as 
possible, but how low it is enough or how it is related to the noise floor 
viewed by a receiver or spectrum analyzer.

I am thinking if it is possible to connect the source input to the surge tester 
to a DC source, instead of the AC source, then you can apply the surge tests to 
the DC input of your product.

I am currently trying to test a product of ours that falls under 50082-1
generic standard for light industrial equipment.  Our problem is that we
have a 24VAC power input port.  The generic standard calls out for EN
61000-4-5 on AC power input ports.  After looking at EN 61000-4-5 it seems
that it is intended for AC mains voltages, but I couldn't find anything that
says a 24VAC input is exempt from this test.  I am looking for outside
opinions on whether this test is truly applicable.

Video averaging

Someone told me that when doing the video averaging(set it small, say 10Hz), 
you need to use linear scale(uV) instead of log scale(dBuV).  What is the 
reason behind about this?

A much simpler answer is that as long as source (EUT) is small relative to
separation and separation is long relative to a wavelength then  1/r scaling
is fairly accurate, but if those conditions are not met scaling for another
distance cannot be performed.  My earlier posting on this subject

Class C harmonics testing

For Class C harmonics testing(active input power <= 25 W), one requirement is 
as follows

" the third harmonic current, ...; moreover, the waveform of the input current 
shall be such that it begins to flow before or at 60 deg., has its last peak 
(if there are several peaks per half period) before or at 65 deg and does not 
stop flowing before 90 deg, where the zero crossing of the  fundamental supply 
voltage is assumed to be at 0 deg"

Does anyone who can explain what is the purpose of this requirement?  And what 
is the meaning of stop flowing before 90 deg.

Assembled Experts,

A NASA colleague of mine has EN 55013 test results on an electronic
keyboard.  The test results are a graph of dBpW vs. frequency, with a
conversion chart for getting from measured data in dBuV to dBpW to be
plotted against the limit.  I have a 1975 version of CISPR 13 and can find
nothing that leads to a dBpW limit.  The keyboard is battery powered so I
assume the test was radiated in nature.  Any ideas out there on what was
measured?

I guess this 150 ohms is from the combination of the 100 ohm characteristic 
impedance and the 50 ohm output form equipment, like the power amplifier for 
conducted immunity test.

Paolo:  Try this link to Quabbin wire company.  It is a product selector
guide with the types of wire used for different applications.  All Ethernet
applications are 100 ohm characteristic impedance and only have overall
shields if shielded. Telecom cable (T1, DSL etc.) if shielded, are also 100
ohm but the shield (if present) is over the individual wire pairs with no
overall shield. I find no reference to standard Ethernet cable at 150 ohms.

I think if I want to have the 1995 version with amendments A1 and A2, the only 
way I can find is from CENELEC, not from BSI, who will provide you with A12 and 
A13 on top of that.

Sorry, Richard, but you have been misled by the incredibly confusing
situation that has been created. The '2000 version' you see on the web
site will itself be superseded later this year. Until then, most
manufacturers will find that using the 1995 version, with its
amendments. is advantageous. It is certainly still available to order
from BSI (as BS EN61000-3-2:1995), but you do have to specify the year
1995 and 'with all amendments'.

EN61000-3-2:2000

Hi all

I got a question about the correct standard version of EN61000-3-2.

According to OJ, the standard that can be used is either
EN61000-3-2 : 1995 + A1 + A2
or
EN61000-3-2 : 1995 + A1 + A2 + A14

However when I verify the version I have from BSI, it is EN61000-3-2 :2000.  
BSI told me that this 2000 version is to supersede EN61000-3-2 : 1995 + A1 + A2 
+ A14.

Right now I have difficulties to order the correct one.  What I mean the 
correct one is the version listed in OJ.  The older version of EN61000-3-2:1995 
is with amendment A12 + A13 +A1 + A2, but A12 and A13 are not listed in OJ.  I 
was questioned by auditor that I should use the correct one, at least I should 
know what is A12 and A13.

Could someone help me out on this?  Where can I get the correct version besides 
BSI?  What is this 2000 version?  Can I use this 2000 version?

If possible, I would suggest to do the test with CDN and do it in a shielded 
room with all the measuring equipment located outside of the room.

The test was done by Nemko Canada using the clamp method.  The clamp was 
calibrated a few hours before my test.  The equipment was 10 cm over a ground 
plane, and they were monitoring the test voltage with a clamp to be sure not to 
overtest.  Is the coupling network a better bet than the clamp?

Our card does not have a ground plane and I suspect that this is part of the 
problem.  Also the components for setting impedances could be closer to the 
chip.  But before we scramble to fix the board I'd like to be sure it is 
possible to do with the AMD component.  Their AEs are trying to get me this 
information, if you could put me in touch with your contact who passed with 
this chip that could help too.  Thanks again for your input.

You have to follow GB 9254:1998 which is identical to CISPR 22:1997, and look 
for lab that is accrediated by CNACL (China National Accreditation Committe for 
Laboratories).

equipment, but I have no clue as to the requirements for products
manufactured in China. Can someone enlighten me, particularly about ITE and
