Check 47 CFR part 2 sections 803, 805, 806, 807 and 809. Essentially if your ISM equipment is classified as a radio frequency device or digital device and not selling to the US goverment you must comply with the technical requirements of part 15, or part 18. Part 18 section 121 allows for exemptions for certain ultrasound and MRI equipment. Other than that, I'm certain you have to comply! You are refering to section (b) exempted from the technical requirements of part 15 are digital devices used exclusively as an electronic control or power system utilized by a public utility or in an industrial plant...
