WASHINGTON — A coalition of states led by California filed a lawsuit Friday
against the Trump administration, challenging its decision to revoke a rule
that empowers the state to set tougher car emissions standards than those
required by the federal government.

The lawsuit seeks to defend California and the 13 other states that follow
its car pollution rules from the administration's latest effort to loosen
environmental regulations. It maintains that the special waiver the state
has relied on for the past 50 years to set its own standards is not only
lawful, but essential to protecting California's air quality and preventing
the worst effects of climate change.

Twenty-three state attorneys general joined the lawsuit, as did the cities
of New York and Los Angeles. The list includes states that have adopted
California's more stringent car emissions rules, such as New Jersey, New
York, Pennsylvania, Washington and Oregon. It also names several states —
Michigan, Wisconsin, and North Carolina — that voted for Trump in 2016.

The administration's plan to revoke the waiver is likely to set off years of
legal battles that could eventually land at the U.S. Supreme Court.
California Attorney General Xavier Becerra said in a statement Friday that
the administration was attempting to resurrect previously unsuccessful legal
arguments to justify its position.

"Two courts have already upheld California's emissions standards," Becerra
said in a statement. "Yet, the Administration insists on attacking the
authority of California and other states to tackle air pollution and protect
public health."

The lawsuit, California v. Chao, was filed against the National Highway
Traffic Safety Administration, which has been working with the Environmental
Protection Agency on a proposal to weaken fuel efficiency standards put in
place under the Obama administration.

These regulations require automakers to build increasingly efficient
vehicles so that by 2025 the nation's cars and trucks would average more
than 50 miles per gallon. Under Trump, the agencies have proposed freezing
mileage targets at about 37 miles per gallon for cars after 2020.

While the announcement of that rollback was initially supposed to coincide
with the administration's effort to dismantle California's standards, the
two were ultimately separated. A few months after California spurned the
White House by secretly negotiating a deal with four major automakers to
increase fuel efficiency and reduce emissions, the administration decided to
fast-track plans to revoke the state's authority to set stricter standards.

At a news conference Thursday at EPA headquarters in Washington,
Transportation Secretary Elaine Chao said the administration was stripping
California of its power to set auto emissions

Brake fluid quality can easily checked by viewing its color - it comes out
of the bottle clear and turns brown/black as it ages with air and
contaminants.  Most service manuals I have seen state around 4-5 years for
brake fluid flushing. There are many youtube videos on how to flush brake
systems, most involve low cost tools and a bottle of brake fluid.  I
understand not everyone wants to turn a wrench, but $200 USD is crazy.
What really, really needs to be checked on an EV brake system is the
lubrication.  Sounds bad to lubricate your brakes but EVs suffer this as
lack of use, not wear will likely ruin your brakes.  The brake pads/shoes
on brake systems need to move freely within their metal sliders with a
silicone or ceramic goo that prevents seizure.  Heating from braking also
helps keep things from seizing.  Where an EV doesnt use much brakes with
regeneration, not much heat is seen and with water/salt spray (particularly
in the rust belt), the lubricant is washed away and the pads/shoes can
seize in place, continuously ride the rotor/ drum, scoring, glazing and
warping the surfaces.  Increased braking effort, longer stopping distances,
noise and shaking/shimming will be symptoms of things gone bad.  Moral of
the story, have your brake sliders inspected/lubricated at least once a
year, more often if you live where salt is used on roads, follow the
service manual for fluid changes which are usually much longer intervals.

Sadly, it's not. Irrational laws may require irrational solutions. If you're 
required by law to improve air quality, and prevented by law from doing it at 
the source, what other choices do you have? Roadside scrubbers? Ban driving in 
certain places and times, like some countries have done?

Tunnels already require complex ventilation and filtration systems to keep the 
air fresh enough to safely breathe. Likewise, old power plants often have 
added-on scrubbers.

[EVDL] Portable USB fuel cell chargers

Horizon Fuel cell technologies worked on commercializing a handheld USB 
charger powered by a small fuel cell. You can see details with a photo here:

They don't appear to be offered for sale any more on the website.


"Each HYDROSTIK can store 14Wh of energy, which is enough for 1-2 
charges of a 3G smartphone or 2-3 charges for the average cellphone."
 (14 Wh isn't a lot, and you can buy LiIon battery banks that supply 
more nowadays) [Hydrostick's cost $40 on the website, but they are 
refillable.]


They sell a "hydrofill" device which will refill a Hydrostick in one 
hour via electrolysis of water.  [Cost of $1,000 on the website.]


They claim it was commercialized by Brunton, but it is no longer listed 
on the Brunton website (a web search did turn up this (now dead) URL):

But it was offered for sale at one time, for example, REI sold it for $149.

In general, looks like it was a niche product that did not take off in 
the market, probably because USB power packs can provide a very similar 
performance for less cost and the re-charging infrastructure is less 
expensive.
