There are YouTube videos about how to use a 9V alkaline battery (or a fully
charged other pack) to restore the battery pack's ability to be recharged.  
Until you have charged the battery pack, a load tester has nothing to test.

Didn't EV's precede ICE's more than 100 years ago and were very popular in
big cities that had charging stations every few blocks?  
Henry Ford's wife and many others drove them because they didn't require
hand cranking to be started.

for several months you may have to replace it with fresh gasoline.

Our Sunny Boy solar inverter disconnects from the grid when the grid 
goes down and then provides ~1500W to an outlet we can switch on.

Any shop that sets up motor vehicles with hand controls should be 
able to set up a Polaris GEM or any other low speed vehicle for 
braking (and acceleration if also needed) by hand.

You are correct. A rough surface can reduce the heat transfer.
The primary purpose of thermal interface material is to fill the 
microscopic hills, dales, and pits in the base of the heat sink and 
the device to which it will be mounted. This is so no air is trapped 
which would block the transfer of heat from the device to the heat sink.


For maximum heat transfer, the thermal interface material needs to be 
as thin as possible. The flatter and more polished are BOTH surfaces 
the less (thickness) interface material is needed.  Polishing both 
surfaces should help but you will still need some sort of interface material.


The secondary purpose might be for electrical insulation between 
device and heat sink.

It has been more than 12 years since my company was the Northern 
California sales rep for Henkel Loctite's thermal management products.
Back then, Loctite wasn't very distributor savvy and although they 
now have all the major electronic catalog distributors, they 
apparently don't know how to use them to sell all of their products.
I would suggest you ask their customer service how you can quickly 
obtain a sample of their Silverstrate product (aka ECF 1000, aka 
Silverstrate 1000).
Be sure to tell them you are part of a large group of people who are 
involved in the electric vehicle industry and that you are looking 
for a good electrically conductive thermal interface product to 
recommend to your group.

on each mile you drive your electric vehicle.
To offset the drop in gas tax revenue due to EV's one State (Oregon) 
has already adopted such a tax (1.5 cents per mile) and other's are 
considering it.

of contact rubber.


 Lets say the weight on that tire is 720 lbs, therefore 720/24 = 3 
lbs per square inch which is not good for traction.

But when you use "Reply" doesn't the quoted message (to which you are 
replying) say "At blah blah time / date YOU wrote" instead of "Willie2" wrote?
Doesn't it make sense, and good netiquette, to name the person whose 
message you are replying to?

UL (Underwriter Laboratories) is an independent agency that was 
founded by insurance underwriters who were losing money due to fires 
caused by home electrical appliances
It promoted itself using scare tactic ads on TV that displayed TV 
sets catching fire and burning down homes.

Whether I use Thunderbird on Windows or Postbox (a "fork" of
Thunderbird) on my Mac, my client displays messages as having come from
"Chuck Hursch via EV" for example. In the message source, it's the To:
field, not the From: field, that is "Electric Vehicle Discussion List."
Are you sure you've got T'bird set to display the right fields?

For reference, my version of Thunderbird is 24.3.0 on Windows 7, and
Postbox 3.0.11 on Mac OS 10.8.5...
