Kurt Stone shows that the right symbol is the circle with the cross. I do
agree without hesitation because of the confusion that can be made by using
a Coda sign. If there are any chances that Coda sign and stopping the sound
symbol co-exist in a piece, this is already more than enough for me to avoid
using the same symbol. Remember that because there is no such symbol in
Coda's default fonts (Maestro or Petrucci), it is possible that music has
been published using the most ressembling symbol that could be found.

I remember reading [*] that the perfectly circular symbol is more correct,
but the coda sign is an acceptable alternative if a true circle isn't
available.

I would say the distinction is only typographic -- in the same category as
using a regular asterisk to end a piano pedal, or an ordinary bold italic
"mp" for a dynamic mark.  It will be preferred to use the symbol tailored
more specifically for the task, but the alternative isn't wrong per se.  In
a stylized music font, the symbol might not look exactly like either, but
it would still be some sort of circle with a cross through it.  Likewise
for handwritten.

[*] I think that was in a guideline for engraving handbell music, from
about ten years ago.

I found a good discussion about harp damping symbols in "Music 
Notation in the Twentieth Century" (Kurt Stone), pages 231-234. That 
circle symbol is absolutely looking different compared to the "coda" 
symbol.

G. Schirmer (among other publishers, I believe) thinks there is a difference. 
If you compare the symbol in slot #70 in the Toccatta font (also used to 
muffle a concert bass drum) to a coda sign, you will see the difference as 
well.
