If ownership of the horse changes, however, the horse's registration needs to be updated to show who the new owner is. There is a form on the NFHR website for registration transfers. I think the transfer fee during the amnesty is $20, off $5 from the regular fee of $25. Another problem with not doing the Transfer when the horse is sold is that the horse is still registered to the previous owner and it could be a problem with liability if something were to happen.
