Very much +1 to this. Also, if anybody can spell this out and commit
to the IPMC docs -- that'll be appreciated. Otherwise, I may be able
to do in a few days.

This one has been previously discussed on our lists; our conclusion
with our mentors was that the archetype is an empty, skeleton, project
that has no creative content and therefore does not require an Apache
license header. You can see the discussion here:

Whether the podling agrees by voting or lazy consensus does not matter
IMO, I am ok with your suggestion - but a notice the the Incubator PMC
is required IMO, just to keep it informed, and the project page under
http://incubator.apache.org/projects/ should be kept up to date (or
just point to the podling's website and keep that up to date).
