On some machines I have installed a very minimal Linux system on the
boot partition. Normally, this partition won't be mounted, but I have a
menu choice in grub which starts this rescue partition.

That's a good idea. I've done that on some of my systems 
including one Gentoo.  I haven't done it on others because 
of the cabability of the LiveCD.

Shouldn't the scripts be running this when mounted as read-only?  If it
can't be done in this traditional way, then reiserfs should not be
considered a production option  forcing manual intervention with a boot
CD is simply not useful (even if it works).

I really like this idea. Much faster than looking for the CD, and works
assuming the problem isn't the whole drive.
