Just to wrap up this thread, as geotools project officer I am going to send
an email to the treasurer authorizing payment as soon as we have a signed
contract with the selected party.

Because we are approaching year end this would in effect being paying
upfront.

Hmm... a rewrite of XML techs with something would not be feasible if we
had 10 times more funding I think.
I think realistically we could try to do it piecemeal, and see if we can
just get rid of EMF and replace all the
EMF objects with plain beans...
Easier said than done, as we'd need a generator that allows us to mix in
our own objects (e.g., Filter implementation)
and  massive API breakage for OGC protocol using modules I'm afraid though,
and a ton of
work and a prerequisite for it would still be to have CITE tests
operational.

But yeah, a worthy goal imho a dev can dream too, right?

[Geotools-devel] geotools 2019 budget priorities

GeoTools made a request for the default OSGeo budget of $2000 as we had no
specific RnD goals or challenges to address this year.

How do the GeoTools PMC members feel about offering some support to the
GeoServer CITE testing activity? We do indirectly benefit from additional
test coverage (although restoring oracle online tests may be more directly
beneficial).

sprints... asking companies to participate to
more than one week long code sprint a year is too much imho (unless the

are happy with the default 2,000 USD "operational" budget for the committee.

help nudge along with some funding please speak up as this is a good
opportunity.

I will not oppose this change, but mind, make sure that you're going to get
more benefit out of the switch than the damage it might cause.
Limited to my spare time activities, I have less interest in contributing
to a project that has a watered down "open source" licence
rather than a proper "free software" licence. During working hours I'll be
glad to keep on contributing to the project, during off hours
I'll have a preference to look elsewhere (even concentrating more on
GeoServer I'll end up doing changes in GeoTools as well, that's
unavoidable).
I might be the only one with this preference or not, you might want to
check :-)

So the OSGeo board is proposing 2k as a starting point for each project ...
can I can confirm this is good for GeoTools?

As for GeoTools plans:
- The 2k above should be fine to respond to anything that comes up during
the year, I assume we will have a member attending the AGM already who can
speak on our behalf.
- Last year with Java 11 was our really big / disruptive plan :)
- We could consider removing org.opengis packages (either quickly to
org.geotools.api, or on a package by package basis to the appropriate
module)
- The idea has also come up (with restriction Apache projects have in using
LGPL) to relicense the library. I think the vast majority of the code base
is covered under our code contribution agreement, and could just be
relicensed. There will be a subset of LGPL code included from other
projects to consider ...
- we could do our best to run the geotools workshops at regional events?

If there is any interest in the above idea, or any ideas to add to the mix,
I am happy to ask for more then the 2k proposed by the board.
