 of Europe I am  
 less familiar, but the Australian National
 University, National  
 University of Singapore, and University of Cape Town
 all come to mind

I would recommend the course/program that I used to teach until this past
semester.

Its on International Environment and Development with a fair amount of
economics in the development section (at least when I was teaching it).
Its a full semester, mostly based in DC but with 3 weeks overseasmakes
for a great combination of DC/global policy with on-the-ground local
perspectives.
