The question which seems not to be asked is what are the
specifications? Low cost in the US can be commercial DSL at 128k for
under USD 25/month with VOIP essentially free point-to-point. On the
other hand 56kb can be below USD 10/month.  It depends on whether you
want service directly in your business or home or are willing to go to a
telecenter. WiFi can reach very remote corners of the earth, today and
include voip. Where you are, what you need, what your price point is and
other factors affect the answers to the question- it is often site and
situation specific with no generic solution which can be packaged in a
one-size fits all configuration.

But something has to be at the end of the access point. One can't just
put the pipe into the room and walk out the door. Again, this takes
careful consideration.

One needs to take care when the ideal ( E-x, where x= democracy,
education, commerce...) is being spoken, the expectation is not that of
Captain Jean Luc Picard on the Star Ship Enterprise when he decrees,
Let it be so...

[GKD] Community Learning by Radio and the Internet

COMMUNITY LEARNING BY RADIO AND THE INTERNET

The forthcoming eLearn Expo conference in Moscow (May 27/28 -
http://www.hcln.net/conferences.htm) provides an opportunity to showcase
the use of interactive broadcasting for community learning by Radio and
the internet, and potential models for sustainable development through
combined community media/telecentres.

If you have a project which uses radio and the internet as a catalyst
for community learning and development, I would be happy to include
details in my presentation if you send the information on any case
studies to [EMAIL PROTECTED]


BRIEF PRESENTATION ABSTRACT

Interactive Broadcasting is an emerging phenomenon which could provide
new opportunities for creative radio broadcasting both for entertainment
and education, and could create new business models for commercial
sustainability. Early examples of interactive broadcasting included
telephone chat shows which now extend to text messaging and email as
tools to stimulate audience engagement and provide low cost content.

There are some pioneering schemes emerging in which sophisticated
interactive broadcasting techniques are a fundamental development
platform for radio broadcasting. THE Radio with Pictures Show is an
example of integrating web conferencing with radio broadcasting to
create a rich and interactive audience experience with great potential
for educational applications and addressing digital divide issues see

Another example is Radio Browsing as used by Kothmale Radio in Sri Lanka
a community radio station which uses the internet to engage its audience
in both determining and creating program content see

Roberto Verzola is right. I just can't seem to get through to the
www4mail services these days. The services were very helpful for us in

[GKD] APC Comments on the First Draft National ICT Policy for Zambia

JOHANNESBURG, South Africa -- In a letter to the Zambian ministry for
communications and transport, APC has commended the Zambian government
for its efforts in drafting a holistic national ICT policy and for
disseminating the draft online to make it possible for the public to
submit comments. We value the broad definition of ICT adopted early in
the document, says APC, but Some important policy concerns are
mentioned as action points for implementation without a clear enough
policy position that would give direction during implementation. Some
are left out altogether.

[GKD] RFI: Low Cost / Low Energy Printing Devices

Dear GKD Members,

I'm setting up the initial balance sheets and specs for a National
Crusade by which we pretend to equip each and every of the 6700 public
school in the country with a low-scale internet access (2 computers per
school, sufficient bandwidth for email and slow downloading of mid-size
archives, mostly for teachers use).

Here comes my question: What are the best printing options available
(Low energy, as in many place we will have to use Photo-voltaic, low
operation costs)? Any experiences with recycled Matrix-printers or
similar devices?
